    When to evaluate?Evaluations may be undertaen at any time, and they are generally most eective !hen

    they are conducted as an integral aspect of the program" Evaluations that are conductedthroughout a pro-ect.s lifespan can provide opportunities for program improvement as theprogram is evolving rather than after it is complete" /ngoing evaluations also provide anopportunity to adapt the evaluations to address pro-ect goals and ob-ectives that may havechanged over time" (uring certain points in a pro-ect.s lifecycle, there is value in stepping bacto e0amine more fully the operations or impacts of the pro-ect" 1hoosing the right timingdepends on the speci%cs of the pro-ect and its particular conte0t"
