    Ethiopias Imports

    For the first time in more than a decade, Ethiopias imports are not showing any growth this year.

    Total imports in the first six months of the fiscal year (July-December 2010) fell by 1 percent

    compared to the same period last year; non-oil imports showed an even larger drop of 3 percent

    during the same period. By contrast, since the start of the period of strong growth in 2003/04,

    import growth has averaged 25 percent per year. To put this years unusual development in a

    broader perspective, we review a quarter-century of Ethiopian import data and observe the

    following:

    o Periods of negative import growth are relatively rare for the Ethiopian economy and tend to takeplace at times of severe GDP contractions linked to droughts (1984, 2001) or political factors(1992). The current compression in imports is exceptional for taking place at a time of strong and

    broad-based economic growth.

    o Both monetary and exchange rate policies can explain the recent decline in imports, given thecombined effect of an unusually sharp devaluation in September 2010 as well as lending caps that

    have cut off much-needed credit to businesses across all sectors.

    o Despite the recent slowdown, the relative role of imports in the Ethiopian economy has been on asteadily rising trajectory for the last 25 years, doubling from around 13 percent of GDP in the

    early 1980s to 28 percent of GDP last year. The countrys import-to-GDP ratio is now at a level

    that is not much different from countries such as Kenya, Uganda, and China. In absolute terms,

    Ethiopias annual import of USD 8 billion ranks it as Sub-Saharan Africas 7th

    largest buyer offoreign goods, hence making the country among the largest markets for exporters around the

    world seeking business opportunities on the African continent.

    o The commodity composition of Ethiopias imports is dominated by fuel (17 percent of totalimports), machinery (11 percent), metals and related materials (11 percent), vehicles (8 percent)

    and electrical materials (7 percent) and food grains (6 percent). Categorized somewhat differently

    by the end use of imports in economic terms, Ethiopias imports are now dominated by capital

    goods (35 percent of total imports) rather than by consumer goods (30 percent); this marks a

    welcome reversal of historical norms and points to rising investment in industry and agriculture.

    o With respect to the origin of Ethiopias imports, China isfor a fifth year nowthe largest sourceof Ethiopias imports (18 percent of total imports), followed by Saudi Arabia (13 percent mainlyreflecting fuel imports), India (8 percent), the United States (6 percent), Japan, UAE and Italy

    (with the latter three each providing 5 percent of total imports). From a 25-year perspective, the

    share of goods imported from the US, Europe, and Russia declined the most, with the

    corresponding increases taken up by China, the Middle East, and neighboring countries.

    o Looking ahead, we expect imports to start showing positive growth in the second half of 2011 oncethe immediate reaction to the September devaluation dissipates and given our expectationsbased

    on recent policy announcementsthat the bank-by-bank credit caps will finally be removed within

    the next month. Recent international price increases across a range of commodities (including fuel

    and foodstuffs) will also work to bring a return of positive growth rates for imports. While annual

    growth rates of 25 percent will be a thing of the past given recent shifts towards import-

    substituting policies, import growth that at least matches nominal GDP growthhence around 17-

    20 percent per yearis in our view a reasonable expectation for FY 2011/12 and in the coming

    years.
