Letter from the City ManagerConneCTing oUR CHiLDRen

Each child is unique, and all children share the need for nurturing and trustworthy adults for stability, security, for increasing autonomy, and for a sense of competence and self-worth. Children generally have a fresh approach to new experiences. Most children possess a sense of trust that the world and people in it are friendly and kind, and they tackle the world with enthusiasm and joy.

One of the goals of our Community Services programs is to provide an environment in which children are CONNECTED to programs which encourage enthusiasm. The Community Services Department seeks to CONNECT Colton by partnering with and promoting the ideals of the National Recreation and Park Association. These ideals include:

➧ Provide healthier food option choices

➧ Address physical activity policies for park and recreation programs

➧ Build and maintain parks and playgrounds that are safe and attractive for playing and in close proximity to residential areas

➧ Adopt community policing strategies that improve safety and security of children in streets and park use

➧ Develop policies to increase physical activity to at least 30 minutes before, during, and after school each day

➧ Collaborate with schools to implement a Safe Routes to School Program

➧ Encourage daycare and afterschool programs to utilize nutrition assistance programs

➧ Develop targeted media campaigns to promote access to available resources related to physical activity and healthy eating.

your child become acclimated to a classroom setting, listening to

directions from a teacher, learn valuable social skills, and much more! Activities include alphabet, color & shape recognition, arts & crafts, free-play, story time, writing practice, and songs. We offer sessions for two (2) days per week or three (3) days per week. Register online, by mail or in-person.

Staff SpotlightWelcome to the Community Services Department "Staff Spotlight" where a different staff member is featured in each issue. These special staff members are recognized for their daily contributions to our department and for their commitment to the Colton Community.

Mary alice Romo has been with the City of Colton and our Early Childhood Education Division since 1989. She has been, and is, the mainstay and continuous staff in a Division that has been through its fair share of changes; from new Managers to numerous name changes, Mary alice has seen it all.

Mary alice started as an Aide in the classroom and then moved up the ranks up to an Assistant Site Director. The Division at the time was expanding and the office needed help. With her already established work ethic, team player attitude, and outgoing personality, she was offered the full-time position of Administrative Assistant in 1997. Mary alice has held the position since then, and her performance continues to be of high quality. She continues to perform well, is compassionate, fun to work with, a very good person, and the “glue” that keeps the Division together.

Mary alice grew up here in Colton, comes from a big family, enjoys the great outdoors, spending time with her family, and dogs! She is married and has one daughter.

Colton Public Library’s Families for Literacy program has a class just for you and your kids. Meet with us for 30 minutes of story time for kids, and another 30 minutes for parents who want to help their kids become the best students they can be. H.A.C. - Apps on LapsColton Public Library’s newest program is for children ages 5 and under, and it’s totally high tech! Every Friday from 12:30 to 1:00 p.m., stories for children will be available on our touch screen computers. Space is very limited, and families must reserve a computer the day before the program. This event will be held on the lower level of the Carnegie Building, 380 N. La Cadena Drive in Colton. Please call (909) 370-1523 for details.

You can make a great and powerful difference! Join us and Life Stream Blood Bank at the Colton Public Library to make a lifesaving blood donation and stick around to enjoy info booths, raffles with great prizes, a snack bar, and a screening of Disney’s ‘oz the great and Powerful’ (PG) on our inflatable movie screen at dusk.

Kid’s Fall Fiction Costume PartyDress up as your favorite character and fall into stories, games, snacks and costume prizes on Wednesday, October 30 at 3:30 p.m.

F.A.B. Fridays at Carnegie Library

Friends of the Colton Public Library meet the fourth Monday of the month at 12:00 p.m.: June 24, July 22, August 26, and September 23.The Friends of the Colton Public Library is a non-profit organization formed to benefit the Colton Public Library and to offer cultural enrichment to the community. The Friends of the Colton Public Library support projects that benefit the library. The sale of used books and magazines in the Friends’ sales area at the Main Library is an ongoing fundraiser. Adopt a BrickThe Friends of the Colton Public Library invite you to honor your family, a friend or memorialize someone special by purchasing a commemorative brick. Dedicating a brick costs $100. Your permanently inscribed brick will be set near the clock at the Carnegie Public Library at 380 North La Cadena Drive. The net proceeds raised will enable the Colton Public Library to establish a fund for additional educational programs for adults and children in the community. Advance to LiteracyColton Public Library’s advance to Literacy program seeks people interested in helping adults with basic reading, writing and math skills. All materials and training are provided by the library at no charge. Students and tutors in the program work one-on-one in privacy, at a time that is convenient for them. Adult Basic Computer ClassThe adult basic Computer Class is for adults with little or no experience with personal computers. Instruction covers use of the computer mouse, basic word processing, internet use and computer safety. Students will have the opportunity to create email accounts if they wish. The course is seven weeks long, and classes meet from 1:00 to 2:00 p.m. Classes are offered Tuesday, Wednesday and Thursday. We are located on the lower level of the Carnegie

LibraryThe HAC’s new Friday program is f.a.b. The letters stand for food, art and books. Each Friday will feature a project with food, art or books. Volunteer and make a difference! With these tough economic times, we expect a greater interest in our thanksgiving and christmas programs this year. Both of these programs serve a continuing need for many elderly residents, young children, and families. our hope is to once again fulfill the wishes of those in need. many grateful families benefit from the food and good cheer throughout the holidays, but most importantly, this gives them a vision of hope and prosperity for the coming year. it is for this reason that we seek support in helping us make this year’s holiday programs a complete success! The ThankSgiving Day Dinner has become a Colton tradition that is highly-anticipated by the community. This is an authentic family-style, sit-down dinner with all the fixings. It’s open to all, many of those who do join us would not otherwise have a Thanksgiving Dinner. Plus, we have added a “to-go” option for those unable to enjoy a sit-down dinner.

The ChrisTmas BaskeT program is bags/baskets that are filled with different items including: small gifts, toys, food, personal hygiene products, and other desired items. This program is strictly for Colton residents with young children and there is an application process.Where: Applications available at all City of Colton Community Centers, City Hall, and the Libraries.

When: Applications available beginning November 18. LAST day to turn in an application is December 6.

Time: Applications will be accepted from 9:00 a.m. to 1:00 p.m. at the Hutton and Luque Centers.

Pick-up: From December 16 to December 20 from 8:00 a.m. to 2:00 p.m. at Hutton Center only!

Don't miss out on the WiNter FUN!You spoke and we listened! We’ve expanded our Day Camp program for children who want to spend their Fall and Winter vacation doing something FUN! Winter Day Camp is designed to provide youth a fun, safe, supervised, and exciting experience while providing parents a place for their child to go when school is not in session. Days will be spent making friends, getting active indoors and outdoors, exploring creativity, and more. Morning and afternoon snacks are provided, parents MUST supply lunches each day. Space is limited, so sign up early. Pre-registration is required. Camp is located at the gonzales Center.

Ages 14 - 18 Driver’s Education is a California-required course for teens to receive a driver’s license. It is the first step that must be taken so a teen can receive a driver’s permit. The course includes much parental involvement, and is fun, interactive, and educational. Coursework can be completed at any time of day or night. DMV accepted completion certificates are issued upon successful completion of the course. Class does not include behind-the-wheel driving.

R.A.D.D. Colton youth Basketball LeagueThe Youth Basketball season is rapidly approaching!! This is a non-competitive league for boys, and girls, ages 6-15 years old to participate. Taking the Fun to the Streets!

This free program offers children, in grades 2nd through 8th, the opportunity to participate in crafts, games and other fun activities in their own neighborhood while being supervised by trained

recreation staff. All participants must have a registration card on file.

While this is the target age, younger children in kindergarten and 1st grade are welcome, with an adult or older sibling, ages 10 or older. Luque Drop-in Recreation is offered at the Luque Center for children 6 through 12 years old from 2:00 p.m. to 6:00 p.m., Monday - Friday. Supervised activities include sports, arts & crafts, and more. An emergency card must be on file for all participants. Special events are open to any child registered for Recreation.note: Space is limited for some trips, special events and activities. Preference will be given to those participants who attend programs regularly and consistently display good behavior.

Homework Club!Monday - Friday, 2:15 - 3:00 p.m. (Wednesdays 3:00 - 4:00 p.m.)Are you in the 1st - 8th grade? Need help with your homework, or just a quiet place to work? Wilson To Luque Center - Walking Club is a program provided to Luque Drop-in Recreation participants who have a current emergency waiver and a Wilson Walking Club waiver on file. It is not offered separately from Drop-in Recreation. Club meets Mondays, Tuesdays, Thursdays and Fridays in front of the Wilson School Office on school days and walk together with recreation staff to the Luque Community Center. a. Facilities Availabilityi. Monday-Thursday from 7:00 a.m. - 10:00 p.m.ii. Friday and Saturday from 7:00 a.m. - 12:00 a.m.iii. Sunday from 8:00 a.m. - 11:00 p.m.

b. All facilities can be available depending on city events, programs and staff availability, although city events and programs have first priority.

2. is a deposit required?a. Upon approval of application, renters are required to pay $100 cleaning

deposit as a part of their total fees. The reservation is held for the customer regardless, but the total fees incurred are required by the due date. The cleaning deposit is refunded if facility is left in good condition and in the manner it was found. (For more specifics about this requirement, please contact the reservation staff)

3. do i have to be a city of colton resident?a. No, but residents do receive a discounted rate and proof of residency is

required at the time of first payment.4. can i use someone else’s address that lives in colton to receive the

colton rate?a. You can with the understanding that the Colton resident will be the primary

contact person for the reservation. Whoever is the primary contact person will be solely responsible for the reservation and MUST be present on the day of the reservation.

5. Where do i apply for a reservation?a. You can go to any of the City of Colton’s community centers to pick up a facility

application, but it must be turned into the Gonzales Community Center.6. When will i know if my facility reservation application has been

approved?a. You will be contacted within 2-3 business days regarding the availability of the

facility, fees due, payment deadline and other standard reservation policies. Please bear in mind, our Facility Reservation Specialist has a varied schedule and may not contact you within traditional business hours

7. What do the facility fees include?a. The fees include; your time in the facility plus tables and chairs and staff time.

Fees apply to any set-up and clean-up time needed.8. how soon do i need to apply for rental for any facility and/or park?

a. We require a minimum of two weeks notice to reserve any facility or park. A facility can only be reserved up 6 months in advanced by Colton residents. If you do need to reserve the facility or park in less than 2 weeks, you MUST make an appointment with the reservation specialist.

10. When do i have to pay for my reservation?a. When you receive approval phone call, it will include the due date for your

reservation to be paid in full. No payment is required until permit is approved. Permit must be paid in full before reservation date.

Facility reservationsLooking for a place to hold your next birthday party, family outing, wedding reception, meeting or gathering? The Colton Community Services Department has three outstanding facilities available for rental to the public. A facility reservation application must be completed and on file with us at least two (2) weeks prior to your requested reservation dates. Applications are available to pick-up at the Gonzales Community Center, or may be mailed to you upon request. Applications cannot be faxed. Reservation fees vary, depending on the details and/or requests of each application, and are quoted after receipt of an application.

Join the Colton Community Services Department for three days of activities, designed to foster community spirit, encourage exercise, and just have too much fun! What do each of the “Three R’s” mean?REDUCEConsuming and throwing away less can reduce the amount of trash sent to landfills. In order to reduce our nation’s waste stream, we must start locally – and that means you can make a difference! Refer to the cover article of this newsletter for tips on correctly sorting your recyclables; this will ensure that you are reducing your trash by correctly recycling valuable resources.

REUSEReusing items by repairing them, donating them to char-ity or selling them also reduces waste. Other ideas for reuse include using products more than once—either for the same purpose, or for a different purpose. Refill bottles and use empty jars as containers for leftover food. Even the simple change of using cloth napkins or towels instead of paper will make a dif-ference in our waste stream.

RECYCLERecycling turns materials that would otherwise become waste into valuable resources and generates many benefits. After collection, materials like glass, metal, plastics and paper are separated and processed into new materials or products. Some of the benefits of recycling include conserving natural resources, saving enery, creating jobs, and supplying valuable raw materi-als to different industries. In addition, new landfills won’t need to be built! Buying recycled products, or products packaged in recycled material, will not only support the principle behind the “Three R’s,” it will benefit our environment by using up fewer natural resources. Remember, REDUCE, REUSE and RECYCLE!

Now is the time to be attentive to reducing your waste… the holidays are near and we all know how our waist size seems to change, but let’s focus on waste reduction. Packaging contributes to at least one-third of the volume of America’s trash. Some packaging has valid uses; but much of it is completely frivolous and does not have any functional value.

Some items are packaged simply to draw the attention of the consumer to the product. The volume of this type of waste is extremely excessive. The Environ-mental Defense Fund notes that $1 of every $10 we spend on food, for example, pays for packaging. When evaluating which of several products to buy, a cost-conscious and environmentally careful shopper should therefore consider the product’s packaging before buying.

Avoid over-packaged, disposable, and non-reusable or non-recyclable products. By not purchasing these types of items, manufactur-ers will eventually get the message and modify their packaging as needed. Whenever possible, inform a retailer how a product’s packaging has affected your shopping decisions. Our community can lend a hand to send a less-packaging message to the greater public. Avoidance or reduction of waste is one of the most environmentally conscious practices we can take on to ensure a healthy environ-ment for today, and for tomorrow.

Q: I have some old furniture we cleaned out from our garage—it’s not in good enough condition to give it to a charity, how can I dispose of it?

A: Residents of Colton are entitled to three FREE Bulky Item Pickups during the year. To schedule this service, call Colton Disposal at 909-370-3377. Reservations are needed, and please be prepared when you call to list the items you wish to have picked up.

Q: Do my recyclable items need to be rinsed or washed out before I put them in the green container?

A: No—part of the convenience of the Recycle Colton program is that washing or rinsing recyclable materials is not required. Items should be completely empty, or “scraped clean” of food or liquid waste, have the lid removed, and then placed in your green recy-clable container.

Q: What should I do if one of my containers gets damaged?

A: If your container is damaged, con-tact our Customer Service Depart-ment at 909-370-3377. Damaged containers will be repaired or replaced at no charge, unless the damage is due to negligence or abuse.

Q: If I have questions about my trash service, where do I call?
