1. Introduction

1.1. This document specifies the basic qualification requirements that applicants must meet in order to become qualified suppliers to SE, a.s for contracts from the field of COMPRESSORS – MAINTENANCE, REPAIR. An applicant shall be successful in qualification (the applicant’s inclusion in the system) if it fulfils all requirements for qualification, as set out in the General Qualification System Conditions, in the manner set out therein, as well as fulfilling the requirements set out in this documentation. The General Qualification System Conditions are in the form of a separate document. Arrangements contained in this documentation take precedence over those in the General Qualification System Conditions.

1.2 The qualification system is maintained for the individual branches of Slovenské elektrárne:

1.3 The qualification system is divided into the following categories:

A) Piston compressors (EMO, EBO, VE, EVO)

B) Screw compressors (ENO, EMO, EBO, VE, EVO, ENO)

C) Turbocompressors (EBO, EMO, ENO)

D) Blowers (EMO, EBO, VE)

E) Vacuum pumps, air dryers and vacuum cleaners (EMO, EBO, ENO)

1.4 A applicant will be included in the appropriate category for which it has submitted an application, provided that the submitted documentation specified in point 3 is assessed as satisfactory for the selected category.





2. Description of the subject matter of the material group

The subject matter includes the following activities:

Maintenance, repairs and servicing of compressors, turbocompressors, blowers, vacuum pumps, air dryers and dehumidifiers in the scope set out for the individual categories, including the supply of replacement parts. This material group does not include repairs to portable compressors.

Types of servicing: 1. Regular servicing 1x annually

2. Fault servicing (repairs) – beginning work within 24 hours of call (by phone or e-mail)

3. Overhauls – beginning work at an agreed time

The technical specifications for each contract, containing detailed technical descriptions, a definition of the timetable and all other particulars required for performing the requested service will be available at the time of each competition in the application phase. The supplier shall perform activities itself, according to work orders (orders) and technological procedures issued or approved by SE. The activities shall be performed at the power plant premises. In justified cases the work shall be performed at the supplier’s premises.

In the case of supplies of replacement parts, it is required that the material fulfils the quality and parameters given in the technological regulations and that the material is documented with material quality certificates, evidenced by the attachment of certificates.

2.1. Category A) Piston compressors

Activities on this equipment include:

Disassembly of the compressor and accessories

Checking and cleaning the individual parts of the compressor

Replacing damaged and worn parts

Lubricant exchange (grease, oil)

Reassembly of the compressor and accessories

Compressor axle alignment

Compressor test run verifying functionality

compressor test run (activity of separator, agitation, noise) and, where necessary, defect removal

check of control unit

check of the state and setting of the compressor suction valve in connection with operation in a light-load and full-load, including setting power control depending on the desired air pipe pressure

check of the safety valve function

check of automatic start-up of the compressor in the case of a pressure drop in pipes and vice versa, i.e. check of automatic shutdown in the event of no consumption of compressed air (repair or re-setting of the automatic mechanism if necessary)

check that there is no backflow blow ofoil vapours into the compression suction (removal of defects if necessary)

check of the tightness of the oil circuit, tightening connections, resealing if necessary

check the tightness of the compressor air piping, including the tightness of individual elements and tubes in the regulation circuit, tightening joints, or resealing and replacing gaskets

cleaning the solenoid ventral for ducting away condensate

oil exchange in the case of it reaching the end of its useful life or in the case of excessive dirt

exchange of filters and separator in the case of their reaching the end of their useful life or in the case of excessive dirt

regreasing all moving parts and all lubrication points on the compressor, including its electric motor

exterior cleaning of the oil cooler and cooler

checking the tensioning of belts, tightening them as necessary, or replacement if they are in a compressor

check of electrical equipment on the compressor, tightening all screws and clamps, including the contactor





axle alignment on the compressor

check of electrical current upon starting up the compressor, during operation, at light-load and full-load

2.6. Conditions for performing works in the controlled area of a nuclear power plant

In the case where performance of the contract is to occur in the controlled area of a nuclear power plant, the following certificates for all personnel must be submitted for the entry of workers based on the contract concluded with the successful applicant:

- certificate on medical and mental fitness and integrity pursuant to Act no. 541/2004, but on the

peaceful use of nuclear power (the Atomic Act) § 26(5),

- proof of integrity – a valid excerpt from criminal records not more than 3 months old

- proof of medical fitness – a medical confirmation issued by a doctor authorised to issue such

confirmations

- proof of mental fitness – a confirmation on passing psychological tests, issued by a psychological

workplace authorised to issue such confirmations

- certificate on fitness pursuant to Act no. 335/2007 Coll. on the protection, promotion and

development of public health under § 15(1)(c), (d) and (e) in accordance with § 45 of the Act,

required for the 1st category: nuclear power plants – primary circuit.

3. Qualification conditions

3.1. The basic requirements that the applicant must fulfil for the purpose of meeting the qualification conditions are broken down into the following:

conditions regarding personal status;

conditions regarding economic and financial standing;

conditions regarding technical and professional capacity, quality assurance.

conditions regarding personal status, economic and financial standing, as well as the method of submitting, proving and documenting the qualification conditions of applicants for this qualification system are given in the General Qualification System Conditions.

3.2 Conditions concerning technical and professional capacity, quality assurance

The applicant shall prove its technical and professional capacity and quality level for performing contract by submitting the following documents. An overview of documents required for individual categories is given in Annex 1. The required documents must be entered in the myHome system.

a) List of contracts (references) - at least one over the past 3 years carried out in a similar energy, petrochemical or similar sector. As regards the performance provided the applicant must present a confirmed reference, together with contact details to a person for verifying the reference.

Information on the contracts performed (references) shall be provided by the applicant on the form sheet, the specimen of which will be available after registration for the relevant qualified material group in myHome. Performance of every contract must be confirmed by the customer, or a document evidencing





the performance of the subject matter of the contract (contract, acceptance protocol, invoice… ). SE shall be entitled to verify with the customers the facts indicated in the List of contracts.

b) Quality certificate for the corresponding subject of qualification, issued by an independent institute

according to the requirements of EN ISO 9001 or other document (Quality Manual) proving that the applicant has a management system in place under the requirements of EN ISO 9001.

c) OH&S management system certificate according to OHSAS 18001 standards. When candidate doesn´t have certified OH&S management, he has to fill in the questionnaire „HSE checklist“ which is stated in the attachment of this documentation, by which SE, a.s. consider OH&S management functionality. Completed questionnaire together with the documents and information required in the questionnaire the candidate submits in myHome on the form „Documentation“ in the second part of the qualification questionnaire. Candidate has to achieve 14 points from the total 28 points by the HSE checklist evaluation for qualification.

d) The applicant’s organisational chart indicating the number of own employees, i.e. engaged in employment or other similar relationship, separately for each organisational unit and for individual areas within the competence of the given unit.

e) List of names of all professions available to the applicant for performing contract the qualification system. The list must contain a number of employees and information on the legal relationship in which such staff is in respect of the applicant (employee, subcontractors, individual - entrepreneur). Professional certificates for individual professions (with the exception of the profession of the fitter foreman) shall be submitted by all employees prior to signing the contract, or, if relevant, prior to the start of works. In order to satisfy the qualification conditions for individual categories the applicant must have available the following professions. The minimum required number of workers for the relevant category is given in Annex 1.

authorised safety technician – valid certificate under § 24 of Act no. 124/2006 Coll. on occupational health and safety, and who will concurrently perform occupational safety coordination pursuant to § 6 Slovak Government Regulation No. 396/2006 Coll.;

site supervision – valid certificate under the provisions of § 46b of Act no. 50/1976 Coll. on zoning and the building code (the Building Act), as amended, in relation to §1d of Act no. 138/1992 Coll. on the authorised architects and civil engineers, as amended, for the management of structures and performance of site supervision.

welders – welder certificate for the following types of welding:

- manual arc welding (111) - oxy-fuel welding (311)

load binders – valid binder certificates for binding the loads;

locksmiths with vocational certificate

Fitter foreman – the applicant shall attach to the list of the names of professions a professional CV and documents proving the training of workers with the profession of a fitter foreman, proving the professional experience and expertise in this profession. If such employee is not employed by the applicant, the applicant will also attach a document (e.g. agreement) proving that the applicant has the worker available for the performance throughout the qualification term.

All the employees must be familiarised with the performance of the works pursuant to § 20 of Decree no. 508/2009 Coll.





f) List of equipment and work equipment to ensure the performance with the valid inspections and tests.

The list must contain the equipment’s name, description and relation in respect of the applicant (ownership, operative leasing, rent). SE shall be entitled to verify the facts indicated in the list by way of an audit at the supplier or owner. In the list the applicant shall indicate that in the case of performing an audit the applicant agrees to it. In order to satisfy the qualification conditions for individual categories that applicant must have available the following facilities and equipment. The required quantity of equipment for the relevant category is given in Annex 1.
