We have created this handbook for you as a part of that experience. This handbook contains an outline of polies,

guidelines, and other useful information for your stay here at Eco Park.

Please be aware of the fact that this handbook will be updated as deemed necessary, and does not include all

possible information you may need while living here. Please feel free to contact the leasing office with any questions you

may have.

Crime Free Housing InitiativeThe following section goes into the terms of the Crime Free Housing

Initiative, the addendum for which you signed upon move-in, as instituted by the city of Dekalb in January of 2013. It has been pulled directly from the municipal code, chapter 10, section C.

For questions about the Crime Free Housing Initiative, or more information about what constitutes a disorderly house, please consult the city municipal code chapter 52, section 6, or contact Carl Leoni, the Director of Crime Free Housing, at 815-748-8434.

Municipal Code - City of DeKalb Chapter 10, Section C.

Crime free agreement:

In consideration of the execution or renewal of a lease of the rental unit identified in this lease (the “leased premises), Owner (or Owner's agent or representative) and resident/tenant agree as follows:

1. The Tenant, any member of the tenant's household, Tenant's guest(s), and any person under Tenant's control shall not engage in or facilitate unlawful activity in, on, at or about the leased premises at.

2. The Tenant, any member of the tenant's household, Tenant's guest(s), and any person under Tenant's control shall not permit the leased premises to be used for, or to facilitate, unlawful activity, regardless of whether the individual engaging in such activity is a member of the household, or a guest.

3. The Tenant, any member of the tenant's household, Tenant's guest(s), and any person under Tenant's control shall not engage in or facilitate any breach of the lease agreement that jeopardizes the health, safety, and welfare of the landlord, his agent, or other tenant, or involves imminent or actual serious property damage.

4. The Tenant is vicariously liable for the unlawful activity of any member of the Tenant's household, Tenant's guest(s), and any person under Tenant's control, whether or not the Tenant had knowledge of the activity or whether or not the household member or guest was under the Tenant's control.

5. In case of conflict between the provisions of this addendum and any other provisions of the lease, the provisions of this addendum shall govern.

6. For purposes of this Lease Section, unlawful activity shall mean:

(i) Any offense defined and prohibited by Section 6-16 (Prohibited Sales and Possession) or Section 6-20 (Purchase or Acceptance of Gift of Liquor by Persons Under Age 21) of the Liquor Control Act of 1934, 235 ILCS 5/6-16 and 5/6-20, or similar City of DeKalb ordinance.

(ii) Any offense that constitutes a felony or misdemeanor under the Illinois Criminal Code of 1961, 720 ILCS 5/1-1 et seq.

(iii) Any offense defined and prohibited by Chapter 52, “Offenses against Public Peace, Safety and Morals” of the City of DeKalb Municipal Code.

Municipal Code - City of DeKalb Chapter 10, “Landlord-Tenant Regulations”

(iv) Any inchoate offense defined and prohibited by Article 8 (Inchoate Offenses) of the Criminal Code of 1961, 720 ILCS 5/8-1, et seq., which is relative to the commission of any of the aforesaid principal offenses.

7. Violation of any of the above provisions shall be a material and irreparable violation of the lease and good cause for termination of the tenancy, provided, however, a tenant shall not be retaliated against nor evicted when merely a victim of any unlawful act prohibited herein, but shall be responsible for the acts of his/her guests and persons under his/her control. A single violation of any of the provisions hereof shall be deemed a serious violation and material non-compliance with the lease. It is understood and agreed that a single violation shall be good cause for immediate termination of the lease. Unless otherwise provided by law, proof of violation shall not require criminal conviction, but shall be by a preponderance of the evidence. Tenant consents to venue in any court within the county wherein the unit is located in the event Owner initiates legal action against the tenant. Tenant hereby waives any objection to any venue chosen by Owner.

Community InformationRules and Regulations

1. RENT - Rent is due on the first of every month regardless of it being a weekend or holiday. Rent not paid by the close of the business day on the third of the month will incur a late fee of $50. No cash is accepted: we accept personal checks, Cashier’s Check, Money Order and Visa/MasterCard. Your cancelled check acts as your receipt. Rent not paid by the close of the business day on the eight of the month will incur an additional late fee of $50.00 and legal proceedings for Eviction and Detainer will commence. All NSF checks will be assessed a $50.00 fee plus late charges. After one NSF check is received all future rent must be paid either by Cashier's Check, Money Order, or Credit Card.

2. APARTMENT HOUSEKEEPING/REFUSE DISPOSAL - Apartments are to be kept in a clean, orderly, and sanitary fashion. Drainpipes shall be kept clear of cooking grease, sanitary napkins, hair, and other debris. All cooking grease must be poured into tin cans and thrown out. Trash must be bagged properly and deposited in the dumpsters. No garbage is allowed (even temporarily) in halls, balconies, or on the grounds.

3. QUIET HOURS – Eco Park does have official quiet hours that all residents need to respect. These hours begin at 10:00 p.m. Sunday – Thursday and go to 8:00 a.m. On Fridays and Saturdays quiet hours begin 11:00 p.m. and last until 8:00 a.m.

4. PETS - Caged animals (rabbits, ferrets, etc.) are permitted in all apartments at no additional cost or notification to the office. Cats are also allowed in any unit as long as proper deposits and documentation have been completed. DOGS ARE ALLOWED IN THE 755 AND 775 BUILDINGS ONLY. This includes dog sitting. Any unit found to have a dog in breach of contract will be fined the full pet deposit of $300, the dog will be removed, and the resident(s) risk eviction.

5. VEHICLE PARKING - All Tenants must register their cars with the office prior to occupancy. Vehicle stickers will be issued at move in. Stickers must be displayed in the auto's front passenger side window at the bottom. In the event a replacement sticker is needed, the old sticker must be returned to the office or a replacement charge of $35.00 will be assessed.

6. FUTURE RESIDENT PARKING SPACE- There is one future resident parking space located in front of the leasing office. Any resident found parking there will be assessed a $20 fine per occurrence.

7. BICYCLES- Bicycles must be stored on one of the bike racks located on the property. You may also store them in your apartment or on your balcony, but they CANNOT be chained to any balcony posts, trees, or anything on the property other than bike racks. Any bike found to be chained to a balcony post or tree is subject to be removed by our staff at owners expense.

8. CIGARETTE BUTTS- Cigarette butts are not allowed to be thrown on to the grass anywhere on the property. They must be disposed of in a metal container. Any apartment that has cigarette butts outside of the balcony is subject to fines.

9. GRILLS- Residents may have small portable grills. However, these grills CANNOT be stored on the balcony per the City of DeKalb Fire Code. When in use, they must be at least 15 feet away from the building. We also do not allow grills to be chained to balcony posts or trees on the property. Any grills that are chained to balcony posts or trees are subject to be removed by our staff at owners expense.

Pet Rules

Caged animals - Caged animals (rabbits, ferrets, etc.) are permitted in all apartments at no additional cost or notification to the office.

Cats - Cats are also allowed in any unit as long as proper deposits ($300 deposit, $25 per month in pet rent for 1 cat, $35 for 2) and documentation (Pet Addendum)have been completed.

Dogs – Dogs are allowed in the 755 and 775 buildings ONLY. There is to be no dog-sitting and they cannot visit with your guests. Whether or not they belong to you, you are responsible for any dog that you or your guests bring onto Eco Park property. If a dog is found in your apartment for ANY length of time for ANY reason you will be subject to a $300 fine (the equivalent of a pet deposit) and possible eviction

from the apartment for breach of contract. There will be no warnings.

Dog Rules

1. All dogs must be registered with Eco Park Apartments with all applicable fees and rent being paid.

2. No aggressive breeds are allowed at Eco Park. This includes, but is not limited to, Pit Bulls, Pit Bull mixes, German Shepherds, etc. Any aggressive breed found in unit will be subject to a $300 fine and possible eviction from the apartment for breach of contract.

3. Proof of up-to-date vaccinations must be provided to Eco Park Apartments within 2 weeks of the dog taking up residence in the apartment or it will be subject to immediate removal.

4. All dogs must be kept on a leash at all times and that leash must be held by their person at all times. Any dog found loose will be subject to a $150 fine on the 1st offense. Repeat offenders will be subject to additional fines and possible removal.

5. Any tenant found not picking up and properly disposing of the waste from their dog will be subject to a $250 fine. Repeat offenses will be subject to a $500 fine.

6. Any dog that acts in an aggressive manner towards another dog, tenant, or staff member will be subject to a $500 minimum fine and may be removed from the unit.

The Online Resident Portal

The online resident portal can be accessed via the Eco Park Apartments website, www.ecopark-apts.com. The resident portal gives you the ability to pay rent via a credit card, set up automatic payments, place online work orders, and will also give you access to your account ledger, including any balance owed, at any given time.

In order to access the resident portal you will to create an individualized login and password. Please be careful when entering your e-mail address. If there is a typo we have no way of changing it. You will also need a registration code, which is individual to each resident, which can be found below.

Rent Payments

Payment Schedule

This is how the payment schedule works for every month, regardless of holidays or weekends:

1st of the month: Rent is due 4th of the month: First late fee of $50 and 5 day Notice of Lease Termination sent 9th of the month: Second late fee of $50 is applied 15th of the month: If no contact has been made, resident’s file will be sent to attorney

for eviction

Payment arrangements

If you are unable to make you monthly rent payment for a month, a payment arrangement can be made. They must be signed by the 1st of the month and each resident is allowed 1 payment arrangement per lease term. Please come in the office to set up.

Payment arrangements do not negate late fees, all fines accrued still apply. All payment arrangements must have full balance (all rent, late fees, and nsf fees) of

resident(s) debt paid by 9:00AM on the 20th day of the month All payment arrangements must pay 30% of the full balance owed at the time the

payment arrangement is signed

WIPS Payments

Our office does not take paper money orders in our office. If you prefer to pay via money order you will need to use the WIPS program.

1. Pick up a WIPS card in the leasing office. Please be aware that you must wait at least 24 hours before you can use the WIPS card to make any kind of payment.

2. Take the WIPS card and cash payment to the customer service counter at the Dekalb Hy-Vee or the Dekalb Walmart.

3. Present card and tell the clerk that you would like to make a bill payment.4. The payment will be placed into your account.

Online Bill Pay

1. Access the Eco Park Website – www.ecopark-apts.com2. Login to your resident portal. If you have yet to create a login for your

resident portal please see the section on the resident portal above for directions.

3. Hover over, then click, the pay rent online option.4. In the apartment box please designate your building and apartment

number (e.g. 1300-08). Each building is numbered the same way, therefore, there are sixteen number ‘8s’ on property. You MUST indicate both the building as well as the unit number to ensure all payments are processed correctly.

Renter’s Insurance

Please be aware that renter’s insurance is required here at Eco Park, as per the leasing agreement signed before you took possession of your unit, or a fine of $15 per month will be assessed for each month that you go without it.

Please be aware that, on average, a renter’s insurance policy costs approximately $10 a month. It is to your benefit, both legally and financially, to obtain a policy versus paying the fine each month.

Only one policy is required per unit, and it must cover you for liability up to $100,000. A copy of the policy’s declarations page is sufficient as proof of insurance. We are aware that some of you may be covered under a family member’s existing homeowner’s policy. If that is the case we need to see a declarations page stating that fact.

All of the policies above can be acquired online. Please be advised that these are not your only options nor do we advocate for any of these companies in particular. We will accept renter’s insurance from any valid insurance company.

To set up Comcast: Take a copy of the top page of your lease (Found in folder) to the Comcast office. They will provide you with the equipment and directions to its installation. Please be advised that calling a service technician out for any reason is a cost that will be the responsibility of the tenant.

Parking

Resident and Guest Passes

Resident passes can be obtained in the leasing office at any time at a cost of $35 per pass. You will be required to renew your pass each year, however, the $35 is a one-time cost. There is a limit of one permanent pass per resident. You must have a resident pass to park on property or your vehicle will be towed.

Guest passes may be obtained for free in the leasing office during normal operating hours. There is a limit of twenty passes per any given day, as such, each resident is limited to one pass at a time. No guest pass will be issued more than twenty-four hours in advance or will last for more than three days.

Packages

We will accept packages in the leasing office for you if you are not home. However, please be aware that you must use your apartment address, not the address for the office. Your name and address must be the same or the post office will not deliver your package.

All packages will be held for a maximum of 1 week. Any package still in the office after this time frame will be sent back to the post office.

We cannot release packages to anyone except their intended recipients. Please bring a photo ID with you in order to claim your packages.

United States Postal Service – If you have a package coming through USPS and it is delivered to the office you will receive a slip on either your door or in your mailbox stating that you have a package in the office.

FedEx/UPS – Due to the fact that there is rarely the same driver on any given route FedEx and UPS do not deliver to the leasing office unless you specify in the shipping notes upon purchase of your package that it can be delivered here.

You may also place a notice on your door if you are expecting a package from either company indicating they may take it to the leasing office.

Computer Lab

The computer lab is open to all resident from 7:00 A.M. to 10:00 P.M., 7 days a week. Access to this area outside of the posted hours is strictly prohibited. The following rules and regulations are to be observed when utilizing these areas:

1. The amenity card is only issued to residents over the age of 18. It is to be used by residents only and not to be given to guests/friends to use.

2. One key will be issued per unit: if the key is lost there will be a $50 fee to replace it that will be charged to your account. This also applies if the key is not returned upon move out.

3. Drug use of any kind (cigarettes, alcohol, etc.) is strictly prohibited.

4. There is to be no food/drink in the computer lab unless said drink is in a plastic water bottle with a twist cap.

Please be aware that the lab is under 24/7 video surveillance. Violation of any of the above will result in the loss of privileges in regards to this space.

Maintenance ProceduresWork Orders

All work orders are done in the order in which they come in unless there is an emergency.

If you have a maintenance issue in your apartment you must put in a work order to get it fixed. There are two ways to do this:

1. Contact the office. We set up a work order for you via phone or in person.

2. Place a work order online. To do this go to the Eco Park Website, www.ecopark-apts.com, click on the residents tab, log-in, then click on, ‘Submit Maintenance Request,’ and follow the prompts.

If you have multiple issues please place them all on the same work order. Do not place a separate work order for each individual issue.

Please do not attempt to catch the staff while they are on property. They have no way of taking a work order for you. Even if you do speak to a member of the staff you will still need to contact the office to place a work order.

A clogged toilet is not a maintenance issue unless you have already used a plunger and are still having issues. Please also be advised that nothing other than toilet paper should be flushed down the toilet (no q-tips, feminine products, or otherwise).

Replacement of light bulbs in the apartment is the responsibility of the tenant after initial move-in. If you have issues getting the light globes down please feel free to contact the office.

Emergency Maintenance

The emergency maintenance phone number is 815-739-2305. Listed below are examples of times when the emergency maintenance number is to be used:

Emergencies

Air Conditioning issues (temperature in apartment above 80 degrees) / Heat (temperature 65 degrees or below in apartment)

Suspected gas leak Major water leak (not faucet or small drip leaks) No electricity Refrigerator not working at all Broken window, door, or lock No hot water at all in apartment Fire (please call 911 first) Animal in apartment

The emergency maintenance phone is NOT to be called in towing situations. The number for Tri-State Towing is 815-756-7597.

With non-emergency work orders after office hours, please call the office (815-517-1780) and leave a detailed voice message with your name, apartment

number, details about the work order, and if authorized entry is allowed, or place a work order via the online system.

Lock-Outs

A charge of $50 will be assessed if ‘on-call’ maintenance staff is called out after office hours to let you into your apartment. The fee will be assessed immediately upon service.

Only lessee and listed occupants will be allowed access to the apartment. A valid photo ID must be presented to verify residency. A driver’s license, passport, State ID, or Student ID are all accepted forms of identification.

Lock-outs during office hours are free of charge, however the same proof of identity must be provided.

Your ApartmentThermostat

The thermostat is located on the wall in the hallway of your apartment. For best results please leave your fan set to ‘auto’ not ‘on’ at all times. If the fan is set to ‘on’ it will run constantly and run up your electric bill.

To Set Thermostat

To set the thermostat to one temperature use the arrows on the right hand side to move degrees up and down until you reach the desired temperature, and then press the hold button. The system will run to remain at that temperature.

To Program Thermostat

To program thermostat by day/time hit the ‘set’ button. The time on the display panel will start blinking. Use the arrows on the right hand side to program the correct time, then hit the ‘set’ button again to enter. The day on the display panel will then start blinking. Follow the process above.

You will then see a larger time display blinking. If you look at the bottom left hand corner it will read ‘wake’. Set the time for when you would like the system to start or ‘wake’ for the day. It will go in order of the week (i.e. Monday, Tuesday, etc.) beginning with Monday. Hit the ‘set’ button to enter as instructed above. Follow this process to set the temperature. Repeat steps for the times you leave for the day, when you will return, and when you would like the system to ‘sleep’ for the evening. The system will then ask you to repeat

this process for weekends (Saturday and Sunday). Hit the ‘run’ button to start the program.

Washer/Dryer

To start the washing machine turn the dials to indicate desired size, water temperature, and washing mode, then pull out GENTLY on the washing machine settings knob.

To start the dryer turn the timer indicator to on/off as preferred. Turn the dryer settings knob to desired dry time or setting. Push in on the timer/ On-Off button to start.

Please be sure to clean the lint trap on your clothes dryer after EVERY load of laundry. If this is not done your dryer will not work correctly and can become a safety hazard.

Garbage Disposal

The garbage disposal is located to the right side of your sink. The switch to operate will be found on the light switch above the kitchen sink. The garbage disposal is designed for small pieces of food waste left over from a meal. Do not dispose of bones, grease, rocks from fish tanks, or large food items in the garbage disposal as this may cause damage to the motor and cause it to cease working.

Please also be aware of small dish items in your sinks to ensure that they do not fall into the garbage disposal. In particular, shot glasses. These can fall into the garbage disposal and if it is turned on with one inside not only will it break the shot glass it will also damage your garbage disposal.

This is the lint trap Lift and remove lint out of trap. Replace when done.

Pest Control

The pest control company, OneTwenty Inc., is on property the 3rd Monday of every month. Each apartment is inspected as a preventative measure on a rotating basis. Your apartment will be inspected once every three months.

If you have a specific pest problem please notify the office and we will have OneTweny Inc. do an inspection while they are here if it is not something that can be handled on property.

Emergency Features

Fire Stops – These should be found attached to the top of your stove hood, and are designed to help extinguish serious stove top fires. They will deploy automatically once a specific temperature is reached.

Fire Extinguisher – A fire extinguisher can be found in the cabinet beneath your kitchen sink. The fire extinguishers are designed for a one time use.

If you use the fire extinguisher for any reason please contact the office so that they can be replaced.

Smoke/Carbon Monoxide Detector – These can be found in all of the common hallways on both sides of the fire door and in the main hallways of your apartments- If smoke or carbon monoxide detectors are going off please call 911.

If they are slowly beeping, please call maintenance and we will replace batteries. Do not remove batteries for any reason. If we find batteries removed from either device resident will receive a $300 fine.

Grilling LawsGrills are not allowed on the balconies.

International Fire Code 2006 edition

Section 308.3.1 Open flame cooking devices:

Charcoal burners and other open-flame cooking devices shall not be operated on combustible balconies or within 10 feet (3048 mm) of combustible construction.

Exceptions:

1. One- and two-family dwellings.

2. Where buildings, balconies and decks are protected by an automatic sprinkler system.

Section 308.3.1.1 Liquefied-petroleum-gas-fueled cooking devices:

LP-gas burners having an LP-gas container with a water capacity greater than 2.5 pounds [nominal 1 pound (0.454 kg) LP-gas capacity] shall not be located on combustible balconies or within 10 feet (3048 mm) of combustible construction.

Exception: One- and two-family dwellings.
