    The World Energy Council has called energy the backbone of every

    economy. And its true: energy runs our factories, lights our offices,

    powers our computers and takes those in the CIS region to their jobs and

    back home again each day. Its a common element underpinning our economy

    and our lifestyles.

    And for all the sensible talk about diversifying economies away from the

    lucrative oil and gas sectors, energy is so vital to our economic and social

    well-being that we must continue to expand not limit our energy portfolio.

    Indeed, the oil and gas sector remains key to the future development of all

    CIS countries.

    Fortunately, this is a region blessed with abundant hydrocarbon reserves.

    Russias Natural Resources Ministry estimates recoverable resources in the

    Arctic zone at 120 billion barrels of oil and nearly 85 trillion cubic metres of

    gas; the Barents Sea alone, recently demarcated by Russia and Norway, holds

    an estimated 7.6 billion metric tons of oil equivalent. Meanwhile, the oil in the

    Caspian basin is estimated to be worth over US$12 trillion.

    But regional governments are increasingly recognising that the

    development of resources in such inhospitable environments is extremely

    challenging, if not impossible, without the involvement of international

    skills and capital. In order to speed up the modernisation of Russia, foreign

    investments are needed, admitted Russian Deputy Prime Minister Vladimir

    Shuvalov in an interview last month with daily newspaper Nezavisimaya

    Gazeta.

    Its a warning that Rosneft and other Russian oil majors have certainly

    taken to heart, with a recent spate of high-profile exploration announcements

    providing evidence that the CIS region remains one of the most lucrative in the

    world when it comes to potential hydrocarbon opportunities. Deals with BP,

    Chevron and ExxonMobil have paved the way for the expansion of a number

    of Rosneft-backed projects in hard-to-access locations, while Gazprom and

    Shell are also considering an asset swap that would give both parties greater

    access to global projects.

    Its proof that Russia remains an attractive proposition for international

    firms but also suggests that domestic producers are increasingly looking at

    potential investment overseas as a means of expansion. Such a development

    could mark the start of the next chapter in the internationalisation of the

    regions oil and gas sector.

    (ONGC), has lost a bid to buy Exxon Mobils 25 percent

    stake in an Angolan oil field, said two sources with

    knowledge of the matter. The energy explorer, based

    in New Delhi, had offered about US$2bn for the

    stake in Block 31 off Angolas coast. Angola, which

    vies with Nigeria as Africas top oil producer, pumped

    590-million barrels from January to November. The

    state-owned energy explorer is leading a drive by India

    to secure energy supplies overseas as demand for fuels

    rises in Asias second fastest-growing major economy

    after China.

    Venezuela signs new China dealVenezuela is shoring up economic ties with Chinese companies with the signing of new

    trade and investment agreements. Among the deals is a new co-venture between state-

    run oil company PDVSA and Chinas financial conglomerate CITIC Group for developing

    mining and drilling projects. The deals come after Sinopec began investing in oil extraction

    projects in Venezuelas Junin 1 and Junin 8 drilling blocs, and as CNOOC undertakes gas

    production in the Mariscal Sucre gas fields on Venezuelas eastern shores.

    Alaska pipeline faces degradationThe trans-Alaska pipeline could require expensive upgrades or even shut down if more oil

    doesnt begin coursing through it soon, the lines operator has admitted. Tom Barrett,

    President of Alyeska Pipeline Service Co., claims that in order to maintain integrity and avoid

    expensive repair work, 800,000 barrels or more of oil needs to be moved through the pipeline

    per day. At its peak, the trans-Alaska pipeline moved 2.1 million barrels of oil per day; now,

    with drilling and exploration activities decreasing throughout the state, the pipeline is only

    moving 640,000 barrels per day and declining.

    Shell gets drilling rights in GulfShell has become the first oil firm to win a deepwater drilling licence in the Gulf of Mexico since BPs disastrous spill last year. The US authorities gave the

    Anglo-Dutch firm permission to drill three wells in waters 130 miles off Louisiana, one of the states whose coastline was devastated by the accident. The

    permit is the first to be granted since President Obama imposed a six-month moratorium on deep water drilling, although some firms who had begun drilling

    prior to the crisis had been allowed to resume.

    Nigeria to get petrochemical boostNigeria plans to spend US$10 billion of foreign investment on

    10 new plants in the petrochemical and fertilizer industries,

    according to Petroleum Minister Diezani Alison-Madueke.

    The projects include one petrochemical facility, two fertilizer

    factories and a liquefied petroleum gas distribution plant, she

    told reporters. The combination of the planned investment

    will result in the significant in-flow of foreign direct investment

    of over US$10 billion between 2012 and 2014 when all the

    plants will be operational, she said.

    Philippines/China in oil disputeChina reiterated its claim over disputed islands in the South China Sea last month after both the

    Philippines and Vietnam protested to Beijing over its naval activity in contested waters. The Philippines

    lodged a complaint after two Chinese vessels ordered its oil exploration boat to leave waters near Reed

    Bank on March 2. The Reed Bank lies about 150 kilometres east of the reputedly oil-rich Spratly chain,

    which are claimed in whole or in part by Brunei, Malaysia, Taiwan and Vietnam, as well as the Philippines

    and China.
