2019 SOCCSKSARGEN REGIONAL ATHLETIC ASSOCIATION (SRAA) MEET

TO: All Schools Division Superintendents

1. As part of the year-round sports program of the region, this office will conduct the 2019 SOCCSKSARGEN Regional Athletic Association (SRAA) Meet on February 17-22, 2019 at

Kiamba Sports Complex, Kiamba, Sarangani Province. The event shall be hosted by Sarangani Division and the Provincial Government of Sarangani.

2. The objectives of the friendship game are to:

a. promote Physical Education (PE) and school sports as an integral part of Basic Education for the holistic development of the youth to become responsible and globally

competitive citizens of the country;

b. inculcate in their minds the spirit of discipline, teamwork, excellence, fair play,

solidarity, sportsmanship, and other values inherent in sports. c. widen the bases for talent identification, selection, recruitment, training and exposure of

elementary pupils and secondary students to serve as athletes’ roster to the National

Sports Competitions. d. provide a database which will serve as basis to further improve the School Sports

Development Programs.

4. All designated officiating officials must have attended the Refresher Course previously conducted for the purpose. They are likewise expected to attend the SRAA opening and closing

programs. Those who failed to attend the opening program of the Refresher Training (February 14, 2019 @ 8:00 AM) will be replaced by the SRAA Directorate following the criteria set forth in the selection of officiating officials.

5. All sports events played in the 2018 Palarong Pambansa with its related general and technical guidelines shall remain in effect unless otherwise amended, modified, or revised.

6. Pursuant to the provision of Republic Act (RA) No. 10588, otherwise known as Palarong

Pambansa Act of 2013, the following guidelines are hereby adopted: a) Billiard (Boys Elem.), Archery (Boys & Girls Elem.), Aero-gymnastics, Dance Sports

and Pencak Silat shall be included in the 2019 SRAA Meet as demonstration sports.

7. To ensure the safety of athletes, coaches, chaperons, and officials, all members of the Regional Medical Team are hereby advised to report to Kiamba Central Elementary School,

Kiamba, Sarangani in the morning of February 14, 2019 for the refresher training of the technical officials. Likewise, assignment of Health Personnel in every contact sports are as follows;

a trophy and a certificate of Recognition.

9. Attached are the following for your reference: Enclosure 1: General Management; Enclosure 2: 2019 SRAA Meet Technical Staff & Working Committees; Enclosure 3: Criteria for

Special Awards; Enclosure 4: Additional General Guidelines

10. Expenses such as meal allowance, transportation and other incidental expenses by the officiating officials, tournament managers, working committees, SRAA technical staff and regional

staff incurred relative to and during the conduct of 2019 SRAA Meet shall be charged to local funds (LGU/PTA) and MOOE subject to the usual accounting and auditing rules and regulations.

11. Since the schedule of 2019 SRAA Meet falls on school days, concerned schools are enjoined

to adapt measures to ensure that NO classes of teacher are left unattended. Schools are encourage to follow schemes such as distribution of learners to different sections in the meantime that the

teacher/s is/are out for the training, assigning other teacher or the school head to handle classes,

or other strategies most applicable and beneficial to the learners. SDO should closely monitor the implementation of these measures and provide the necessary technical assistance to schools to

make sure that classes are not disrupted.






12. The participants and the tournament officials shall be entitled to Compensatory Time-off

(CTO) in accordance with CSC and DBM Joint Circular No. 2, s. 2004 on Non-Monetary Remuneration for Overtime Service Rendered.

13. Immediate dissemination of this Memorandum is desired.

Additional General Guidelines

1. For Athletics, swimming and the like, the “Best of Time” policy shall be

observed. The record to beat is the 4th Place Finish in the 2018 Palarong

Pambansa.

2. In case of tie, the following shall be applied:

2.1 triple tie – point quotient system

2.2 double tie – win over the other

3. All Ball Games will be played by bracket applying the rules of seeding.

4. In group events, selection of athletes shall be based on skills supported by

specific statistics with ranking to ensure quality composition of the Core of

the team.

5. Medal tally shall be used in determining over-all championship in 2019

SRAA Meet.

6. Replacement of athlete/s after the 2019 SRAA Meet shall be based on

ranking submitted by the Selection Committee, likewise, law of succession

will be applied in case of a coach, assistant coach and chaperon waive his

right to coach/participate in the 2018 Palarong Pambansa.

7. February 15-16, 2019, interview of PARA Games athletes.

8. Recommended athletes (team events) for Palarong Pambansa 2019 shall

undergo scrutiny/validation by the Regional Selection Committee.

9. Official list of selected athletes, coaches and chaperons for Palarong

Pambansa 2019 shall be announced through a Regional

Memorandum.

10. After the competition, Tournament Managers shall submit the following

documents to the secretariat, to wit;

10.1 Technical Officials’ attendance sheet,

10.2 Over-all ranking of results,

10.3 List of recommended athletes, coaches and chaperons, and

10.4 2019 SRAA Meet Clearance for Tournament Manager.

11. Only Coach of the team can file a protest and shall be approved by the

Head of the Delegation. Protest fee shall be PhP 5,000.00 non-refundable.

2019 SOCCSKSARGEN REGIONAL ATHLETIC ASSOCIATION (SRAA) MEET

TO: All Schools Division Superintendents

1. As part of the year-round sports program of the region, this office will conduct the 2019 SOCCSKSARGEN Regional Athletic Association (SRAA) Meet on February 17-22, 2019 at

Kiamba Sports Complex, Kiamba, Sarangani Province. The event shall be hosted by Sarangani Division and the Provincial Government of Sarangani.

2. The objectives of the friendship game are to:

a. promote Physical Education (PE) and school sports as an integral part of Basic Education for the holistic development of the youth to become responsible and globally

competitive citizens of the country;

b. inculcate in their minds the spirit of discipline, teamwork, excellence, fair play,

solidarity, sportsmanship, and other values inherent in sports. c. widen the bases for talent identification, selection, recruitment, training and exposure of

elementary pupils and secondary students to serve as athletes’ roster to the National

Sports Competitions. d. provide a database which will serve as basis to further improve the School Sports

Development Programs.

4. All designated officiating officials must have attended the Refresher Course previously conducted for the purpose. They are likewise expected to attend the SRAA opening and closing

programs. Those who failed to attend the opening program of the Refresher Training (February 14, 2019 @ 8:00 AM) will be replaced by the SRAA Directorate following the criteria set forth in the selection of officiating officials.

5. All sports events played in the 2018 Palarong Pambansa with its related general and technical guidelines shall remain in effect unless otherwise amended, modified, or revised.

6. Pursuant to the provision of Republic Act (RA) No. 10588, otherwise known as Palarong

Pambansa Act of 2013, the following guidelines are hereby adopted: a) Billiard (Boys Elem.), Archery (Boys & Girls Elem.), Aero-gymnastics, Dance Sports

and Pencak Silat shall be included in the 2019 SRAA Meet as demonstration sports.

7. To ensure the safety of athletes, coaches, chaperons, and officials, all members of the Regional Medical Team are hereby advised to report to Kiamba Central Elementary School,

Kiamba, Sarangani in the morning of February 14, 2019 for the refresher training of the technical officials. Likewise, assignment of Health Personnel in every contact sports are as follows;

Delegation, 6) Most Eco-Friendly Delegation (adherence to Zero Plastic Policy & Greening Program), and 7) Most Friendly Delegation. Top three winners of each category shall be awarded

a trophy and a certificate of Recognition.

9. Attached are the following for your reference: Enclosure 1: General Management; Enclosure 2: 2019 SRAA Meet Technical Staff & Working Committees; Enclosure 3: Criteria for

Special Awards; Enclosure 4: Additional General Guidelines

10. Expenses such as meal allowance, transportation and other incidental expenses by the officiating officials, tournament managers, working committees, SRAA technical staff and regional

staff incurred relative to and during the conduct of 2019 SRAA Meet shall be charged to local funds (LGU/PTA) and MOOE subject to the usual accounting and auditing rules and regulations.

11. Since the schedule of 2019 SRAA Meet falls on school days, concerned schools are enjoined

to adapt measures to ensure that NO classes of teacher are left unattended. Schools are encourage to follow schemes such as distribution of learners to different sections in the meantime that the

teacher/s is/are out for the training, assigning other teacher or the school head to handle classes,

or other strategies most applicable and beneficial to the learners. SDO should closely monitor the implementation of these measures and provide the necessary technical assistance to schools to

make sure that classes are not disrupted.






12. The participants and the tournament officials shall be entitled to Compensatory Time-off

(CTO) in accordance with CSC and DBM Joint Circular No. 2, s. 2004 on Non-Monetary Remuneration for Overtime Service Rendered.

13. Immediate dissemination of this Memorandum is desired.

Additional General Guidelines

1. For Athletics, swimming and the like, the “Best of Time” policy shall be

observed. The record to beat is the 4th Place Finish in the 2018 Palarong

Pambansa.

2. In case of tie, the following shall be applied:

2.1 triple tie – point quotient system

2.2 double tie – win over the other

3. All Ball Games will be played by bracket applying the rules of seeding.

4. In group events, selection of athletes shall be based on skills supported by

specific statistics with ranking to ensure quality composition of the Core of

the team.

5. Medal tally shall be used in determining over-all championship in 2019

SRAA Meet.

6. Replacement of athlete/s after the 2019 SRAA Meet shall be based on

ranking submitted by the Selection Committee, likewise, law of succession

will be applied in case of a coach, assistant coach and chaperon waive his

right to coach/participate in the 2018 Palarong Pambansa.

7. February 15-16, 2019, interview of PARA Games athletes.

8. Recommended athletes (team events) for Palarong Pambansa 2019 shall

undergo scrutiny/validation by the Regional Selection Committee.

9. Official list of selected athletes, coaches and chaperons for Palarong

Pambansa 2019 shall be announced through a Regional

Memorandum.

10. After the competition, Tournament Managers shall submit the following

documents to the secretariat, to wit;

10.1 Technical Officials’ attendance sheet,

10.2 Over-all ranking of results,

10.3 List of recommended athletes, coaches and chaperons, and

10.4 2019 SRAA Meet Clearance for Tournament Manager.

11. Only Coach of the team can file a protest and shall be approved by the

Head of the Delegation. Protest fee shall be PhP 5,000.00 non-refundable.
