    Tank Inventory System

TISprovides a uniorm approach or managing tankinventory inormation and single-window interace to all

major gauging systems (e.g., Varec, Saab, LandJ, Enra).TIS calculates, displays, and historically archives all level, volume, temperature, quality, operating state, and alarmdata related to a tank and its contents. TIS providesinormation to the operator to saely operate the tank, and to all other O-sites Sotware Suite modules andexternal operational and decision support systems.

TIS stores strapping tables, perorms AmericanSociety or Testing and Materials/ air-positionindicator (ASTM/API) table volume anddensity corrections, estimates fow rate romlevel changes, continuously updates Time-

to-Completion and Time-to-Limits, provideslevel and tank operational states and alarms, and generates standard tank detail, pool, andmidnight inventory reports.

TIS can provide the necessary tank data or anoptional on-line Environmental Protection Agency(EPA) tank emissions monitoring, calculation, andreporting module (see pg. 5 or details.)

Accurate on-line tank status data managed by the tank inormation system is the oundation or closedloop movement and blend control and optimization within the O-sites Suite. All additional unctionalmodules leverage the TIS inormation through the common application architecture. All modules areempowered to ensure ecient, reliable and secure movement and blending operations specically inthe case o oil and petrochemical products.

    Order and Movement Manager

The OMM system provides a convenient and consistenttool or the translation o business orders into processmovements to be executed by the operations sta. Orderscan be downloaded electronically or manually entered andbroken down into discrete movements.

The OMM system tracks in real-time and records the historyo each movement and order. Volume and time are updatedcontinuously to complete calculations. Movement data arevalidated using all available meters and gauges.

The system is used by Planning and Operations to schedule, set up, monitor, and historize all tank armmovements. It handles all receipts, transers, rundowns, and shipment orders (or any tank/unit/transportsources and destinations), as well as blending and other complex operations. Accounting uses themovement history data or mass balance reconciliation and or improved billing accuracy.

Terminal management unctions are included with the user interace and database structure to handletruck, rail, and vessel transport equipment with congurable time sheet logging or demurragetracking. Docks management is acilitated with Ethylene Terminalling Agreement (ETA)/lay date/layday visibility and drag-and-drop berth assignment in a real-time Gantt chart. OMM can also be usedto manage ownership o comingled product in leased tankage in independent terminals.

Standard order and movement level reports are included with the package and custom reports canbe developed as necessary.

An optional Product Composition Tracking (PCT) module tracks all incoming and outgoing fows to

calculate material compositions o any tank. An optional Tank Quality Integration (TQI) module cancalculate any qualities o the aggregate product using linear or nonlinear models. All data are storedin the O-sites Sotware Suite database or use in all oil movement and blending applications.

    Movement Automation System

Complete automation o movements can beachieved with the MAS. MAS perorms automaticand optimal path selection, checks equipmentavailability, veries product compatibility, andexecutes the movement sequential control logicusing expert system technology and a site-specicknowledge base.

Tank arm topology is congured in a graphicalobject-oriented environment. This allows immediateupdates to refect the ever-changing physicalconguration o tank arms. Each movementcategory is assigned a state diagram, movementoperations, and movement calculations.

Mobile Extension for the Movement Automation System

The Mobile Extension to the Movement Automation System(MobileMAS) closes the collaboration gap between the eld andcontrol room operators. Today, typical verbal synchronization is errorprone due to misunderstandings in communication, mix up and lack

o verications, leading to operation errors and alse control systemstatus.

MobileMAS delivers a mobile tool or eld operators that containsall o the eld procedures involved to prepare the line setup ormovements, and communicates updated equipment status inreal-time to the control system using mobile handheld devices andwireless technology. Setting up MobileMAS is easy. Field proceduresare automatically generated and deployed to the handheld devices.

MobileMAS enorces line up sequences and equipment identifcationby radio requency identifcation (RFID) location tags deployed, sooperators are certain they are at the right piece o equipment. Anyequipment status change confrmation entered as new status by theoperator is communicated with the scanned equipment identiferto the control system. Any feld to control room operator verbalcommunication and potential control room operator errors areeliminated. The control system is automatically updated with accurateequipment status inormation, which is a step change in statusaccuracy o manually operated equipment.

MobileMAS supports a wide range o rugged mobile handheld devices to accommodate even themost stringent hazardous or environmental requirements. MobileMAS is built on the WonderwareIntelaTrac technology. MobileMAS handheld devices are ready to support operator inspection roundsleveraging Wonderware IntelaTrac, the industry-leading mobile workorce and decision making supportsystem or remote data collection, event tracking, procedure execution and validation.

    Material Accounting Balance Application

The MAB application provides the material balance ora single site or over multiple sites. Based on a chosen

period dened by the user, MAB takes the startinginventory, the quantities moved over the period, andthe ending inventory, and calculates a balance. Anyimbalances are clearly indicated and the user interaceallows or quickly zooming into the root cause.

Fixing imbalances is done by correcting invalid data, changing the reported inventory or material moved,and/or entering transactions to book against the error. The views and calculations o the MAB module providethe extra inormation an accountant can use to makebooking decisions. Finally, the MAB sotware can reportthe consolidated and checked dataset.

    Batch Tracking Manager

The BTM module tracks batches, mainly in largepipelines which contain multiple batches at a given time.BTM can determine the exact location o batches in apipeline and model the interace between batches odierent products adjacent in a pipeline.

BTM can inorm the operator about batches and batchinteraces at dened positions o the pipeline. Theoperator or other modules can be inormed which batchis currently passing a pipeline location, what the nextbatch will be, and how much time it takes or the next

batch to reach a pipeline location.

    Emission Monitoring System

The EMS module perorms real-time tank emissioncalculations according to the AP42 standard o the EPA.

From a tank gauging system or the TIS, the EMS receivestank data such as level, temperature and volumes. TheEmission Monitoring System continuously reads the tankdata and calculates the emissions or each tank.

The emission calculations comprise o: breathinglosses, expellation losses, evaporation losses and total

emissions. The results o the emission calculations arestored in the O-sites Suite database or emissionsaudits and or creating reports.

    Blend Optimization and Supervisory System

BOSS provides o-line blend setup, validation, pre-blendoptimization, and continuous, on-line optimal control. BOSS

supervises and adjusts the operation o the DBS (or 3rd-party blend ratio system) to ensure that blend specicationsare met in an economically optimal manner, subject to alloperational constraints.

BOSS minimizes product cost, quality giveaway, and/or recipedeviation, subject to:

All pump, line, and tank constraints

    Component inventory/ullage

    Header and fnal tank/batch specifcations

    Integrated tank/batch specifcation points

Equipment-specic, expert operator advice is provided in the event o any operational ineasibility. Anoptional, automated pump selection eature can be used to optimally balance component delivery capacities.

BOSS can be applied to any uel product or crude in-line blenders, and handles traditional tank-to-tank,tank-to-pipeline/ship, and continuous rundown operations with both controlled and wild componentstreams. Tank swings and component changes are accommodated.

BOSS can also simultaneously optimize multiple, paralleblend headers that produce dierent products romshared components. The package includes a library ostandard conventional, RFG, and CARB blend modelsand provides a convenient sotware ramework or theaddition o site-specic, custom models. Blend modelpredictions are biased using on-line analyzer (or lab)header eedback and used directly i analyzer signalsail validation. Component property eed-orward can

be provided rom lab sampling, on-line analyzers, and/or OMM component tank quality integrations.

    Blend Planning Optimizer

The BPO module provides multi-period, multi-blend o-lineplanning and on-line optimization. Unlike other blend plannersdeveloped as completely independent sotware products, BPOis truly an extension o BOSS, with a consistent user interace, database, models, biases, objectives, constraints, and solverengine. In addition to providing traditional o-line planningcapability, BPO also runs on-line to continuously update andimprove the multi-blend plan and rigorously enorce currentand uture inventory constraints.

BPO generates optimal recipes, rates, and start times or a series o blends. The optimization is subject toinventory constraints orecast across the planning horizon, considering component rundowns, imports, and exports, as well as product tank mixing, certication, and liting time constraints. In the event oineasibilities, current blend constraints are prioritized.

In the o-line mode, BPO allows the user to generate and store a series (monthly and/or weekly) o blendsto be executed by BOSS. In the on-line mode, BPO runs in concert with BOSS, using on-line measurementsto ully exploit the potential or economic optimization without compromising the multi-blend plan byignoring long-term inventory constraints.

    Digital Blender System

The DBS is a standard Foxboro I/A Series DCSapplication or the base regulatory, ratio, and

sequential control o in-line blenders. DBS includes acomplete set o operator displays or the creation andstand-alone execution o blend orders. When operatedwith BOSS, blend orders, start/stop commands, andoptimal recipe updates are downloaded automatically.

DBS automatically opens valves, starts pumps, rampsthe total blend rate, and regulates the individualcomponent loops to achieve the pre-set recipe.

The system will initiate pacing i one ormore components cannot be delivered torecipe at the target rate. When the pre-shutdown volume is reached, the systemramps the blender to the shutdown rate, and then stops the blend when the nalvolume is reached. DBS can also handlecontinuous in-line blending operations withrundown wild streams.

Analyzer Management and Data Acquisition System

On-line blend control and optimization is most protable when products can be certied orcustomers and regulatory authorities using on-line analyzers. This requires a rigorous and auditable

    statistical quality control program.

Invensys developed the AMADAS specically orthis purpose, incorporating applicable EPA and EUguidelines or waiver applications. The package can,o course, be used throughout the renery or all on-line analytical systems.

AMADAS interaces to both on-line analyzers andthe renery laboratory inormation system (LIMS) tostatistically assess and validate analyzer perormanceand manage maintenance activities. All perormancedata and maintenance work orders are archived into

the O-sites Sotware Suite relational database.

AMADAS provides key components o on-line certication programs:

Allows high-requency on-line analyzer based statistical improvement in pushing propertyspecifcations

Eliminates delays and inventory hold between blend completion and certifcation
