c) Closing rate indication. Fully yellow coloured closing rate indicator indicates that aircraft position is at least 15 M to stop position.
Instructions
1. Follow taxi-in line and the centre line beacon guidance.
2. Check correct aircraft type is flashing. MAX approach speed is 11 KM/H (3 M/SEC). If exceeded, display indicates "SLOW DOWN".
3. Fully yellow coloured closing rate indicator indicates that aircraft position is at least 15 M to stop position. When distance is 13 M to stop position the yellow coloured closing rate indication starts to shorten from the bottom.
4. When stop position is reached, display indicates "STOP". Correct parking is indicated as "OK".5. If aircraft overshoots the limit for correct parking, display indicates "TOO/FAR".6. Display automatically shuts down after parking.7. In case of malfunction in the docking guidance system interrupt taxiing and contact ROVANIEMI TOWER 118.700 MHZ.

1. PROCEDURES FOR INTERSECTION TAKE-OFFS
Lentoonlähtö kiitotien ja rullausteiden risteyksestä voidaansuorittaa ilma-aluksen päällikön pyynnöstä liikennetilanteensalliessa.
Take-offs from the specified intersection of runway/taxiways intersections can be performed upon the pilot-in-command'srequest the traffic situation permitting.
Laskennalliset pituudet, ks.kohta AD 2.13. Declared distances, see para AD 2.13.
2. PIENENNETYT KIITOTIEPORRASTUSMINIMIT 2. REDUCED RUNWAY SEPARATIONMINIMA
Kiitotielle 03/21 on hyväksytty pienennetyt kiitotieporrastus-minimit. Tarkempi kuvaus menetelmistä, ks. AIP, AD 1.1, koh-ta 7.10.
Reduced runway separation minima have been approved forRWY 03/21. For more detailed description of the procedures,see AIP AD 1.1, para 7.10.
3. VFR-LIIKENTEEN RAJOITTAMINEN 3. VFR TRAFFIC RESTRICTIONS
Lennonjohto rajoittaa tarvittaessa laskukierrokseen selvitet-tävien ilma-alusten lukumäärää. Sovellettavaan lukumää-rään vaikuttavat esim. sää, kunnossapitotyöt tai muuliikenne.
If necessary, the number of aircraft cleared to fly in the aero-drome traffic circuit is restricted by ATC. The number of air-craft is determined by e.g. weather conditions, maintenanceworks or other traffic.

1.1 Ensisijainen kiitotie 1.1 Preferential runway system
Siviililentotoiminnassa on käytettävä yöllä 2000-0500 UTC(1900-0400 UTC) ensisijaisena laskeutumiskiitotienä kiito-tietä 21 ja ensisijaisena lentoonlähtökiitotienä kiitotietä 03,mikäli lentoturvallisuus ei muuta edellytä. Määräys ei koskeyleisilmailun lentokoulutuksen laskukierroslentämistä.
Civil aviation must use runway 21 as the primary landing run-way at night 2000-0500 UTC (1900-0400 UTC) and runway03 as the primary take-off runway, unless otherwise dictatedby air traffic safety. These regulations do not apply to flyingover the aerodrome traffic pattern during general aviationtraining.
1.2 Koululennot ja yleisilmailu 1.2 Training flights and general aviation
Yleisilmailun lentokoulutustoiminta mukaan lukien laskuvar-johyppytoiminta, ultrakevyet ilma-alukset ja helikopterikoulu-tustoiminta on järjestettävä siten, että siitä aiheutuvalentomelu ehkäistään asuinalueilla mahdollisimman tehok-kaasti, ja että se pääsääntöisesti tapahtuu ennen 2000 UTC(1900 UTC). 2000 UTC (1900 UTC) jälkeen tapahtuvat kou-lutuslennot on pyrittävä suuntaamaan asuintaajamien ulko-puolelle.
General aviation flight training, including parachuting, ultra-light aircraft and helicopter training, must be organised in away that minimises noise in residential areas as efficiently aspossible. These activities must mainly take place before 2000UTC (1900 UTC). Training flights taking place after 2000 UTC(1900 UTC) must be carried out outside populated areas.

EFRO AD 2.22 LENTOMENETELMÄTFLIGHT PROCEDURES
Huom. 1: Yleiset lähtö-, lähestymis- ja odotusmenetelmät onesitetty osassa ENR 1.5.
Note 1: The general departure, arrival and holding proce-dures are described in section ENR 1.5.
Huom. 2: Lentoasemalla sijaitsee lääkärihelikopterin tukikoh-ta. Lääkärihelikopterin lähtiessä suorittamaan statuksen mu-kaista lentoa (sairaslento/HOSP) on sillä etuoikeus muuhunliikenteeseen. Lääkärihelikopterin radiokutsu on “Finnhems”,ei kiireellisissä tapauksissa radiokutsu on “Mediflight”.
Note 2: The base of medical helicopter is located at the air-port. In case of status flight (medical/HOSP) it has a priority toother traffic. The call sign of the medical helicopter is “Finn-hems”, in no urgent cases call sign is “Mediflight”.
1. HUONON NÄKYVYYDEN TOIMINTAMENETELMÄT (LVP)
1. LOW VISIBILITY PROCEDURES (LVP)

1.1 Huonon näkyvyyden toimintamenetelmät (LVP) 1.1 Low Visibility Procedures (LVP)
1.1.1 Huonon näkyvyyden toimintamenetelmät lentoonlähtö-jä varten (LVPTO)
1.1.1 Low Visibility Procedures for Take-off (LVPTO)
Kiitotiet 03 ja 21 on hyväksytty huonon näkyvyyden lentoon-lähtöihin, kun kiitotienäkyvyys on 550 metriä tai alle.
Runways 03 and 21 are approved for Low Visibility Proce-dures for Take-offs when the RVR value is 550 M or less.
1.1.2 Huonon näkyvyyden toimintamenetelmät lähestymisiä ja laskuja varten
1.1.2 Low Visibility Procedures for approaches and landing
Kiitotie 21 on hyväksytty CAT II lähestymisiin ja sille voidaansuorittaa kategoria II lähestymisiä, mikäli operaattorilla on sii-hen valvovan maan viranomaisen hyväksyminen ja kopiohyväksymisasiakirjasta on ilma-aluksessa tai se on toimitettuLiikenteen turvallisuusvirastolle.
RWY 21 is approved for CAT II approaches and is availablefor Category II approaches by an operator who has been au-thorized by its controlling state and a copy of such authoriza-tion is carried on board the aircraft or has been delivered tothe Finnish Transport Safety Agency.
1.2 Toimintamenetelmien voimaansaattaminen 1.2 Initiation
Huonon näkyvyyden toimintamenetelmät kaikelle liikenteelleastuvat voimaan silloin, kun lentoonlähtöön tai laskuun käy-tettävän kiitotien kosketuskohta-alueen (TDZ) RVR-arvo las-kee 550 metriin.
Low Visibility Procedures for all air traffic will become effectivewhen the TDZ RVR value of the runway in use decreases to550 M.
Ilma-alusten ohjaajille toimintamenetelmien voimaanastumi-sesta ilmoitetaan ATIS-lähetyksessä tai radiopuhelinliiken-teessä.
The application of the Low Visibility Procedures will be in-formed to the pilots by ATIS or ATC.
1.3 Kiitotienäkyvyyden ilmoittaminen 1.3 RVR information
Lennonjohto ilmoittaa aina kosketuskohta-alueen RVR-arvon.
ATC will always give the Touch Down Zone RVR.
Kiitotien keskikohdan ja loppupään RVR-arvot annetaanainoastaan, mikäli ne ovat:
Midpoint and Stop End RVR values will be given only if theyare:
- pienemmät kuin TDZ RVR-arvo ja alle 800 M, tai- alle 400 M, tai- ohjaajan pyynnöstä
- less than the TDZ RVR value and less than 800 M, or- less than 400 M, or- requested by pilot
1.4 Rullausteiden sulkeminen huonoissa näkyvyysolo-suhteissa
1.4 The closure of taxiways in low visibility conditions
Huonoissa näkyvyysolosuhteissa ja liikennemäärien edellyt-täessä suljetaan rullaustiet sulkuvalojärjestelmällä.
In low visibility conditions and the amount of traffic demand-ing, taxiways will be closed by using a closure light system.

1.4.1 Sulkuvalojärjestelmä koostuu seuraavista elementeis-tä:
1.4.1 The closure light system consists of the following ele-ments:
3 kpl valaisinpylväitä:- Korkeus: 49 CM- Näkyvyys: ympärisäteilevä- Valo: punainen; sekä
3 pieces of lighting columns:- Height: 49 CM- Visibility: omnidirectional- Light: red; and
2 - 4 kpl sulkupaaluja:- Korkeus: 1 M- Näkyvyys: heijastava- Väri: oranssi
2 - 4 pieces of barrier poles:- Height: 1 M- Visibility: reflective- Color: orange
1.4.2 Rullausteiden sulkemisesta sulkuvalojärjestelmällä ja käytettävistä rullausteistä ilmoitetaan ATIS-lähetyksessä tai radiopuhelinliikenteessä.
1.4.2 The closure of taxiways by closure light system and thetaxiway in use will be informed by ATIS or ATS.
1.5 Ilma-alusten ohjaajien toiminta huonon näkyvyydentoimintamenetelmien vallitessa
1.5 Pilot procedures when Low Visibility Procedures arein operation
1.5.1 Lähtevät ilma-alukset 1.5.1 Departing aircraft
Kiitotietä 03/21 lentoonlähtöön käyttävät ilma-alukset eivätsaa lähteä liikkeelle seisontapaikalta ilman ATC:n lupaa.
Aircraft using RWY 03/21 for departure are not allowed tostart taxi without prior permission of ATC.
Rullausteiden ollessa suljettuina (ks. kohta 1.4 yllä) lähtevienilma-alusten käytössä on rullaustie E (RWY 21) tai rullaustieA (RWY 03).
In case taxiways being closed (see para 1.4 above) departingaircraft shall use taxiway E (RWY 21) or taxiway A (RWY 03).
Useamman kuin yhden ilma-aluksen liikehtiessä liikennealu-eella on “FOLLOW ME”-opastus käytössä odotuspaikalle E(RWY 21) tai A (RWY 03).
When more than one aircraft at a time is moving at the ma-noeuvring area the “FOLLOW ME” service is in use when tax-iing to holding position E (RWY 21) or A (RWY 03).
1.5.2 Saapuvat ilma-alukset 1.5.2 Arriving aircraft
Ohjaajien tulee ilmoittaa “KIITOTIE VAPAA JA ASEMATA-SOLLA” (“RUNWAY VACATED AND ON APRON”) vasta sil-loin, kun ilma-alus on saapunut asematasolle.
Pilots shall report “RUNWAY VACATED AND ON APRON"only when aircraft has arrived on apron.
Rullausteiden ollessa suljettuina (ks. kohta 1.4 yllä) laskeutu-vien ilma-alusten käytössä on rullaustie E (RWY 03) tai rulla-ustie A (RWY 21).
In case taxiways being closed (see para 1.4 above) landingaircraft shall use taxiway E (RWY 03) or taxiway A (RWY 21).

Radar vectored aircraft will be vectored to intercept ILS local-izer so, that the ILS localizer is established not less than 10NM before the touchdown.
1.7 Liikenteen säätely 1.7 Restrictions on traffic flow
Liikennettä säädellään tarvittaessa huonon näkyvyyden toi-mintamenetelmien voimassa ollessa.
Traffic may be subject to flow restrictions during Low VisibilityProcedures.

1.8 Häiriöt toimintamenetelmien voimassa pitämisessä 1.8 Failures and changes in the operation of procedures
Mikäli jostain syystä ei voida toimia huonon näkyvyyden toi-mintamenetelmien mukaisesti, ilmoitetaan ohjaajille ATIS-lähetyksessä tai lennonjohdon toimesta: "AIRPORTUNABLE TO COMPLY WITH LOW VISIBILITY PROCEDU-RES".
In case the aerodrome is unable to comply with Low VisibilityProcedures the pilots are informed either by ATIS or ATC:"AIRPORT UNABLE TO COMPLY WITH LOW VISIBILITYPROCEDURES".
