Supporting Planning Statement

行政摘要申請人 Sheen Wealth International Limited 擬就城市規劃條例第 16 條向城市規劃委員會（下稱「城規會」）申請在九龍塘林肯道 5 號的地盤作擬議學校（小學）發展。申請地點位於九龍塘分區計劃大綱核准圖（下稱「大綱核准圖」）編號S/K18/21 的「住宅（丙類）1」地帶內。都市規小組曾於 2009 年 12 月 9 日准許同一申請地點發展為一間擁有 8 個課室及每節容納 231 名學生的學校（幼稚園）（申請編號：A/K18/266）。朗思國際幼稚園曾於申請地點辦學，及後於 2020 年夏天停辦。擬議發展涉及於同一處所作一間容納 120 名學生的學校（小學）用途。申請人由 1994年起在九龍塘區營辦京斯敦幼兒園／京斯敦國際幼稚園及京斯敦國際學校（低小及高小）。京斯敦現有 3 個校舍，申請地點將會是京斯敦國際學校的第 4 個校舍。擬議發展包括改裝現時東面的兩層高建築物（主樓）及改建西面的一層高建築物。該兩層高的主樓將設有 6 個課室以容納最多 120 名學生，而西面的一層高建築物將改建作學校禮堂及放置機電設施（如水缸）。申請地點面積為 948.27平方米，擬議樓面面積及地積比分別為 568.962 平方米及 0.6 倍。基於以下理據及優點，希望是次申請能獲城規會批准： • 擬議學校（小學）用途與週邊的混合式土地用途相符； • 申請地點內的樹木、建築物後退及最高建築物高度將被保留，因此擬議學校（小學）

用途在視覺上仍能維持現時區內的特質； • 擬議學校（小學）只會有一節（全日）上課時間，並且比同一處所內獲批的幼稚園

少 342 名學生，其車輛產生數目及至交通影響（如有）都會大大降低； • 擬議學校（小學）將提供足夠的內部運輸設施；及 • 不會構成不良交通及環境影響。

Supporting Planning Statement

Executive Summary The Applicant, Sheen Wealth International Limited, is seeking approval from the Town Planning Board (“TPB”) under section 16 of the Town Planning Ordinance for a Proposed School (Primary) at No. 5 Lincoln Road, Kowloon Tong (“The Application Site” or “The Site”). The Application Site is zoned “Residential (Group C) 1” (“R(C)1”) on the Approved Kowloon Tong Outline Zoning Plan (“Approved OZP”) No. S/K18/21. A previous Planning Application (TPB Ref.: A/K18/266) was approved by the Metro Planning Committee of Town Planning Board on 9 December 2009 for a kindergarten with 8 classrooms and 231 students per session. A kindergarten, namely THINK International Kindergarten Nursery, had started operating at the Site since then and subsequently ceased operation in the summer of 2020. The current proposal is for a primary school use with 120 students in the same premises. The Applicant has been operating the existing Kingston International Kindergarten/Nursery and Kingston International School (Lower & Upper Primary) in Kowloon Tong since 1994. Kingston has three and the Site shall become the fourth campus of Kingston International School. The proposed development scheme involves modification of the existing 2-storey structure in the east (main building) and re-building of the single storey building in the west. The 2-storey main building will accommodate 6 classrooms for a maximum of 120 students and the re-built 1-storey structure in the west will accommodate a new school hall and replacement of E&M facilities (e.g. water tank). Based on a plot ratio of 0.6 and a site area of 948.27sq.m, the total gross floor area (“GFA”) is not more than 568.962sq.m. The Planning Department and Members of the TPB are respectfully requested to give favourable consideration to support the proposed development based on the following: • The Proposed School (Primary) is considered compatible with the surrounding

mixed land use character; • Preserving the existing setback and trees as well as maintaining the max.

than the former/approved kindergarten, therefore the associated number of trips hence traffic impact (if any) to be generated will also be reduced significantly;

• There will be adequate internal transport provisions; and • No adverse traffic and environmental impact is anticipated.
