Delarey Viljoen founded DELplan Consulting, Urban & Regional Planners in George, Southern Cape during January of 1999. Since then the company, which is still solely owned by Delarey Viljoen, has grown from strength to strength and on 1 April 2017 will celebrate 18 years in the field of development planning in the Southern Cape. Delarey has more than 25 years’ of Town Planning experience. There is currently another two Candidate Professional Planners (3 years’ experience) and one GIS Administrator (22 years’ experience) employed. 4. PROFESSIONAL EXPERIENCE
4.1 April 1999 - Current: Founder & Principal Professional Planner - DELplan Consulting - Urban
& Regional Planners - George, Western Cape.
As Professional Planner in private practice for the past 17 years, valuable experience was
obtained in all aspects of land use, human settlement and forward planning and
environmental impact assessments. As the lead planning consultant in more than 700
projects during this time, the project management of these projects from inception, during
assessment and through implementation, were overseen.
As principal and manager the responsibilities also involved the human resource, financial and
asset management of the company. The company today is well established in the Southern
Cape.
Contracted by the Department of Environmental Affairs & Development Planning to help draft
the Model Zoning Bylaws for the Western Cape.
Was contracted to draw up Human Settlement Project Pipelines for the Western Cape
Department of Human Settlements as part of the Eden PRT. Since 2006 I was involved with
Human Settlement projects in Thembalethu (George Municipality) for approximately 4923
opportunities, Pacaltsdorp (George Municipality) for 2113 opportunities and Sonskynvallei
(Mossel Bay Municipality) for 661 opportunities. There were also a number of smaller Human
Settlement projects like Spieskamp (Oudtshoorn Municipality), Erf 329, Hoekwil and Haarlem.
4.2 June 1994 - March 1999: Town Planning Assistant, Town Planner, Senior Town Planner and
acting Chief Planning & Building Control - South Cape District Council and later Garden
Route/Klein Karoo District Municipality - George, Western Cape.
During the 4.5 years in local government valuable experience were obtained in the processing
and evaluation of land use planning applications as well as compilation of structure plans. This
involved the close cooperation with a multitude of other state and non-governmental bodies
as well as other municipalities. During this time the first environmental impact assessments
were undertaken under ECA and valuable experience were obtained.

Applicant were part of the task group set up by the Provincial Administration: Western Cape
drafting the regulations, guidelines and policy document for the then, Western Cape Planning
and Development Act, 1999.

Keith is a professional civil engineer with more than
twenty five years’ experience, principally in the fields of
water engineering, township services and project
management. Keith has worked within the contracting
and consulting environments as well as within
academia. During the course of his career, his main
engineering fields of involvement have been dam
projects, pipeline designs, water and wastewater
treatment and construction management.
Keith is a principal in the company and has served as
an office manager in the Knysna Office. His experience
extends to the management and administration of
operations, resources and finance of both projects and
corporate situations.
Keith has played a major project management and
technical role in the implementation of emergency water
augmentation projects in the Southern Cape. These
projects include three desalination plants, and
associated works and two emergency groundwater
projects.
Other projects in which Keith has played a role include
a major inter-basin transfer scheme in South Africa, a
major water treatment works in Botswana, a number of

Report on Water Augmentation options for the town of
Knysna with emphasis on emergency, short and medium
term measures to improve water supply security. A new
2 Mℓ/d desalination plant for Knysna provides, together
with emergency boreholes, a base follow of potable water
to sustain the town in drought conditions. The desalination
plant was constructed adjacent to the wastewater
treatment plant, and a borehole field, situated next to the
lagoon, provides saline water as feed water for the plant.
The (brine) effluent will be mixed with the final effluent of
the wastewater treatment plant, and returned to the
estuary. The emergency borehole project required
planning, procurement and linking to existing services and
power supply as well as environmental and licensing
processes.

I have dealt with large complex planning projects through the Western and Eastern Cape. I have
provided a full range of planning services in both provinces and since 2004 my projects have been
located mostly in the Eden District and in particular in the Bitou Municipal area. My previous planning
workings served local authorities in Aliwal North, Queenstown, Whittlesea, King Williams Town, East

The core function of the Eden Professional Resource Team of which I was part of from July 2012 to
January 2015 was to expedite housing delivery. My function was to undertake the necessary town
planning workings for certain projects as well as to oversee the relevant professional disciplines to
ensure the various projects reach a state of construction readiness. The tasks involved preparing
business plans for funding in order for the municipalities to purchase various land parcels, preparing
pre-feasibility reports, town planning applications, managing and co-ordinating the services of
consulting engineers, geotechnical engineers, land surveyors, environmentalists, botanists, heritage
consultants, architects, urban designers and traffic engineers in order to expedite the various
projects.
