countries,indudingRomania,thehostoftheconierenceMoreovel;theCathoUccountriesof
Lati、America,WherefamilyplanningwasdemedibrreUgiousreasons,constimtedanother
groupopposedtopopulaUonpoUdes
Itwasindeedepochalthatsuchadiversegroupcoulddiscussandevenmallyagreeonthe
WOrldPopulationPlanofAction,WhiChhadimpUcationsfarbeyondthepoUcyleveLSeveral
factorsledtotheeventualadoptionoftheactionplan,despitestrongopposition・
ThehrstfactorwasthaLpriortotheBucharestconference,thelnapidmcreaseintheworld,s
populationhadbeentakenupatpreviousmternationalmeetings,mparticulartwomeetings
heldinl972:theUnitedNationsConferenceontheHumanEnvironmentinStoCkholm,
Sweden,andtheSecondAsianPopulationConierenceinTokyo,Japan・TheStoCkholm
conlerencewimessedSharpdifferencesmopinionontherelationshipbetweenpopulation

growthandenvironmentaldeteriomationTheTolq/oconierencewasafOUowupmeetingtothe
hrstconferenceheldmNewDelhi,India,in1963,wheretheneedfOrpopulationcontrolhad
beenstressedinUghtofthenegativeimpactofpopulationgrowthoneconomicdevelopment
TheNewDelhimeetingshouldberememberedasthehrstUnitedNaUo、sgatheringmWhich
familyplanmngandpopulationpoHciesweretakenup.(1)T11eexpansionoffamilyplanmng
