Call to Order:
Dayle Olson, Acting Chair, called the meeting to order at 4:05 p.m. in the Brevard
Workforce (BW) Boardroom.
Public Comment: There was no public comment.
Action Items:
Approval of Community Involvement Committee minutes of January 26, 2011
Motion to approve the Minutes from the January 26, 2011 meeting made by Catherine
Mallozzi and seconded by Ann Luke. The motion passed unanimously and the Minutes
stand approved.
Judy Gizinski joined the meeting.
Discussion Items:
Committee Goal 1 Update
Staff reviewed the activities and updated the Committee on Goal 1 – ‘Convene the community and
conduct community awareness campaigns regarding workforce issues’ as follows:
Goal 1 Revised Format:
A new format for Goal 1 was presented, which was condensed to one page. Dayle Olson
made a motion that this Committee would like to go to the new method of reporting goals
in one page format, adding a status bar, such as ongoing, 25%, 50%, 75% complete, etc. Ann
Luke seconded the motion. Motion passed unanimously.

Measure 1A: 2010‐2011 Outreach Campaign:
Staff reviewed the status on activities and tactics related to messaging and outreach. A
visual presentation was also shared with the Committee.
Measure 1A: Strategic Doing Report
In support of Measure 1A: Industry Roundtable discussions, BW engaged in several
Strategic Doing (SD) sessions which were well attended by community leaders, elected
officials and the general public. A brief review of the areas of focus and networks that were
formed under the SD format was reviewed along with some anticipated objectives over the
next year. The clean energy cluster is excelling in the community and the new narratives
group is also on the move. The SD approach will create an opportunity to rethink growth
and innovation in the region by creating re‐engagement networks as a way to grow the
economy.
Information Items:
In order to review the status of the Community Outreach Campaigns underway, several
samplings of recent advertisements, graphic diagrams, handouts, brochures, flyers, print ads,
signage, billboard campaign and posters were shared with the committee.
Dr. Young requested that the Talent Mapping Diagram with degree/education levels would also
be a good tool.
There being no other business, Judy Gizinski (Chair) adjourned the meeting at 4:59 p.m.

Measure 1B: New Web Site Background During January 2011, the Communications Department began development of a plan to redesign the Brevard Workforce web site as it had been over six years since the site was upgraded with new technology and features. Several planning meetings were held with BW and Career Center staff to identify items to keep, items to remove and new features to enhance the experience of a job seeker, business, board member or staff member during a visit. From those meetings, a proposal was developed and initiated with the contracted agency of Brandt Ronat to begin developing the site. Integrated into the site are a multitude of new advanced features and simplified navigation to enhance the visitors experience. Additionally, all Brevard Workforce sites would be integrated into one including bwdb.org and brevardyouthworks.com. The site currently contains 130 pages and is slated to ‘go live’ by the end of July 2011. Below is a brief summary of the new site design and features:
To improve navigation and ease in quickly finding information, a quick link (or quick path) to many of the important forms, documents and resources were added in order to allow a visitor, job seeker or business, quickly find the critical link to getting started and getting assistance with services and programs.
Using the Site:
• Home o Our home page provides many ways to quickly get the information you need,
such as the most recent news and upcoming events. On each page, including Home, there are slider ads for programs and
services offered by BW, including videos in some cases. You can click one of the buttons under the slider to jump right into one of the main sections, or use the dropdown navigation to get to a specific page.
Calendar on the right side of Home: A new Helios driven calendar provides updates, locations, map and even a registration process for events for today, get a snapshot of the month's activities, and filter the upcoming events to see only the ones that matter to you.

In the Business section, you can view Our Services for a directory of our most popular pages. You can also get in touch through a Quick Business Inquiry or the more in-depth Easy Connect form. There is also a sub-section devoted to information about the changing aerospace landscape and what that means for you.

Measure 1B: Grand Opening Events for Titusville and Rockledge Career Centers Background With the re-opening of the newly expanded Titusville and Rockledge Career Centers, we have the opportunity to further build awareness of Brevard Workforce (BW) and the BW Career Centers and convey our ongoing need for the business community’s support in providing jobs for our workforce. Currently, we are in the planning stages of these events so details outlined in this brief are subject to change. The audiences that we want to share this message with are job seekers/general public/news media and elected leadership/ partner agencies/business community. For the Rockledge event, we are considering coordinating the date with the arrival of Department of Labor Secretary Hilda Solis who will be here to help initiate our new faith-based job club program. Partnering agencies and larger companies to whom we attribute our success will be introduced and given the opportunity to sponsor these events in some capacity. Logistics & Ideas -To-Date • Dates: Titusville: Event will be planned for the end of August 2011, from 5:00 to 8:00 p.m.
Dates: Rockledge: Event will be held either the 20th or 21st of September 2011 from 5:00 to 8:00 p.m. Networking and refreshments begin at 5:00 p.m. Ribbon cutting: 5:30 p.m. Welcome remarks: 5:30 - 6:00 p.m. Networking and tours: 6:00 – 8:00 p.m.
• Outreach and Invitations: Traditional media such as print ads and electronic methods including Constant Contact invitations, social media tools, media alerts, web postings/ads and Brevard county-wide community calendar postings. Formal invitations, optional.
• Decorations/Food: For a show of careful spending, our festive theme will include partner- sponsored giveaways plus BW -provided balloons, punch and a large thematic cake.
• Outreach and program literature: Set up mini trade show/job fair area for table top literature and displays. Assemble computer monitors to demonstrate the new web site’s functionality and scope of BW services.
• Board involvement: Speeches delivered by Lisa Rice, Jack Rood and Pete Kaiser with entire Board introduced and key Center staff. If attending, DOL Secretary Solis will have a word.
• Live case studies/testimonials from job seeker and business partners: Individuals served and those who made career changes. Partners such as AAR, Embraer, Lighting Science explain how BW helped them find/hire/retain employees.

• Ribbon cutting: Titusville, Cocoa Beach, Melbourne and Palm Bay Chambers will arrive with ribbon and large scissors for brief welcome remark, cutting and photo opp.
• Tours: Staff will be selected and trained on scripted tour message and defined route. “wayfinding” signage will help explain what takes place in the center.
• Networking: Encourage meet and greet with members of different Job Clubs and their BW Specialists and key media and prospective business partners we want to educate. Put a face to those impacted and the results we provide.
• Follow up/Evaluation: Utilize post-event news to share with media and showcase to community via social media outlets. Identify any increase in Job Club members, business connections or partnerships.

Measure 3A:United Way VITA-Earned Income Tax Credit Program – Update Background Starting in 2007, Brevard Workforce participated in providing EITC tax form preparation and financial planning assistance to community members who qualified. The training and tax prep information was provided through United Way of Brevard (UWB) who received funding to enable them to expand their level of service for EITC programs and was an effective outreach mechanism for both organizations since many who qualified also used employment services offered through Brevard Workforce.
Discussion In May 2009, Brevard Workforce allocated $30,000 to facilitate the United Way of Brevard’s EITC program at the Career Centers. These are the program’s statistics – tax returns for the year 2008 – that were completed in 2009, to be used for comparison, between the months of February and April. A total of 107 customers were assisted.

*Please note that the total impact figures include a 2.5 multiplier, which was derived by the IRS, to account for a trickle-down effect. Brevard Workforce’s participation continues to positively affect the outcome of this program although the numbers served and total EITC credits declined since 2009. The total in 2010 for all credits (EITC, Child Tax Credit and Education Tax Credit) was $250,011, and the VITA program saved taxpayers at least $71,590.00 in tax preparation fees. While the amount of the refunds has decreased this year, BW and United Way believe it is because most of those participating have received prior year(s) EITC refunds and now are receiving just the yearly refunds.

Measure 4A: Final Space Shuttle Launch Media Inquiries
Background
As expected, media coverage for the Space Shuttle’s final launch was extraordinary, and it
resulted in Brevard Workforce (BW) receiving an unprecedented number of media requests to
speak with transitioning aerospace workers, attend workshops, and interview Lisa Rice. Below
are more details regarding the individual requests, which came from news organizations from
all around the world.
60 Minutes/CBS Evening News: Under the coordination and supervision of
Communications Director Joan Van Scyoc, BW put together a “town hall” meeting at
which 19 aerospace workers spoke with 60 Minutes correspondent and CBS Evening
News lead anchor Scott Pelley. Held at the BW Career Center in Titusville, the town hall
meeting provided footage for both an upcoming 60 Minutes segment as well as an
already‐aired story on CBS Evening News (to be shown). CBS camera crews also attended
a Launch Pad Job Club (for aerospace workers) to obtain b‐roll footage the day before
the town hall meeting took place. The 60 Minutes segment is slated to air in September
2011.
CNN: CNN approached BW and requested help in finding a former aerospace worker
who has started a career in a new field. On a very short deadline, BW was able to find
and coordinate an interview with a former aerospace worker who is now working in law
enforcement.
Associated Press: A reporter from the Associated Press attended a Launch Pad Job Club
(for aerospace workers) and spoke with several attendees as well as Donna Thrash, who
created and runs the club.
National Public Radio: A reporter visited BW offices and interviewed Lisa Rice.
St. Petersburg Times: A reporter interviewed Lisa Rice over the telephone.
Orlando Sentinel: A reporter requested multiple former aerospace workers who are
transitioning into a different career field. BW was able to provide contact information for
two former aerospace workers, one of whom went into law and the other health care.

Australian News Network: A producer from the Australian News Network (based in
Sydney) approached BW about doing a “human” story about the Shuttle ending. BW
coordinated contact with a willing former aerospace worker who is still looking for
work. Camera crews stayed with the aerospace for one whole day (July 4).
ZDF (German TV): BW is on track to move the entire Cocoa Center and Haverty Court
offices into the new Rockledge Barnes Blvd. location. The anticipated date for this is in
June. Once we have a firm move‐in date, a Grand Opening will be planned for this
center and the new center in Titusville.
Danish Broadcasting Network: A producer from the Danish Broadcasting Network
contacted Brevard Workforce interested in doing a story about laid off Space Shuttle
workers. Soon after, a reporter attended a Launch Pad Job Club (for aerospace workers)
and spoke with several attendees as well as Donna Thrash, who created and runs the
club.
