Le Conseil National des Telecommunications (CONATEL) was Created by degree on September, 27, 1969.It isthe Public Agency of Telecommunications in Haiti Controlled by the Minister Of Public Work Transport andCommunication.This Institution have the responsability to Regulate the Telecommunication Sector in Haiti.


Terminals Telecommunication Equipment Constitute the main equipment used in Telecom for the exchange Of information to distance.By this fact The use of those equipment must :• Respect the security of the users• Ensure the health of the population• Apply the requirement protection in the Electromagnetic Compatibility Fields• Use with Efficiency the Spectrum spectre in order to avoid Interferences Therefore, from the Conception to the manufacture of those equipment it’s urgent that they make some specific

test in order to verify the conformity of them according to the established Norms .


By the degree of June 10, 1987 CONATEL have the full power to control the entrance to thecountry of all type of Tlecommunications Equipment. To be use in the National TerritoryCONATEL requires the type approval of all news model telecom Equipment and also the inpectionof all imported telecom Equipement.


In regard to verification of Equipment Conformity by Conatel there two specific aspect that we lookingfor:

The type approval of new telecom Equipment. The control and registration of Imported telecom equipment.

N.B: We should also note that the approval of network equipment is done automatically with thegranting to the right of exploitation granted to operators.


The new models requiring approval to conatel are:• Radio link Terminals• Telecomunicación TerminalsBut Generally the new models equipment that we mostly receive are: Bluetooth Transmitter Radar Tranmistter Cellular Phone Wireless Network Card Modem


1. This process start with a explicit demand of the customer( manufaturer, representative of manufacturer). After an exhaustive analysis of the application if the equipment are in accordance with the establishedNorms, the customer pay the type approval fees and the process end by the delivry of the type approvalCertificate witch allow this equipment to be used and sold in Haiti.


We require the customer to deliver the Certificate and Test Report delivered ealier by OrganizationInternationally recognized as:

FCC ( Federal Communication Commission) CE (European Conformity)

The approval Requires should have the following elements:1. The approval forms correctly filled2. The letter of approval request3. The technical details ( Brand, model number, country of origin, output power test report fromaccredited labs particullaty the Specific Absortion Rates test and The Electromagnic Compatibility:- A Copy of the Certificate Test recived from FCC , CE - The technical characteristics and operations of the equipment1. A Manual for use of the equipment2. A Sample of the equipment

Actually we are in Contact with the Haitian Office of Standardization which is the entity of the HaitianGovernment in Charge of the standards applicabe to various sector including the Telecom Sector. Also weare very available and willing to work with ITU in this profitable project that’s why we participated in Maylast at Campinas (Brazil) to the first event organised this year for this project.
