Forming the backbone of domestic physical

distribution (PD), trucks are an essential

support for the everyday lives of Japan’s

citizens and for its industries. Over many

decades, commercial trucking has made

tremendous progress, growing into a key

industry that responds to the diverse

requirements of its clients with speed and

efficiency.

To serve society is the ultimate goal of the

trucking industry, so it gives priority to

fulfilling its obligations to the community ― namely, ensuring safety and caring

for the environment. At the same time, the business climate facing the trucking

industry is extremely diff icult ― especially with the recent sharp rise in fuel

prices. But while looking for ways to tackle these problems in the years ahead, we

are determined to do our utmost for the people and the economic wellbeing

of Japan.

トラック輸送は、国内物流の主役として、日本の暮らしと産業を支えています。なかで

も営業用トラックは、時代とともに変化する荷主ニーズに応えながら基幹産業として今日

まで発展を遂げてきました。

一方、社会との共生をめざす私たちにとって、安全の確保や環境の保全という社会的責

務を果たすことが最重要課題となっています。トラック運送業界の経営環境は、とくに最

近の燃料価格高騰などもあり非常に厳しい状況にありますが、今後も諸課題に対応しつつ、

経済・社会の発展に尽くしていきたいと願っています。

The volume of domestic freight in Japan is approxi-mately 5.4 billion tons(FY2006), and of that 91% istransported by trucks . Commercial trucks in factaccount for 53% of all domestic freight . Offeringtransport efficiency that is some 29 times that ofprivate trucks, they play the leading role in domesticphysical distribution .The entire physical distribution market ― includingwarehousing as well as transport by road, rail , seaand air ― is valued in excess of 20 trillion yen, withthe trucking industry representing 13.0717 trillionyen(FY2004).

わが国の国内貨物輸送量は約54億トン(平成18年度)で、

このうち91%がトラックにより輸送されています。とくに営業

用トラックは、国内貨物輸送量全体の53%を担い、自家用ト

ラックの29倍の輸送効率を誇るなど、国内物流の主役の座を

占めています。

トラック、鉄道、内航海運、航空、倉庫など物流業界全体の

市場規模は20兆円を超え、トラック運送事業の市場規模は

13兆717億円(平成16年度)となっています。

The vast majority of Japanese trucking companiesare small : 87% operate no more than 30 trucks .In Japan an SME(small- or medium-sized enterprise)is off icially a company with capital of 300 million yenor less , and no more than 300 employees ; by thisdef inition , more than 99% of trucking companies areSME's .

わが国トラック運送事業者の事業規模を保有車両数でみる

と、保有台数30台以下の事業者が87%を占め、小規模事業

者が圧倒的に多い構造となっています。わが国では「資本金

3億円以下ならびに従業員300人以下」の企業を「中小企業」

と規定していますが、これによると事業者の99%以上が中小

企業ということになります。

平成2年度の規制緩和により、トラック運送事業への新規参

入が急増しています。最近では毎年、2,000~2,500社も新

たに参入しており、平成18年度末の事業者数は62,567社と、

2年度末に比べ56%も増えています。輸送需要が伸び悩むな

かでの事業者数の急増は、過当競争を招き運賃水準も低下

傾向にあります。

わが国のトラック運送業界は、99%が中小企業で占める構造となっています。

Following deregulation in FY1990 , there has beenrapid growth in the number of companies enteringthe trucking industry. In recent years the numberof these newcomers has reached a level of 2,000~2,500 per year. At the end of FY2006 the total stoodat 62,567 companies , representing a 56% increasefrom the end of FY1990 . Yet , with demandremaining sluggish , this growth is leading toexcessive competition and downward pressure onfreight rates .

The trucking industry is committed to servingsociety, so among its most important concerns isf inding ways to ensure safety and prevent acci-dents. Trucking companies conduct their day-to-day operations with a safety-first policy: as well assetting up Health and Safety Committees , theyinvest in employee training programs, organizedprimarily by supervisors .The JTA participates every year in the

government - sponsored Road Safety Campaign ,and we organize the industry's own safetycampaign . In addition, every year a NationalTruck Driver Contest is held for drivers to pittheir skills and knowledge against each other. Thisevent is just one example of how we are strivingto enhance awareness of the importance of safedriving.

社会との共生をめざすトラック運送事業にとって、安全確

保、事故防止への取り組みは最重要課題です。トラック運送

事業者は、安全を第一とする企業理念で事業を営んでおり、

安全衛生委員会を設置すると共に、運行管理者を中心に従

業員教育にも余念がありません。また、全日本トラック協会で

は政府主催の交通安全運動に毎年参加しているほか、業界

独自の安全運動も展開しています。さらにトラックドライバーが

運転技能と知識を競う「全国トラックドライバー・コンテスト」を

毎年開催するなど、安全運転の意識高揚に努めています。

全日本トラック協会は平成15年度から、トラック運送事業者の

安全性を評価、公表する安全性評価事業を実施しています。利

用者がより安全性の高い事業者を選びやすくするとともに、事

業者全体の安全性の向上に対する意識を高めることがねらい

です。認定の「G」マークは、高評価を得た事業者のみに与えら

れる安全・安心の証しで、現在9,730事業所が「G」マークの認

定を受けています。これは、全国のトラック運送事業所数の

11.3%に相当します。「G」マークを付けて全国各地を走行して

いるトラックは28万6,200台にのぼり、全営業用トラック台数の

25.3%になります。

ドライバーコンテストでは、運転技術のみならず、点検・整備技術、法令知識なども審査の対象となる。

In the National Truck Driver Contest, contestants are test-ed not only on their driving technique but also on theirinspection/maintenance skills and knowledge of the law. Companies that are recognized as exemplary for safety are

permitted to display the G-Mark.

安全性について優良と認定された事業者には「Gマーク」の使用が許される。

From 2003, the JTA has been evaluating andmaking public the safety record of trucking com-panies. As well as making it easier for customersto choose companies with a better safety record,this is intended to raise awareness among alltrucking companies of the need for improving safe-ty. Only companies that are recognized as beingexemplary are permitted to use the G-Mark, hall-mark of safety and confidence. Currently 9,730depots ― representing 11.3% of the national total ―have received G-Mark accreditation. However, theactual number of trucks displaying the G-mark asthey travel the length and breadth of Japan hasrisen to 286,200, which is 25.3% of the total.

Environmental issues such as global warmingand urban air pollution are serious problems thattrucking companies must respond to. As anumbrella organization for the industry, the JTA isinvolved in a variety of environmental-awarenessprojects and we have developed an EnvironmentalAction Program that outlines what individualtrucking companies should be doing ― such asensuring that engines are switched off when vehi-cles are stopped, and promoting eco-friendly driv-ing practices. In December 2006, the JTA devel-oped a 5-year Medium-term Environmental Plan

that includes numerical targets and concrete meas-ures. Moreover, to help slow global warming, theJTA has started a“Truck Forest ”initiative thatencourages the planting and raising of trees.

地球温暖化、大都市における大気汚染など、環境問題はト

ラック運送業界にとって避けて通れない課題です。全日本ト

ラック協会では、アイドリング・ストップや環境にやさしい運転

であるエコドライブなど、トラック運送事業者が取り組むべき

ことなどをまとめた「環境基本行動計画」を策定し、積極的な

啓発活動に努めています。平成18年12月には今後5年間の環

境対策の数値目標と対策内容を盛り込んだ「環境対策中期

計画」を策定し、環境対策の普及・啓発に取り組んでいます。

さらに地球温暖化防止のため、森林を育成する「トラックの

森」づくり事業も展開しています。

Arrangements have been made with central andlocal governments to ensure that the truckingindustry gives priority to the transportation ofemergency materials and relief supplies in theevent of a disaster anywhere in Japan . Forexample, immediately after the Kobe earthquakeof 1995 the industry shifted into top gear,mobilizing a total of 40,000 trucks for rescue and

relief operations. The industry similarlycontributes logistics support to help deal with oilspills from tankers, torrential rain storms, andvolcanic disturbances .

Road Transportation as a Lifeline –Fulfilling a Duty to the Communityライフラインを守るという社会的責務も果たしています。

トラック運送業界では国や自治体との協定に基づき、災害

時の緊急・救援輸送を優先的に行っています。平成7年の阪

神・淡路大震災では、発生直後から業界あげて救援物資輸

送にあたり、延べ4万台のトラックが緊急輸送に活躍しまし

た。その後もタンカーの重油流出事故、集中豪雨、火山活動

などの際の緊急輸送に貢献しています。

In the aftermath of the disastrousKobe earthquake of 1995, trucksplayed a significant role in the rescueeffort, swiftly moving emergency mate-rials to where they were most needed.

未曾有の大災害となった阪神・淡路大震災では、トラックの機動性が緊急・救援物資輸送に力を発揮した。

To be prepared for emergencies, train-ing exercises are frequently arrangedin collaboration with local government,police and other agencies.

万一の際に備えて、自治体や警察などの関係機関と連携した訓練を欠かさず実施している。

In Japan , no fewer than 9 different taxes arelevied on vehicles , and the resulting revenues total9 trillion yen a year, representing 10% of all taxreceipts . With annual taxes paid on trucksamounting to as much as 735. 3 billion yen(FY2006), the JTA is seeking a reduction on thistax burden. We also oppose the creation of newtaxes and the proposed incorporation into thegeneral budget of those tax revenues that havepreviously been earmarked for road construction.

Tough Challenges Facing Today’s Trucking Industry今なお厳しい事業経営が続いています。

わが国の自動車には9種類もの税金が課せられています。

自動車全体の税負担額は年間9兆円、税収全体の約10%を

占めており、そのうちトラックの納税額は年間7,353億円

(平成18年度)にものぼります。全日本トラック協会では、こ

れらの関係諸税の負担軽減を求めているほか、新税の創設

反対、道路特定財源の一般財源化反対などを訴えています。

原油価格の高騰を背景とした燃料価格の急騰が、トラック

運送事業者の経営を圧迫しています。軽油価格はこの3年間

で1.7倍近くに跳ね上がっており、業界全体では年間約6,000

億円を超える負担増になると試算されています。

また、世界に類を見ない高額な高速道路通行料金もさら

なる引き下げが求められています。

With the sharp rise in crude oil prices, fuel costs toohave been increasing at a fast pace, putting pressureon the management of trucking companies . In the lastthree years the price of light oil has risen by almost1 .7 times . It is estimated that this translates into anincrease in the tax burden shouldered by the entiretrucking industry equivalent to more than 600 billionyen a year . Also , further reductions are being soughtin highway tolls , which are the highest in the world .

An evolution in the way businesses view physicaldistribution has resulted in completely transform-ing what they require of trucking companies . Thisis especially true for clients thinking of adoptingsupply chain management (SCM), which takes asupracorporate approach to eliminating waste indistribution, and PD outsourcing ― a growingtrend among companies today. Consequently,third-party logistics(3PL)― which means takingoverall charge for a company's physical distribution

operations ― is an approach that is attractingattention, and trucking companies themselves arenow in the position of having to develop such pro-posals for their clients .

Trade with other East Asian countries, especially China , has been growing rapidly. Tomeet this challenge , Japan's Ministry of Land ,Infrastructure and Transport has played a central role in moves to accelerate the creation of

a new international PD system. As part of this , anEast Asia Physical Distribution Network hasalready been set up.

Developing Innovative Systems to Serve the Needs of the Information Society

The progress of information technologies hasspurred interest in logistics planning amongcompanies that manage total physical distribution― from production through to sales ― and as aresult they are gravitating toward supply chainmanagement(SCM). One way in which we are making use ofthe Internet is to provide an on-line service thatmatches demand and supply in the transportationindustry. WebKIT is attracting attention for the

efficient way in which it provides information onoperators looking for freight to carry and also onthose that are looking for trucks to carry theircargo. This system has grown into the largest ofits type in the trucking industry.

The JTA has set up a system for awarding thequalification of “Professional PD Manager ” tothose who have completed a special trainingcourse . This is just one of several trainingprograms that we are actively promoting for theyoung managers who will have to take on thefuture challenges facing the industry. Truckingcompanies are involved in their own in-house pro-grams , but they are also keen on participating insuch educational programs offered by the JTAand other agencies .In addition to training programs , we preparevideos, pamphlets and other materials for the

general consumer, as well as a service for answer-ing consumer inquiries related to express homedelivery and moving services .

次世代経営者の育成に、多様化する消費者ニーズに応えています。

全日本トラック協会では、人材育成講座の受講修了者に対

して「物流経営士」の資格を付与する制度を設けているほか

に、次世代を担う青年経営者のための各種研修事業を積極

的に推進しています。トラック運送事業者でも、社内従業員

教育のほかトラック協会などの機関が実施する教育訓練にも

積極的に参加しています。

また、消費者と密接な宅配便と引越サービスについて、

全日本トラック協会では消費者向けビデオやパンフレットな

To promote a better understanding of the truckingindustry and at the same time improve the industry'simage, the JTA is involved in PR activities thatencompass a wide variety of media ― producingnewsletters and posters , arranging symposiums, andplacing advertisements in both print(newspapers &magazines)and broadcast(radio)media . Also ,October 9 has been designated“Truck Day”andeach year on this day PR activities are conductednationwide to give the general public a better appre-ciation of the role of truck transportation in Japantoday.

Expanding international exchanges広がる国際交流

トラック運送事業についての正しい理解の促進と

イメージアップを図るため、機関紙の発行、シンポジウム

の開催、新聞・雑誌広告、ラジオコマーシャル、ポスター

など、多彩なメディアを活用した広報活動を展開してい

ます。また、毎年10月9日を「トラックの日」と定め、トラッ

ク輸送の役割を全国各地でPRしています。

全日本トラック協会は、世界各国の道路輸送145団体で

構成するIRU(国際道路輸送連盟)に東アジアで唯一の正

会員として加入しています。平成16年4月にはアジアで初

めての世界大会が横浜市で開催されました。全ト協はま

た、毎年欧米やアジア諸国などからの視察団を受け入れ、

世界各国と交流を深めています。

Held in Yokohama, the 29th IRU World Congress washosted by the JTA; at the opening ceremony, His ImperialHighness Prince Akishino addressed the participants.

The International Road Transport Union(IRU)ismade up of 145 organizations involved in roadtransportation from countries all over the world, butthe JTA is the only full member from East Asia . InApril 2004, the IRU held its first World Congress inAsia at Yokohama in Japan . Also, every year theJTA hosts delegations from both Western andEastern countries , providing opportunities tostrengthen contacts and deepen understandingbetween the nations of the world.
