    Measurementsitesmustbeinstalledfor

    shallbesufficientlylarge,easilypassable,

    designed

    and

    selected

    in

    a

    way

    to

    ensure

    representativeandaccuratemeasurements.

    3.2 Article14

    measurements

    (2) Theoperatorhastoverifytothe

    competentauthoritythecorrectinstallationof

    themeasuringinstrumentsforcontinuous

    monitoringbeforecommissioningbya

    certificationofanagencywhichhasbeen

    announced

    by

    the

    competent

    authority

    for

    calibration.

    (3) Theoperatorshallprovideformeasuring

    instruments,

    used

    for

    continuous

    determination

    ofemissionsandprocessoperationparameters,

    tobecalibratedandtestedonceayearwith

    regard

    for

    the

    functional

    capability

    (parallel

    measurementsusingthereferencemethod)by

    an

    agency

    which

    has

    been

    announced

    by

    the

    competent

    authority

    for

    calibration.

    The

    calibrationafterconstructionorsubstantial

    change

    must

    be

    carried

    out

    when

    faultfree

    operationisreached,howeverattheearliest

    sulphur

    trioxideinthewastegas.Thekindofevidence

    the

    attainment

    of

    the

    rate

    of

    desulphurisation

    as

    daily

    mean
