entered a mini market in Strand and

made off with about R3 000, ciga-

man wearing the blue jacket walked up

to the counter, plucked out a firearm and

    pointed it at him.

Since the man looked very familiar, I

A 28-year-old mother has appeared in the

Strand Magistrates Court on a charge of

    child neglect.

The woman was arrested by the Lwandle

    Swarmsof flies invade theNooitgedachtarea

    NIKITA SYLVESTER

A Somerset West resident is at her

wits end with the absurd amount

    of unwanted house guests buzzing

    around on a daily basis.

For the past two weeks, Marianne

Thomas has spent most of her time

    swatting flies, vacuuming and disin-

fecting her home in Hillcrest Road,

    Nooitgedacht.

Im not one to complain but this,

this will make me go insane, said

    Thomasas shewaves awaya few flies.

My ceiling, bed, curtains are all

covered in flies. Its terrible. My kids

cant even sit and do their homework

    in peacewithout constantly having to

    swat flies, she said.

After moving into the house about

three weeks ago, Thomas said the

house was fly-free, until about a week

later, when she noticed the number of

    insects was on the increase.

Thomas and many of her neigh-

bours, who share the same grievance,

said they are uncertain where all the

    flies are coming from.

Most of us live behind closed doors

because if we dare open a door orwin-

dow, there will be even more flies.

She has noticed a number of resi-

dents who walk their dogs at Radloff

Park (opposite her house) on a daily

basis and do not clean up after their

animals. She suspects that this could

be causing the problem to escalate.

We dont know for certain where

the flies are coming from, but it is so

    unhygienic. Icantcookoreatwithout

a handful of flies attaching them-

    selves to our food.

    I haveaautomatedMortienNatur-

guard spraywhich sprays every a few

minutes, but it doesnt help. The flies

even sit on it. I tried so many things

but nothing helps, I just want them

gone! said a very frustrated Thomas.

    Sheisconvincedsomethingmustbe

attracting all these flies to the area,

whether its a certain fertiliser being

used at the farms on the other side of

the river or the pumphouse atRadloff

Park the source needs to be found.

According to The City of Cape

    Town, Thomas contacted City Health

last for advice regarding her pest

    problem. City Health provided her

    tips, recommended products and ad-

    visedthatwashherwheeliebinsregu-

larly, etc, which she claims she has

been doing, but to no avail.

    City Mayco member for Health,

    Lungiswa James explained that the

source of a fly infestation is unfortu-

nately very difficult to detect, espe-

cially if there is no obvious problem

within the direct vicinity of the com-

    plainants premises.

The presence of faeces can attract

flies and the City appeals to residents

to please have respect for their fellow

neighbours and clean up after their

    animals, in accordance with the

    Citys by-laws.

In addition, all pet faeces in the

garden should be collected and then

wrapped in a sealed plastic bag and

effectively disposed of on a daily ba-

    sis, said James.

    Marianne Thomas waves away the

    flies buzzing around her head.

    All the flies Thomas swatted

in less than half an hour.

According to the City of Cape Towns health department, most pest

infestations and similar nuisances are directly attributable to food or

organic waste being accessible to pests and people. Residents are

reminded of the following fly deterrents:

) Seal wet kitchen waste in plastic bags or newspaper parcels before

disposing it in your refuse bin. This will prevent fly eggs from hatching.

) Use a goodquality (50micron) black plastic bag for your household

and garden refuse which avoids breakages in the bag.

) Store your refuse bins out of direct sun, preferably in a dry, cool

    place.

) Keep your refuse bin closed at all times with a proper tight-fitting

lid. Once the bin has been emptied, wash it with a disinfectant and

    allow it to dry out.

) Keep your refuse bags out of reach of animals. To deter animals,

apply one drop of citronella oil in the bag before closing it.

) Remove or seal any decaying filth of any kind, eg animal faeces,

    disposablenappies, fishentrails, exposedcompostheaps, rottinggrass

    cuttings, etc.

)Wheelie bins should be completely closed and not have any addi-

    tional waste outside the container.

) Composting must be effectively controlled.

Skeleton house a reminder of nine lives

    NICOLE MCCAIN

    Two years after a devastating

    fire in Dakota Street, Macassar,

the frame of the building stands

as a reminder of the nine lives

    lost.

The fire started at 18 Dakota

Street around 01:30 on 23 March

2011, and resulted in the deaths

    of three sisters, Aletta Langen-

    hoven (46), Cathy Williams (49)

    and Melanie Koopman (25), as

well as their six children, Rial (6

    months), Shawn Koopman (3),

    Lee-Ann Koopman (4), Kelly

    Koopman (9),MornLangenhov-

en (10) and Stacey Koopman (11).

    Ivan Langenhoven (39), the

house owner, and his son, De-

    ricko Cloete (18), were seriously

    injured.

It is suspected that fire started

    from an illegal electricity con-

    nection.But for those left behind,

the gutted building stands as a

    stark reminder.

I miss them every day, says

    Jacobus Koopman, father of the

    three women and grandfather of

the six children lost in the fire.

It still hurts. But Immoving on

    with my life.

    He says he especially misses

    his grandchildren. They were

    simplechildren. If yougave them

    R1, they thought itwas theworld.

And they all believed I was 96

years old, and told their friends

so proudly about my age, says

    56-year-old Koopman.

    The house is currently being

monitored by the City of Cape

    Towns unit for problem build-

ings, with a site visit every

    month, says the Citys executive

    director for Safety and Security,

    Richard Bosman.

He adds that there is no reason

to demolish the building as it is

stable and can be rebuild. It is a

    semi-detached property that will

cause risk to the adjoining prop-

    erty should it be demolished.

Koopman says one of the fami-

    lys grandchildren inherited the

    building, but family members

have drifted apart and he cant

say if there are any plans to re-

    build, although the City ordered

a temporary structure on the site

to be removed in July as there

    had been no planning applica-

    tions submitted.

    However, neighbours have

said that refuse is being dumped

on the site, leaving them to clean

    up.

    Councillor Lungiswa James,

    mayoral committee member for

health, City of Cape Town, says

the City has not received any

    complaints about illegal dump-

ing at this property, and no

health hazards as a result of ille-

gal dumping were noted by City

    health officials during previous

    inspections.

If residents are aware of any

    health hazard on this property,

they shouldplease report it to the

    CitysCallCentreon0860 103 089.

Metro Police crack down on offences

This past weekend, City of Cape

    Town Metro Police officers took

to the citys streets in an attempt

    to eradicate asmany criminal of-

    fences as possible. The officers

    arrested 70 suspects for various

    offences; issued 449 traffic fines;

    and recorded 24 by-law offences

    during operations and high visi-

    bility patrols.

Pringle says, Living on the streets is not

    modifying aHyundai Elant-

    ra.

    JohanCilliofEasyDrive in

    Somerset West modified the

car on the request of Koos

    Jacobs from Port Elizabeth.

    Koos, who has mobility in

only one arm and is a Spring-

bok rugby player for the disa-

bled team, tried to buy a car in

    2004,but itwasmodified incor-

rectly, for a driver with two

    arms.

He was then put in contact

    with Johan, who relished the

    challenge.

I had the idea for a joystick

control, but that is very expen-

sive and difficult to learn. But

when I realised that Koos has

    mobility inhis amputated legs

and is a sportsman, I came up

    with this idea.

The car now runs off a hand-

    held control which operates

    with bluetooth.

    The brake is controlledwith

a level that Koos fits his knee

into, and pushed from side to

    side.

To start the car, Koos first

    engages the brake, and then

    accelerates in the automatic

    carwith the handheld control.

    The indicators and hooter

    arealsoconnected to thehand-

    held control.

    Johan says the parts were

imported from the UK and Ita-

    ly, with the brake modifica-

    tion done in his workshop.

    To allow another driver to

    mentagencies. Theoperationwasheld

on Friday 22 March at various points

    around the Helderberg.

According to a police report, this op-

to beheld during theEaster period. Col

pressed her gratitude at the success of

this operation. The 16 suspects will ap-

    enforcement agencies raided taverns

in Lwandle to ensure compliance with

liquor licence conditions. Fines up to

On Friday 15 March traffic law en-

    Patience is the

    motherofall virtue

With all the public holidays that ac-

    company Easter this weekend, its

the perfect time for many people to

use as a golden opportunity for a

    short holiday.

    Many Helderberg residents are

known to lock up their homes and

with their familyor friends flee from

the every-day hustle for a weekend

    of relaxation.

As a result there are a lot more

    The notorious Sir Lowrys Pass

They should also make a special

effort not to speed, to adhere to the

on Beach Road we were ap-

    meter who wanted payment for

parking so I went and parked in a

side street 50 meters away. As a

    long-time resident in the Helder-

When we left I saw a parking

If what the AA states is correct,

some of the questions arising are:

) How many people have been

) Are the above people entitled

    )Who is benefiting from the

) If a person refuses to pay for

    )Who will be responsible for

    the above action? The attendant,

    Metro Police, Law Enforcement,

    SAPS?

)Who erected the signs in the

) If the signs are not supposed

the April guest speaker at the Helder-

berg U3A meeting: Fracking is no

more than a technology that has been

around for 60 years. In the last decade

it has been revolutionised by discover-

ing how to drill deep-down in the

earths crust horizontally. As a result

it has proved useful in the stimulation

of the flow of gas and oil from deep

rocks which earlier would not have

    yielded their treasure.

However he continues, it does pro-

duce some dirty water and managing

that dirty water has been a matter for

concern. He adds theUShas seen some

    cowboys dumping it inmunicipal sew-

ers and worse, but in South Africa we

    have adequate legislation to prevent

that. As that may be, there is probably

    inadequate resources to enforce the

    legislation.

    Professor Lloyd describes himself

as, Now a part-time serious consult-

ant and a part-time nutty professor.

His talk takes place at the Strand

Town Hall on Wednesday 3 April at

09:30. Guests are welcome at R20.

More than just aboutmaking a speech

    Toastmasters Somerset West,

known as the Chuckle n Chirp, re-

    cently hosted an international

    speech contest.

    The guestswhoattended enjoyed

    some interesting speeches and the

    panel of judgeshada tough timede-

    ciding which two speakers and

    which two evaluators should be

    awarded.

    Thewinnerswill compete for the

    Area International Speech Contest

    on 9 April.

    Chuckle n Chirp meets every

    second Tuesday.

    According to Paul Godard from

Chuckle n Chirp, there is much

more to the club than just making

    speeches.

The vehicle for this exercise in

    self-improvement is speech-mak-

ing with the intent of improving

    yourself in some way.

Apart from learning the art of

    speaking before an audience, club

    members also have many opportu-

nities to grow in leadership, he

    said.

The club has members from all

walks of life, from beginners level

    throughto thosewithyearsof expe-

    rience.

The next meeting takes place on

Tuesday 9 April at the Rotary Club

    Names likeMartinDavis, Piet Potgieter and

KG, the new kid on the block, will take to

the stage in the second Comedy Night at

Melts Tavern in Gordons Bay this week-

    end.

Martin Davis is all the way from London and

    is the nights MC.

    PietPotgieter is thebiggestAfrikanercomedi-

an to hit South African stages in the last five

years literally. This two meter tall Dutchman

from Kraaifontein has taken the local comedy

scene by storm. His funny, witty, unapologetic

and in your face style of comedy has made him

a firm favourite for both theAfrikaans andEng-

    lish comedy loving crowds.

    HewrotehisdebutonemanshowinAfrikaans

called Scheme jy eks Kommin which had a sold

out run inDurbanville. He continues to perform

the show in both English and Afrikaans at vari-

    ous venues.

Often you will find Martin Davis billed as a

UK comic, which implies he is only an occasion-

al visitor to South Africa. He is however a regu-

lar here and we suspect he must be an almost

permanent expat, who spends some time in the

UK each year. That said, he is clearly a highly

accomplished comedian on both sides of the

world, and South Africa can consider itself

lucky to have someone of his calibre appearing

on our stages as regularly as he does.

Martin has been on stage so long he is easily

able to pull any crowd together, by assigning

characters to the various people in the audience

    thenshootingouthismaterial referencing them

all the time. In the end the audience is laughing

at itselfmerrily as he goes along, targeting ever-

yone, literally daring them to heckle him and

giving each audience member the chance to get

    in on the act.

    TheseactscanbeseenatMeltsTavern inGor-

dons Bay on Saturday 30 March at R40 per per-

son. The show starts at 20:30.

Afrikaner comedian Piet Potgieter will take to the stage in

    Gordons Bay this weekend.

    Veteran singer

    Valiant Swart is

    performing at Ber

    ties Moorings in

    Gordons Bay at

    18:00 on Sunday

    31 March. His

    performance will

    be preceded by a

    performance by

    the Gian Groen

    Band on Friday 29

    March at 21:00.

    Entrance to both

    shows are free.

    RUBRIEK

Economic indicators that determine our growth rate

    The South African economy

    appears to be stuttering at

the moment, almost as if we

    are waiting for the other

    shoe to fall.

I was fortunate to attend a

    presentation thisweek byCees

    Bruggemanswhoisahighlyre-

    garded local economist and I

left the meeting feeling a little

    bit better.

    This is my understanding of

    what he had to say.

    The South African economic

    growth is constrained below

    3,5% by four key drivers.

Number one is electricity; you cannot grow

faster than you can supply power. Number

two is credit supply; if the banks are not

lending then your economic growth is in-

hibited. Number three is the managerial

skills and the ability to run projects re-

quired to kick start the economy and

number four, you guessed it, la-

    bour constraints.

    Unfortunately none of these

factors are a quick fix. So dont

expect or plan on growth ex-

    ceeding 3,5% in a hurry.

    Thenext important indicator

is inflation and the two key

drivers to keep an eye on are la-

bour costs and the currency. In-

flation is a very real threat. The

    combination of low growth and

high inflation is known as stag-

    flation, which is not good.

    Unfortunately the currency

is difficult, if not impossible to

predict. At R9,20 to the dollar

the rand is considered fair value; however

the rand has a track record of blowing out

    every so often.

The final crystal ball indicator, which is

critical to the economy and the investment

market, is the interest rate. Sparea thought

for our Governor of the Reserve Bank, Gill

Marcus, who has to strike a balance be-

    tween promoting growth and employment

through the lowering of interest rates

    whilstmanaging inflationary risks by rais-

ing rates. She is figuratively stuck between

a rock and hard place, with low growth and

    rising inflationary risks.

    Interest rates are aneffective medicine

for the economy, but it takes time to work

and you first have to diagnose the problem.

Economists are notorious for their two-

hand view, could either be this or could

    be that.

According to Cees and I have to agree

with this, anyone who claims to know for

sure, is wrong. As Clem Sunter would say

    you have to be foxy.
