Sa kanyang ika-25 taong anibersaryo sa paglilingkod sa mamamayan ng Muntinlupa, nominado si Councilor Atty. Raul R. Corro bilang Outstanding Councilor of the Philippines sa isinagawang nationwide search ng Philippine Jaycees (Junior Chamber International Philippines) sa pakikipag-ugnayan sa Philippine Councilors League (PCL) at ng Tanggapan ni Senador Edgardo Angara at Congressman Juan Edgardo Angara.

Ang Philippine Jaycees ay isang civic organization na kilala sa pagbibigay ng mga prestihiyosong awards tulad ng Ten Outstanding Young Men (TOYM) of the Philippines. Layunin ng programa na kilalanin ang mga mahalagang nagawa (outstanding achievements) ng mga napiling konsehal na pinakikinabangan ng kanilang nasasakupan, ng lungsod o bayan at ng buong bansa.

Si Corro ay nominado ni Division Superintendent, Dr. Dominico Idanan ng Department of Education, dating taga Division ng Muntinlupa na ngayon ay Superintendent na ng Makati City.

Ihahayag ng Philippine Jaycees ang mga mananalo sa buong bansa sa darating na Marso.

Ang awards criteria ay batay sa sumusunod:

Legislative excellence, innovativeness and pioneering spirit and outstanding leadership and service to their constituents, to the community and to the nation at large and integrity in their public life.

Ang mapipili sa buong bansa ay sampung konsehal lamang. 6 na winners sa municipal category (2-Luzon, 2-Visayas, 2-Mindanao) at 4 na winners sa City Category (1-NCR, 1-Luzon, 1-Visayas at 1-Mindanao).

“Isang malaking karangalan na ang ma-nominate sa nationwide search na ito lalo na kung ito ay galing mismo sa Division Superintendent ng Department of Education,” sinabi ni Corro.

DESCRIBE THE CAREER OF THE NOMINEE AND LEGISLATIVE WORK, INNOVATIVENESS AND PIONEERING SPIRIT. PLEASE INCLUDE BACKGROUND, SCOPE OF NOMINEE'S WORK OR ACTIVITY AND HIS RESOURCES IN ACHIEVING HIS GOALS. SUMMARIZE THE NOMINEE'S LEGISLATIVE AND HUMANITARIAN EFFORTS, HOW THE NOMINEE EXEMPLIFIED THE LINE OF THE JCI CREED THAT STATES, “that government should be of laws rather than of men” and “that service to humanity is the best work of life”.

Councilor Atty. Raul R. Corro, 50, has devoted twenty five years of his life to public service, beginning in February 1988 as Technical Assistant to the Mayor in Muntinlupa City. He was later promoted as Municipal Secretary of the Sangguniang Bayan of Muntinlupa (May 1988) and became Municipal Attorney and concurrently Public Information Officer of the then Municipality of Muntinlupa from1990 until 1998.

He ran and won as City Councilor for three consecutive terms (From 1998 to 2007) and after resting for one term, he was reelected again as number one City Councilor in the 2010 local elections and is now serving his fourth term in the Sangguniang Panlungsod of Muntinlupa.

AWARDS GIVEN

• MOST OUTSTANDING PUBLIC SERVANT given by the Rotary Club of Muntinlupa in 1995 for his invaluable role in the conversion of Muntinlupa into a highly urbanized city.

• BEST DEPARTMENT HEAD - given by his peers in 1995 for his outstanding performance as Municipal Attorney/Public Information Officer.

• THREE-TERM AWARD - given by the DILG and Philippine Councilors League (PCL).

His long career and experience in the executive branch of the local government of Muntinlupa and his background as a lawyer-journalist, law and college professor at the University of Santo Tomas and holder of two masteral degrees in the Ateneo School of Government (Master in Public Management (2003) and University of Makati – PCL Legislative Academy (Master in Development Management and Governance) (2012), which he both obtained while serving as councilor, has tremendously helped him in the performance of his duties and responsibilities as elected City Councilor of Muntinlupa City.

As a local legislator, his accomplishments can be summarized

into two Categories: “LEGISLATIVE AND NON-LEGISLATIVE

PERFORMANCE”

LEGISLATIVE PERFORMANCEOf the many local legislative measures that he has authored,

Coun. Corro has made a significant impact and excellent contribution in

the field of education through his landmark and pioneering ordinances.

As Chairman of the Education Committee of the City Council and

member of the School Board, his outstanding achievements in the field of

legislation include:

1. The creation of the charter of the Pamantasan ng Lungsod ng

Muntinlupa, the first local university established in the city

(Ordinance No. 03-089 enacted on March 30, 2003).

2. The establishment of the first ever Muntinlupa Business High School

(Ordinance No. 03-097 enacted on May 15, 2003).

3. The creation of the Muntinlupa Historical Commission which

produced, among others, the first history book of Muntinlupa to be

taught in both public and private elementary schools (Ordinance No.

00-036 enacted on July 28, 1999).

4. The creation of the Early Childhood Education Division in the City of

Muntinlupa which professionalized and upgraded the quality of the

Day Care System for pre-school children in the City (Ordinance No. 99-

050 enacted on December 15, 1999).

5. The establishment of the Lakeview Integrated School, Sucat and

Cupang High Schools and Muntinlupa Central High School (Resolution

No. 12-228 enacted October 22, 2012).

6. The grant of monthly allowances to retired teachers of Muntinlupa

City (Ordinance No. 12-094 enacted on October 15, 2012).

Councilor Corro’s career in public

My decision to accept the challenge of President Cory Aquino to serve in the public service 27 years ago was a life- changing event. I had been comfortable in my private sector job with the Ayala group and becoming OIC Mayor of Muntinlupa was farthest from my mind.

I was contented with my humble role in the pre-edsa and Edsa events and having helped install President Cory, together with millions of other Filipinos, I thought that my job was over and it was time to get back to work.

But then one day, after hearing President Cory speak before a Rotary group in Makati, I had a change of heart. She exhorted her audience “How can we have a good government if good people like you stay away from government?”

The rest is history.When I assumed the position of OIC Mayor in June 1986, I knew I could not do it alone. I had to look for like-minded

men and women who shared my vision for Muntinlupa – a progressive highly urbanized city, compassionately providing its residents with health, education and welfare services, and administered by government run by honest, effective and dedicated public servants.

One such man was Raul Corro. I knew him from our Bank of PI days. When he walked into my office one day to offer his services, I had no second thoughts about hiring him.

He served with dedication in various capacities – as Technical Assistant to the Mayor, as Municipal Secretary, as Municipality/City Attorney and Public Information Officer, and finally as Councilor.

Again the rest is history. But I would be remiss if I did not mention what I consider the most important contribution of Raul Corro.During my term, Muntinlupa became a highly urbanized city. Many credit me as the Father of Cityhood of Muntinlupa. Let me just state

that the process was not easy. We went through the tortuous process of obtaining congressional support for cityhood, conducting public information, campaigning for its approval during the plebiscite. All throughout, Raul Corro served as my indefatigable point man.

If I am regarded as the Father of Cityhood, Raul Corro can be considered as its Architect.thOn the 25 year of Raul Corro's anniversary, I join the residents of Muntinlupa in wishing him all the best as he looks forward to another 25

years of public service!

Sa kanyang ika-25 taong anibersaryo sa paglilingkod sa Lungsod ng Muntinlupa, tinanghal ni dating Muntinlupa Mayor at Congressman, Ignacio “Toting” Bunye, si Coun. Atty. Raul Corro, bilang “Architect of Cityhood” dahil sa kanyang ginampanang mahalagang papel sa pagiging lungsod ng Muntinlupa noong Marso 1, 1995.

“If I am regarded as the father of Cityhood, Raul Corro can be rightly considered as its Architect,” sinabi ni Bunye sa kanyang testimonial para sa konsehal.

SECOND MASTERAL COURSE

NAKAMIT SA UNIVERSITY OF MAKATI

Nakamit ni Coun. Atty. Raul Corro ang kanyang ikalawang masteral course sa

University of Makati matapos matagumpay niyang idinipensa ang kanyang “Policy Paper” sa ginawang oral defense na kinabibilangan ng limang batikang professors mula sa nasabing pamantasan noong Setyembre 2012.

Ang kanyang policy paper ay may pamagat, “Business One Stop Shop (BOSS) System as a Strategy to enhance service delivery in Muntinlupa City”.

Nakatakda ang graduation niya ngayong Marso 13, 2013 sa University of Makati.

Ang kanyang nakamit na ikalawang Masteral Course ay “Master in Development Management and Governance”.

Ang nasabing programa ay sa pakikipagtulungan ng Philippine Councilor's League (PCL) – Legislative Academy.

Kabilang sa mga kaklase niya ay mga local government officials mula sa Luzon at sa National Capital Region. Siya din ang nahalal bilang Class President.

Nauna dito, nakamit ni Corro ang kanyang unang masteral course sa Ateneo de Manila School of Government noong taong 2003 sa kursong Master in Public Management.

RETIRED TEACHERS MAY MONTHLY ALLOWANCE NA

Bilang pagkilala at pasasalamat sa kanilang naging serbisyo

sa Lungsod ng Muntinlupa, ang mga retiradong guro na nagturo sa

mga paaralan ng Muntinlupa ng hindi bababa sa sampung taon

pataas ay tatanggap na ng monthly allowance simula ngayong

Pebrero 2013 at sa bawat susunod na taon.

Ayon sa ordinansa 12-094 na inakda ni Coun. Atty. Raul

Corro, Chairman ng Education Committee at ng Appropriations

Committee ng Sangguniang Panlungsod, ang mga retiradong guro

na nagsilbi ng 30 taon pataas ay tatanggap ng P3,000.00 monthly

allowance; P2,500.00 naman para sa mga naglingkod ng 15 taon

hanggang 29 taon at P2,000.00 para sa mga naglilingkod ng 10

taon hanggang bago mag 15 taon.

Ang mga retiradong guro ay dapat maging miyembro ng

FROM USUFRUCT TO RENT TO OWN, HILINGNG KONSEHO PARA SA MGA TAGA SOUTHVILLE 3

Sa pangunguna ni Coun. Atty. Raul Corro, hiniling ng Sangguniang Panlungsod ng Muntinlupa sa Pangulong Benigno Aquino na amiyendahan ang Proclamation No.1159 upang mapagbigyan ang kahilingan ng Southville 3 Homeowners' Association na mabago ang kanilang katatayuan sa housing project mula usufruct papunta sa rent to own agreement.

Ang kahilingan ay nakapaloob sa Resolution no. 12-205 na inaprubahan ni Mayor Aldrin San Pedro noong Hulyo 2, 2012.

Ayon sa nasabing resolusyon, hiniling ng Konseho sa Malacañang na bigyan ng pantay na karapatan ang mga residente ng Southville 3 sa NHA housing project sa bahagi ng New Bilibid Prisons katulad ng binibigay sa ibang Southville relocation projects ng pamahalaan para sa mga dating naninirahan sa riles.

Sa kahilingan ng Southville 3 Homeowners' Association,sa pamamagitan ni Pangulong Joe Managbanag, nais nila na magkaroon ng sariling titulo sa lupa at bahay na kinalalagyan nila ngayon para maituring naman sila na tunay na nagmamay-ari ng lupa at bahay at para na rin sa kapakanan ng kanilang mga anak at mga susunod pang salinlahi.

Sa kasalukuyan, ang mga naninirahan sa Southville 3 ay may “usufruct rights” lamang o karapatan na okupahin at gamitin ang bahay at lupa ngunit walang karapatan maging may-ari o magkatitulo dito.

Hiniling nila na mabigyan ng karapatan na maging may-ari ng kanilang bahay at lupa at mabigyan ng titulo dito.

Inindorso naman ng National Housing Authority sa Malacañang ang nasabing kahilingan at sa Tanggapan ni Vice President Jejomar Binay.

CORRO DEFENDS ELIGIBILITY BILLIN SENATE FOR SANGGUNIAN

MEMBERS

Dinipensa ni Coun. Atty. Raul Corro ang panukalang batas na nagbibigay ng eligibility sa mga nahalal na miyembro ng sanggunian (provincial board members at City and Municipal Councilors) sa buong bansa sa isang pampublikong pagdinig na ginanap sa Senado noong nakaraang taon.

Bilang Vice President ng Philippine Councilors’ League (PCL) ng National Capital Region, (ang samahan ng mga konsehal sa buong bansa na humigit kumulang 17,000 na mga konsehal), siya ay nahirang bilang tagapagtanggol ng nasabing panukalang batas sa Senado.

Sa nasabing hearing na pinangunahan ni Sen. Antonio Trillanes, Tagapangulo ng Senate Civil Service Committee, tinanong ng committee member na si Sen. Panfilo Lacson sa kinatawan ng Civil Service Commission (CSC) kung naaayon ba sa konstitusyon ang nasabing batas sapagkat nakasaad doon na dapat pumasa sa civil service exams ang mga naglilingkod sa pamahalaan bago mabigyan ng kaukulang eligibility.

Sinabi ng CSC na maituturing na “unconstitutional” ang nasabing panukalang batas sapagkat ang dapat lamang na binibigyan ng eligibility ay ang mga pumasa sa civil service exams.

Sa tanong ni Sen. Lacson kay Councilor Corro na tumugon sa position ng CSC, sinabi nya na hindi siya sumasang ayon sa opinyon ng CSC.

“Your honors, 'merit and fitness', does not only mean passing the civil service examinations. It also means long years of public service in the government and actual experience serving the people. Local legislators who have been elected for at least two or more consecutive terms have shown their merit and fitness to serve the public by their actual work and experience and by the trust reposed upon them by their constituents. They deserve to be granted the same eligibility given to those who passed the civil service exams, “ dagdag pa ni Corro sa nasabing hearing sa Senado.

“We fully agree with Coun. Corro,” tugon ni Sen. Trillanes at ni Sen. Lacson.

Dahil dito, ang nasabing panukalang batas ay naipasa na at nilagdaan ni Pangulong Benigno S. Aquino noong Disyembre 2012.

Ang mga halal na miyembro ng Sanggunian (Konsehal at bukal) na nakapaglingkod ng hindi bababa sa anim na taon (two terms) ay bibigyan ng sub-professional eligibility (with 72 units college course) at ang mga nahalal naman ng three terms at college degree holder ay bibigyan ng professional eligibility at maaring hirangin bilang department heads matapos ang kanilang panunungkulan bilang mga halal ng bayan. Ang batas ay may retroactive effect mula taong 1991 ng magkabisa ang Local Government Code.

4 NA BAGONG HIGH SCHOOLS SA MUNTINLUPA

May apat na bagong public high schools sa Muntinlupa upang matugunan ang dumadaming mag-aaaral na magsisipagtapos sa 19 na public elementary schools sa buong lungsod.

Sa kahilingan ni Mayor Aldrin L. San Pedro at Division of City Schools ng Muntinlupa, nagpasa ang Sangguniang Panlungsod ng mga ordinansa at resolusyon upang maglaan ng pondo sa pagtatayo ng mga karagdagang paaralan.

Ayon kay Coun. Atty. Raul corro, main sponsor ng mga ordinansa bilang Chairman ng Appropriations Committee at Education Committee ng Konseho, ang apat na bagong paaralan ay ang Sucat High School, Cupang High School, Lakeview Integrated School at Muntinlupa Central School na matatagpuan sa Laguerta, Tunasan.

Umaabot na sa 9 ang kabuuang bilang ng high schools sa Muntinlupa kabilang na ang Muntinlupa National High School (MNHS) sa NBP Reservation, ang MNHS Annex sa Southville 3, ang Muntinlupa Science High School, Pedro E. Diaz High School at Business High School sa Buli.

May 19 na public elementary schools naman sa buong lungsod.

MGA BALITAth5 TERM HANGAD NI CORROSA MAY 2013 ELECTIONS

Sa ika-limang pagkakataon, naghain sa Comelec noong Oktubre 5, 2012 ng kanyang kandidatura bilang Konsehal si Atty. Raul R. Corro para sa darating na May 2013 elections sa ilalim ng Partido San Pedro at ng United Nationalist Alliance (UNA).

Si Corro ay apat na beses ng nanalo bilang Konsehal ng Lungsod noong 1998, 2001, 2004 at 2010 elections. Siya ay nahalal bilang number one councilor sa kanyang huling dalawang laban.

Kasama sa tiket sina Mayor Aldrin San Pedro, Vice Mayor Temy Simundac at incumbent District I Councilors Bal Niefes, Alex Diaz, Amy Patdu-Labios, Ringo Teves, Bobby Barlis at nagbabalik si Councilor Ike dela Rea at Kagawad Jonathan Gutierrez. Sa District 2 naman, tatakbo muli sina Konsehal Bet Abas, Robert Baes, Luvi Constantino, Elmer Espeleta, Nep Santiago, Raffy Sevilla, Vergel Ulanday at Des Arevalo.

“Hindi po hahaba ng 25 taon ang aking panunungkulan kung hindi sa patuloy na tiwala at suporta ng taong bayan sa aking panunungkuluan,” sinabi ni Corro.

“Ako po ay naniniwala na ang mga ibat-ibang serbisyo na binibigay ng aking tanggapan ay patuloy na pinakikinabangan ng mamamayan kung kaya't hindi lamang nananalo ang inyong lingkod tuwing eleksiyon kundi inilalagay pa nila ako bilang number one councilor sa dalawang nakaraang halalan at ito ay lubos kong pinasasalamatan”, dagdag pa ni Corro.

Ang mga serbisyo ni Corro ay ang Libreng Notaryo (since 1990), Libreng Paggamit ng Upuan, Mesa at Tolda (since 1998), Harana ng Bayan (since 2001), Libreng Paggamit ng sound system (since 2004), Libreng hatid-sundo sa paaralan (since 2010), Libreng registration ng birth certificate (since 2010) at ang pinakahuli ang Alkansssya ng Bayan (since2011) para masiguro ang pagbabayad ng monthly contribution ng mga “informal workers” sa Social Security System (SSS)

Sa larangan ng edukasyon, patuloy na sinasanay ni Corro ang mga public school teachers tulad ng training sa Ateneo Center for Educational Development (ACED) at seminar-workshop sa Mentoring the Mentors Program (MMP).

It's Thanksgiving Day! It is a day when we remember

and say “Thank You!” to people who have touched our

lives.

thWhen we gather to celebrate our 10 Year

Anniversary (Oct 2002-Sept2012) last Oct. 12, 2012, we

gave you a simple remembrance of our 10 years of service

through the Mentoring the Mentors Program which you

embraced for the DepEd Division with our program. You

committed to assist SDS Idanan by providing your local

funds for the teachers in all Grade and Year Levels to

participate in the program.

You graciously attended all our culminating

programs, inspiring the teachers to strive for excellence

and to “push the envelope” in the pursuit of delivering

effective transformative education. You rallied them to

“try the untried” and to apply the many different

“education revolution ideas” they learned from the

Mentoring the Mentors Program.

You initially sponsored all the Principals in

November, 2011 and together with SDS Idanan,

personally attended the session held in Laguna. Having

seen and heard for yourself the effectivity of the program,

you then embarked on planning the “waves” of a total of

12 sessions that were given to teachers from Grade 2-6,

and Years 1 & 2 in 2012.

There are still 2 more “waves” to be given in 2013

which are currently being planned with Ms. Nerissa

Lomeda.

We are pleased to inform you that as a follow up to

these sessions, our MMP Monitors, Ms. Lourdes Yogore

and Ms. Teresita Solis, visited each Principal in their

schools to interview them and evaluate how they had

implemented their Action Plans. While some had already

made inroads of change in their schools, others were

looking forward to the completion of their teachers'

attendance to the Mentoring the Mentors Session so that

together they could plan their School Plan. Many have

requested for our MMP Facilitators to visit them and if

possible, do a refresher session and assist them in the

formulation of their School Plan.

We have incorporated this in our plans for 2013 and

look forward to an exhilarating session in each school.

We wish to say . . .

“THANK YOU! MARAMING SALAMAT!”

for your continued support of MMP in Muntinlupa. Much

has already been done…but there is still much to be done

to ensure that the Education Revolution becomes a reality

in Muntinlupa.

Even as the winds of change of leadership has

blown in DepEd Muntinlupa, it is our hope that MMP will

continue to have a place in the plans of the new SDS.

We believe, and we take heart in knowing that you

also share this same belief, that as long as we continue to

adhere to our battlecry:

AN ASSET TO MUNTINLUPA AND PCL

In behalf of the National Board of the

Philippine Councilors League (PCL), my

sincere Congratulations to our active Vice-

President for PCL NCR in the observance of thhis 25 Year in Public Service both in the

elective and appointive positions. His career in

public service makes the PCL proud as he

gives life to the PCL motto of “ Public Service

Above Self”. For us in the PCL, he has served

with utmost devotion and dedication to duty not only in the City

Government of Muntinlupa but also to the Philippine Councilors

League.

One particular achievement of Coun. Corro that stands out

was his defense of the proposed bill in Congress granting eligibility

to members of the sanggunians all over the country. His

remarkable contribution and able representation for the PCL during

Congress Committee hearings led to the passage of R.A. 10156

It is with great honor that I am giving a

message for the celebration of the 25 years in

public service of our honorable Atty. Raul R.

Corro!

Indeed, it was a fortunate day for Muntinlupa City when Atty.

Raul R. Corro joined public service on February 8, 1988. I met him

when he was Municipal Attorney and Public Information officer. My

first impression was that he was a very sincere and warm person,

intelligent, and professional.

Later, I've come to realize that he is a man of many talents –

singer, debater, and writer -- but he excelled most as public servant.

He came to be the man that government officials trusted and was

readily appointed to various government positions. Through the

years, he gained the love and support of the people, which they

demonstrate as overwhelming support in four local elections where

he was topnotcher twice when elected as city councilor in the first

district of Muntinlupa.

As a councilor, he has been down to earth and helpful,

offering very basic services like free “Libreng Notaryo”, free legal

consultation and many other services. He has been at the forefront

of the development of Muntinlupa by being a champion of education

and by his advocacy and various local legislation, including being

one of the architects of our cityhood and authoring the

establishment of many schools and the Pamantasan ng Lungsod

ng Muntinlupa. What many people may not know is that he has also

been very supportive of the real estate profession and association

in Muntinlupa, gracing various functions with his presence, paving

the way for the establishment of a Register of Deeds in the City, and

always being ready to offer his help in whatever way he can.

He has achieved many things but for all the things that he is, I

know him most as a good friend. From the time I first met him to

today, he did not change. He remained level-headed, sincere and

dedicated. Through the years, through get-togethers, dinners and

conversations we've shared with other friends and family, we've all

come to know who Atty. Raul Corro really is. He is a truly good

person, and more importantly, an excellent public servant.

Because of his exemplary leadership in and out of the City Council,

the DILG-PCL awarded him a “Plaque of Distinction” “in recognition of his

exemplary and meritorious service to the league for three consecutive

terms as an officer in various capacities that significantly contributed to

its growth, stability and strength and the attainment of its mission of

being pro-active partners in nation-building and for consistently

embodying its ideals in his professional and public life for three (3)

consecutive terms as councilor”.

He was recently chosen by PCL Chairman Allan Zulueta and

President Alma Moreno-Salic as the defender of the “Civil Service

Eligibility Law” for Sanggunian members in the Senate Public Hearings

which has been successfully enacted into law by Congress this year.

Even while he is busy performing his duties and responsibilities as

councilor, he also served as elected President of the UST Law Alumni

Foundation, Inc., the association of Thomasian lawyers in the country

from 2004-2006. He is presently an elected trustee and public relations

officer (PRO) of the said foundation.

He also wasted no time during his incumbency as councilor by

obtaining two masteral degrees from the Ateneo School of Government

(2003) and the University of Makati – PCL Legislative Academy (2012).

In recognition of his life-long devotion to public service, the

Ateneo de Zamboanga University High School Department, chose him as

“Most Outstanding Alumni (Silver Jubilarian)” in the 2004 annual reunion

and homecoming “for his meritorious and invaluable services extended

to his Alma Mater, to the Church and to the community, living up to the

Ateneo motto ”Pro Deo Et Patria” – In the service of God and Country,

thus giving honor and prestige to the School and the Association.”

He was an active Director of Rotary Club of Muntinlupa (from

1990-1998), Chairman of the Technical Working Group of the Muntinlupa

Historical Commission, member of the Board of Regents, of the local

University, the Pamantasan ng Lungsod ng Muntinlupa (2001-2007) and

2010 to present and member of the Local School Board.

NON-LEGISLATIVE PERFORMANCE

Aside from his legislative performance, service to his constituents

and the community at large is no less exceptional and outstanding. His

non-legislative performance includes the following innovative and

pioneering programs and projects:(Sundan sa pahina 11)

7. The collection of additional P1 per moviegoer for the feeding program

of “severely wasted” school-children (Ordinance No. 12-061 enacted

on March 26, 2012).

8. The establishment of Victoria Homes Elementary School.

All these ordinances have significantly benefited or will benefit his constituents from the time they were implemented and until the present, especially the young constituents of Muntinlupa who are the future of our city and our country.

His contribution in the field of education via local legislation are not only long-lasting but life-changing as well.

Beyond his legislative performance, he has pioneered in the implementation of the “Adopt-A-School Program”, a national law that encourages corporations, foundations and other individual donors to help (in cash or in kind) our public schools. He was able to convince big corporations like Ayala Land, Filinvest Corporation, Makati Supermarket, Pepsi Cola Philippines, and Amkor-Annam among others thru the Muntinlupa Chamber of Commerce and Industry, to adopt a particular public school and provide its various needs.

The Special Activities Fund of each City Councilor is only P1.2 million from 1998 to 2007 and later increased to P2 million in 2008.

However, using his knowledge and skills in tapping resources from the private and business sector, he was able to send several batches of public school principals and teachers to the Ateneo Center for Educational Development (ACED) to upgrade their skills in managing a public school and in teaching the three major subjects: Mathematics, Science and English and thereby upgrade quality education in our public schools. Some of these teachers are now school principals.

The concerned school principals or the ACED teachers can be interviewed about this training program thru the Division of City Schools of Muntinlupa. His latest program in education (starting November 2011) is the implementation of the highly-regarded Mentoring the Mentors Program (MMP) in Muntinlupa City, the first to be done in Metro Manila, which is a seminar-workshop for Divisions officials, principals and public school teachers in the Division of Muntinlupa to further upgrade their teaching skills and to make them better mentors and positive agents of change in their respective schools and communities in the pursuit of an education revolution in the country. The MMP is under the Marie Eugenie Institute and the Eugenia Apostol Foundation (formerly the Foundation for Worlwide People Power) founded in 2002.

For P75,000 for every batch of 60 teachers, MMP has covered 883 teachers in the past one year and will continue to cover all the remaining teachers in Muntinlupa City, using the small budget of Coun. Corro.

QUESTION NO. 2

NARRATE THE NOMINEE'S EXCEPTIONAL COMMUNITY LEADERSHIP AND SERVICE TO HIS CONSTITUENTS, TO THE COMMUNITY AND TO THE NATION AT LARGE

Coun. Corro is the first among equals in the City Council of Muntinlupa. He was elected as number one City councilor in his last two elections (2004 and 2010) and was chosen by his colleagues as MAJORITY FLOORLEADER of the City Council for two-terms (2004-2007 and 2010 to present).

He is the official representative of Muntinlupa to the Metro Manila (Phils.) Councilors League (MMPCL) where he was elected as its Chairman (2004-2007) and the Philippine Councilors League (PCL) where he served in various capacities from 1998 to 2007 and he is presently the PCL Vice President for the National Capital Region (2010-2013).

LIBRENG NOTARYO

Began in the year 1990 when he was municipal attorney, this free ndservice is now on its 23 year, helping thousands of constituents every

year, especially the poorest of the poor who have no money to pay for

documents requiring notarization. Coun. Corro is known in Muntinlupa

as “Mr. Libreng Notaryo”. Various residents like Senior Citizens, students,

poor constituents, residents applying as Overseas Filipino Workers

(OFW), delayed registration of birth certificates and various forms of

affidavits required by agencies of the government are notarized for free

by Coun. Corro. The latest beneficiaries of his program are the thousands

of poor recipients of the Conditional Cash Transfer Program of the

National Government or the 4ps (Pantawid Pamilya Pilipino Program)

where documents of benificiary families need to be notarized before the

funds are to be released to them by the DSWD. Constituents who cannot

afford to pay notarial fees line up in his office every working day and his

office notarizes an average of 50 to 100 documents a day. He personally

spends for the notarial books bought from the Supreme court, the

expenses for renewal of Notarial Commission and other related

expenses.

HARANA NG BAYAN

Began in 2001, this cultural program aims to entertain the people

thru the live performance of a band of singers (15 members) complete

with musical instruments, rendering both old (kundiman) and new songs

in different occasions but most especially during wakes and birth

anniversaries. This program aims to enrich the Filipino's talent in singing

as well as revive the kundiman and other Filipino songs for the listening

pleasure of Muntinlupeños. Coun. Corro is also known as the “Singing

Councilor” of Muntinlupa City. This program is for free. Reservation is

on a first come, first served basis.

LIBRENG HATID-SUNDO SA PAARALAN

Began in 2010, this program aims to reduce if not eliminate pupil drop outs in our public schools due to lack of transportation money in going to school and returning home. Coun. Corro fully supports the aim of the Division of City Schools of Muntinlupa to ensure that children of school age must avail of free education in both primary and secondary public schools and that they must not only be brought to school but also remain there until they graduate. Statistics of the Division of Muntinlupa has shown that one of the main reasons for the drop out of pupils is due to poverty, particularly lack of transportation money. Coun. Corro provides two big vehicles (Isuzu Elf trucks) for this purpose.

LIBRENG REGISTRATION OF BIRTH CERTIFICATES

Began in 2010, this program responds to the big number of pupils and children who have no birth certificates due to lack of funds or negligence of parents, or both, based on school records. Coun. Corro buys the forms from National Statistics Office (NSO) and offers this for free to poor, indigent constituents for them to have this most important document in their life, when they enroll in school, when they apply for a job or when they work or travel abroad.

Free seminar on Registration of Birth Certificates

LIBRENG PAGGAMIT NGUPUAN, MESA AT TOLDA

Began in 1998, on a first-come, first served basis, constituents can borrow these for all occasions, free delivery. Birthdays or debuts, anniversaries, parties, meetings, wakes etc. on a daily basis, seven days a week.

LIBRENG HATID-SUNDO SA NAMATAYAN

Began in 2001, this program provides free use of vehicles for those who join the funeral of their relatives and friends.

LIBRENG SOUND SYSTEM

Began in 2004, this program provides free use of sound system for all occasions, free delivery and system operator.

ALKANSSSYA NG BAYAN

Began in 2012, “Alkansssya ng Bayan” is a joint project with the Social Security System (SSS) which aims to reach out and widen coverage of the SSS membership to include the “informal workers” (tricycle drivers, vendors, other self- employed people). Coun. Corro found out that one reason why many fail to sustain SSS membership despite its many benefits is because of their failure to remit regular monthly contributions as informal workers. To ensure payment of monthly contribution, an SSS - designed steel “ALKANSSSYA” shall be installed in or near the place of work of these informal workers and for ten pesos (P10) daily contribution, the informal worker is able to pay his minimum monthly contribution of P312 regularly and without any hassle. Coun Corro found out that waiting for one month before the monthly contribution is remitted to SSS is also one reason why many fail to pay on a regular monthly basis. The poor informal worker will have to spend the money for other pressing needs of the family. Coun. Corro goes around tricycle terminals with SSS representatives explaining the program and got very positive feedback. The cost of the steel “ALKANSSSYA” (with 160 slots) worth P10,500 is shouldered by Coun. Corro to get the program going and to teach them to start saving money for their own and their family's future.

The first beneficiaries are the tricycle drivers of Soldiers Hills, Putatan, Muntinlupa City, numbering 560 drivers. The first “ALKANSSSYA” was installed last November 2012. Next in line are the pedicab drivers of Purok 1, Bayanan, TODA Lakeview, Putatan, NBP Reservation, Poblacion, Bagong Sibol Homeowners Association, Sitio San Antonio and Katarungan Jeepney and tricycle drivers and Esporlas Itaas urban poor association. This program aims not only to teach our informal workers to save but also to secure their future and that of their respective families.

MY CORE BELIEFS IN EDUCATION

“My dear teachers, I have embarked on a program to continuously train our teachers because I am four-square behind the following core beliefs in education:”

1. “Education must be given top priority by our government to alleviate poverty in the country and to improve the quality of life of our people, especially the young generation of Filipinos;”

2. “Quality education begins with quality teachers. Our teachers are our primary resource in education. More than the physical facilities and various needs of our public schools, we must continue to train our teachers not only to upgrade their skills as excellent mentors but also make them positive agents of change in our society;”

3. “Government cannot do it alone to address all the problems and concerns in education. We need the support of all stakeholders in education – students, parents, teachers, the community and the barangay, the business sector, non-government organizations and civil society – all working together in one direction and sharing one common vision – providing quality education to our people.”

4. “Genuine and meaningful change in our country can best be effected through the proper education of our youth and our children. The future of our country lies in how we take care of our children, majority of whom are enrolled in our public schools.”

I. MUNTINLUPA CREDO – This “MUNTINLUPA CREDO” was written by Coun. Atty. Raul R. Corro which was later adopted and incorporated into the City Charter of the City of Muntinlupa (R.A. 7926), in Section 1 under the “Declaration of Principles and Policies”:

1. WE BELIEVE THAT A PUBLIC OFFICE IS A PUBLIC TRUST AND THAT ALL GOVERNMENT OFFICIALS AND EMPLOYEES MUST AT ALL TIMES BE ACCOUNTABLE TO THE PEOPLE;

2. WE BELIEVE IN LEADERSHIP BY EXAMPLE AND SHALL ABIDE BY THE CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC SERVANTS;

3. WE BELIEVE IN THE POLICY OF TRANSPARENCY IN THE CONDUCT OF PUBLIC TRANSACTIONS;

4. WE BELIEVE THAT THE ACTIVE PARTICIPATION AND SUPPORT OF THE PEOPLE ARE INDISPENSABLE TO ATTAIN SUCCESS IN ALL CITY PROGRAMS AND PROJECTS;

5. WE BELIEVE THAT OUR PRIME RESOURCE IS PEOPLE AND IN ORDER TO ATTAIN OUR GOALS AND VISION FOR MUNTINLUPA, WE MUST PROTECT THE WELFARE OF THE CITY OFFICIALS AND EMPLOYEES;

6. WE BELIEVE IN THE STRICT ENFORCEMENT OF THE LAWS WITHOUT FEAR OR FAVOR;

7. WE BELIEVE THAT THE MAINTENANCE OF A PEACEFUL AND ORDERLY COMMUNITY AS WELL AS A CLEAN AND GREEN ENVIRONMENT ARE ESSENTIAL TO OUR GROWTH AND PROGRESS;

8. WE BELIEVE IN THE PRUDENT MANAGEMENT OF PUBLIC FUNDS AND RESOURCES;

9. WE BELIEVE THAT AS PUBLIC SERVANTS WE MUST AT ALL TIMES BE READY AND WILLING TO PROVIDE ASSISTANCE THROUGH EFFICIENT, HONEST, FAST, HIGHLY PROFESSIONAL, AND INNOVATIVE SERVICES;

10. WE BELIEVE ABOVE ALL IN THE GUIDANCE AND HELP OF THE ALMIGHTY GOD WITHOUT WHICH ALL THESE THINGS WILL NOT BE POSSIBLE.

QUESTION NO. 4

DID THE ACCOMPLISHMENTS OF THE NOMINEE RESULT IN THE ADVANCEMENT OF THE PUBLIC GOOD? IS IT AN OUTSTANDING CONTRIBUTION TO PUBLIC WELFARE AND THE NATION AT LARGE? DOES IT PROMOTE INTEREST IN THE YOUTH, THE GENERAL PUBLIC AND IN NATION BUILDING?

Based on the answers in numbers 1 to 3 above, it is respectfully submitted that the achievements of the nominee resulted in the advancement of public good, most especially in promoting the interest of the youth.

“In grateful recognition of his valuable support in the implementation of the “Sa Aklat Sisikat” Reading Program, thereby contributing towards the promotion of the love and habit of reading and the development of intellectual skills, ethical and social values among the grade four children of sixteen elementary schools of the City of Muntinlupa.”

Muntik na hindi maging Lungsod ang Muntinlupa

Sa pagbabalik-tanaw ko sa nakaraang 25 taon ng aking paglilingkod sa mamamayan ng Muntinlupa, isang yugto sa kasaysayan nito na hindi ko makalimutan ay ang pakikipaglaban natin para maging isang lungsod ang Muntinlupa noon taong 1995.

Hindi naging madali ang proseso ng cityhood. Halos dumaan tayo sa butas ng karayom para lamang maging isang ganap na lungsod ang Muntinlupa. Hindi ko sukat akalain na ang napakadaling proseso ay naging matinding pakikipaglaban para sa ating karapatan maging isang lungsod.

Wala naman tayong problema sa hinihingi ng batas para maging isang highly urbanized city ang isang bayan tulad ng Muntinlupa. Sa katunayan, mas higit pa sa minimum legal requirements ang ating populasyon at taunang kita. Pero bakit pinahirapan tayo sa kongreso bago maipasa ang batas “converting the Municipality of Muntinlupa into a highly urbanized city to be known as the City of Muntinlupa”? Bakit umabot pa sa huling oras ng huling araw ng sesyon ng Senado bago maipasa ang batas noong Pebrero 1995?

Natatandaan ko noon na ilang araw at gabi naglamay and delegasyon ng Muntinlupa sa Senado upang matutukan ang ating Cityhood bill, sa pangunguna ni dating Mayor Ignacio “Toting” Bunye, mga miyembro ng Sangguniang Bayan at mga pinuno ng departamento. Ngunit habang lumalapit ang huling araw ng sesyon ng Senado, pakiramdam namin lumiliit ang tsansa ng Muntinlupa na maging isang lungsod.

Ano ba ang naging balakid sa pagiging lungsod ng Muntinlupa? Ang naging isyu noon ay ang pagbibigay ng isang congressional district para sa Muntinlupa. Noon kasi, ang Muntinlupa at Las Pinas ay magkasama na may isang distrito sa kongreso.

Ayon sa ating Saligang Batas, ang isang lungsod ay dapat may isang kinatawan sa kongreso. Sa madaling salita, one city, one congressman. Ang patakaran na ito ay sinunod ng kongreso sa ibang bayan na naging lungsod.. Nauna ang Makati naging lungsod ng ilang buwan bago ang Muntinlupa. Binigyan ng kongreso ang Makati hindi lang ng isa kundi dalawang congressional districts dahil sa cityhood. Sumunod ang Mandaluyong. Binigyan din ng kongreso ng isang kinatawan sa kongreso at ang San Juan na dati kasama sa Mandaluyong-San Juan congressional district ay binigyan na rin ng isang kinatawan bagamat wala pa sa minimum na 250,000 ang populasyon nito noong 1995.

Pero bakit ang Muntinlupa ay pinagkaitan ng kongreso ng isang kinatawan? Tayo ba ay “second class citizens”? Patakaran ng ating Saligang Batas sa ilalim ng ating sistema ng demokrasya ang “equal representation” sa kongreso ng bawat mamamayang Pilipino. Nakalulungkot na ang patakarang ito ay hindi pinairal pagdating sa kaso ng Muntinlupa.

Buhay na saksi ang inyong lingkod ng kinausap ng isang Senador si Mayor Bunye sa session hall ng senado habang kami ay patuloy na naglalamay para maipasa ang cityhood bill. Derecho ang kanyang salita kay Mayor Bunye at walang paliguy-ligoy: kung gusto nyo maging lungsod ang Muntinlupa, huwag nyo isama ang probisyon sa cityhood bill na nagbibigay ng isang congressional district sa Muntinlupa.

Nakakagulat ang kahilingan na ito. Maliwanag labag ito sa "onecity,one congressman rule" ng ating Konstitusyon. Maliwanag na ang matinding epekto nito ay tinuturing tayo bilang "second class citizens" sapagkat wala tayong equal representation sa kongreso!

Kung ipaglalaban natin na manatili ang probisyon, hindi na maipapasa ang cityhood bill noong 1995 at muli tayong babalik sa “square one” sa proseso ng cityhood sa susunod na bagong kongreso. Kung papayag naman tayo, lulusot ang cityhood bill pero wala tayong sariling kinatawan sa kongreso simula sa congressional elections ng May 1995.

Malalim na ang gabi noon sa huling sesyon ng senado. Matapos kaming makonsulta ni Mayor Bunye, ito ang naging compromise bill: para maisalba ang cityhood bill at maipasa ito sa huling araw ng sesyon ng kongreso, ang probisyon na nagbibigay ng isang congressional district sa Muntinlupa ay babaguhin para magkabisa ito hindi sa taong 1995 kundi sa susunod pang term ng 1998 congressional elections.

Ta t l o n g t a o n t a y o n a w a l a n n g s a r i l i n g kinatawan.Tatlong taon tayo nawalan ng “pork barrel” funds at iba pang benepisyo para sa Muntinlupa. Pero kung hindi natin naisalba ang cityhood bill, malaki din ang mawawala sa atin sa bahagi ng internal revenue allotment ( IRA) na humigit-kumulang P400 million simula sa bagong fiscal year ng 1996 dahil lamang sa konbersyon mula bayan papuntang isang lungsod.

Muli, sa aking pagbabalik-tanaw, hindi mawala sa isip ko kung bakit ang Muntinlupa, batay sa kasaysayan nito, ay hirap na hirap maging isang malayang bayan o lungsod. Hirap na hirap makamit ang kasarinlan. Kung titingnan natin ang ating kasaysayan, para tayo isang bola na pinagpapasahan. Nauna dito, kinailangan pang magpetisyon ng mamamayan ng Muntinlupa upang mahiwalay tayo sa Biñan, Laguna. Tapos itinapon naman tayo sa Taguig at sumunod ipinasa sa Las Pinas, bago natin nakamit ang kasarinlan.

Ngayon hindi pa natatapos ang pakikipaglaban natin para sa karapatan ng Muntinlupa at para sa karapatan ng ating mga kababayan. Dapat noon pa meron na tayong dalawang kinatawan sa kongreso tulad ng Makati, Valenzuela, Marikina, Taguig-Pateros at iba pang lungsod sa buong bansa. Mahigit ng 500,000 na ang ating populasyon. Ang minimum requirement ng Konstitusyon ay 250,000 population lamang bawat distrito.

Matagal nang may kahilingan ang ating lungsod sa kongreso tungkol dito. Matagal nang naipasa ang resolusyon ng Sangguniang Panlungsod tungkol dito. Pero wala pa rin nangyayari.Wala pa rin aksyon. Sa bawat taon na lumilipas na wala tayong karagdagang distrito sa kongreso, milyun-milyong pondo galing sa National Government ang nawawala para sana sa pagpapaunlad ng Muntinlupa.

Sa Marso 1, 2013, muli na naman tayo magdiriwang ng “Araw ng Muntinlupa”, ika 18 taong anibersaryo ng ating cityhood.

Pero hindi pa tapos ang ating pakikipaglaban. Kailangan ipadama natin ang ating karapatan bilang isang lungsod, bilang mga mamamayang Pilipino. Kung ano ang binibigay na karapatan sa ibang lungsod, dapat bininigay din sa Muntinlupa.

Sapagkat hindi tayo “second class city” at “second class citizens”!
