Consents show district buoyantMore than 1000 building
consents were lodged with WaipaDistrict Council in the last finan-cial year.
The 2014/15 figures are downonly slightly from the record-breaking previous year, whichset a new five-year record forconsent applications.
Council’s planning and regu-latory manager Wayne Allansaid the total value of consentsissued during the 12 monthperiod exceeded $194 million.
“My staff issued 1065 consentsand, with the exception of five, all were processed well withinthe statutory 20 working day
timeframe. The average turn-around time was 8.5 workingdays which, I think, is prettygood given the huge numberscoming through,” he said.
“We also processed, withintimeframes, 865 LIM reports overthe last year. That’s a recordnumber and highlights the num-ber of property transactions oc-curring in the market.”
There was no sign of buildingactivity in the district easing up,he said. From April to June 2015this year 48 consents were issuedfor new houses in Cambridge, 16for homes in Te Awamutu/Kihi-kihi and eight for homes in
Pirongia/Ngahinepouri. The re-maining four new homes werespread across the district.
“Given growth projections forWaipa, we anticipate this level ofactivity continuing for sometime.”
In an end-of-year report, Allannoted that council staff had dealtwith more complaints from thepublic in a number of areasincluding illegal dumping, ob-structive trees, long grass andwandering dogs.
Compared to the previousyear, complaints about parkinghad nearly doubled, promptingstaff to take a far more proactive
approach to those ignoring timelimits. In the past year, councilstaff issued 133 parking ticketscompared to 44 in the previousyear.
Complaints from Waipa busi-ness owners had fallen dramatic-ally since council staff beganmore proactively ticketing.
Allan reported an increase of256 registered dogs in the districtand said an additional 23 dogs inthe district had been rehomedcompared to the previous year. However staff had received fewercomplaints about barking or ag-gressive dogs or dogs worryingstock.

LETTERS TO THE EDITOR

Teaming up against domestic violenceRecently I had the opportun-
ity to attend a workshop onfamily violence organised byViolence Free Waipa.
It was a chance to learnabout something that affects allcommunities across the region.
All of us have a part to playin eliminating violence as fam-ily violence is everyone’s busi-ness.
To me, the things we need toremember are that violence isnever acceptable, it isn’t just
physical and there is help avail-able.
It’s a sad reality that this ispresent in New Zealand, but wecan address it when we standtogether.
In an emergency or if you
are worried about someone’ssafety call 111.

Democracy: A ‘majority’ voteWithout wishing to get into a one on one
with Alistair Kerr, I would like to point outto him that quotation marks are exactlythat. They are used to accurately state whata person said or wrote.
I never wrote “no body wants it” Mr Kerr, feel free to reread my letter.
The focus of my letter was about dem-ocracy and the word I used was “we”.
The “we” was describing the majority ofthose that voted, who did not want a libraryof this size.
If you had followed the vein of my letter,it should have been very apparent.
I am not refuting the need or worth of alibrary.
I am refuting the need for a new one, especially of this size and the majority votebeing shunned.
Our councillor quotes “the thousands ofpeople who use our library six days a weekall year round.”
The actual figures are 80,084 visitors fromJuly 1, 2014-June 30, 2015, averaging 270 perday and therefore 1620 per week.
I took the time to ask a few questions andwonder where Mr Kerr got his figures from.
GRAHAM DUNN
Logic dictateschoice needed
I question Barbara Linton’slogic regarding her letter ‘OurSociety has double standards’.
How does she go from theillegal activities that arehappening in New Zealandprisons and turn them into acrusade against the terminationof pregnancies/abortions?
I certainly agree that a ter-mination should never be usedas contraception, but there mostcertainly are circumstanceswhere a termination should bean option for any woman/girl.
Who would want to be the oneto tell a child that he/she was aresult of incest/rape?
Who would want to be theperson to tell a 14-year-old girlthat she had to have the babyfathered by her father/uncle/stepfather? The careful youngwoman that was raped or evengang raped to find herself withchild?
Be not so judgmental, please. As for our prison system, the
pay system for our educatorsetc., we need to vote to do ourbest to stop this outsourcing.
It is this outsourcing thatresults in mayhem.
BARBARA TERRY
Responsibility lacking in some ownersHeather Roach’s letter was
very well written andthought provoking.
The moral of it being if youtake on the responsibility ofowning a dog you take on theresponsibility of caring for it.
I remember a debate yearsago many people did not wantPitt Bull Terriers in NewZealand as they were origin-ally bred as fighting dogs.
Some said with goodowners they were no moredangerous than any otherdog.
Sadly, time has proventhat type of dog has beeninvolved in far too many ofthe attacks on children, adults and other pets.
They don’t just bite buttry to tear out pieces of fleshout.
I don’t doubt, for onesecond, with good ownersthey can be well manneredsociable animals, but sadly itseems not all owners aregood dog owners.
A child’s face is at theright height to have devastat-
ing wounds inflicted on it.This year Waipa des-
troyed 58 dogs, yes 58, plus 48were re-homed.
That’s 106 people that losttheir pets and were either toomean to pay the impoundingfee to pick them up or toodown right lazy.
What is the answer to theproblem?
One thing I know for sure, doing nothing is not theanswer.

Family violence anissue for everyone
TC110815DT01PASSIONATE about solving family violence, Violence Free Waipa TeAwamutu co-ordinator Lesley Egglestone.
Justice Minister Amy Adam’srelease of a discussion paper onaddressing family violence is des-perately needed and a timelyreminder of the seriousness offamily violence in the Waikatoregion, says Te Awamutu’s newViolence Free Waipa co-ordinatorLesley Egglestone.
“Across Waipa and the Wai-kato, family violence exists and iscausing huge harm to manypeople in our community— in particular chil-dren,” says MsEgglestone.
While statistics showthat every six minutesan incidence of familyviolence is reported to thepolice, up to 80 per cent is notreported.
Ms Egglestone says this isappalling.
“As a nation we have beenshocked by crimes such as themurders of Sophie Elliot and manyothers, which have highlighted theneed for change, but the morechallenging part is the violencethat isn’t noticed or reported,” shesays.
On average every year in NewZealand 14 women, seven men andeight children are killed by afamily member.
Children are particularly affec-ted by family violence with in 2013with children involved in over 63per cent of all family violenceincidents attended by police.
Getting people to understandthat these patterns of abuse arenever acceptable and they need tobe addressed is an important partof Ms Egglestone’s job and she, andmany others, are dedicated tocreating that change.
“There is so much we can do,from reminding the communityfamily violence is not okay, teach-ing people what positive relation-
ships look like and ensuringthat there is help available
for anyone that needs it.”Consultation is open on the
Ministry of Justice’s Family Vio-lence discussion paper until Sep-tember 18.
The document looks at thelegislative framework around fam-ily violence and addresses a num-ber of subjects.
An important change MsEgglestone would like to see ismore support services and pro-grammes for victims andperpetrators being made availablein rural communities.
“The violence happening in oursmall communities needs moreresources to address them,” saysMs Egglestone.
“There is a lot of change neededacross the entire spectrum.
“I welcome the Government
looking into the laws surroundingfamily violence and look forwardto the reforms that come out of it.”
“If anyone hears or sees any-thing, it is essential to call 111, asit’s better to be wrong than sorry,”she says.
Police says calls to 111 are inconfidence and anyone reportingan incident can rest assured theirinformation won’t be shared.
Family violence is any harm orthreat to family members and
includes physical, sexual, emotional, mental, fin-ancial and cyber threatsor violence.
Warning signs mightinclude previous violence,
recent separation, jealous andobsessive behaviour, stalking, threats to victim, friends or familymembers, victim showing fear, evidence of mistreatment of chil-dren.

TC110815SP05AFACING a haka powhiri was an emotional experience by former AllBlack Jono Gibbes (kneeling to accept challenge) when he was aguest of honour at Waikeria Prison.
One of our own sporting stars, former All Black Jono Gibbes, visited Te Whare o Te Ao Marama(formerly known as the MaoriFocus Unit) at Waikeria Prisonrecently, impressing staff andprisoners with his inspirationalstory.

“Being on the receiving end ofa haka powhiri was quiteemotional; it brought back thosememories. It makes the hairsstand up on the back of your neck, what a humbling experience.”
Mr Gibbes was equally humbleabout his successful career, which included eight test caps forthe All Blacks, captaining Wai-kato NPC, Chiefs and NZ Maori(during their first ever victoryover the British Lions) andcoaching Leinster Rugby inIreland and Clermont Auvergnein France.
At the prison, Mr Gibbes spokeabout his upbringing and howimportant it was to be Maori, andencouraged the men not to losesight of their culture.
Mr Gibbes was brought up inTe Awamutu as part of a largewhanau, by a single parent.
He paid tribute to his motherfor her courage and humility, andimparting the simple values of theimportance of whanau, local com-munity support andmanaakitanga.
Mr Gibbes also talked abouthaving to adapt to culture changewhen coaching at Leinster andClermont.
He explained to the prisonersthat through hard work, persever-ance and support, over time, he

Refreshment stops todeliver safety message
TC110815SP08APIRONGIA School PTA member Trudi Brennan Shawhanding out food to the Meek family from Auckland.
‘Fatigue stops’ offeringfood and hot drinks were ahit with long distancedrivers passing throughNgahinapouri andPirongia on successiveFriday’s last month.
Of the 200 people whostopped, a majority weretravelling through to theRuapehu ski fields.
The fatigue stops, runby Waipa District Counciland Police, were focusedon educating drivers thatthey need to take breaks toavoid fatigue relatedaccidents.
In the Waipa District 19per cent of crashes arerelated to fatigue, with afurther 31 per cent relatedto poor observation —which is closely linked tofatigue.
Waipa District Coun-cil ’s road safety co-ordinator Megan Jollyenjoys being involved inthe fatigue stops each year.
“This time of year thereare a lot of drivers travel-ling through our district toget to the ski fields,” shesays. “Every driver whostops appreciates the foodand hot drinks and itbrings a sense of commun-ity spirit for all the volun-teers who help run it.
“This year, we had ahand from SADD studentfrom Te Awamutu College, the local school PTAsfrom Pirongia andNgahinapouri as well asTransfield and The Nest
Espresso and Eatery — allhelping the Police and uswith the stop.
“It gives us an oppor-tunity to reinforce thefatigue driving message.
“ It’s pretty simple —just don’t drive tired. If youdo, you’re putting yourself
and others at risk.”Drivers were reminded
of the strategies you canuse if you are feeling tired— stopping every twohours for 10 minutesmakes a big difference, andso does a power nap on theside of the road.

Season of struggles for SportsBy JUSTIN MIEZENBEEK
TC110815SP15HAMSTRUNG: Te AwamutuSports’ outstanding first-fiveNathan George had a frustrat-ing injury plagued clubseason.
For the second year run-ning Te Awamutu Sportspremier rugby team foundthemselves competing inpromotion-relegation at thebusiness end of the season.
The season followed a simi-lar script to 2014, riding arollercoaster of fortunes.
It was a big year for theclub, celebrating 25 years ofexistence with a weekend-longgala.
The season startedpromisingly, sitting in fourthspot at Easter weekend afterimpressive wins over Morrins-ville, Hautapu and Matamata, and close losses to Melville andFraser Tech.
The Melville loss reallyhurt, considering Te AwamutuSports led for nearly the entirematch until the final secondswhere a sideline conversionscuttled them 22-20.
Much like last year, theywere left ruing games lost thatwere well within their grasp towin.
Games against Universityand Hamilton Old Boys wereother major culprits, whichcould have steered the seasonin a much different direction.
An under-strength Univers-ity side looked beaten at AlbertPark, but Sports just couldn’tkick away and seal the win. They led twice, only to see
University take a late six-pointlead. Sports scored but couldnot convert, leaving the hostswith only one point, when itshould have been four.
The Hamilton Old Boysloss, late in the season, whendesperately needing a win tostay out of promotion-relegation range was a snap-shot of how the season went.
In complete control, leading23-10 with 15 minutes to go,Sports somehow managed tolose 34-26, letting in four latetries to deprive themselves ofeven a bonus point.
Injuries were again a majorfactor this year, preventingselection consistency. Theteam’s cause was not helped byinjuries to the classy pivotpairing of Todd Doolan andNathan George, who were inand out of the side all year withvarious ailments.
But for all the inconsist-ency, Sports did show whatthey are capable of on numer-ous occasions.
They were at their devastat-ing best beating a high flyingHautapu side away on GoodFriday when front rowersNorman Solofa, Etimani Suluiand Jack Munce had their waywith the hosts.
Another highlight was thestirring comeback againstMelville at home. Trailing 20-0,Te Awamutu Sports clawedtheir way back to win 35-27courtesy of some devastatingruns from prop Wade McLean-Te Huia.
The season also saw somereturning faces, as well asunearthing some exciting tal-ent.
George returned to the clubafter a stint with Manawatu, while Doolan made a welcomereturn.
New recruits Sului, Chris-tian Kelleher and JordanPineaha look qualityprospects.
Sului, a former Wellingtonand New Zealand Schools’ rep,is a damaging ball runner anddefender.
Flanker Kelleher is anotherNew Zealand Schools’ rep withan incredible workrate, whilePineaha is an age groupChiefs’ rep who looks a realprospect in the midfield.
Keeping the core togetherand making strategicadditions could see this sidetake the next step, but theyneed to shake the habit oflosing close games and ironout the inconsistencies.

Popular Scottish singer-songwriter Isla Grant isreturning to New Zealandone last time to satisfydemand from her ever-growing legion of Kiwi fansand, sadly, to bid us a fondfarewell.
Yes folks this is to be herswan song and we have adouble pass up for grabs forthis very special show atHamilton’s FoundersTheatre on Sunday, Septem-ber 13 at 5pm (with supportfrom Al Grant).
Isla’s spellbinding con-cert features her wonderfulhit songs and takes a nostal-gic look at her long andsuccessful career.
Surviving a near-fatalcar crash in 1992, she hasgone from strength tostrength in all aspects of herlife.
Conquering the demonswhich kept her fromperforming, Isla now pre-sents a more easy listeningstyle with her music, re-specting both her countryand folk backgrounds.
She has come a long waysince paying her dues, playing to hard-to-pleasepatrons in the clubs ofnorth-east England. Shenow fills concert hallsacross the globe.
Her haunting vocal stylecaptures the hearts of allwho hear her, and her
appeal has increased to awider audience. Isla hasshared the same stage asJohnny Cash and CrystalGayle and toured the UKwith Foster and Allen.
She will be joined by herhusband, the genial andtalented Al Grant, who willbring his irrepressiblehumour to the show (lookout for the banter betweenIsla and Al — priceless) andalso present his tribute toJim Reeves.

The trophy is awarded to theregional team accumulating mostpoints throughout the threerounds of the National Cup Seriesin Hamilton, Wanaka and Auck-land.
A gold medal is worth 100points, silver 80 and bronze 65.
Te Awamutu College studentJasmine Weaver attended all threecompetitions, winning the overallUnder 14 series with gold medalwinning performances in Hamil-ton and Wanaka, and a fifthplacing in Auckland.
Year 8 Pirongia School student,Zeta Hittmann finished runner-upoverall to Weaver in the Under 14category.
She excelled winning silver atWanaka and gold at Aucklandafter making a technical errorplacing seventh in Hamilton —incurring a penalty for touching
back tape with her toe early in thefinal climb. It proved costly, shewould have otherwise placedsecond.
Weaver ended up with a threeseries combined total of 243 pointsout of a possible 300 and Hittmann223.
The two teenagers have becomegreat climbing partners, closefriends and are really supportive ofeach other.
Carly McIlroy of Paterangiplaced third in the Under 18 leadclimbing discipline at the lastround of the national cup series inAuckland.

Hittmann started rock climbingbecause she has always been a‘little monkey’ with a passion forclimbing.
“I really enjoy being up high, feeling the thrill,” she says.
Her mother, Charlotte says:“Ever since Zeta was very little, she has climbed everything andanything.
“Her grandfather, who lives inScotland, was a rock and mountainclimber and has always inspiredand encouraged her to climb.
“You can always guarantee tofind Zeta at the top of a tree and Ihave now learned to look up at thetop of the tallest trees. When Icannot find her there she will bepeeping out of the leaves.”
Hittmann is relatively new torock climbing as a sport.
She joined the Extreme Edge
