Summary of the Community Disaster Management Plan System

Citizens of the community may develop a plan taking into account of geographic and social characteristics of the community

Citizens may propose their Community Disaster Management Plan to be integrated as a part of a Local Disaster Management Plan for a municipality.

A Community Disaster Management Plan may cover various kinds of disaster management activities.

- Local risk assessment- Organization- Evacuation drill- stockpile of supplies

In order to promote disaster management activities among citizens with self-help and mutual support, the Basic Act on Disaster Management was amended to established the Community Disaster Management Plan system which defines a disaster management activities at the community level in consideration of local circumstances.

Local Disaster Management Plans

Article 42 (paragraphs 1 and 2 omitted)

3. In addition to what is listed in the preceding paragraphs and items, Local Disaster Management Plans may stipulate a plan for disaster management activities in the relevant community (hereinafter referred to as the “Community Disaster Management Plan” ). Such plan shall include the following activities: disaster drills jointly conducted by residents living in specific areas of the city, town or village and business operators having addresses in the respective areas (hereinafter referred to as “community residents, etc.” in this paragraph and the following article), stockpiling of supplies and equipment necessary for disaster management activities by community residents, etc., and mutual assistance among community residents, etc., should a disaster occur.

Article 42-2 Community residents, etc., are able to jointly propose to the Municipal Disaster Management Council that the Community Disaster Management Plan be included in the Local Disaster Management Plan. In such a case, they shall attach a draft of the Community Disaster Management Plan relevant to the proposal.

2. A proposal pursuant to the provision in the preceding paragraph (hereinafter referred to as “plan proposal” in this article) shall be implemented in accordance with the Cabinet Office ordinance, provided that the content of the draft of the Community Disaster Management Plan in the plan proposal does not conflict with the Local Disaster Management Plan.

3. When a plan proposal is made, the Municipal Disaster Management Council shall determine, without delay, whether the Community Disaster Management Plan needs to be incorporated in the Local Disaster Management Plan in view of said plan proposal, and if it acknowledges that doing so is necessary, it shall include the Community Disaster Management in the Local Disaster Management Plan.

4. When the Municipal Disaster Management Council determines that it is not necessary to include the Community Disaster Management Plan in the Local Disaster Management Plan in accordance with the provision in the preceding paragraph, it shall promptly notify the community residents, etc. who made said plan proposal to such effect and the reasons why.

5. When the Community Disaster Management Plan is included in the Local Disaster Management Plan, the community residents, etc. subject to the Community Disaster Management Plan shall make efforts to conduct disaster management activities in accordance with the relevant Community Disaster Management Plan.
