平安福音基督教會

Evangelical Faith Church of Saddleback Valley- A ministry of EFC

2. 臨時動議:

(1) 編列新設大牧區的預算： 請總會總幹事

陳敏欽牧師及同工們研擬後， 再提出討

論決定。

(2) 建議各大牧區內的傳教師們，每年能有一

到兩次的退修會， 每次兩天一夜； 為大

牧區新福音站的開拓事工、 區內衆教會

的事工異象、以及 牧者的家庭及需要，

一齊同心禱告交通。

(3) 總委會一年三次的會議，是否每次都齊聚

一起來開會? 還是其中幾次可以遠距離網

路上、同步通訊來進行? 待下次會議作決

定。

(4) 為北美三區開立電話連線會議的帳號，供

三區各自開立會議時使用。

(5) 建議落實法規有關年會代表的規定。 在

下次總會年會召開時，特別要求擔任長執

會主席與主任牧師為當然代表，務必親自

參加會議。

(6) 為考量今年大會有許多教會礙於人數限

制，未能充分地派遣代表而深感遺憾，請

法規部研擬修法，於下次會議提出修正

案。

(7) 今年有幾位相等主任牧師之全職傳教師，

因為尚未加入傳教師會而未能成為傳教師

代表，故建議下次會議提案修正法案，使

其傳教師會會員身分不影響代表身分參加

大會。並今年這幾位傳教師代表的費用由

總會與地方教會平均分攤。此次符合此項

資格有：費城台福 / 徐平，東雪梨台福 /

邵海東，聖溪台福/ 鍾榮凱。

2. Other Business: (1) The budget for the greater regions:

Secretary General and coworkers please make proposal and then discuss and decide.

(2) It is suggested to hold one or two retreats for the ministers in the greater region. Each is about two days and one night. The purpose is to pray and communicate the church ministries, church planting project in the region, and minister’s own personal and family needs.

(3) Is it necessary to convene three times a year for the EB meeting? Or can the meeting be conducted through web conferencing? This proposal will be decided at the next meeting.

(4) There will be teleconferencing accounts registered for the three regions in North America for the convenience of future meeting.

(5) It is suggested to implement the regulations on the church representatives attending the GA meeting. At the next biennial GA meeting, the senior pastor and the chairman of the council board must attend the meeting in person.

(6) It is regrettable that many churches were not able to send more representatives due the seat control. The department of bylaw please makes an amendment proposal at the next meeting to address this issue.

(7) There are several full-time ministers whose positions are leading pastors in the church were not able to attend the GA meeting because they have not joined the Ministerial Association. It is proposed to amend the regulations so that they can represent the church to attend the GA even without the MA membership. The travel expenses for the ministers in this category will be shared by the GA and the local church which includes the following. EFC Philadelphia Anna Lawton, EFC Maroubra Pastor Shaw, EFC Glendora Rick Chung.

Decision: It is suggested that the Regional Board of Director, chair person, Pastor-in-Charge kindly remind the local church to submit the Church Building Mutual-Fund or the Tithe payment to GA. In the future when the local church decides to purchase or build the church facility, she shall pay all the unpaid balance before receiving the Church building Mutual-Fund payment from GA.

召集人。若有牧者嚴重的違反台福法規,

總會應會在適當時間有懲戒處理 （包括

不排除訴之法律途徑）。

Decision: It is decided to authorize the chairperson of The EFC Taiwan Board of Directors, Rev. Jefferson Lu, EFC Center of Taiwan Mission Elder Charles Ting, N. Taiwan region Pastor-in-Charge/GA Vice-Pastor-In-Charge of Taiwan Region Rev. George Lin, So. Taiwan region Pastor-in-Charge, Rev. Man-Hsiang Lin, and Director of EFC Taiwan Office, Rev. Linda Pan and GA assigns Rev. Jefferson Lu as the coordinator to resolve the issue. If any of the minister violates the EFC Bylaw, disciplinary action will be given by the GA (including filing law suit if necessary).

4. 紐奧良台福擬提領存總會 4 萬 Katrina 救災餘

款並申請出售舊堂及購置新堂 EFC New

Orleans petitions to withdraw the balance of $40,000 Katrina Relief Fund from GA. EFC New Orleans requests selling the current facility and purchasing a new one. (Appendix 13 P.40) 決議: 舊堂仍屬 flood zone 不能在大水來襲時

成為臨時避難場地。新堂則可以在緊急時暫

成為避難所，通過將餘款全部撥發給該教

會。至於舊堂之出售及購買新堂都須地方教

會和會通過。總會在舉行和會或在買賣教堂

簽字手續時可派員參加。

Decision: The old chapel is located in the flood zone. When the flood comes, it cannot be used as the emergency shelter. It is approved to forward the rest of relieve fund to the church. The selling of the old facility and the purchasing of the new facility shall be approved by the

church congregational meeting. The GA may send a representative to attend the congregation meeting or the signing process of the property purchase.

5. 財務部︰總會借貸予台福基金會廿萬美元，

擬續期二年

Treasurer: Loan extension of another two years for EFCGA lending $200,000 to EFC Foundation 決議:對台福基金會借貸廿萬元, 通過續約兩

年到 2014 年償還. 另外的一筆給基金會四十

萬元的貸款, 還是如期在 2013 年償還

Decision: It is approved to extend two more years till 2014 for the payable of the first $200,000 loan payable to EFC Foundation. The remaining loan payable of $400,000 to EFC Foundation will be still due in 2013.

Decision: It is approved with the following revision recommended. (a) Title shall be called: “Evangelical

牧)保持會務連繫，並聽取其有關區傳教

8. 關心並參與大牧區內各區的聘牧，按牧及

傳教師會會員的審核，並參與區內牧師的懲戒與申訴等等。Care and participate

in the pastor hiring, ordination, and the review of the MA application. Also participate in the process of Grievance and Disciplinary for the ministers in the region.

(A.) 信言長老要去搜集值得信賴的救災機構，

幫總會來處理有關 New Zealand 、

Yunnan、China 的救災款項，所得資料將

交給陳敏欽牧師。Elder Peter Chen will

collect information on some of the emergency relief organizations for GA to adequately use the relief fund received for New Zealand, Yunnan, China disasters. The information will be forwarded to Rev. Peter Chen.

(B.) 有關總會董事的任期 決議尊重上次董事會抽

籤的結果 但建議稍為修改法規 Regarding the

term of the GA Board Director, it is decided to respect the drawing result at the previous meeting but it is suggested to revise the Bylaw as followed. A2530 C. 董事任期四年，不得連任。董

事如於任內請辭出缺，應至下次年會再補

選。但首次(2012 年)適用這個新任期制時，

所有董事應以抽籤方式決定一半(以整數處理)

的董事只此一次其任期為兩年，不得連任得連任一次。The term may be repeated once.

(C.) 重新釐清英文傳教師會的組織:

「英文傳教師會」將以聯誼為主，各英文傳

教師應隸屬於各分區的傳教師會，並參與在

各分區的傳教師會當中，各分區傳教師會當

敏感於各不同語言的需要。區會應更多鼓勵

不同語言之間的溝通與事工的整合和推動。

另”台福英語事工協會” (AEM)其組織架構與婦

女會、青松會…等其他事工部門類似，皆隸

屬於總會事工部，其會員組織以南加州傳教

師會員及英文事工同工為主，聚會屬聯誼性

質。

Clarify the structure of English Minister Association The primary purpose of the “English Minister Association” will be fellowship. The English minister belongs to the MA of his region and the Regional MA shall encourage and promote the interaction and communication among the ministers of different languages and ministries. Also, the structure of the “Association of English Ministers” will be similar to the Women Ministry, Young Senior Association, etc. which are all under the Ministry of GA. The membership are primarily the ones in the So.

Cal MA members and the English ministers. The meeting will serve the purpose of fellowship.

(D.) 有關華府台福教會對法規有關人數少時, 教會

產權的處理. 將請陳慶霖長老擬定說明稿由議

長正式回覆華府教會。

For the inquiry from the EFC Washington D.C. on the issue of church property title when church member body is small, Elder Ching-Lin Chen will draft an explanation and the Moderator will make an official response to the EFC Washington D.C.

引用民數記 18 章 7 節, 勉勵同工們事奉主是上帝

特別的賞賜. 他並以民數記廿章 12 節提醒同工們

對上帝的信心,尊神為聖. 耶和華對摩西亞倫說因

為你們不信我, 不在以色列人眼前尊衪為聖,乃至

不能進神所賜的迦南地. 莊牧師也再度強調代禱人

身分的可貴, 引民數記 16 章 48 節,摩西亞倫用香

爐站在活人死人中間,代求贖罪, 如此止住瘟疫.

Rev. Tse-Feng Chuang Rev. Chuang quoted from the book of Numbers 18:7, he encouraged coworkers that serving the Lord is a special gift from God. And using the verse on Num. 20:12, he reminded coworkers to keep the name of the Lord holy, to keep the faith in Him. “Then the

Lord said to Moses and Aaron, Because you had not enough faith in me to keep my name holy before the children of Israel, you will not take this people into the land which I have given them.” Rev. Chuang also talked about the importance of being an intercessor. “And he took his place between the dead and the living: and the disease was stopped.” (Num. 16:48)

(A.) 「第四植堂大區宣教事工」策略是否進行 The

strategy for “The Missions of the fourth church

planting region”

決議:通過。但是要穩紮穩打，謹慎而行。在

審核傳道人時，要留意該傳道人 是否有帶人

信主的經歷。 在菲律賓的韓國人 Dasom 教會

和未來在日本設立的教會, 可先由台灣區/台

北教會來關懷. 在印尼的教會則交代紐澳區來

關懷. 這兩間教會的傳道人, 須將個人學歷經

歷送交總會審查. 教會在這之後, 也可申請為

福音站, 接受總會的財務補助

Decision: It is approved but it must proceed

very carefully. When reviewing a minister,

special attention shall be given on the

experience of personal evangelism. The Korean

Dasom Church in Philippines and the future EFC

church in Japan may initially supported by the

church in Taiwan or Taipei. The church in

Indonesia will be supported by New Zealand and

Australia Region. The ministers for these two

churches shall forward a copy of vita to GA for

review. These churches may apply advancing to

Gospel Station and receive the financial

assistance from GA.

補助金案

決議: 台中台福教會出售教會原址後買新堂，

在原教堂中有一層樓,是早期周神彬長老奉獻

給台宣中心使用，產權是屬台宣中心所有，

應將該層樓的售款交還台宣中心後再向總會

申請購堂補助金。另外以馬內利台福的現址,

產權也是屬台宣中心所有. 如果要申請建堂補

助金也是要 搬出後，再依條例向總會提出申

請.

The application for Church Building Mutual-Fund from EFC Taichung and EFC Emmanuel in Central Taiwan Decision: EFC Taichung is in process of selling current facility and purchase the new facility. The property title of one floor in the current facility belongs to the Center of Taiwan Mission. It had been donated by Elder Shen Bing Chou for the Center of Taiwan Mission to use. The Church Building Mutual-Fund shall be applied for after the church moves out of the current facility.

1. 台福基督教會所屬基金會管理條例草案

(Appendix 2 P.10)

說明: 若教會或財團法人有用到台福總會的

Tax ID 或統編號碼時 他們的基金也須屬在

基金會管理條例. 有關基金的用途是來栽培

未來的傳道人或奬學金等等, 須將名單送交

總會議長, 再交由人事資源部主審核, 最後

交付總委投票決定. 從送到議長到總委核准,

時間應該不會超過三個禮拜. 經總會議長及

總委的審核程序, 可使公平性增高, 且與其

他基金會的補助有較相同的標準盼董事們

再仔細的來思考本草案，將於下次擴大總

委會時再來表決。

If the church or the incorporation wishes to use the Tax ID of EFCGA, its foundation shall be under the regulations of the Foundation Management. If the purpose of the

foundation is for preparing the future pastors or scholarships, the names of the beneficiary shall be forwarded to the GA Moderator, be reviewed by the HR office, and be decided by the EB. The process should not be over three weeks. This process of review by the moderator and the EB will improve the equality of the case and maintain the same standard of other foundations. All the Board of Directors please carefully think through this proposal and vote at the next EB meeting. The Regulations for the Foundation

The 2rd rank for 2013 is the EFC Berkeley in Central So. California region. (Appendix 4 P.16)

通過 2013 年度台中台福與柏克萊台福建堂

補助. 唯依照廿七屆第二次總委會議決, 台

中台福須先補交過去所積欠的建堂分擔費

後, 才能接受 2013 年度的建堂補助費. 在最

It is approved for the Church Building Financial

Assistance to EFC Taichung and EFC Berkeley in 2013.

EB meeting deicision, EFC

Taichung shall pay off all the payments owed for the

Church Building Mutual Fund first before receiving the

financial assistance in 2013. Those churches who

have received the financial assistance in the recent

three years shall also pay off all the Mutual Fund

payments owed.

C. 會牧 莊澤豐牧師作開會禱告並作勉勵. 他

以羅馬書 15 章 1 節 ”我們堅固的人應該擔

代不堅固人的軟弱, 不求自己的喜悅” 個人

如此, 教會更是如此, 大間教會要扶持弱小

教會, 且彼此同心. 北美台福教會認領台灣

區未自立教會則是一個很好的例子. 並且

鼓勵有更多的教會能參與.

Pastor-in-charge Rev. Tse-Feng Chuang did opening prayer and encouraged with Romans 15:1 “We who are strong ought to bear with the failings of the weak and not to please ourselves.” Not only the individual but as the church. The bigger church shall support the smaller church and work in unity. The EFC churches in the North America supporting the small churches not yet becoming independent in Taiwan is a good example. This will encourage more churches to participate.

4. 由於現在科技的進步，總會許多會議都改

由視訊來進行，有許多的表決案也先通過

e-mail 來進行後再到總委會時來確認，如

此的好處是能争取時效並能省下可觀的交

通费。 但要如何提高參與率呢？

Because of the technology, GA has been using web conferencing to conduct meetings and collecting votes through email. This has saved tremendous travel expense and raised the efficiency. However, how can we promote the participation? 總委們須常檢查自己的電子信箱, 並且能儘

relief The follow up work of unspent or spent special fund such as 88 Flood Relife.

(4) 台福現有資產總值的準確性。有許多教會財產淨

值的資料落後，必須每年更新。例:和平教會資料

尚未還款$550,000, 但實際只有$277,000 The

accuracy of the current EFC asset value. Many churches have not updated their asset value which should be updated annually. For example, our record shows that EFC Alhambra has debt of $550,000 but the actual debt amount is $277,000.

(5) 有關台灣的帳務審查,目前僅閱讀報表,細目審查

待進一步規劃後再執行。Regarding the financial

audit for EFC in Taiwan, currently only the financial report has been reviewed. The detailed audit will be done after further planning.

(6) 為健全台福體糸的財務完整性及稅務的責任性，

建議地方教會能提供資料如下: A. 前一年的決算

表 B.當年的預算表 C. 教會開立奉獻收据複本

頭報告 Sandy Relief 情況。北美東台福教會青年

們加入 Samaritan Purse 的救援及幫助行動。總委

會通過將 Sandy 赈災款項$19,815 全數捐給

Samaritan Purse，並將此決議刊登在總會的網站.

The Caring Board of Director in N. America east region, Roger Tsai has given an oral report on the status of Sandy Relief. The young adults from EFC churches in N. America east region had joined the Samaritan Purse for relief work. The EFCEB has approved that the total amount of Sandy Relief Special Fund, $19,815 will be donated to Samaritan Purse, and this decision will be posted on EFCGA website.

3. 此次南加三區聯合靈修會大會奉獻及收支狀況

The finance report for So. Cal EFC joint retreat 原總會要支付靈修會的預算 US$20,000 只使用了

US$6,456 ，尚有餘額 US$13,544 。 The actual

expense for the retreat was US$6,456 which was $13,544 below the budget $20,000.

4. 2020 宣教植堂奉獻情况 The report on EFC 2020

Church Planting initiative offering collection 在南加

三區聯合靈修會中，有為 2020 宣教植堂做特别

的奉獻，目前收到 US$30,830. The 2020 Church

Planting special offering at the joint retreat had collected US$30,830.

1. 台灣目前有北中南三區，是否要將南區分為嘉

南、高屏兩區並增設花東區，連同北、中共五

區。Currently there are three regions in Taiwan. Is

there need for creating two more regions? (North, Central, Chi-Nan, Kao-Ping, and Hua-Dong)決議:呂

萬清牧師提議此案先讓台灣區幾位區牧討論有共

同的方向後，下次總委會再議。Decision: Rev.

Jefferson Lu had suggested that this proposal be discussed among the region pastor-in-charges in Taiwan first and table this agenda item to next EB meeting.

2. 總會是否同意讓曾接受過建堂補助的地方教會，

再次的向姐妹教會或個人作教堂擴建的募款活動

Does GA allow those churches which have received

building project assistance once again do the fund raising activities at sister church or to individuals.第

二次建堂或擴堂募款可以私下向姊妹教會募款，

但不宜再向總會申請互助金，互助金應保留名額

給第一次建堂的教 會。For churches that are

building the facilities for the second time may raise fund among sister churches but shall not apply for Mutual Fund from GA. The Mutual Fund is solely for the churches building the church facility for the first time.

3. 明年的 EFCGA 代表大會是否仍以三地區（美洲，

紐澳，台灣）來進行 Are we going to continue

holding the biennial EFCGA meeting in three different location (N. America, NZ and AU, Taiwan) for next year? 決議:將再詳細調查若來美國開會所須費用，並了

解台灣區費用補助或募款問題後，再做決議。也

可考慮，年會三區分地視訊舉行，但擇期召開世

界台福傳教師聯合會議，以期透過聯合會議集結

傳教師們對台福的認識與共識。Decision: The

cost for holding biennial EFCGA meeting in US will be calculated first with more information on the financial assistance and fund raising for Taiwan region before making decision. Another option is to hold the meeting via web conferencing in three regions but hold a worldwide EFC Ministerial meeting at different time to enhance the communication with EFC ministers.

4. 總會收受 2020 宣教植堂的獻金流程，以及使用

辦法和支出監督機制設定 The procedure set up for

collecting and spending the 2020 Mission/Church Planting Fund 決議:請各教會訂定每個月第四主日為 EFC 2020

奉獻主日，教會再統一開立一張支票寄給總會。

總會應將此流程發文通知各教會。此專款由議

長、總會財務部長及總幹事負責監督整個的使用

情况。個人獻金於支票 Memo 處註明 : EFC

2020。Decision: Have each church to make the

fourth Sunday of every month the EFC 2020 offering Sunday. Church can make one check with the total amount of offering collected to GA. GA shall send out memo to inform local churches. The use of this fund will be monitored by the Moderator, Director of GA Finance Dept., and Secretary General. The offering check will be payable to local churches but with memo: EFC 2020.

5. 地方教會中英文名稱使用 AKA 的共識 Guidelines

on using AKA for church Chinese and English names 決議:此案下次再議 Decision: tabled.

(C.) 特別報告 Special Report

1. 在台灣對陳涵得的法律訴訟案的近况 The lawsuit

against Hante Chen in Taiwan 潘牧師口頭報告。Verbal report by Rev. Pan.

2. 目前各教會的聘牧大部分都没照法規程序來進

行，且甚至已聘牧了也未通知總會，此情况應提

出改進 Most of church does not follow the

regulation on hiring pastors. Some of them do not even notify GA after the hiring. This issue should address.

Pastor-in-Charge 詩篇 124:8 我們的幫助從耶和

華而來，腓立比書 2:1~3 在基督裡面互相勸

勉，在推動 2020-200-20000 福音運動時互相安

慰扶持 Psalms 124:8 “Our help is in the name of

the Lord, who made heaven and earth.” Philippians 2:1-3 “Console one another in Christ” and promote the 2020-200-20000 movement with this spirit.

the fifth Personnel Committee Meeting decisions of the 27th GA 決議:通過 Decision: approved.

fifth Board of Directors Meeting decisions of the 27th GA 決議:通過 Decision: approved.

7. 禱告站晉升福音站申請審查: 以下兩項申請均

已經過總幹事協同幾位牧師通過初審 The

following two items, church status advancing from prayer station to gospel station, are reviewed and approved by the Secretary General

and several EFC So. Cal pastors.

a. 第四宣教區 4th Mission District 貝里斯台福 EFC

of Belize 2013/5/14 禱告站申請通過，由於其教

會組織規模已達福音站條件，故提出進階福音

站申請，若總委會通過其福音站申請，其補助

款將於審查通過日三個月後 (9/8)開始進行補

助。決議:通過 Decision: approved

Approved on 05/14/2013. The church status now is qualified to advance to Gospel Station. Pending EB approval, the financial support starts in three months (9/8).

b. 第四宣教區 4th Mission District 夏威夷喜樂台福

EFC of Hilo 2012/07/19 禱告站申請通過，一旦

總委會審查通過即進行補助，惟三個月後(9/8)

將進行評估其運作，並再次決議是否繼續補

助。Prayer Station status has been approved.

Pending PB approval, financial support starts immediately for three months. Continuous support after three months (9/8) will be addressed pending further review. 決議:通過

Decision: approved. 3. 地方教會的財務收支簿檢示中斷多年，月前曾

發函請各教會繳交 2012 收支報表，但效果不

彰。請擬出恢復此事工的有效辦法。 The

finance report for local churches seemed incomplete. How to retrieve the appropriate procedures needs to be addressed. 決議:請財務部發函通知各教會提出相關報告

Decision: Have Finance Dept. send out memo to inform local churches to provide reports in regards of this.

4. 是否派員參加 2013 年 9 月 23 至 25 日在溫哥

華舉行的 WATCC 世界台灣人基督教會協會

Shall we send out representative to attend the WATCC (WORLD ASSOCIATION OF TAIWANESE CHRISTIAN CHURCHES) conference on 9/23-25 held in Vancouver?決議:決定派平信徒領袖及牧

者至少三人參加。鼓勵大温哥華台福也就近派

員參加。Decision: Send at least three lay

leaders and pastors to attend. Encourage EFC in Vancouver to attend.

5. 正道神學院董事會提案，請總委會議決 The

proposals from Logos Board needed to be decided.決議:通過正道神學院董事會聘任林國

亮牧師成為下一任院長，於 2014 年 7 月 1 日

正式接任。Decision: It is approved that Logos

Board has assigned Rev Kuoliang Lin be the next president and the term will officially start on July 1st, 2014.
