Dear Fellow Rotarians,

We are now in the fourth month, October, which is

Vocational Service Month. Vocational Service is the fundamental objective of a Rotary Club. Lately, we have overlooked this despite the fact that “Rotary is

an organization of business and professional persons united worldwide who provide humanitarian service, encourage high ethical standards in all vocations, and

help build goodwill and peace in the world.“

Accordingly, when I have an opportunity to visit our clubs, I like to explain this to our members. I like to

suggest that when we introduce ourselves to each other, we should, as well, inform others of our classification so that we know and relate to each other

in a professional way. Being vague in indicating a vocation (for example, "business owner.") leaves other Rotarians puzzled. Being specific, such as

"restaurant owner" is clearer.

After having visited many clubs, I have discovered

and now understand that each club has its own unique characteristics and, accordingly, clubs vary from one to another. But one similar characteristic is

that each club is facing a seemingly difficult problem, such as very low membership, a very low percentage of meeting participation, and very few guest speakers.

I have suggested some techniques which, I hope, can help them to improve the situation.

One of the critical problems we are facing now among

members is the heavy burden of expenses, such as RI dues, the district levy, registration fee for the Bangkok RI Convention, the registration fee for the district

conference, and, particularly, the 100 US$ EREY donation which we promise to make every year. Some members have asked about the possibility of being

exempted from the EREY donation this year. I have told them that the donation is voluntary and up to the

discretion of each donor. Nevertheless, we have made our promises and have an agreement that bonds us together. Three thousand baht per year

divided by 365 days is equal to less than 10 baht per day, which I hope is not too much of a burden for any of us. More importantly, we do not have to pay the

full amount at one time. We can pay by installment until we reach the total amount that we have agreed to.

My dear brothers and sisters in Rotary,

In the pages of this month‟s magazine, you will be

introduced to the marvelous city of Bangkok, Thailand, which will play host to our 2012 Rotary International Convention. Please consider this my

personal invitation to join me, my family, and our fellow Rotarians at what promises to be an incredible

event in one of the world‟s most fascinating locations.

Thailand is a spectacular destination, truly the Land of a Thousand Smiles. I would particularly urge

Rotarians who have never visited Thailand before to consider this as your chance. You‟ll be surrounded by gracious Rotarian hosts and friends, old and new,

from around the world. Bangkok is a fantastic gateway for those wishing to explore Southeast Asia, and a wonderful experience on its own. For those who

hail from countries closer by, take the opportunity to visit a major cultural capital, with all it has to offer – including shopping, dining, and sightseeing. Indeed,

Bangkok will give you a wonderful value for your time and money.

But the very best reason to visit Bangkok, of course,

will be the 2012 RI Convention itself, 6-9 May – the highlight of the Rotary calendar.

All through the year, we reach out to Rotary communities around the globe. At the convention, we have the chance to see all those communities

represented in one place – to hear all the languages, see all the people, and learn about all the projects of the past year. Nothing brings home the

internationality of Rotary like a Rotary convention – and nothing else has the same power to inspire.

I firmly believe that every Rotary event should be a

family event, and this is why Binota and I plan to bring our children and our grandchildren. Why not do the same, and make the Rotary convention part of

your family‟s vacation next year? With so many wonderful events and activities to choose from, there is something for everyone, and plenty of opportunity

to draw our families closer to our Rotary service.

Every year, I go to the convention excited to see old friends and make new ones, to celebrate our

successes and learn from our experiences. And every year, I leave with a sense of pride in Rotary, eager to

begin another year of service.

Bangkok promises to be the best convention yet. I urge you to register now at

An exciting month for the Foundation

October is a busy month for The Rotary Foundation. While our Trustees meeting is usually held in October, this year, because the

2012 RI Convention is so early in May, it was moved to September. This meant that “Taiwan

Day” was also held earlier.

On Taiwan Day, we inducted Rotarians from Taiwan into the Arch C. Klumph Society in honor

of their contributions of at least US$250,000 to our Foundation. We inducted five generous couples on Taiwan Day in 2009, seven in 2010,

and as I write we‟ve had eight in 2011.

When you consider the population of Taiwan and

the number of Rotarians there, this giving is humbling. We now have over 300 Arch C. Klumph Society members, with the highest

number in the United States, and now the second highest in Taiwan. A challenge to the rest

of us!

October is a month with many Rotary institutes, where current, future, and past Rotary leaders

come together to discuss what is happening within Rotary. We have a trustee and Foundation staff at each institute.

Each October, we also select the next group of our Rotary Peace Fellows – up to 60 for the two-

year master‟s, and up to 50 for the three-month certificate. The selection process is fascinating and resembles the draft system used by U.S.

football teams to select their new players. All the applicants are scored and ranked by experienced

Rotarians and the universities. Representatives from the universities come to the meeting with their “wish list” but take turns in choosing their

actual scholars. Their choices may be influenced by a desire to have a wide geographical or

subject spread, and sometimes they will “trade” choices. The result is that the best candidates become our fellows, and our program remains

are at an historic moment -- less than 1% away from the end of polio forever. In honor

of World Polio Day on 24 October 2011, we are asking for your help to tell the world

Club Assembly

The club administration committee is not only responsible for planning the program for weekly club

meetings but for the planning of the club assembly under the guidance of the club president and club secretary. The club assembly gives an opportunity for

club members to debate club activities and to pass along information to members. Club members, particularly new members, are encouraged to attend

club assemblies on a regular basis in order to gain knowledge of the various club activities.

The club assembly is a place where members can

discuss the weak and strong points of their club, set a target for their operational plan, learn and comprehend how the club operational plan is carried

out, become skilled at project implementation, and are informed about the Rotary and its programs.

Examples of topics discussed in the club assembly are: yearly objectives and long term objectives, community service and club activities, ways to

increase and maintain membership, the district assembly and any other Rotary meetings at district level and international level.

To be most efficient, club assemblies should be held four to six times per year. A lot of clubs hold a club assembly on a monthly basis. A proposed timetable

for scheduling club assemblies could be: 1. Right after the District Assembly (before July 1st),

for club member awareness and debate on a development plan based on the conclusions of the District Assembly.

2. In July, for further discussion and approval of the club's yearly plan.

3. Two weeks before the District Governor‟s official

visit is scheduled in order to prepare for the visit. 4. During the District Governor‟s official visit to

discuss any club business. 5. Mid Rotary Year (January/February) to evaluate

work in progress in relation to the time left to

complete these projects. 6. In April or May, so that members may suggest

their ideas to help the successful completion of all

club projects.

Dear Fellow Rotarians,

At present, the news that most worries us is

increased flooding and landslides now covering many significant areas of Thailand. The first

area helped by Rotarians was Amphoe Nampad, in Uttaradit Province .

With the leadership of PDG Pairoj Uerprasert and

strong collaboration among three Rotary Clubs in Uttaradit --- the Rotary Club of Uttaradit, the Rotary Club of Pichai, and the Rotary Club of

Silaasna --- vitally needed supplies donated from Rotarians both inside and outside RI District

3360 were given to people who needed help on 20th September 2011. Those sufferers would like to extend their appreciation to all Rotarians.

Besides devoting our time and effort to relieving flooding in Thailand, District 3360 has to consider

our membership situation as well. On the 29th September 2011, I was informed by DG Chamnan Chanruang that since July, in the first

three months of the administrative year 2011-2012, only three more people have joined Rotary in our district. I encourage all Rotarians to look

for the right people to join us in the first half of the year. I hope the membership development

strategies and information provided during the seminar in Uttradit will be helpful and applied to improve the membership situation in each club.

I would like to extend my gratitude to the Rotary Club of Uttaradit which has already recruited two

more members toward achieving its goal of three more members. Therefore, there are now 29 Rotarians, an advance from the previous number

of 27 sustained for many years. I ask other clubs to please let me know if you have new Rotarians

participating.

Dear Fellow Rotarians,

Disastrous flooding still exists in several provinces. Now, the weather turns cooler in the north of Thailand, and

following a very rainy season it will normally be very cold in winter. I hope many Rotary clubs will carry out blanket distribution projects this winter.

Regarding the Global Grant #25362 Dictionary Project, I have a request for all sponsor clubs receiving the dictionaries. At the distribution ceremony for each school

(primary schools only) please display a Global Grant #25362 Dictionary Project banner and take some pictures of it as well. It„s important for our District 3360

report to The Rotary Foundation. And please don‟t forget about teacher training which is another activity that should be done according to the project proposal.

The Water Filter Project, another Global Grant project (#25557), has already been approved by TRF. Now, 13

sponsor clubs are collecting and transferring their contributions to the project bank account for 23 water filters.

Rotary always gives serious stress to the importance of friendship because we can‟t finish any service project successfully without a friendly environment in which to

do the work together. As well, it makes it easier to succeed. I‟d like to express my admiration of the District 3360 Rotary Friendship Exchange (RFE) team members

and the many Rotarians who are helping to make both Global Grant projects successful. Have you ever surveyed your members to learn about

their special abilities? For example, is there anyone in your club who can write a proposal in English? Some members are skillful coordinating within their

communities, with schools or other Rotary clubs. Please remember, our close bonds of friendship will turn a hard task into an easy one. Visiting other club meetings and

events will strengthen friendship among Rotarians and become a powerful helpful force.

The Rotary Club of Maechan will cerebrate its 30th anniversary in conjunction with many communities and schools. We welcome all dear fellow Rotarians to

cerebrate with us on November 11, 2011 (11-11-11), 1 pm – 7 pm with no registration fee. This event will be held in Chiangrai Hills Stadium, Nhong Wan Maechan a

private stadium belonging to “The Chao Phya Abhai Raja Siammanukulkij Foundation." The stadium, supported by Rtn Count Gerald van der Straten Ponthoz, cost over 40

million baht. The ceremony will include the final match of the “Rotary Maechan Cup” football competition, a parade with more than 300 people, a marching band, an

exciting show with beautiful girls, a performance by hill tribe kids, and a lot more. Rotarians and guests will be treated to food and drink by members of the Rotary Club

of Maechan and the communities who join with us.

Club President and Fellow Rotarians in D3360

This month, I have started to inform Rotarians in Chiang

Mai and Lampang about the current policy of The Rotary Foundation (TRF) as well as the new grants structure under the Future Vision Plan (FVP). I hope the following

information will help Rotarians to understand features of the FVP grants, including the District Grant and the Global Grant.

1. District Grant 1.1 District grants offer Rotary clubs and districts

flexibility in carrying out relatively short-term activities. 1.2 Rotary clubs and districts may request up to 50 percent of their District Designated Fund (DDF) in one

annual block grant. 1.3 The World Fund Award is not available. 1.4 The District Rotary Foundation committee should

ask the Rotary clubs clubs to promptly submit their application to be reviewed for qualification in May 2012. 1.5 Districts will receive one block payment for the

approved amount of the district grant, and they can distribute the funds for either local or international activities.

1.6 The district governor, district Rotary Foundation committee chair, and district grants subcommittee chair are responsible in for submitting the application.

2. Global Grant 2.1 Clubs and districts can use DDF or cash contributions to fund global grant activities.

2.2 The World Fund Award is available, and it is based on a 100 percent match of DDF ($USD 1.00:$USD 1.00) or a

50 percent match of cash contributions($USD 0.50:$USD 1.00). 2.3 Each Rotary club and district can request no more than

ten activities to be financed by the World Fund. 2.4 The minimum award amount from the World Fund, regardless of activity type, is $USD 15,000.

2.5 Upon the arrival of the funds, the Rotary clubs can distribute the funds for either local or international activities.

2.6 Global grants must be sponsored by two Rotary clubs: a host club in the country where the activity takes place and an international club outside the country.

2.7 Activities must be sustainable and measurable. 2.8 Global grants support large international projects in the following six areas of focus:

1) Peace and conflict prevention/resolution 2) Disease prevention and treatment

3) Water and sanitation 4) Maternal and child health 5) Basic education and literacy

6) Economic and community development 2.9 The district must guarantee the qualifications of clubs which apply.

Dear Fellow Rotarians,

For this month's letter, I would like to report the progress of all D3360 New Generations activities.

Recently, RYLA leadership training was held at Chulabhorn School, Phitsanulok Province. Many

young people from different provinces joined this activity. The committee hopes that they will apply all the knowledge, skills and experiences in their lives

and are willing to be good leaders with justice, dedication and a willingness to share with others. I would like to thank all the committee members who

were dedicated to this useful social development activity.

Since October is the time of an annual school break, the D3360 New Generations Committee organized a field trip to visit some other provinces on the Central

Plain and in Bangkok on 11 - 19 October so that all the Youth Exchange students who are here in our

district could have a chance to see various ways of Thai life as well as see our historical sites and visit other famous tourist destinations in Thailand.

Leading the trip was "honorary" tour guide, PP Naiyana Khomsan. It was a way to make a good impression and help them create beautiful memories

of their youth exchange experience in Thailand to share with their families and friends. To know

Thailand better also helped to create the feeling, "I love Thailand."

วดโอททานอดตประธานโรตารสากล ทานพชย รตตกล ไดกลาวถงการรณรงคการเขารวมประชมใหญโรตาร

สากล ทกรงเทพฯ ในเดอนพฤษภาคม ป 2555 จากสถตการลงทะเบยนเปนทนาตกใจอยางมากทภาคเรามคนลงทะเบยนแลวเพยง 300 กวาทานจากจานวน

สาหรบโรแทเรยนตางชาต ฯ ในสวนงานทผมเปนคณะอนกรรมการคอ Bangkok RI Convention 2012 PR Advertising and City Decoration Subcommittee

ซงทาหนาทในการจดทา PR และ Advertising รวมถงการตกแตงเมองเพอตอนรบโรแทเรยนกวา 30,000 คน

ทวโลก จนถงเดอนกนยายนทผานมา แผนดาเนนการและงบ

ประมาณไดผานการอนมตเรยบรอยแลว และจะเรมงานในเดอนตลาคมน โอกาสนผมขอประชาสมพนธลวงหนา

สาหรบเหตการณทจะเกดขนกคอ Ambassador Search การหายวฑต ยมกบแยม เดกชายและเดกหญง

เพอเปนตวแทนเยาวชนในการประชาสมพนธงานประชมใหญครงนใหกบสอมวลชน โดยการคดเลอกจะเรมจากการสมคร โดยใหแตละภาคสงตวแทนเขาประกวดท

กรงเทพฯ เงอนไขตางๆ จะสงใหกบแตละสโมสรในภายหลงครบ ผมถอเปนโครงการทดทจะไดใหเยาวชน

ไมวาจะเปนลกหลานของโรแทเรยนหรอเยาวชนทวไปในการมสวนรวมกบงานยงใหญระดบชาตในครงน

Dear Fellow Rotarians,

I think many of you must have already seen the video clip of our Past RI President Pichai Rattakul

talking about the 2012 Bangkok RI Convention to be held next May. From the statistics, I'm very

surprised to learn that only 300 out of 1200 Rotarians in District 3360 have registered for the convention. I'd like to take this opportunity to

encourage you to register. First, you can register by yourself through "Member Access" or you can download a form to print from our website,

www.rotary3360.org. Both individual or group registrations are welcome.

May I remind you that you don't have to wait to register all members in your club at once. Once your club has a partial list, you can start sending

the information right away. I believe that our goal of 700 registered member is not far from

our grasp.

In this Governor's Newsletter, I would like to introduce you to the things that Rotary clubs in

Thailand are now preparing for this convention beginning with the Host Organization Committee (HOC) of which PRD Noraseth Pattamanan is

chairman.

The HOC is responsible for organizing this

convention. This includes many divisions, such as Public Relations, Advertising, City Decoration, Package Tours for Foreign Rotarians, Convention

Hall, Food and Hotel Arrangements. As PR chairman of D3360, I have joined the

Subcommittee of PR Advertising and City Decoration which focuses mainly on public relations among Rotarians within and outside

Thailand as well as non-Rotarians in Thailand. Decoration of Muanthong Thani is also part of

this job. Prior to this September, the committee had already selected three expert Thai PR and advertising companies to handle this job. With a

budget of over 20 million baht for PR and advertising, we hope to encourage more than 30,000 Rotarians to come to the convention. In

addition, we also focus on creating a public image for Thai People to help them understand

more about Rotary and what Rotary has done for the community.

The first PR program will be "AMBASSADOR

SEARCH" (a contest to select one boy and one

บรรยากาศคงจะเตมไปดวยความอบอนและมตรภาพเชนเดมของเหลาโรแทเรยน

Another PR highlight will be breaking the Guinness Record for "THE WORLD BIGGEST

SMILE." The details are being kept secret, but only registered Rotarians will have the opportunity to join this feature event.

Last but not least, please don't forget to attend the Joint District Conference in Maesai,

Chiangrai, this coming December. Details can be downloaded at www.rotary3360.org. I am sure that this joint conference will be full of friendship

among Rotarians of D3360 and D3340.

ทกรงเทพมหานคร ในวนท 6-9 พฤษภาคม 2555 ซงหากโรแทเรยนในประเทศไทย ลงทะเบยนใหไดถง 5,000 คนภายในวนท 1 ธนวาคม 2554 น เราจะไดรบ

2012 Bangkok RI Convention May 6-9, 2012

We only have seven months to go before the RI

Convention we are hosting in Bangkok will take place on 6-9 May 2012. Five thousand Thai Rotarian registrants will entitle each and every

one of us to save a further 25% of the registration fee.

All we have to do to receive such a big discount

is that the required number of Thai Rotarians register for the convention at US$160 (Baht

4,800) before November 2011. Different promotional rates apply during the following periods of registration:

- Before December 2011: US$160 pax (A total number of 5000 Thai registrants entitles us to a

US$40/person rebate)

- Between December 2, 2011 - February 29, 2012: the rate is US$195 pax.

- From March 1, 2012 onward: the full rate of US$245 pax applies.

เรยน มวลมตรโรแทเรยนทกทาน สงทสงมาดวย กาหนดการประชมฯ แบบฟอรมลงทะเบยน จองทพก และโปรแกรมทวร

ตามทจะไดมการจดประชมใหญรวมภาค 3340-3360 (Joint District Conference) ประจาป 2554 ขน ณ อาเภอแม

สาย จงหวดเชยงราย ในระหวางวนท 10 – 11 ธนวาคม 2554 ท หอประชมกวงเมง แมสาย นน บดน ระยะเวลาไดคบคลานใกลเขามาแลว และบางทานอาจยงไมไดรบขอมลทเพยงพอ กระผมจงใครเรยนขอมล

1. ทานสามารถลงทะเบยนลวงหนาไดในราคาทานละ 1,300 บาท หรอ อาจจะไปลงทะเบยนหนางานทานละ 1,500 บาท ไดตงแตเวลา 09.00 น.ของวนท 10 ธนวาคม 2554 โดยจะมพธเปดงานในชวงบาย (13.00 น.)

2. ทานสามารถสารองหองพกไดทฝายลงทะเบยน และจองทพกลวงหนา ตามรายละเอยดทแนบมาดวย ขอแนะนาให ทาการจองทพกลวงหนา เนองจากชวงระยะเวลาการประชม เปนชวงของเทศกาลการทองเทยวของอาเภอแมสาย การหาทพกในชวงระยะเวลาดงกลาวอาจมปญหาได

Progress in the $200 Million

challenge As of 26 August 2011, Rotarians have raised approximately US$186.9 million for the US$200 Million Challenge. These contributions will help

Rotary raise US$200 million to match US$355 mil- lion in challenge grants received from the Bill & Melinda Gates Foundation.

Staff Benda Bilili, a group of musicians (most of them polio survivors) from Kinshasa, Democratic Republic of Congo, is part of Rotary‟s "This Close" PSA

campaign to raise awareness for polio eradication. Rising stars of world music, the band„s album “Tres Tres Fort” met critical acclaim, earning them the

Womex World Music Award. An award-winning documentary “Benda Bilili,” about the band‟s rise from their days as street musicians in Kinshasa, debuted at

the 2010 Cannes Film Festival and was nominated for Best Documentary at the 2011 César Awards. This documentary will be released in theaters throughout the

United States by National Geo- graphic Entertainment in October 2011.

Staff Benda Bilili is touring select U.S. cities in

September and October 2011, and Rotary International is working with them to incorporate polio eradication messaging into the tour. This agreement includes:

media mentions, a slide encouraging fans to text-to- donate to Rotary‟s $200 million challenge, Rotary polio eradication materials at shows, cross-promotion

at website, and participation of the band at special pre-concert events in select markets.

Rotary International is also working with National Geographic to cross-promote polio eradication awareness with the documentary film. This agreement includes the following: a special screening of the film

with Rotary as the host, a select number of invitations for Rotarians to special screenings nation-wide, Rotary messaging on the film website, promotion of “End

Polio Now” through social media channels, and a Rotary PSA inclusion on the DVD.

On October 19, 2011 DG Chamnan Chanruang presided over the opening ceremony of the "Rotary in Thailand"

pavilion in front of the Thai Elephant Conservation Center along Lampang-

Chiangmai Road. The pavillion, which was handed over to the Lampang Highway District to allow passersby to rest

while visiting the center, was a joint donation of the Rotarians of districts

3340, 3350, and 3360. The Thailand Elephant Conservation Center agreed to

provide elephan as part of the program to greet Rotarians attending the 2012 Bangkok RI Convention; however, the

show has been canceled although handing over the Baht 200,000 that the pavilion

cost was on schedule.

Dear Fellow Rotarians,

October is Rotary's Vocational Service Month. Some activities are underway, such as vocational development, a weekly meeting dedicated to a

presentation on vocational information, and job training for young people.

Regarding service projects, in addition to ongoing club service projects being implemented per the club plan, a lot of effort and resources have been spent on

emergency flood relief. Many areas both in the north and central parts of the country (and now Bangkok)

have been hit by unprecedented flooding. Many Rotarians are among victims of the floods. District 3360 DG Chamnan has launched a fund to help those

living in submerged areas who are in difficulty. The project, chaired by PP Tosaporn Panasampol, has been seeking contributions from Rotarians to procure

plastic boats costing Baht 4,400 each to hand over to needy communities via their local Rotary clubs and

government agencies. The project still welcomes monetary donations. Thank you to all of you who have already taken part in meeting this urgent need!

Our district event for October was the Rotary Youth Leadership Award (RYLA) training in Pisanulok. In

December, District 3340 and District 3360 will organize a Joint District Conference which will be held in Mae Sai, Chiang Rai, on the 10th - 11th. Club

leaders, please promote and encourage members to register early to enable the organizers to prepare well for sufficient seating and proper arrangements. This

is a unique opportunity for Rotarians of both districts to enjoy each other and share news of their

accomplishments in the friendly but cool atmosphere of the country's northern-most province.

Last but not least, pre-registration at a discounted

rate of US$160 for 2012 Bangkok RI Convention will only be valid until 1 December. Subsequent

registration will subject to a standard rate of US$190 per person. Further details on how to register can be found in the District PR Chair's message in this

newsletter. All Rotarians of District 3360 are encouraged to be prompt in meeting the deadline of the special registration period.
