Japan has three emergency call numbers:
110 (Police), 118 (Marine Guard) and 119 (Ambulance + Fire Brigade)
The rapid, recent development of mobile terminals has generated a tremendous assortment of equipment. However, there are instances where some of them have failed to make an emergency call within using particular patterns of USIM.
e.g. an emergency set up without service categories
In the interest of preserving life and property, emergency call is categorized as an essential priority and an emergency call function got to be one of technical requirements in Japan.
All terminals which are used with voice communication, must have the ability to make emergency calls through the appropriate MNOs.

Article 28-2 (Emergency call function)
A mobile phone terminal which is served for the purpose of calling shall have a function of making emergency calls.
Date of Publication October 25th, 2010
Date of Enforcement April 1st, 2011
Compliance Deadline March 31st, 2012
All mobile terminal devices to be newly certified
after this date must comply with this article.
Types of calling methods are normal setup (normal number calling) or emergency setup + service category (Police, Marine Guard and Ambulance + Fire Brigade)

All types of EFECC information stored in USIM(published
on each telecommunications carrier’s website) used by
Japanese MNOs are shown in the followings.
Especially, the SIM-unlocked terminals or terminals to be
SIM-unlocked must be confirmed that the ECC(EFECC)
information in Elementary Files of the USIM can be read
by mobile terminals and emergency calls can be made
with different types of SIM cards.
