LOS ANGELES - Harrison Ford and director Steven Spielberg are teaming up to make a fifth “Indiana Jones” action-adventure movie, due for release in July 2019, Walt Disney Co said Tuesday.

Ford, 73, will reprise his role as the Fedora-clad archaeologist and adventurer who first appeared in 1981’s “Raiders of the Lost Ark.”

“Indiana Jones is one of the greatest heroes in cinematic history and we can’t wait to bring him back to the screen in 2019,” Disney chair-man Alan Horn said in a statement.

The as yet untitled film will come 11 years after the last installment, “Indiana Jones and the Kingdom of the Crystal Skull,” in which Ford’s Jones reunited with his former love Marion (Karen Allen) and discovered he had a grown son, Mutt Williams (Shia LaBeouf). The film received mixed reviews.

Disney did not say whether Allen and LaBeouf would return and did not reveal plot details. Kathleen Kennedy and Frank Marshall will produce the film. Spielberg, 69, has directed all the “Indiana Jones” films.

Tuesday’s announcement follows the success of Disney’s “Star Wars: The Force Awakens,” the third highest-grossing film worldwide of all time, in which Ford reprised his action star role and regained his box office appeal as space smuggler Han Solo who was first seen in 1977.

The “Indiana Jones” franchise, created by filmmaker George Lucas, has grossed nearly $2 billion at the global box office with four films and amassed a global fan base.

The announcement quickly became a top ten trending topic on Twitter, but reaction was mixed. Many made fun of Ford’s age, offering tongue-in-cheek suggestions for the film’s title, such as “Indiana Jones and the Alzheimers,” and “Indiana Jones and ‘Hey You Kids, Get Off My Lawn!”

The new film is the first “Indiana Jones” movie that Disney will make after it bought the distribution rights for the franchise from Viacom Inc’s Paramount Pictures in 2013.

Disney also acquired Lucas’ LucasFilm, the production company behind “Indiana Jones” and “Star Wars” films, in 2012. (rtr)

In an Instagram posting, the 57 year-old pop star thanked fans for supporting her after media reports and video clips posted by audience members showed her behaving er-ratically at shows in Melbourne on March 10 and 12.

The much talked-about per-formances came in the midst of a custody battle between Madonna and her ex-husband, British film director Guy Ritchie, over their 15 year-old son Rocco.

“Too bad people don’t know the art of acting and playing a character. I could never do any of my shows high or drunk,” Madonna wrote on Instagram.

“Underlying all of this is sexism and mysongony which proves that not only do we not get equal pay but we are still treated like heretics if we step out of line and think outside the box!” she added.

in Melbourne, outside of her current “Rebel Heart” world tour. Video clips posted by some audience members showed her at times to be stumbling and speak-ing erratically during the show - a contrast to her usual highly cho-reographed tours. Two days later, her behavior again caused a stir at another Melbourne concert.

In the “Tears of a Clown” show, Madonna showed a large photo of Rocco as a young boy, telling the audience “I probably would have enjoyed myself a bit more on this (‘Rebel Heart’) tour if he hadn’t disappeared so suddenly.”

Rocco has been living with his father in London since Decem-ber after refusing to return to his mother’s New York home. He had previously been working backstage on the initial stages of Madonna’s “Rebel Heart” tour. (rtr)

Wiranatha added that this ap-proach is a necessary prerequisite because TRB was stated not to have done so previsouly. Procedurally, it did take place but it was only attended by community representa-tives. “The requires procedure was adhered to even though the public discussion was limited to the par-

Wiranatha said that he does not care about negative assumptions re-garding the court’s decision, about twinning the appeal and cassation of the governor. According to him, Bali Governor DecreeNo. 1.051 / 03-L / HK / 2012 was issued based on correct procedures. Although to-

day, the decree over which WALHI launched a lawsuit was not found to be in volation because there was no proof of cooperation between TBR and the government. He also denied that there was any fear on the part of the government about another lawsuit being launched over the po-tential damage to the environment that the project could cause.

“There does not need to be an-other lawsuit because I myself can and will terminate the project if there is damage to the environment – even without WALHI’s commen-tary. I will not allow if there are damages to the environment” he said. Wiranatha confirmed that TRB are not carrying out their project in the protection block of the forest as some people have feared and they will also be considering input about not building accomodations and limiting the number of kiosks. If necessary, the acreage of Tahura to be managed by the investors can also be reduced.

“We want models like religious tourism that consider the area ap-propriate to such activity, so that overnights are just for meditation, not for honeymoons. Alternatively, it can be intended for research, so the emphasis is not for the rah-rah,” he promised.

More importantly, added Wirana-tha, cooperation with investors is meant to overcome the problem of litter in the forest park. Moreover,

the waste problem is the domain of the Sanitation and Landscaping Agency (DKP), not that of Forest Services. So far, the DKP Denpasar has indeed actively participated in the transporation of waste from Tahura.

“But the forest belongs to the area authorities area. In terms of budgeting, it is not correct, so we need to cooperate” he added. Wiranatha said that the investors were not given the specific target of exploiting nature tourism. To date, the Tahura is still managed by the Bali Forest Service.

As reported previously, WALHI Bali launched a lawsuit against the Governor of Bali’S decree regarding the the exploitation of the nature tourism in the Ngurah Rai grand forest park in the State Administrative Court of Denpasar early 2013. The lawsuit is insepara-ble from the contents of the decree because the governor allowed the establishment of tourist accom-modation facilities in the mangrove area of 102.22 hectares in the form of 75 units of accommodation, five stalls, eight restaurants, ten units of holdock, two spa outlets, four outbound sites, two management offices, a pool, a multipurpose building, an area of public activity, a camp area as well as restrooms, a gazebo and a place of meditation. Not just a little will be done in the protection zone.

At the first level court, WALHI won their case. However, the deci-sion was turned around after the governor appealed the judges deci-sion. In the Surabaya High State Administrative, the governor won the appeal. WALHI Bali then filed cassation against the decision of the appeal considered to be strange in January 2014. Again the WALHI Bali must defeat. In other words, PT TRB is legally able to perform nature tourism exploitation in ac-cordance with the Gubernatorial Decree.

“Indeed it can, but the court’s decision remains to have condi-tions. In other words, it can be sued again if it does offense, or if there is environmental damages,” said former Chairman of the WALHI Bali, Wayan ‘Gendo’ Suardana, in Denpasar, Friday (Mar. 11). Gendo added that the defeat of WALHI because the lawsuit filed was ahead of time or there has been no environmental damages yet due to the activities of investor or PT TRB.

“The decision is very strange because when talking about envi-ronmental lawsuit it is the matter of prevention, not after the destruction happens. Indeed the process is quite awkward. Its decision takes place very quickly and the consideration is awkward as in inappropriate with environmental principles,” he explained. (kmb32)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of

the occasion.The celebration is very colorful.

The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully ar-ranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars,

tridents and other weapons, the “um-bul-umbul”, long flags, all these are prerogatives or attributes of Holi-ness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

RIO DE JANEIRO - The mos-quito, a Brazilian saying goes, is a democratic devil - it bites rich and poor alike.

But an outbreak of the Zika virus has revealed deep inequality when it comes to who bears the brunt of living among the insects.

“You can see the swarms of mos-quitoes around the trash heaps here in my neighborhood,” said Gleyse da Silva, who lives in one of the poorest parts of Brazil’s northeast-ern city of Recife, at the epicenter of the Zika outbreak.

Silva contracted the mosquito-borne virus while pregnant and gave birth in October to Maria - one of more than 700 children born with microcephaly in Brazil since the Zika outbreak was detected last year.

The condition, strongly sus-pected to be linked to the virus, is

marked by stunted head and brain growth, leading to developmental problems.

The densely packed Ibura neigh-borhood where Silva lives lies a short distance from Recife’s glossy beach-front high-rises but condi-tions are a world apart.

Its streets, home to over 50,000 people, are strewn with rubbish and just 10 percent of households have sewage or running water, making it a fertile breeding ground for mosquitoes.

“Sometimes the city comes to collect the garbage, but mostly it just piles up,” the 27-year-old told Reuters.

Brazil made significant gains against inequality over the past decade, hauling some 40 million people out of poverty. But the Zika outbreak, detected for the first time in

the Americas last year, and the worst recession in decades have exposed the limits of Brazil’s faded boom.

Decades of rapid and chaotic urbanization in the nation of 205 million people have left many impoverished areas without basic sanitation, putting the poor at far greater risk of contracting Zika and other mosquito-borne viruses.

Some 35 million Brazilians have no running water, over 100 million have no access to sewage, and more than 8 million city dwellers live in areas that lack regular garbage ser-vices, according to the most recent census in 2010.

Last year, some 1.6 million cases of the dengue virus were reported, the most since records began in 1990. The virus, spread by the same Aedes aegypti mosquito as Zika, kills hundreds annually. (rtr)

NEGARA — Recent high rainfall has made many chil-ies of farmers damaged so that their yields declined. As a result, the price of chili in the market skyrocketed sharply. Some farmers said that their chilies have perished in trees as well as the roots of chili plant are rotten so that many plants died and withered.

A chili farmer, Ketut Widia, said on Monday (Mar. 14) that 1,000 square meters of land usually can produce 50 kg of chili, but now reduces to 20 kg. On the other hand, many chilies are rotten at farm level due to bad weather. Consequently, it affected the price of chili and other spices in the market.

Since the past week, the price of cayenne at Negara public market jumped from IDR 27,000 per kilogram to IDR 55,000 per kilogram. Likewise, the price of large red chili also jumped from IDR 38,000 per kilogram to IDR 45,000 per kilogram. Besides, the price of shallot soared from IDR 27,000 to IDR 35,000 per kilogram, while the price of garlic from IDR 28,000 per kilogram to IDR 35,000 per kilogram.

Ni Wayan Muliada, a merchant of herbs, said that small chili is sold from IDR 28,000 to IDR 55,000 and the price of large chili also increased. “This happens due to bad weather in Java, so the supply to Bali is so sluggish,” she explained.

Soaring prices of herbs in the market are complained by consumers. Dayu Daswati, a consumer, complained about the high price of chili and other herbs. She expected the government to issue policies to stabilize the prices of herbs that are increasingly soaring due to the impact of bad weather. (kmb)

The report, prepared by the Sus-tainable Development Solutions Network (SDSN) and the Earth Institute at Columbia University, showed Syria, Afghanistan and eight sub-Saharan countries as the 10 least happy places on earth to live.

The top 10 this year were Den-mark, Switzerland, Iceland, Nor-way, Finland, Canada, Netherlands, New Zealand, Australia, and Swe-den. Denmark was in third place last year, behind Switzerland and Iceland.

The bottom 10 were Madagas-car, Tanzania, Liberia, Guinea, Rwanda, Benin, Afghanistan, Togo, Syria and Burundi.

The United States came in at 13, the United Kingdom at 23, France at 32, and Italy at 50.

“There is a very strong message

for my country, the United States, which is very rich, has gotten a lot richer over the last 50 years, but has gotten no happier,” said Professor Jeffrey Sachs, head of the SDSN and special advisor to U.N. Secre-tary General Ban Ki-moon.

While the differences between countries where people are happy and those where they are not could be scientifically measured, “we can understand why and do something about it,” Sachs, one of the report’s authors, told Reuters in an interview in Rome.

“The message for the United States is clear. For a society that just chases money, we are chasing the wrong things. Our social fabric is deteriorating, social trust is de-teriorating, faith in government is deteriorating,” he said.

Aiming to “survey the scientific underpinnings of measuring and understanding subjective well-being,” the report, now in its fourth edition, ranks 157 countries by hap-piness levels using factors such as per capita gross domestic product (GDP) and healthy years of life expectancy.

It also rates “having someone to count on in times of trouble” and freedom from corruption in govern-ment and business.

“When countries single-mind-edly pursue individual objectives, such as economic development to the neglect of social and environ-mental objectives, the results can be highly adverse for human wellbe-ing, even dangerous for survival,” it said.

“Many countries in recent years have achieved economic growth at the cost of sharply rising inequal-ity, entrenched social exclusion, and grave damage to the natural environment.” (rtr)

SKIEN - Mass killer Anders Behring Breivik told a court on Wednesday he suffered degrading conditions in prison, including mi-crowaved meals that were “worse than waterboarding”, as he argued the Norwegian state had violated his human rights.

Breivik, who killed 77 people in a bombing and shooting rampage in 2011, said he found regular strip searches “bothersome and offensive” and felt isolated without visitors.

The hearing had heard on Tuesday he had his own treadmill, Play-Station, spin bicycle and reclinable chair with integrated foot stool, and took part in the prison’s Christmas gingerbread-house baking contest.

Lawyers for the government had said he also received newspapers, magazines, books, jigsaw puzzles, watched DVDs and listened to music on a Discman.

“The worst is isolation ... I am locked up 23 hours a day,” Breivik said, answering questions from his lawyer, Oeystein Storrvik, before reading out a long written statement about his conditions.

He did not repeat a Nazi salute he made at the start of the four-day hearing, which had earned him a rebuke from judge Helen Andenaes Sekulic.

But he said he had been a follower of Nazism since his youth. “I have been a dedicated National Socialist since I was 12 ... I read (Adolf Hitler’s book) Mein Kampf when I was 14 .... But I chose to keep it hidden.”

People smiled and laughed in court when he complained about his microwaved meals.

Breivik argues he is the victim of inhuman and degrading treatment in violation of the European Convention on Human Rights, by being kept alone in a special three-room cell, with daily contact only with prison staff and professionals.

The state says the conditions are appropriate for a dangerous fa-natic.

Wearing the same black suit, white shirt and golden tie he wore on the first day, Breivik will testify for roughly three hours in a lawsuit taking place in the gym hall of Skien prison, where Breivik is being held, in southern Norway.

Judge Sekulic told him she would intervene if his explanation strayed from his description of his prison conditions. There is no jury.

Series of the PIN this time also replaces the trivalent (3 types) polio vaccine into bivalent (two types) because the one-type vaccine also frequently causes symptoms like polio. Internationally, some cases of polio are caused by the vaccine, while in Indonesia they have not yet been found.

“Though having been attenu-ated, sometimes it can also cause disorders or disturbances. Thus, it is eliminated because wild polio is considered to have run out,” said Dr. I Gusti Lanang Sidiartha, Chair-man of the Indonesian Pediatric As-sociation (IDAI) of Bali, Monday (Mar. 14). If the wild polio virus

has run out, do not let the poliovirus originating from the vaccine appear. Therefore, the type of vaccine is replaced first.

Having lasted for 18 months, the attenuated virus will be replaced with the inactivated poliovirus by injection. Slowly the vaccines given orally are replaced with vaccine given by injection, but the virus in-jected has been inactivated. “Thus, the inactivated virus is unlikely to cause disorders,” he said.

Ayu Rai Andayani R, Section Head of Disease Prevention at the Bali Health Agency, said that previously toddlers were given trivalent polio vaccine in drops (oral), but starting in 2016, they will be given bivalent vaccine containing two types of polio antivirus as many as two drops.

In March 2014, Indonesia along with the regional countries already received polio-free certificate. After receiving the certificate, the most important measure is to retain the title until Indonesia is absolutely free from polio by 2020. Therefore,

in 2016 Bali Province has three major agenda in the eradication of polio or poliomyelitis.

In March 2016, it is organized the strengthening of regular immu-nization in the form of the national immunization week (PIN) where in Bali it is held on Mar 15-22. Then, in April 2016 it will be resumed with the replacement of oral vac-cine from vaccine containing three types to two types of polio antivi-rus. The replacement only takes place between the government and the units of immunization service providers such as clinics, hospitals and community health centers, including private hospitals and private clinics.

“The units of immunization service providers will no longer be allowed to distribute the type of polio vaccine containing three types of antivirus, but only containing two types of antivirus,” she added. Then, in July 2016, it will be intro-duced the type of vaccine given by injection. (kmb42)

On Monday, it went after even bigger game, launching a surprise $14 billion bid with partners for the Starwood hotel chain. Anbang makes no secret of its global ambitions. It aims to become one of the “top 10 comprehensive financial groups in the world,” its website says.

That is a break with a Chinese industry in which bigger, older companies have stuck to their home market. But it reflects the growing space for innovation as regulators loosen controls in hopes of making Chinese financial industries more competitive and productive.

The driving force credited with propelling Anbang’s rise is chair-

man Wu Xiaohui, who news reports say got his start in the rental car business before founding Anbang in 2004. He rarely talks to reporters or makes public appearances.

Anbang started with a single out-let in Beijing. Its biggest sharehold-er, at 20 percent, was state-owned car maker Shanghai Automotive In-dustries Corp. The following year, a state-owned oil company, Sinopec, bought a 20 percent share.

WASHINGTON — The Federal Reserve has taken a wait-and-see stance since raising interest rates from record lows in December — waiting and seeing whether the U.S. economic picture warrants another rate hike.

After ending its latest policy meeting Wednesday, the Fed is widely expected to wait further. For how long, no one knows.

But investors will have more information to parse once the Fed issues a statement when its meeting ends and updates its economic forecasts and Chair Janet Yellen holds a news conference. The Fed’s character-ization of the U.S. and global economies and financial markets could provide clues to the timing and pace of future rate hikes.

In December, the Fed raised its benchmark short-term rate for the first time in nearly a decade — from near zero to a range of 0.25 percent to 0.5 percent. The increase signaled that Yellen and her colleagues felt the U.S. economy had finally strengthened enough 6½ years after the Great Recession ended to withstand higher loan rates.

But in the ensuing weeks, stocks and oil prices tumbled and China struggled to manage a sharp slowdown. Now, with stocks having regained most of their losses and with the U.S. job market improving and major overseas economies still-weak but stable, the Fed may be inching closer to raising rates again.

Just not this week. Most Fed watchers think the central bank wants more time to assess the financial landscape. Resuming its rate hikes too soon could slow growth or rattle investors again. The Fed is likely to give a nod to the improvements that have occurred since it met in January but also stress the uncertainties that loom.(ap)

Investors to weigh Fed words for clues to future rate hikes

The plan is to make the BNN status equivalent to the ministerial level. “I agree that the problem of narcotics is important and needs to be handled seriously. The BNN should be rein-forced, both in terms of institution and personnel,” he said here on Tuesday.

However, the plan to strengthen it by upgrading its status and bringing it at par with the ministerial level will need to be seriously studied first.

The deputy chairman of the House of Representatives (DPR) said the main task and function of the BNN should first be made clear so no overlapping of authority happens, as that could be counterproductive at a time when efforts are being made to eliminate narcotics abuse.

“Before upgrading the BNNs status

to ministerial level, the government should first look at Law No. 39/2008 on state ministries and at other rel-evant regulations,” he said.

Fadli Zon, who is a politician of the Great Indonesia Movement Party (Gerindra), said he understands that the proposal for upgrading the BNNs status reflected the governments and the nations strong wish to wage war against abuse of narcotics.

According to Fadli, the most urgent step is to ensure that the war against nar-cotics is effective and has a broad scope. If one of the ways to reach the goal is to increase the budget, personnel and facili-ties, there is no reason not to do so.

President Joko Widodo has com-mitted to raise the status of the BNN to ministerial level due to the urgency of

the battle against the drug trade. This was confirmed by Coordinating Min-ister for Politics, Legal and Security Affairs, Luhut Binsar Panjaitan.

“The president is determined to improve the status of the organization of BNN. The drug problem is so huge. The BNN should deal with it,” the minister said on Thursday.

With regard to the status change, he noted that the president will swear in National Narcotics Agency (BNN) head Budi Waseso as a minister. Pan-jaitan added that the BNN should be reformed to motivate the agency to combat the drug trade.

“The battle against the drug trade should be supported with adequate facilities,” the minister remarked. Further, BNN head Budi Waseso explained the challenges faced by the agency in the fight against drug trafficking.

“BNN has heavy responsibili-ties. The population of Indonesia has reached 250 million, of which 125 mil-lion are of child-bearing age and must be protected from drugs. The BNN has 4,400 personnel,” Waseso said.

Waseso added that the fact that BNN officers did not proper offices has been slowing them down as they fight the narcotics network. He stated that the BNN head office in Jakarta is an office on rent that cannot house all the employees of the BNN.

In addition, some prisoners must be held at another detention center due to jails being inadequate. “Our equip-ment and budgets are also limited,” he said.(ant)

JAKARTA - The Jakarta Organization of Land Transpor-tation Owners (Organda) has asked the regional government of Jakarta to shut down online transportation services in the capital city, such as GrabCar and Uber.

“The application-based transportation services, like Grab-Car and Uber, are operating illegally,” Shafruan Sinungan, the head of Organda in Jakarta, said here on Tuesday.

He noted that the presence of the two online services has an impact upon the survival of non-online public transporta-tion services in Jakarta, saying the application-based services should be banned.

“The presence of the online service has caused concern among public transportation companies and harmed the livelihood of drivers working for non-online transportation services. It also has reduced the number of passengers who usually use the services of non-online transportation modes,” noted Shafruan.

He added that the presence of online transportation ser-vices adversely affected the incomes of drivers and public transportation businesses, as revenues have fallen. “So, the drivers of public transportation modes, such as taxis, city buses and mikrolet minivans, demand that online transporta-tion services be closed,” said Shafruan.

The second demand of the drivers is that Regional Government Regulation No. 5/2014 on Vehicle Age be revoked.

He said the regulation, which restricts the age of public transportation vehicles to 10 years, contradicts provisions in the Decree of Transportation Minister No. 98/2013 on People Transportation Minimal Service Standard with Public Motorized Vehicles on Routes.

“In Regional Government Regulation No. 5/ 2014, the age of public transportation is restricted to 10 years, while in the ministerial decree the ages of city buses and mikrolet minivans are restricted to 20 years. Inter-city buses can be operated until the age of 25 years. Thus, these two regula-tions are contradictory to each other,” remarked Shafruan.

The Jakarta provincial government, meanwhile, has urged all owners, as well as the management of companies offering online application-based transportation services, to immediately acquire operational permits.

“Online application-based transport providers must fol-low our rules by registering to operate in Jakarta,” Basuki Tjahaja Purnama, the governor of Jakarta, stated here on Monday. According to the governor, known as Ahok, op-erational licenses are compulsory.

“We do not want to prohibit online application-based transportation service providers, as now is the era of technology, but we underline the importance of securing an operational license, so that other public transportation providers would not feel less competitive and suffer losses,” he affirmed.

Therefore, Ahok has requested some online application-based transportation service providers, such as GrabCar and Uber, to immediately register to receive operational licenses and place a logo on every vehicle used to carry passengers.

“It is the same with GrabCar and Uber taxis in Singapore, which are taxis and cars there were already registered as modes of public transportation. GrabCar and Uber taxis in Jakarta need to follow the same rule,” he added.

He also urged the management of online application-based transportation service providers to complete other administra-tive documentation, such as the vehicles’ checking documents (KIR), license of the companys establishment from the Capital Investment Coordinating Board (BKPM), and registration of a Taxpayer Identification Number (NPWP).

“After completing all the registration paperwork and obtaining operational permits, the management of these online application-based transportation service providers have to pay taxes to the provincial government. That is what the rule is,” Ahok stated.(ant)

In November, the temperature in the area around Denpasar, Bali’s provincial capital, rose as high as 37 degrees Celsius above the average daily temperature of 31.4 degrees Celsius, said Nyoman Gede Wiryajaya of BKMG.

Bali’s provincial agricul-tural department says nearly a thousand hectares of farmland are suffering some degree of drought, which threatens the coming harvest. With crops dry-ing, local media have already reported food shortages in sev-eral villages.

Buleleng, a north Bali district which has recorded crop failure on 160 hectares, has been de-clared under “severe drought”.

SEOUL - North Korea’s supreme court sentenced American student Otto Warmbier, who was arrested while visiting the country, to 15 years of hard labour on Wednesday for crimes against the state.

Warmbier, a 21-year-old Uni-versity of Virginia student, was detained in January for trying to steal an item bearing a propa-ganda slogan from his hotel in Pyongyang, North Korean media said previously.

“The accused confessed to the serious offense against the DPRK he had committed, pur-suant to the U.S. government’s hostile policy toward it, in a bid to impair the unity of its people after entering it as a tourist,” the state-controlled KCNA news agency reported, using the acro-nym for the Democratic People’s Republic of Korea.

Human Rights Watch con-demned the sentence handed down to the student from Wyo-ming, Ohio. Japan’s Kyodo news agency published a picture of Warmbier being led from the courtroom by two uniformed guards, with his head bowed, but visibly distressed.

“North Korea’s sentencing of Otto Warmbier to 15 years hard labor for a college-style prank is outrageous and shocking, and should not be permitted to stand,” Phil Robertson, deputy director of HRW’s Asia division, said in an emailed statement.

Warmbier’s defence attorney said the gravity of his crime was such that he would not be able to pay even with his death but

proposed to the court a sentence that is reduced from the prosecu-tion’s request of a life sentence, KCNA said.

Last month, Warmbier told a media conference in Pyongyang that his crime was “very severe and pre-planned.”

He was at the end of a five-day New Year’s group tour of North Korea when he was delayed at airport immigration before being taken away by officials, accord-ing to the tour operator that had arranged the trip.

Warmbier’s sentencing comes as North Korea is increasingly isolated, with the U.N. Secu-rity Council imposing tough new resolutions earlier this month following the North’s January nuclear test and last month’s long-range rocket launch.

North Korean leader Kim Jong Un this week said the North would soon test a nuclear warhead and ballistic missiles capable of carrying nuclear warheads, in what would be a direct violation of U.N. resolutions backed by its chief ally, China.

North Korea has a long his-tory of detaining foreigners and has used jailed Americans in the past to extract high-profile vis-its from the United States, with which it has no formal diplomatic relations.

MARIA Sharapova has been suspended as a goodwill ambassador by the United Nations after the former world number one admitted she had tested positive for the banned substance meldo-nium at this year’s Australian Open.

The U.N. Development Programme (UNDP), for which the five-times grand slam winner be-came a goodwill ambassador in February 2007, suspended the Russian until the outcome of the investigation into her case is known.

“In light of Ms Sharapova’s recent announce-ment, we last week suspended her role as a Goodwill Ambassador and any planned activities while the investigation continues. We wish Ms Sharapova the best,” the UNDP told Reuters in an emailed statement.

Sharapova’s work with the U.N. focused mainly on helping survivors of the 1986 Chernobyl disaster, but links to her profile on the U.N.’s of-ficial website (www.un.org) were not working on Tuesday.

“The United Nations Development Programme remains grateful to Maria Sharapova for her sup-port of our work, especially around the Chernobyl nuclear disaster recovery,” the statement added.

Sharapova, the highest-paid woman in world sport, has been losing sponsors ever since she announced the failed test at a press conference on March 7. Nike, the world’s largest sportswear maker, Swiss watchmaker TAG Heuer and Ger-man luxury car maker Porsche have suspended their ties with her.

The 28-year-old faces a ban of up to four years pending the outcome of an investigation by the International Tennis Federation. (rtr)

MELBOURNE - Lewis Hamilton spent the off-season crisscrossing the globe to party with A-list celebrities but Formula One’s reigning champion is adamant there will be no hangover when he returns to work at this week’s season-opening Australian Grand Prix.

The clear bookmakers’ favourite to win a third successive title with Mercedes, Ham-ilton will arrive in Melbourne after a whirl-wind trip to New Zealand where he took to the skies in a helicopter on Wednesday above the mountain resort of Queenstown.

Hamilton’s frequent flying and party lifestyle prompted some pundits to voice concerns about his focus and energy levels in the leadup to Sunday’s race at Albert Park.

However, the 31-year-old says his competitive drive remains as sharp as ever and his feet will be firmly on the ground once he enters the paddock.

“I know there’s still more to come from me -- I think I’ve shown that in the past two years,” Hamilton, winner in Australia last year and in 2008, said this week.

“There certainly needs to be some extra in my tank, as the competition will be stronger than ever this year.”

Harry redknapp has agreed to take over as manager of the Jordan national team for World Cup qualifiers against Bangladesh and Australia this month, the former Tottenham Hotspur manager told British media.

The 69-year-old takes up a mentoring role with Champion-ship side Derby on Wednesday and will combine that post with helping out the Jordanians, leav-ing Britain for the Middle East after the local derby against Not-tingham Forest on Saturday.

Redknapp said he had agreed to help out at the behest of Jor-danian FA chief Prince Ali Bin Al Hussein, who lost the FIFA Presidential election to Swiss Gianni Infantino last month. “It’s going to be a tough couple of weeks, that’s for sure,” he told the Sun newspaper.

“I’m friends with Prince Ali and wanted him to take over from Sepp Blatter. He asked

me if I’d manage the team for a couple of matches and I agreed. “I’ll go to the Forest game and then go straight to London and fly to Jordan. It’s a busy time but I’ve missed the buzz of being involved in football.”

Jordan, currently led by caretaker manager Abdullah Abu Zema, play Bangladesh in Amman on March 24 and the Socceroos in Sydney five days later.

The Jordanians trail Australia by two points in Group B in the second round of Asian qualifying for the 2018 World Cup with the top two from each group go-ing through to the third round, when four berths in Russia will be at stake.

ManCHeSTer — Manchester City captain Vincent Kom-pany’s injury problems resurfaced on Tuesday when he limped off just five minutes into the team’s Champions League match against Dynamo Kiev.

City manager Manuel Pellegrini said Kompany had a recur-rence of a calf muscle injury and that the defender will have tests over the next two days to determine the severity of the injury. But the coach warned that “a muscle injury is a minimum of one month.”

It is the 14th time that Kompany has sustained a calf in-jury since joining City in 2008. He has already had spells of a month and six weeks out of action this season because of calf problems.

“I think he must be very strong mentally,” Pellegrini said. “It’s very difficult to accept but he has nothing else to do.” Kompany was hurt as he stretched for the ball under pressure from a Dy-namo player. He turned and cleared the ball, before immediately signaling to the bench.

Kompany was playing just his 18th game of the season, and his sixth in the last 20 days. “You always take a risk. But

working during the week is a risk,” Pellegrini said. “He recovered without any problem. It was the sixth game (in a short period) but he didn’t feel any problem before the game, so I didn’t think it was a risk. Just bad luck.”

In a further defensive blow for City, Nicolas Otamendi — Kompany’s fellow center back — came off in the 23rd

with an apparent knee injury.Pellegrini said he believes the Argentina defender will only

kUaLa LUMpUr — The Asian Football Confederation has ruled that matches between clubs from Saudi Arabia and Iran must be played at neutral venues.

The AFC’s competition commit-tee had given both football federa-tions until March 15 to resolve an impasse created by Saudi govern-ment restrictions prohibiting any nationals traveling to Iran. It agreed to delay matches between Saudi

and Iranian clubs until later in the Asian Champions League.

The AFC issued a statement Wednesday saying that diplomatic relations had not improved, and it had given both federations until March 25 to submit proposals for neutral venues. Saudi and Iranian clubs are scheduled to meet in groups A, B and C of the continental championship in April and early May.

Harry redknapp has agreed to take over as manager of the Jordan national team for World Cup qualifiers against Bangladesh and Australia this month, the former Tottenham Hotspur manager told British media.

The 69-year-old takes up a mentoring role with Champion-ship side Derby on Wednesday and will combine that post with helping out the Jordanians, leav-ing Britain for the Middle East after the local derby against Not-tingham Forest on Saturday.

Redknapp said he had agreed to help out at the behest of Jor-danian FA chief Prince Ali Bin Al Hussein, who lost the FIFA Presidential election to Swiss Gianni Infantino last month. “It’s going to be a tough couple of weeks, that’s for sure,” he told the Sun newspaper.

“I’m friends with Prince Ali and wanted him to take over from Sepp Blatter. He asked

me if I’d manage the team for a couple of matches and I agreed. “I’ll go to the Forest game and then go straight to London and fly to Jordan. It’s a busy time but I’ve missed the buzz of being involved in football.”

Jordan, currently led by caretaker manager Abdullah Abu Zema, play Bangladesh in Amman on March 24 and the Socceroos in Sydney five days later.

The Jordanians trail Australia by two points in Group B in the second round of Asian qualifying for the 2018 World Cup with the top two from each group go-ing through to the third round, when four berths in Russia will be at stake.

Redknapp’s fellow former Queens Park Rangers manager Ray Wilkins last year led Jordan to the Asian Cup in Australia, where they were eliminated in the group stage. (rtr)

ManCHeSTer — Manchester City captain Vincent Kom-pany’s injury problems resurfaced on Tuesday when he limped off just five minutes into the team’s Champions League match against Dynamo Kiev.

City manager Manuel Pellegrini said Kompany had a recur-rence of a calf muscle injury and that the defender will have tests over the next two days to determine the severity of the injury. But the coach warned that “a muscle injury is a minimum of one month.”

It is the 14th time that Kompany has sustained a calf in-jury since joining City in 2008. He has already had spells of a month and six weeks out of action this season because of calf problems.

“I think he must be very strong mentally,” Pellegrini said. “It’s very difficult to accept but he has nothing else to do.” Kompany was hurt as he stretched for the ball under pressure from a Dy-namo player. He turned and cleared the ball, before immediately signaling to the bench.

Kompany was playing just his 18th game of the season, and his sixth in the last 20 days. “You always take a risk. But

working during the week is a risk,” Pellegrini said. “He recovered without any problem. It was the sixth game (in a short period) but he didn’t feel any problem before the game, so I didn’t think it was a risk. Just bad luck.”

In a further defensive blow for City, Nicolas Otamendi — Kompany’s fellow center back — came off in the 23rd

with an apparent knee injury.Pellegrini said he believes the Argentina defender will only

kUaLa LUMpUr — The Asian Football Confederation has ruled that matches between clubs from Saudi Arabia and Iran must be played at neutral venues.

The AFC’s competition commit-tee had given both football federa-tions until March 15 to resolve an impasse created by Saudi govern-ment restrictions prohibiting any nationals traveling to Iran. It agreed to delay matches between Saudi

and Iranian clubs until later in the Asian Champions League.

The AFC issued a statement Wednesday saying that diplomatic relations had not improved, and it had given both federations until March 25 to submit proposals for neutral venues. Saudi and Iranian clubs are scheduled to meet in groups A, B and C of the continental championship in April and early May.

After an even match in which both sides had chances, the teams repeated their 0-0 draw from the first leg in regulation time and remained scoreless in extra time, when Atletico had the edge but couldn’t capitalize on its scoring opportunities.

In the shootout, players from both sides scored with every pen-alty until Narsingh fired a power-ful shot against the bar, igniting the crowd that packed the Vicente

Calderon Stadium. Juanfran then converted the final penalty and sprinted toward the corner kick flag to celebrate in front of the fans, as his teammates followed behind.

“It was a real heart-stopper,” Juanfran said. “I’m very happy to see how the crowd got behind the side. We believe, our coach makes us believe and we have a lot of hunger and heart. We believe in all that we do.”

It was the first time a Champions

League knockout tie had gone to penalties without a goal in either leg. The most penalties in a Champions League shootout came in a prelimi-nary round in 1993-94, when Skonto of Latvia beat Olimpija Ljubljana of Slovenia 11-10.

“Behind Juanfran’s winning penalty is a lot of hard work from a lot of people and it’s a great thrill for us to be in the quarters,” Atletico coach Diego Simeone said. “We will continue competing and we won’t underestimate what it means to get to the last eight.”

MARIA Sharapova has been suspended as a goodwill ambassador by the United Nations after the former world number one admitted she had tested positive for the banned substance meldo-nium at this year’s Australian Open.

The U.N. Development Programme (UNDP), for which the five-times grand slam winner be-came a goodwill ambassador in February 2007, suspended the Russian until the outcome of the investigation into her case is known.

“In light of Ms Sharapova’s recent announce-ment, we last week suspended her role as a Goodwill Ambassador and any planned activities while the investigation continues. We wish Ms Sharapova the best,” the UNDP told Reuters in an emailed statement.

Sharapova’s work with the U.N. focused mainly on helping survivors of the 1986 Chernobyl disaster, but links to her profile on the U.N.’s of-ficial website (www.un.org) were not working on Tuesday.

“The United Nations Development Programme remains grateful to Maria Sharapova for her sup-port of our work, especially around the Chernobyl nuclear disaster recovery,” the statement added.

Sharapova, the highest-paid woman in world sport, has been losing sponsors ever since she announced the failed test at a press conference on March 7. Nike, the world’s largest sportswear maker, Swiss watchmaker TAG Heuer and Ger-man luxury car maker Porsche have suspended their ties with her.

The 28-year-old faces a ban of up to four years pending the outcome of an investigation by the International Tennis Federation. (rtr)

One day after world number two Andy Murray was surprisingly knocked out of competition, Djok-ovic had no such letdown despite suffering a bit of a wobble towards the end of the match.

MELBOURNE - Lewis Hamilton spent the off-season crisscrossing the globe to party with A-list celebrities but Formula One’s reigning champion is adamant there will be no hangover when he returns to work at this week’s season-opening Australian Grand Prix.

The clear bookmakers’ favourite to win a third successive title with Mercedes, Ham-ilton will arrive in Melbourne after a whirl-wind trip to New Zealand where he took to the skies in a helicopter on Wednesday above the mountain resort of Queenstown.

Hamilton’s frequent flying and party lifestyle prompted some pundits to voice concerns about his focus and energy levels in the leadup to Sunday’s race at Albert Park.

However, the 31-year-old says his competitive drive remains as sharp as ever and his feet will be firmly on the ground once he enters the paddock.

“I know there’s still more to come from me -- I think I’ve shown that in the past two years,” Hamilton, winner in Australia last year and in 2008, said this week.

“There certainly needs to be some extra in my tank, as the competition will be stronger than ever this year.”

Many invested in motor sport’s pin-nacle series will hope Hamilton is right about the level of competition he expects to face this season.

In November, the temperature in the area around Denpasar, Bali’s provincial capital, rose as high as 37 degrees Celsius above the average daily temperature of 31.4 degrees Celsius, said Nyoman Gede Wiryajaya of BKMG.

Bali’s provincial agricul-tural department says nearly a thousand hectares of farmland are suffering some degree of drought, which threatens the coming harvest. With crops dry-ing, local media have already reported food shortages in sev-eral villages.

Buleleng, a north Bali district which has recorded crop failure on 160 hectares, has been de-clared under “severe drought”.

With no rice available, “we

have been living off dried cas-sava for several weeks,” said Palembang Kaka, a small-scale farmer from Buleleng who now works as a porter in Pasar Ba-dung, Denpasar’s largest com-munity market.

Although globally El Nino is expected to start weakening soon, meteorological service officials in Bali are advising farmers to brace for more dry weather.

Sutopo Purwo Nugroho, of the National Disaster Manage-ment Agency, predicted that “rainfall will be extremely low until the end of this year”.

For Aslam, the prediction could mean another missed crop and another season at the wheel - unless his new insurance policy works. “We will see how the insurance (money) is paid. I hope it is enough to recover my losses,” he said. (rtr)

Trump’s wins in Florida, Illinois and North Carolina brought him closer to the 1,237 delegates he needs to win the nomination and left those in the party trying to stop him with a dilemma.

Republicans can either throw their weight behind a candidate who rejects their policy goals or go on trying to stop him in the hope that he falls short of the major-ity required, enabling them to put

forward another candidate at the July convention in Cleveland to formally pick their candidate for the Nov. 8 election.

That, however, would risk alien-ating the millions of Americans who back the real estate developer and former reality TV show host.

Ohio Governor John Kasich’s victory in his home state left him as the last establishment Republican candidate standing after Rubio, a U.S. senator, pulled out of the race. Rubio lost in a Trump landside in Rubio’s home state of Florida.

U.S. Senator Ted Cruz of Texas, who has sought to fashion himself the lead anti-Trump alternative, was outclassed by Trump everywhere on Tuesday except Missouri, where

SEOUL - North Korea’s supreme court sentenced American student Otto Warmbier, who was arrested while visiting the country, to 15 years of hard labour on Wednesday for crimes against the state.

Warmbier, a 21-year-old Uni-versity of Virginia student, was detained in January for trying to steal an item bearing a propa-ganda slogan from his hotel in Pyongyang, North Korean media said previously.

“The accused confessed to the serious offense against the DPRK he had committed, pur-suant to the U.S. government’s hostile policy toward it, in a bid to impair the unity of its people after entering it as a tourist,” the state-controlled KCNA news agency reported, using the acro-nym for the Democratic People’s Republic of Korea.

Human Rights Watch con-demned the sentence handed down to the student from Wyo-ming, Ohio. Japan’s Kyodo news agency published a picture of Warmbier being led from the courtroom by two uniformed guards, with his head bowed, but visibly distressed.

“North Korea’s sentencing of Otto Warmbier to 15 years hard labor for a college-style prank is outrageous and shocking, and should not be permitted to stand,” Phil Robertson, deputy director of HRW’s Asia division, said in an emailed statement.

Warmbier’s defence attorney said the gravity of his crime was such that he would not be able to pay even with his death but

proposed to the court a sentence that is reduced from the prosecu-tion’s request of a life sentence, KCNA said.

Last month, Warmbier told a media conference in Pyongyang that his crime was “very severe and pre-planned.”

He was at the end of a five-day New Year’s group tour of North Korea when he was delayed at airport immigration before being taken away by officials, accord-ing to the tour operator that had arranged the trip.

Warmbier’s sentencing comes as North Korea is increasingly isolated, with the U.N. Secu-rity Council imposing tough new resolutions earlier this month following the North’s January nuclear test and last month’s long-range rocket launch.

North Korean leader Kim Jong Un this week said the North would soon test a nuclear warhead and ballistic missiles capable of carrying nuclear warheads, in what would be a direct violation of U.N. resolutions backed by its chief ally, China.

North Korea has a long his-tory of detaining foreigners and has used jailed Americans in the past to extract high-profile vis-its from the United States, with which it has no formal diplomatic relations.

On Monday, it went after even bigger game, launching a surprise $14 billion bid with partners for the Starwood hotel chain. Anbang makes no secret of its global ambitions. It aims to become one of the “top 10 comprehensive financial groups in the world,” its website says.

That is a break with a Chinese industry in which bigger, older companies have stuck to their home market. But it reflects the growing space for innovation as regulators loosen controls in hopes of making Chinese financial industries more competitive and productive.

Anbang started with a single out-let in Beijing. Its biggest sharehold-er, at 20 percent, was state-owned car maker Shanghai Automotive In-dustries Corp. The following year, a state-owned oil company, Sinopec, bought a 20 percent share.

Since then, the company says it has expanded to more than 3,000 branches with 30,000 employees worldwide serving 35 million clients. It has diversified into life insurance, banking, asset man-agement, leasing and brokerage services.

Its global expansion coincides with encouragement from the ruling Communist Party for Chinese com-panies to “go abroad” to diversify away from dependence on a slow-

ing domestic economy.The Chinese business press has

compared Wu to Warren Buffett for following the legendary American investor’s approach of using the cash flow from insurance operations to buy other businesses. But rumors also have swirled about whether Wu’s success is built at least partly on family ties or help from influen-tial figures on Anbang’s board.

According to the Chinese press, Wu is married to Zhuo Ran, a grand-daughter of former supreme leader Deng Xiaoping, though the business magazine Caixin reported last year the couple had separated.

Board members have included Zhu Yunlai, the son of former Pre-mier Zhu Rongji and a successful banker in his own right, and Yong Longtu, China’s chief negotiator in talks that led to its World Trade Organization membership, accord-ing to news reports. Last year, the newspaper Southern Weekend reported Anbang’s real owner was Chen Xiaolu, the son of late Chen Yi, a member of the ruling inner circle that founded the communist government in 1949.(ap)

WASHINGTON — The Federal Reserve has taken a wait-and-see stance since raising interest rates from record lows in December — waiting and seeing whether the U.S. economic picture warrants another rate hike.

After ending its latest policy meeting Wednesday, the Fed is widely expected to wait further. For how long, no one knows.

But investors will have more information to parse once the Fed issues a statement when its meeting ends and updates its economic forecasts and Chair Janet Yellen holds a news conference. The Fed’s character-ization of the U.S. and global economies and financial markets could provide clues to the timing and pace of future rate hikes.

In December, the Fed raised its benchmark short-term rate for the first time in nearly a decade — from near zero to a range of 0.25 percent to 0.5 percent. The increase signaled that Yellen and her colleagues felt the U.S. economy had finally strengthened enough 6½ years after the Great Recession ended to withstand higher loan rates.

But in the ensuing weeks, stocks and oil prices tumbled and China struggled to manage a sharp slowdown. Now, with stocks having regained most of their losses and with the U.S. job market improving and major overseas economies still-weak but stable, the Fed may be inching closer to raising rates again.

Just not this week. Most Fed watchers think the central bank wants more time to assess the financial landscape. Resuming its rate hikes too soon could slow growth or rattle investors again. The Fed is likely to give a nod to the improvements that have occurred since it met in January but also stress the uncertainties that loom.(ap)

The plan is to make the BNN status equivalent to the ministerial level. “I agree that the problem of narcotics is important and needs to be handled seriously. The BNN should be rein-forced, both in terms of institution and personnel,” he said here on Tuesday.

However, the plan to strengthen it by upgrading its status and bringing it at par with the ministerial level will need to be seriously studied first.

The deputy chairman of the House of Representatives (DPR) said the main task and function of the BNN should first be made clear so no overlapping of authority happens, as that could be counterproductive at a time when efforts are being made to eliminate narcotics abuse.

“Before upgrading the BNNs status

to ministerial level, the government should first look at Law No. 39/2008 on state ministries and at other rel-evant regulations,” he said.

Fadli Zon, who is a politician of the Great Indonesia Movement Party (Gerindra), said he understands that the proposal for upgrading the BNNs status reflected the governments and the nations strong wish to wage war against abuse of narcotics.

According to Fadli, the most urgent step is to ensure that the war against nar-cotics is effective and has a broad scope. If one of the ways to reach the goal is to increase the budget, personnel and facili-ties, there is no reason not to do so.

President Joko Widodo has com-mitted to raise the status of the BNN to ministerial level due to the urgency of

the battle against the drug trade. This was confirmed by Coordinating Min-ister for Politics, Legal and Security Affairs, Luhut Binsar Panjaitan.

“The president is determined to improve the status of the organization of BNN. The drug problem is so huge. The BNN should deal with it,” the minister said on Thursday.

With regard to the status change, he noted that the president will swear in National Narcotics Agency (BNN) head Budi Waseso as a minister. Pan-jaitan added that the BNN should be reformed to motivate the agency to combat the drug trade.

“The battle against the drug trade should be supported with adequate facilities,” the minister remarked. Further, BNN head Budi Waseso explained the challenges faced by the agency in the fight against drug trafficking.

“BNN has heavy responsibili-ties. The population of Indonesia has reached 250 million, of which 125 mil-lion are of child-bearing age and must be protected from drugs. The BNN has 4,400 personnel,” Waseso said.

Waseso added that the fact that BNN officers did not proper offices has been slowing them down as they fight the narcotics network. He stated that the BNN head office in Jakarta is an office on rent that cannot house all the employees of the BNN.

In addition, some prisoners must be held at another detention center due to jails being inadequate. “Our equip-ment and budgets are also limited,” he said.(ant)

JAKARTA - The Jakarta Organization of Land Transpor-tation Owners (Organda) has asked the regional government of Jakarta to shut down online transportation services in the capital city, such as GrabCar and Uber.

“The application-based transportation services, like Grab-Car and Uber, are operating illegally,” Shafruan Sinungan, the head of Organda in Jakarta, said here on Tuesday.

He noted that the presence of the two online services has an impact upon the survival of non-online public transporta-tion services in Jakarta, saying the application-based services should be banned.

“The presence of the online service has caused concern among public transportation companies and harmed the livelihood of drivers working for non-online transportation services. It also has reduced the number of passengers who usually use the services of non-online transportation modes,” noted Shafruan.

He added that the presence of online transportation ser-vices adversely affected the incomes of drivers and public transportation businesses, as revenues have fallen. “So, the drivers of public transportation modes, such as taxis, city buses and mikrolet minivans, demand that online transporta-tion services be closed,” said Shafruan.

The second demand of the drivers is that Regional Government Regulation No. 5/2014 on Vehicle Age be revoked.

He said the regulation, which restricts the age of public transportation vehicles to 10 years, contradicts provisions in the Decree of Transportation Minister No. 98/2013 on People Transportation Minimal Service Standard with Public Motorized Vehicles on Routes.

“In Regional Government Regulation No. 5/ 2014, the age of public transportation is restricted to 10 years, while in the ministerial decree the ages of city buses and mikrolet minivans are restricted to 20 years. Inter-city buses can be operated until the age of 25 years. Thus, these two regula-tions are contradictory to each other,” remarked Shafruan.

The Jakarta provincial government, meanwhile, has urged all owners, as well as the management of companies offering online application-based transportation services, to immediately acquire operational permits.

“Online application-based transport providers must fol-low our rules by registering to operate in Jakarta,” Basuki Tjahaja Purnama, the governor of Jakarta, stated here on Monday. According to the governor, known as Ahok, op-erational licenses are compulsory.

“We do not want to prohibit online application-based transportation service providers, as now is the era of technology, but we underline the importance of securing an operational license, so that other public transportation providers would not feel less competitive and suffer losses,” he affirmed.

Therefore, Ahok has requested some online application-based transportation service providers, such as GrabCar and Uber, to immediately register to receive operational licenses and place a logo on every vehicle used to carry passengers.

“It is the same with GrabCar and Uber taxis in Singapore, which are taxis and cars there were already registered as modes of public transportation. GrabCar and Uber taxis in Jakarta need to follow the same rule,” he added.

He also urged the management of online application-based transportation service providers to complete other administra-tive documentation, such as the vehicles’ checking documents (KIR), license of the companys establishment from the Capital Investment Coordinating Board (BKPM), and registration of a Taxpayer Identification Number (NPWP).

“After completing all the registration paperwork and obtaining operational permits, the management of these online application-based transportation service providers have to pay taxes to the provincial government. That is what the rule is,” Ahok stated.(ant)

The report, prepared by the Sus-tainable Development Solutions Network (SDSN) and the Earth Institute at Columbia University, showed Syria, Afghanistan and eight sub-Saharan countries as the 10 least happy places on earth to live.

The top 10 this year were Den-mark, Switzerland, Iceland, Nor-way, Finland, Canada, Netherlands, New Zealand, Australia, and Swe-den. Denmark was in third place last year, behind Switzerland and Iceland.

The bottom 10 were Madagas-car, Tanzania, Liberia, Guinea, Rwanda, Benin, Afghanistan, Togo, Syria and Burundi.

The United States came in at 13, the United Kingdom at 23, France at 32, and Italy at 50.

“There is a very strong message

for my country, the United States, which is very rich, has gotten a lot richer over the last 50 years, but has gotten no happier,” said Professor Jeffrey Sachs, head of the SDSN and special advisor to U.N. Secre-tary General Ban Ki-moon.

While the differences between countries where people are happy and those where they are not could be scientifically measured, “we can understand why and do something about it,” Sachs, one of the report’s authors, told Reuters in an interview in Rome.

“The message for the United States is clear. For a society that just chases money, we are chasing the wrong things. Our social fabric is deteriorating, social trust is de-teriorating, faith in government is deteriorating,” he said.

Aiming to “survey the scientific underpinnings of measuring and understanding subjective well-being,” the report, now in its fourth edition, ranks 157 countries by hap-piness levels using factors such as per capita gross domestic product (GDP) and healthy years of life expectancy.

It also rates “having someone to count on in times of trouble” and freedom from corruption in govern-ment and business.

“When countries single-mind-edly pursue individual objectives, such as economic development to the neglect of social and environ-mental objectives, the results can be highly adverse for human wellbe-ing, even dangerous for survival,” it said.

“Many countries in recent years have achieved economic growth at the cost of sharply rising inequal-ity, entrenched social exclusion, and grave damage to the natural environment.” (rtr)

SKIEN - Mass killer Anders Behring Breivik told a court on Wednesday he suffered degrading conditions in prison, including mi-crowaved meals that were “worse than waterboarding”, as he argued the Norwegian state had violated his human rights.

Breivik, who killed 77 people in a bombing and shooting rampage in 2011, said he found regular strip searches “bothersome and offensive” and felt isolated without visitors.

The hearing had heard on Tuesday he had his own treadmill, Play-Station, spin bicycle and reclinable chair with integrated foot stool, and took part in the prison’s Christmas gingerbread-house baking contest.

Lawyers for the government had said he also received newspapers, magazines, books, jigsaw puzzles, watched DVDs and listened to music on a Discman.

“The worst is isolation ... I am locked up 23 hours a day,” Breivik said, answering questions from his lawyer, Oeystein Storrvik, before reading out a long written statement about his conditions.

He did not repeat a Nazi salute he made at the start of the four-day hearing, which had earned him a rebuke from judge Helen Andenaes Sekulic.

But he said he had been a follower of Nazism since his youth. “I have been a dedicated National Socialist since I was 12 ... I read (Adolf Hitler’s book) Mein Kampf when I was 14 .... But I chose to keep it hidden.”

People smiled and laughed in court when he complained about his microwaved meals.

Breivik argues he is the victim of inhuman and degrading treatment in violation of the European Convention on Human Rights, by being kept alone in a special three-room cell, with daily contact only with prison staff and professionals.

The state says the conditions are appropriate for a dangerous fa-natic.

Wearing the same black suit, white shirt and golden tie he wore on the first day, Breivik will testify for roughly three hours in a lawsuit taking place in the gym hall of Skien prison, where Breivik is being held, in southern Norway.

Judge Sekulic told him she would intervene if his explanation strayed from his description of his prison conditions. There is no jury.

Although there are also viruses originating from vaccine considering that the vaccine is attenuated virus, then to avoid cases of polio, the National Immunization Week (PIN) is orga-nized several times to ensure there will be no new cases.

Series of the PIN this time also replaces the trivalent (3 types) polio vaccine into bivalent (two types) because the one-type vaccine also frequently causes symptoms like polio. Internationally, some cases of polio are caused by the vaccine, while in Indonesia they have not yet been found.

“Though having been attenu-ated, sometimes it can also cause disorders or disturbances. Thus, it is eliminated because wild polio is considered to have run out,” said Dr. I Gusti Lanang Sidiartha, Chair-man of the Indonesian Pediatric As-sociation (IDAI) of Bali, Monday (Mar. 14). If the wild polio virus

has run out, do not let the poliovirus originating from the vaccine appear. Therefore, the type of vaccine is replaced first.

Having lasted for 18 months, the attenuated virus will be replaced with the inactivated poliovirus by injection. Slowly the vaccines given orally are replaced with vaccine given by injection, but the virus in-jected has been inactivated. “Thus, the inactivated virus is unlikely to cause disorders,” he said.

Ayu Rai Andayani R, Section Head of Disease Prevention at the Bali Health Agency, said that previously toddlers were given trivalent polio vaccine in drops (oral), but starting in 2016, they will be given bivalent vaccine containing two types of polio antivirus as many as two drops.

In March 2014, Indonesia along with the regional countries already received polio-free certificate. After receiving the certificate, the most important measure is to retain the title until Indonesia is absolutely free from polio by 2020. Therefore,

in 2016 Bali Province has three major agenda in the eradication of polio or poliomyelitis.

In March 2016, it is organized the strengthening of regular immu-nization in the form of the national immunization week (PIN) where in Bali it is held on Mar 15-22. Then, in April 2016 it will be resumed with the replacement of oral vac-cine from vaccine containing three types to two types of polio antivi-rus. The replacement only takes place between the government and the units of immunization service providers such as clinics, hospitals and community health centers, including private hospitals and private clinics.

RIO DE JANEIRO - The mos-quito, a Brazilian saying goes, is a democratic devil - it bites rich and poor alike.

But an outbreak of the Zika virus has revealed deep inequality when it comes to who bears the brunt of living among the insects.

“You can see the swarms of mos-quitoes around the trash heaps here in my neighborhood,” said Gleyse da Silva, who lives in one of the poorest parts of Brazil’s northeast-ern city of Recife, at the epicenter of the Zika outbreak.

Silva contracted the mosquito-borne virus while pregnant and gave birth in October to Maria - one of more than 700 children born with microcephaly in Brazil since the Zika outbreak was detected last year.

The condition, strongly sus-pected to be linked to the virus, is

marked by stunted head and brain growth, leading to developmental problems.

The densely packed Ibura neigh-borhood where Silva lives lies a short distance from Recife’s glossy beach-front high-rises but condi-tions are a world apart.

Its streets, home to over 50,000 people, are strewn with rubbish and just 10 percent of households have sewage or running water, making it a fertile breeding ground for mosquitoes.

“Sometimes the city comes to collect the garbage, but mostly it just piles up,” the 27-year-old told Reuters.

Brazil made significant gains against inequality over the past decade, hauling some 40 million people out of poverty. But the Zika outbreak, detected for the first time in

the Americas last year, and the worst recession in decades have exposed the limits of Brazil’s faded boom.

Decades of rapid and chaotic urbanization in the nation of 205 million people have left many impoverished areas without basic sanitation, putting the poor at far greater risk of contracting Zika and other mosquito-borne viruses.

Some 35 million Brazilians have no running water, over 100 million have no access to sewage, and more than 8 million city dwellers live in areas that lack regular garbage ser-vices, according to the most recent census in 2010.

Last year, some 1.6 million cases of the dengue virus were reported, the most since records began in 1990. The virus, spread by the same Aedes aegypti mosquito as Zika, kills hundreds annually. (rtr)

“The Buleleng Culture and Tour-ism Agency and the Ministry of Tourism have been working with the Pemuteran Destination Man-agement Organization (DMO) to conduct skill building workshops –including a kind government run tour guide training program, aimed at strengthening Bueleleng’s human resources” he concluded. North Bali Tourism Promotion

NEGARA — Recent high rainfall has made many chil-ies of farmers damaged so that their yields declined. As a result, the price of chili in the market skyrocketed sharply. Some farmers said that their chilies have perished in trees as well as the roots of chili plant are rotten so that many plants died and withered.

A chili farmer, Ketut Widia, said on Monday (Mar. 14) that 1,000 square meters of land usually can produce 50 kg of chili, but now reduces to 20 kg. On the other hand, many chilies are rotten at farm level due to bad weather. Consequently, it affected the price of chili and other spices in the market.

Since the past week, the price of cayenne at Negara public market jumped from IDR 27,000 per kilogram to IDR 55,000 per kilogram. Likewise, the price of large red chili also jumped from IDR 38,000 per kilogram to IDR 45,000 per kilogram. Besides, the price of shallot soared from IDR 27,000 to IDR 35,000 per kilogram, while the price of garlic from IDR 28,000 per kilogram to IDR 35,000 per kilogram.

Ni Wayan Muliada, a merchant of herbs, said that small chili is sold from IDR 28,000 to IDR 55,000 and the price of large chili also increased. “This happens due to bad weather in Java, so the supply to Bali is so sluggish,” she explained.

Soaring prices of herbs in the market are complained by consumers. Dayu Daswati, a consumer, complained about the high price of chili and other herbs. “There does not need to be an-other lawsuit because I myself can and will terminate the project if there is damage to the environment – even without WALHI’s commen-tary. I will not allow if there are damages to the environment” he said. Wiranatha confirmed that TRB are not carrying out their project in the protection block of the forest as some people have feared and they will also be considering input about not building accomodations and limiting the number of kiosks. If necessary, the acreage of Tahura to be managed by the investors can also be reduced.

“We want models like religious tourism that consider the area ap-propriate to such activity, so that overnights are just for meditation, not for honeymoons. Alternatively, it can be intended for research, so the emphasis is not for the rah-rah,” he promised.

More importantly, added Wirana-tha, cooperation with investors is meant to overcome the problem of litter in the forest park. Moreover,

the waste problem is the domain of the Sanitation and Landscaping Agency (DKP), not that of Forest Services. So far, the DKP Denpasar has indeed actively participated in the transporation of waste from Tahura.

“But the forest belongs to the area authorities area. In terms of budgeting, it is not correct, so we need to cooperate” he added. Wiranatha said that the investors were not given the specific target of exploiting nature tourism. To date, the Tahura is still managed by the Bali Forest Service.

As reported previously, WALHI Bali launched a lawsuit against the Governor of Bali’S decree regarding the the exploitation of the nature tourism in the Ngurah Rai grand forest park in the State Administrative Court of Denpasar early 2013. The lawsuit is insepara-ble from the contents of the decree because the governor allowed the establishment of tourist accom-modation facilities in the mangrove area of 102.22 hectares in the form of 75 units of accommodation, five stalls, eight restaurants, ten units of holdock, two spa outlets, four outbound sites, two management offices, a pool, a multipurpose building, an area of public activity, a camp area as well as restrooms, a gazebo and a place of meditation. Not just a little will be done in the protection zone.

At the first level court, WALHI won their case. However, the deci-sion was turned around after the governor appealed the judges deci-sion. In the Surabaya High State Administrative, the governor won the appeal. WALHI Bali then filed cassation against the decision of the appeal considered to be strange in January 2014. Again the WALHI Bali must defeat. In other words, PT TRB is legally able to perform nature tourism exploitation in ac-cordance with the Gubernatorial Decree.

“Indeed it can, but the court’s decision remains to have condi-tions. In other words, it can be sued again if it does offense, or if there is environmental damages,” said former Chairman of the WALHI Bali, Wayan ‘Gendo’ Suardana, in Denpasar, Friday (Mar. 11). Gendo added that the defeat of WALHI because the lawsuit filed was ahead of time or there has been no environmental damages yet due to the activities of investor or PT TRB.

“The decision is very strange because when talking about envi-ronmental lawsuit it is the matter of prevention, not after the destruction happens. Indeed the process is quite awkward. Its decision takes place very quickly and the consideration is awkward as in inappropriate with environmental principles,” he explained. (kmb32)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of

the occasion.The celebration is very colorful.

The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully ar-ranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars,

tridents and other weapons, the “um-bul-umbul”, long flags, all these are prerogatives or attributes of Holi-ness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Last year at this time he was farming rice on his two-hectare farm 40 kilometres northeast of Bali’s airport. But a long spell of dry weather, which has lasted since last July, dried up irrigation channels in his village of Tegal Mengkeb.

To survive, the 33-year-old walked away from his farm last December and began driving a taxi in Nusa Dua, a tourist hub with doz-ens of luxury resorts. He dreams of returning home. “We need regular good showers, but there is mostly drizzle. Unless the subaks (water

channels) are full again, I can’t plant any crop,” he said.

Aslam may have found a way to stay on the farm next year, how-ever. He recently signed up for new government-backed crop insurance, one of 100 farmers to do so in Bali, where rice is grown on about 80,000 hectares of land.

The Bali insurance program, launched last October, promises to pay farmers up to six million rupiah ($480) for a crop failure caused by disasters such as drought, flooding or pest attacks.

The premium is 180,000 rupiah

($13) per hectare, but the state has agreed to pay 80 percent of the cost. That means a farmer like Aslam only has to come up with 36,000 rupiah, or about $2, per hectare.

The programme is part of a larger Indonesian crop insurance scheme introduced in 2012-2013 with financial support from the Japan International Cooperation Agency (JICA).

In the first season of the pro-gramme, 470 hectares of rice fields were insured in East Java and Su-matra. This year, the government has moved to include Bali and a few other provinces, though delays in the expansion have limited the

number of farmers signed up.“Our previous target this year

was 11,000 hectares of rice fields (insured), but only 4,000 hectares can be insured due to limited time,” said Ida Bagus Wisnuardhana, head of the Bali provincial Agriculture and Foodstuffs Affairs office.

Currently, the scheme targets only small-scale farmers growing rice, but the federal government hopes to bring in all 27 million farmers in Indonesia’s 33 provinces by 2019, according to a paper pub-lished by Japan’s Ministry of the Environment.

LOS ANGELES - Harrison Ford and director Steven Spielberg are teaming up to make a fifth “Indiana Jones” action-adventure movie, due for release in July 2019, Walt Disney Co said Tuesday.

Ford, 73, will reprise his role as the Fedora-clad archaeologist and adventurer who first appeared in 1981’s “Raiders of the Lost Ark.”

“Indiana Jones is one of the greatest heroes in cinematic history and we can’t wait to bring him back to the screen in 2019,” Disney chair-man Alan Horn said in a statement.

The as yet untitled film will come 11 years after the last installment, “Indiana Jones and the Kingdom of the Crystal Skull,” in which Ford’s Jones reunited with his former love Marion (Karen Allen) and discovered he had a grown son, Mutt Williams (Shia LaBeouf). The film received mixed reviews.

Disney did not say whether Allen and LaBeouf would return and did not reveal plot details. Kathleen Kennedy and Frank Marshall will produce the film. Spielberg, 69, has directed all the “Indiana Jones” films.

Tuesday’s announcement follows the success of Disney’s “Star Wars: The Force Awakens,” the third highest-grossing film worldwide of all time, in which Ford reprised his action star role and regained his box office appeal as space smuggler Han Solo who was first seen in 1977.

The “Indiana Jones” franchise, created by filmmaker George Lucas, has grossed nearly $2 billion at the global box office with four films and amassed a global fan base.

The announcement quickly became a top ten trending topic on Twitter, but reaction was mixed. Many made fun of Ford’s age, offering tongue-in-cheek suggestions for the film’s title, such as “Indiana Jones and the Alzheimers,” and “Indiana Jones and ‘Hey You Kids, Get Off My Lawn!”

The new film is the first “Indiana Jones” movie that Disney will make after it bought the distribution rights for the franchise from Viacom Inc’s Paramount Pictures in 2013.

Disney also acquired Lucas’ LucasFilm, the production company behind “Indiana Jones” and “Star Wars” films, in 2012. (rtr)
