COG OverviewThe company was founded in 1985, employs over 30 000 people on any one day and generates more than 70 000 payslips every month.

Acquired by Adcorp Holdings Limited in 2007, COG has remained independent and kept its unique DNA, culture and style. Account ManagementThis will vary depending on client requirements, so the structure below is a guideline;

Strategic InterfaceGroup CEO and Managing ExecutiveThey will get to understand the clients long term strategic objectives and are responsible for making the necessary investment to redefine the service to meet these requirements.

General ManagersThe GMs are all responsible for their regions ensuring that the appropriate people are allocated to the account, setting up the sites as per the SLA, identifying and rolling out improvement initiatives and they are ultimately responsible for the health of the relationships with each site in their region.

Regional Operations ManagersThe regional operations manager ensure that all AOM’s and site supervisors perform. They are responsible for their development and scrutinize the KPI’s. They also assist with IR issues. They ensure that there is continuation when site supervisors are on leave.

Area Operations ManagerResponsible for all the commercial aspects (e.g. rates, registration of grades and a single point of contract). They track service levels and performance and assist site supervisors. On small sites (perhaps Head Office) the AOM will provide the operations support. They ensure consistency across sites.

Site ManagersDepending on the numbers on site, full time site managers will be appointed to sites. If the site does not have enough staff or complexity to warrant a permanent site manager, then a roaming supervisor / manager will be allocated to the site.

The site managers role is to:

• Liaise with the clients operations staff to obtain manpower forecasts etc.

• Receive daily requirements - supply only through requisition

• Ensure staff have the appropriate PPE

• Monitor clockings and time keeping

• Produce the timesheet

• Handle any disciplinary issue

• Monitor individuals performance

• Handle wage queries

• Address all employee issues

• Assess our performance vs requirements of the SLA

The site supervisor receives operational and administrative support from the regional office. Site supervisors are key to our operations and are carefully selected, have line operation experience and receive extensive training.

They have access to our system via the internet which allows them to process any query via the web, view historical time sheets and pay slips and view employees details.

AuditsWe also propose a regular audit on every site, to ensure that we are providing the service that we have agreed upon in the SLA. We also propose a workplace forum chaired by our account manager (independent of operations) where grievances can be tabled and any issues resolved before they become problems.

Systems, Processes & ControlsCapital has developed a unique time keeping and time management system, which is extremely robust and accurate, resulting in an industry leading payroll accuracy.

A key feature is that is it web enabled. Time sheets are captured on-line and clients authorise time sheets on line.

The benefits to the client are:

• This process validates all information captured which enhances the accuracy

• Once authorised, the client obtains an immediate pro-forma invoice total and allows for the capture of purchase orders which simplifies the remainder of the payment cycle

• The clients line management can manage their labour costs daily

• Accounts can accrue the right labour charge in the week that the cost is incurred

• Less hassle and incur less cost in administering our contract

• Our employees (temps) are not distracted by wage queries

By being web enabled, our site supervisors can view employee information, call up old pay slips, time sheets and invoices and thereby respond to and resolve most queries independently on site.

Sites on the system can drill down to extract information and activity per employee and Group HR is provided with a monthly report of the group activity.

Reports will assist our clients management teams to make more informed and quicker decisions, allowing for greater effectiveness on site.

ReportingWe will provide the information we have in our system in simple meaningful reports in accordance to the clients requirements.

Our standard clients monthly reports typically contain:

• Normal time hours

• Overtime hours

• Total heads

• Effective heads (total hours / hours available in period)

• Total cost

Clients can drill down to extract information per employee. These reports can be manipulated to the preferred format and are available via a secure login on the web. The employment equity is a standard payroll report.

RecruitingWe recruit staff with the minimum of a matric. Unfortunately a matric certificate does not mean that a candidate can read and write in English or do basic math. Consequently for all new employees we now use NQF 2 assessments to confirm numeracy and literacy competency. Our other challenge is the educational standard of an existing pool of employees deployed on a site, and to address this we have numerous training interventions.

Our recruitment process is as follows:• Receive order from authorized person

• Search database for people that have worked in the position before and simultaneously search Job Portals and run adverts in the relevant media, to ensure we find the best talent

• Candidates Ranking Criteria: - Minimum education - Rating (via our system) - Experience - Licenses valid - Inductions and medicals valid

• Screening: - Verification of qualifications - Verification of licenses - Criminal record check - Reference checks

• Further testing: - Position specific tests (normally the higher level)

Permanent Recruitment Capital provides this service to their clients and with several partnerships in the Adcorp Group, have access to a database of over 600, 000 Cvs. Many of our placements are from temps to perm, which is where a client will take on a temp that they have had through us over a period of time, and now know the candidates capabilities and motivational and organizational fit.

Retention & Performance ManagementWhilst a focus on quality recruitment is extremely important, retaining talent is also important. Consequently we have recently implemented a tool that will allow us to retain the best talent.

Core to this is our basic appraisal system, ranking the temps performance from 1-4. When we are instructed to demobilize due to a downturn, we rank the employees according to the rating and other criteria such as educational criteria and demobilize on this basis. When we remobilize we use the rating system to ensure the best performers return.

With our unique payroll we are able to pay employees in multiple grades during a pay cycle. Hence a scarce skill person (e.g. high reach forklift operator) could be redeployed to say a picker position during a downturn so that this skill is not lost.
