Major News Items and Activities

Seniors MyWay Card – ImprovementsTransport Canberra, along with the Council on the Ageing (COTA) ACT; have created improvements to Seniors MyWay Cards, which now include a signature ID on the card, streamlining usage and access for card holders.

Previous blue and yellow Seniors MyWay Cards are still valid for travel on ACTION buses. If you would like to update your card to the new Seniors MyWay Card, with the new Transport Canberra brand, you will need to apply for a replacement card.

For further information on applying for a Seniors MyWay Card, registering your MyWay Card and anything else MyWay, please visit the COTA website or call ACTION on 13 17 10.

Travel on the NSW Opal Network for ACT Seniors Card holders

Did you know that ACT Seniors Card holders are eligible for concession travel on the NSW Opal network?

However, there are a few things you should check before applying:

1. Do you have a valid Seniors/MyWay card?MyWay cards remain valid for two years from the date of the last 'transaction' (a 'transaction' could be either travel, recharge or when the card has been originally activated). If your card has expired you will need to get a replacement card.

2. How many numbers does your Seniors Card have?If your card has only five numbers (the older cards) or does not have a MyWay card on the reverse side, you will need to get a replacement card

3. When did you apply for/receive your Seniors/MyWay card?It takes up to 7 business days for the Transport Canberra and NSW Opal Card databases to sync details.

Regular Cervical Screening Could Save Your Life

Women participating in the Cervical Screening Program (Pap Test) are currently rescreened every two years. It is recommended that women continue this until May 2017. If you have not had a test in the last two years book your test today with your health practitioner.

In May 2017, the Pap Test will be replaced with a Cervical Screening Test.

Under the new test, women between the ages of 25 and 74 years will be invited to participate in cervical screening every five years, even if they have already received the HPV vaccine, as it does not provide protection against all types of HPV. A Cervical Screening test significantly reduces your risk of being diagnosed with cervical cancer.

Delivered by ACT Health, the ACT Cervical Screening Program forms part of the joint Australian Government, State and Territory National Cervical Screening Framework .

2017-19 Ministerial Advisory Council on Ageing

The preceding Members’ term expired in March 2017.

General recruitment for new members commenced in December 2016. Nominations closed on 3 February 2017. The nomination process was streamlined for existing members, with a one page Expression of Interest sufficient for applying for a second term.

Three of the current Council members are serving their second term and are therefore ineligible to nominate for another term (Mr Lawrance (Chair), Ms Kalokerinos, (Deputy Chair) and Ms Laurayne Bowler). A number of current members have indicated that they would like to continue their work with the Council, which will help provide continuity for the Council.

An Assessment Panel will be convened to consider the nominations and make recommendations to the Minister for Veterans and Seniors on suitable candidates for appointment and re-appointment to MACA.

All appointments and re- appointments to Council are at the Minister for Veterans and Seniors discretion. When appointing members to Council the Minister will consider the composition of the Council to ensure that the Council is representative of the ACT community including people of diverse ages in the ACT and cultural backgrounds.

Veterans Advisory Council

The Veterans Advisory Council (VAC) provides advice and introduces issues to the ACT Government on any matters relating to veterans and the veterans community.

The Council is established as a non-statutory advisory body comprising of up to eight members of veterans’ associations and associated ex-service organisations in the ACT.

Members’ current term will expire October 2017.

The Expressions of Interest to fill the current vacancy on Council opened on 2 December 2016 and closed on 10 February 2017.

The Terms of Reference (TORs) for VAC were reviewed in January this year. The office of the Minister for Veterans and Seniors requested a mechanism to accept feedback and comments on the TORs was included on the Community Services Directorate website. To date no feedback has been received.

An Assessment Panel will be convened to consider the nominations and make recommendations to the Minister for Veterans and Seniors on suitable candidates for appointment to VAC.

When appointing members to Council the Minister will consider the composition of the Council to ensure that the Council is representative of the ACT community including people of diverse ages in the ACT and cultural backgrounds.

Disability Reference Group

The ACT NDIS Expert Panel was established in 2012 to advise the Minister and the Directorate in preparing for the National Disability Insurance Scheme (NDIS). In 2014, it was reshaped and given a broader remit. Included in their terms of reference was work to progress the National Disability Strategy in the ACT that previously the Disability Advisory Council had carriage of.

In July 2016, the former Minister for Disability requested that the ACT Disability Expert Panel be renamed to the ACT Disability Reference Group, with the group to take on a very clear role as the voice of people with disability in the ACT. At the 9 September 2016 meeting of the ACT Disability Expert Panel, members endorsed the name change to the ‘ACT Disability Reference Group’.

The Disability Reference Group (DRG) is not a representative body but rather an advisory group of people who are able to draw upon valued and relevant perspectives and experience. It will comprise of people who can work together in the best interests of people with disability in the ACT. The DRG members may bring a range of expertise including:

people with disability;

caring experience;

people with disability or lived experience and coming from an Aboriginal or Torres Strait Islander background;

people with disability or lived experience and coming from other cultural and linguistically diverse backgrounds; and

knowledge of the disability service system.

The Disability Reference Group refreshed panel will seek people with disability, carers and service providers to contribute. The group is due to a refreshed terms of reference at their first meeting in March 2017.

Since its inception, members of this panel have provided an effective conduit for reflecting the voice of the community and people with disability.

In August 2016, Expert Panel member’s terms were extended until October 2017 to allow time for a considered recruitment process.

Nominations opened in December 2016 and closed on 3 February 2017.

Life’s Reflections

Life’s Reflections is an amateur photographic competition and exhibition run by the ACT Office for Veterans and Seniors, on behalf of the ACT Government. The competition promotes positive ageing, healthy and active lifestyles and intergenerational relationships through photography.

The Office for Veterans and Seniors has revamped and reinvigorated Life Reflections recently. The Life’s Reflections Photographic Competition is now open. We’re encouraging Canberrans to get behind the lens and take photographs that highlight the diversity, positivity and invaluable role of seniors in our community. “What do you love?” is this year’s theme and we want you to show us.

All that’s required is send up to three 2MB Jpeg images along with the completed entry form (available on the website link as given below) to [email protected].

The competition will be open for four months, so send in your entries via email to the above stated email address by 5pm on 25 July 2017.

Elder Abuse

The Australian Law Reform Commission is conducting an inquiry into 'Protecting the Rights of Older Australians from Abuse'. The Commission released an Issues Paper in June 2016 and a Discussion Paper was released in December 2016. These papers will also be taken into account in the policy review.

The Discussion Paper includes 43 proposals for law reform. Key proposals have been made concerning powers of investigation for public advocates and public guardians, enduring powers of attorney and enduring guardianship; family agreements, banking, aged care and social security, including:

an online national register for enduring documents, and tighter witnessing and reporting requirements;

expanding the role of public advocates and public guardians in responding to elder abuse; requiring banks to take reasonable steps to prevent financial abuse; allowing tribunals to hear disputes within families about assets-for-care arrangements—providing a

low cost and less formal forum for dispute resolution; for aged care, strengthening the compulsory reporting scheme by providing for independent

oversight of complaints of abuse, enhancing employment screening processes and the introduction of an official visitors scheme; and

support for a national plan with strategies to combat elder abuse beyond legal reforms.

Submissions were due to the ALRC by 27 February 2017. The ALRC final report will be presented to the Attorney-General in May 2017.

The ACT Elder Abuse Prevention Policy will be reviewed in line with the recommendations included in the Discussion Paper. The Office for Veterans and Seniors will prepare a discussion paper to ensure that the community is able to contribute to the review of the ACT Elder Abuse Prevention Policy. The Ministerial Advisory Council on Ageing will also be consulted.

Forthcoming Events

What if the worst Happens? CPR, Defibs and Choking

Would you know what to do if someone collapsed near you? Come and learn for free with St John Ambulance ACT.

This relaxed and informative 1.5 hr presentation, delivered by St John volunteers, will teach you the DRSABCD Action plan, show you how to do CPR and demystify AEDs (Automated External Defibrillators). We will also cover choking for adults, children and babies and there will be time for questions and hands on practice with training defibrillators and CPR manikins.

This presentation is half of a 2 part series designed to increase community resilience through increased first aid knowledge and confidence. You may also wish to attend the second half “Medical Emergencies” the following month.

World Dance Classes for Adults

At Folk Dance Canberra we learn dances from a variety of countries around the world. They range from very simple social dances to more complex and challenging ones and give an added benefit of enjoying the music of many countries. Classes are taught at various levels throughout the week during school terms. No partner or previous dance experience is necessary.

New Approaches to Living with Our Pets

For pet owners, especially older pet owners and those living alone, there can be great benefits in being allowed to take their pets to a range of public and other places, whether it be a park, a café, even a shop or bank, a gallery, a government shopfront, an office, on a train or a public bus. What about making it possible to allow pets to visit owners who are long-stay patients in hospital?

Hear about possibilities at ‘And my dog comes too.... new approaches to living with our pets’. The session will look at ways to improve pet access, constraints and the related issue of responsible pet ownership. EMU Painting

A very big thank you must go to our Secretary Norma Dewick who is a wonderful artist and offered to do this brilliant painting. Norma has done a magnificent job and painted a very true to life Emu.

The Emu is painted on a sheet of marine ply and is 2 metres tall. Many thanks to Norma, her son Paul and also John Schmidt, our Public Officer who have helped create such a wonderful painting.

The Emu, called Esmarelda has been attached to an external diagonal wall of our club with the painting facing Chandler Street and the huge English Elm tree in front of the Belconnen library which was planted on the original Emu Bank Homestead Property.

We at Belconnen Senior Citizens Club Inc. thought that the painting of the Emu would be a wonderful tribute to the founding of the Emu Bank Homestead Property which was established in 1826 by George Thomas Palmer. The property was a sheep grazing enterprise and consisted of 10,000 acres.

It is intended to have a presentation to Norma and son paul as soon as we receive the plaque and it is attached to the wall below the painting.

Belconnen Seniors is a community club for people over 55 years of age and welcomes new members to its varied activities.

Forrest Men’s Shed

Forrest Men’s Shed meets weekly each Tuesday from 10:00am until around midday. Our activities include presentations by speakers as well as regular cooking sessions and occasional outings. We also have a small woodworking workshop which operates on a separate day.

Where: 20-22 National Circuit Forrest (Meeting room is above the Wesley Uniting Gymnasium, off Fitzroy Street).

Treasures Needed for Canberra Seniors Centre Fete

Do you have a treasure you really should part from but haven't had the heart to throw out?

Perhaps that treasure could find a good home through the Canberra Seniors Centre Autumn fete.

Canberra Seniors Centre is looking for a wide range of goods to sell: anything from clothes to toys, games, books, jewellery, plants and, of course, trash and treasure will be gratefully accepted.

The Community Bus Service

The ACT’s Regional Community Services operate flexible Regional Community Bus Services for ACT residents who are isolated because of a lack of other viable transport options.

The buses operate from Monday to Friday, generally within their own regional area. Pickup and set down points can be negotiated when making a booking.

The community bus service is for people who are socially isolated because a lack of transport options. Some of the people who may be eligible to use the service may include:

Seniors with mobility or confidence problems People living in nursing homes/retirement facilities People with a permanent or temporary disability People with health problems who cannot use regular ACTION bus services People who are eligible for HACC transport but cannot access them for various reasons e.g. cannot

self transfer Carers accompanying a person described above Parents with young children who are socially isolated and lack transport options People from culturally and linguistically diverse backgrounds who lack support networks and have

limited transport options

How do I register to use the service?

To become a registered user of the community bus service you need to be assessed by the Regional Community Service in your area as listed below. The assessment process can be completed over the phone.

Bookings

Once registered with the community bus service you can make a booking by contacting your local Regional Community Service. Bookings need to be made at least two working days before you want to use the bus and are on a “first come first served” basis. Group bookings can also be made where members of the group are registered users.

How much does it cost?

There is no set bus fare, however, people using the community bus service are asked to make a gold coin donation each time they travel.

When and where do they operate?

The buses operate from Monday to Friday, generally within their own regional area. Pickup and set down points need to be arranged when making the booking.

Seniors Health Roundtable Report

The ACT Government is committed to assisting our seniors to stay healthy for longer and to enhance their contribution to our community as well as providing solutions, new processes and innovation for our seniors.

The ACT Government established that seniors’ health deserved a dedicated forum that would allow delegates to explore the diversity of health care.

A planning working group was formed to organise the event, comprising representatives from ACT Health, the Community Services Directorate, the Ministerial Advisory Council on Ageing, the Health Care Consumers Association of the ACT, the ACT Lesbian, Gay, Bisexual, Transgender, Intersex and Queer Ministerial Advisory Council and the 2016 ACT Senior of the Year, Professor Greg Tegart.

The Roundtable was attended by more than 70 delegates and 36 organisations, representing people from the health sector and various community groups from across the ACT.

ACT Senior Spectacles Scheme

The ACT Seniors Spectacles Scheme provides eligible ACT residents a $35 rebate towards the cost of spectacles every two years.

Eligible people for the scheme must be residents of the ACT and hold an ACT Seniors Card. Applicants are required to pay for the total cost of their spectacles/contact lenses less the $35 Government subsidy, which is payable to the optometrist/optical dispenser at the time of collecting their spectacles/contact lenses.

The subsidy available through this Scheme cannot be used in conjunction with the ACT Spectacles Subsidy Scheme.

Application forms are available from any of the registered optometrists as listed on the Seniors Spectacles Scheme.

Once the application form has been completed the provider will process the application in conjunction with the ACT Revenue Office.

Health Promotion Innovation Fund closing 1 May 2017

The next cut-off date to submit applications to the Health Promotion Innovation Fund is 4pm Monday 1 May 2017.

The Health Promotion Innovation Fund seeks applications for innovative projects that will:

reduce smoking-related harm;

reduce alcohol-related harm;

support healthy ageing;

improve population level outcomes around overweight and obesity; and

improve children's health and wellbeing outcomes in relation to overweight and obesity, including improving eating habits and increasing physical activity.

Free Off-Peak Bus Travel for Senior and Concession MyWay Cardholders

On 14 January 2017, Transport Canberra began providing free off peak travel on ACTION buses for senior and concession MyWay card holders (excludes student and tertiary card holders) as part of a 12 month trial.

Eligible senior and concession holders who travel using MyWay card will be able to take advantage of this initiative during stated Transport Canberra off peak travel times which are between 9:00am – 4.30pm and after 6pm weekdays and all day Saturday, Sunday and Public Holidays.

To take advantage of free travel senior and concession, MyWay card holders need to tap on and tap off the bus correctly using MyWay during the stated off peak periods. Passengers will need to ensure that their MyWay cards are in positive balance. Failure to tap off correctly will result in passengers being charged the default fare. All journeys must commence by MyWay tap on, during the off peak period.

The ACT Government has always offered free travel for ACT residents aged 70 and over (regardless of whether they hold a Seniors Card or not and in peak and off peak), however the trial means ALL Seniors

Card holders (so people from 60 who hold a card) will be entitled to free travel during off peak times (previously they were just entitled to concessional fares).

Red Cross International Tracing Service (Restoring Family Links) For more than 100 years, one of the main services offered by Australian Red Cross has been to help locate or establish the fate of family members missing in other countries as a result of war, conflict, disaster or migration.

The Australian tracing service links with similar services run by Red Cross/Red Crescent national societies and the International Committee of the Red Cross in nearly 190 countries, to provide a unique resource for people trying to restore family links, including to exchange messages when normal means of communication are disrupted.

The tracing service is available free of charge to anyone living in Australia. The current caseload includes families affected by refugee and general migratory movements dating from World War II up to present times.

Flexible Bus Service

The Flexible Bus Service provides transport for those in the community who are unable to access regular public transport. Designed specifically to meet the needs of the elderly and those with a disability who require door to door transport to connect them with shopping, medical appointments, hospital visits or to visit friends.

The service uses the ACTION Special Needs bus fleet which is wheel chair accessible and driven by an experienced special needs driver connecting people with services that allow them to play a meaningful part in community life.

To find a lift or see if you are eligible simply ring 6205 3555 at least the day before and be put onto the next day’s booking.

Share your views - Safety Mapping Tool!

The Women’s Centre for Health Matters (WCHM) has been working hard (with assistance from the ACT Government and Black Swan Productions) to create a digital mapping tool that allows Canberrans to provide feedback about public areas where they feel safe or unsafe.

We know that some people in our community who feel unsafe in some places will take their own action to stay safe which mostly means avoiding those places. Therefore, we want to work towards identifying those elements so that they are removed, improved or addressed.

The safety mapping tool was developed to gather information about what makes people feel that spaces are safe or unsafe. This will help provide feedback to ACT Government to influence the future design of public spaces and facilities in the ACT to address any identified safety issues or perceptions of safety.

SPARK in partnership with MEGT Institute and Canberra City Care are delivering a new and innovative accredited training program focusing on skills development, work experience and potential employment within the business administration sector.

What is the Women’s Return to Work Grants Program?

The Program aims to enable the provision of practical financial support to women returning to the workforce by providing funding for them to attend short courses, pay for child care to attend interviews as well as more formal training or education.

It may also provide support for the purchase of equipment or clothing directly related to the woman’s return to work for women on low incomes including Aboriginal and Torres Strait Islander women, women from culturally and linguistically diverse backgrounds, women with disabilities, younger women and older women requiring assistance in returning to paid work following caring for a child/ family member or community member for more than twelve months in a period of their lives.

Each grant provides up to $1000 in assistance for women enrolling in training or other employment associated costs that will improve their workforce skills or capacities.

The Education Directorate international education program invites Canberra families to open their homes to international students and provide them a safe and nurturing place to live during their stay in Canberra.

Placing international students with a homestay host family helps bridge the cultural and language gap, giving students the opportunity to experience the life with an Australian family. Homestay parents and their children gain a greater understanding of cultural diversity through the relationship that develops with their student. Many of our host families have been providing accommodation for international students for many years.

An opportunity exists to engage with a school community by becoming an appointed member on a school board.

The ACT Education Directorate is seeking people to fill appointed members positions on ACT Public School Boards.

Being the appointed member of a school board is a rewarding way to serve your local school and community. Appointments are made for periods up to two years and usually commence in April.

What is an appointed member?

An appointed member is usually someone from outside the immediate school community, interested in and committed to public education. The role of the appointed member is to present an independent view to the school board.

Interested persons appointed as appointed members may enhance the knowledge and composition of a school board through their particular skill sets (for example, appointed members with an understanding of financial management, ICT or policy).

Training for all new school board members is provided by the Directorate during the year.

Better Hearing Australia Canberra Hearing Loss Management Classes

If you have a hearing loss and would like to learn ways to help you communicate better why not come along to Hearing Loss Management classes in 2017. You will learn to lipread, feel more comfortable wearing your hearing aids and have the opportunity to meet other people who are coping well with their hearing loss.

Better Hearing Australia (BHA) Canberra’s first term classes commenced on Tuesday 31 January 2017. We hold afternoon classes at the Grant Cameron Community Centre at 12 noon to 2:00pm and the second class from 2:00pm – 4:00pm. We also run an evening class at the Hellenic Club, Woden from 5.30 pm to 7:00pm.

ACT Population Health Bulletin

The Population Health Bulletin is published quarterly and each issue has a theme relating to population health in the ACT. Past issues have included topics such as food and nutrition, obesity, immunisation, environmental hazards, and emerging issues in population health. Work is currently underway on the February 2017 edition which will be on the topic of healthy ageing.

ACT Nutrition Support Service

ACT Nutrition Support Service aims to support healthy eating environments across a range of targeted community settings, including senior support. The ACT Nutrition Support Service is an initiative of the ACT Government’s Towards Zero Growth: Healthy Weight Action Plan.

ACT Nutrition Support Service provides support for older Australians and those who care for them, to make healthier eating choices. We offer a website packed with healthy recipes and up to date fact sheets to make healthy eating easy. Subscribe to our weekly News Bite and seasonal newsletters to keep up to date on the latest nutrition happenings around the ACT and topical nutrition issues. We are also your nutrition experts on the other end of the phone or email - contact us with all your food and nutrition queries.

ACT Health has produced fact sheets on various health matters for the public, including:

communicable diseases; emergencies and extreme weather; environmental health; food safety; health improvement; medicines and poisons; vaccination and immunisation; and water quality.

Interested in the ACT Population’s Health?

HealthStats ACT is an interactive web based data platform with dynamic and static health statistics on a broad range of ACT population health topics.

HealthStats ACT data can be accessed at any time by anyone who is interested in accessing population health information such as the most common kind of cancer with which ACT residents are diagnosed or trends in the number of twins, triplets and multiple births born in ACT hospitals.

Graphs and charts are not all you will find on HealthStats ACT. The website links to the recently released Chief Health Officer’s Report 2016, Healthy Canberra, and includes specialist data topics in the form of In Focus reports.

HealthStats ACT is in the early stages of development. Population health data will be added in coming months then regularly updated as new data becomes available. For more information see Health Stats.

Finance and Budgeting

Additional Financial Support Now Available for Victims of Crime in the ACT

From 1 July 2016 a new Victims of Crime Financial Assistance Scheme became available. This government funded scheme provides financial assistance to eligible victims of crime in the ACT. The purpose of the scheme is to:

assist victims of crime to recover from acts of violence; contribute to the safety of victims of crime and the prevention of future acts of violence; acknowledge the harmful effects of acts of violence; and complement other services provided for victims of crime.

Under the new administratively-based scheme the Victims of Crime Commissioner is the decision maker for applications.

The ACT Government has implemented generous transitional arrangements which will see the entitlements of applicants under the previous scheme preserved. Applications relating to acts of violence before 1 July 2016 will continue to be made under the old scheme, with the new scheme applying to acts of violence committed from 1 July 2016.

The new scheme covers a range of expenses that victims may incur as a result of their injury from a crime such as medical and dental, measures for personal security and loss of actual earnings.

ACT Microcredit Loan Program

The ACT Microcredit Loan Program is delivered via a three-way partnership involving the ACT Government, Westpac Institutional Bank and Lighthouse Business Innovation Centre. This partnership seeks to provide fair, safe and ethical loans to people who, because of their circumstances, are not able to assess mainstream financial services.

The ACT Microcredit Loan Program provides a limited number of low interest and fee-free loans for eligible low-income earners who wish to start or expand an existing business. The program provides loan recipients with business skills development, individual mentoring, peer support and access to networking events.

Interest free loans, up to the value of $3,000, and low-interest loans, valued between $3,001 and $10,000, are available to eligible individuals.

The program will provide a range of services including an orientation session, business ideas assessment workshop, training, one-on-one mentoring, peer support and opportunities to attend events such as expert peer-led group discussions and networking events.

The focus of the Program is on skilling the loan applicants and recipients on business planning and management to ensure that only businesses that have a reasonable chance of success are supported.

Salvos NILS (No Interest Loan Scheme)

The No-Interest Loan Scheme provides loans to people in need on low incomes who need to make essential purchases to provide for themselves or their family.

What can loans be used for?

Loans may be used to purchase essential household and personal capital items. Loans may also be used to pay for emergencies or for urgently needed things such as vehicle repairs, medical and dental procedures, and for educational purposes.

What can't loans be used for?

Loans cannot be used for the repayment of current bills or debts and cannot be paid to the applicant directly. They also cannot be used for bond or rent money, rent arrears or living expenses.

How does it work?

You need to be on a low income e.g. receiving a Centrelink payment, holder of a Health Care card or have a low household income. Exceptional circumstances can be considered. The No-Interest Loan Scheme relies on the repayment of loans to continue to be of service to other members of the community.

Loans can only be up to a maximum of $1500 and can be for more than one item in total. Loans need to be repaid over a period of up to 18 months. Repayment plans are tailored to suit individual circumstances.

The Actsmart Business Energy and Water Program Rebates

The Actsmart Business Energy and Water Program provide rebates to small businesses and community organisations to improve energy efficiency and reduce electricity bills.

If you have electricity bills that are less than $20,000 (including GST) or employ less than 10 full time staff, and have non-residential premises registered in the ACT, then you may eligible to participate in the program.

The program is free to register and you receive a free energy assessment, a tailored report detailing ways to reduce your bills and up to $5,000 on a 50/50 cost basis to help replace out inefficient equipment such as lights, heating/cooling equipment, refrigeration and hot water systems.
