考試及評核服務Examination and Assessment Services

除文憑試外,我們提供多項不同考試及評核

服務,以配合不同界別的教育需要。年內,

我們舉辦教師語文能力評核、全港性系統

評估及一系列國際及專業考試。

Apart from the HKDSE, we provide a multitude of examinations and

assessment services to address the educational needs of different sectors.

During the year, we carried on with the Language Proficiency Assessment

for Teachers (LPAT), Territory-wide System Assessment (TSA) and a spectrum

of professional and international examinations.

教師語文能力評核Language Proficiency Assessment for Teachers (LPAT)

考評局自2001年起,與教育局合辦教師語文

能力評核。

近年,參加教師語文能力評核的人數保持

穩 定。2014年, 有1,631人 參 加 英 國 語 文

評核,而參加普通話評核的則有2,306人。

除課堂語言運用評核外,任教其他科目的

教師或公眾人士只要符合資格亦可報名參與

其他卷別的評核。有志投身英國語文及普通

話教學工作的人士必須在各卷別達到三級或

以上,才符合該科任教資格。

LPAT has been jointly conducted by the HKEAA and the EDB since

2001.

In recent years, the candidature has remained steady. In 2014, a total of

1,631 candidates sat the English Language papers, while 2,306 candidates

sat the Putonghua papers. Except for the Classroom Language Assessment

(CLA), teachers of other subjects and members of the public may also

enter for the LPAT provided that they can meet the entry requirements.

Aspiring English and Putonghua teachers have to attain Level 3 or above

in all papers of the assessment in order to become qualified teachers

of these subjects.

全港性系統評估

全 港 性 系 統 評 估 自2004年 起 實 施, 幫 助

學校了解學生的基本能力以促進學與教。

評估科目包括中國語文、英國語文及數學。

年 內, 約106,000名 小 三 及 中 三 學 生 參 與

評估。2014年小六全港性系統評估暫停舉

行,但仍有47間學校以自願性質參與,約有

4,000名小六學生接受評估。此外,有340間

學校要求索取小六評估試卷作教學用途。評

估結果於2014年11月初公布,學生於中國

語文、英國語文及數學三個核心科目的表現

穩定。

中國語文和英國語文評估設聆聽、閱讀和

寫作(中國語文科還包括視聽資訊評估)。

說話評估於2014年4至5月期間舉行,合共

抽選約42,000名小三和中三學生參與。

全港性系統評估及學生評估Territory-wide System Assessment (TSA) and Student Assessment (SA)

Territory-wide System Assessment (TSA)

Introduced in 2004, the TSA serves to provide basic competency

information of students for school improvement in learning and teaching.

The TSA covers Chinese Language, English Language and Mathematics.

In 2014, about 106,000 P.3 and S.3 students took part in the

TSA. An opt-in alternate-year arrangement was also adopted for the

P.6 TSA. About 4,000 students from 47 schools participated in the

P.6 TSA on a voluntary basis. About 340 schools further requested P.6

question papers for teaching purposes. The TSA results were released

in early November 2014. The performance of students in the three

core subjects of Chinese Language, English Language and Mathematics

was steady.

For Chinese Language and English Language, there were assessments

on listening, reading, and writing (Chinese audio-visual assessment is

also included in Chinese Language assessment). For the oral component,

about 42,000 P.3 and S.3 students were sampled to take part in the

assessments in April and May 2014.

為 讓 教 師 進 一 步 了 解 學 生 表 現, 我 們 在

2014年11月 底 至12月 初 期 間, 為 小 三 及

中三中國語文、英國語文及數學科教師舉辦

講座。

為 改 善 全 港 性 系 統 評 估 的 推 行, 我 們 與

教育局舉行多個焦點小組會議,邀請不同

持 份 者 就 評 估 發 表 意 見。 在 考 慮 所 收 集

的意見後,政府於2014年4月宣布一系列

優化措施,以減輕學校壓力和工作量。這些

優化措施包括:

1. 由2014年 起, 取 消 向 個 別 小 學 發 放 其

學生基本能力的達標率。

2. 繼續隔年舉行小六的評估,即逢雙數年

暫停舉行。

To allow teachers to better understand the performance of students,

seminars for teachers of P.3 and S.3 Chinese Language, English

Language and Mathematics were organised in late November and

early December 2014.

To improve the TSA implementation, the EDB and the HKEAA conducted

several focus group meetings for various stakeholders to share their

views on the TSA. In response to the views collected, the Government

announced a series of enhancement measures in April 2014 to

relieve the pressure and workload of schools. These enhancement

measures included:

1. the non-provision of basic competency (BC) attainment rates to

primary schools in individual school reports starting from 2014;

2. the continuation of the opt-in alternate-year arrangement for the

P.6 TSA in even-numbered years;

3. 分階段發展互動的網上題目分析報告

(首階段於2014年推行, 第二階段則於

2015年推行),以方便教師進一步分析

學生表現。

4. 發放修訂的全港性系統評估設計大綱

(適用於2015年或以後)。

學生評估

學生評估是有助教師了解學生學習需要的

重要資源庫。我們亦優化了網上評估系統,

以容納大量網上評估題目。年內,我們總共

增設了4,706道網上評估題目。截至2014年

12月31日, 評 估 庫 有37,319道 涵 蓋 中 國

語文、英國語文和數學科的網上評估題目。

我們舉辦連串推廣學生評估的活動,鼓勵

學校將學生評估融入日常教學,並指導學校

運用此網上評估庫達至「評核促進學習」的

目標。單是2014年,我們已舉辦超過80場

講座和工作坊。此外,我們亦不時於基本

能力評估網站提供最新資訊。

近年,我們透過不同渠道收集持份者對學生

評估的意見,例如進行焦點小組會議和問

卷調查。教師表示學生評估是有效和設計

3. the introduction of an Interactive Online Item Analysis Report in phases

(Phase 1 in 2014 and Phase 2 in 2015) to further facilitate teachers’

analysis of students’ performance;

4. the delivery of enhanced assessment design in 2015 TSA and

afterwards.

Student Assessment (SA)

The SA serves as a valuable resource bank to help teachers identify

students’ learning needs. We also enhanced the online assessment system

to cope with the massive amount of web items. Over this past year, 4,706

web items were developed in total. As of 31 December 2014, the item

bank had a total of 37,319 web items in Chinese Language, English

Language and Mathematics.

We launched a series of SA promotion programmes to encourage schools

to incorporate the SA in their daily teaching and to gain knowledge from

developing this online item bank for ‘assessment for learning’. This past

year alone, over 80 seminars and hands-on workshops were organised.

Frequent updates were also provided on BCA website.

In collecting stakeholders’ views on SA, we have employed a variety of

channels in recent years, such as focus group meetings and surveys.

Teachers indicated that the SA was a useful and well designed tool

見,協助他們把學生評估納入教案之中。同

時亦指導教師解讀相關數據,從而分辨學生

的強項與弱項。2014年7月初,我們分別為

小學和中學教師舉辦講座,分享先導計劃所

得的寶貴經驗。

that enabled teachers to select suitable tasks for their students according

to students’ needs and tasks’ difficulty levels.

The school partnership pilot scheme commenced in 2011 kept going

strong, with our subject officers giving professional advice on formulating

teaching plans with SA integration. At appropriate junctures, subject

officers coached the teacher participants on how to interpret SA data and

identify students’ strengths and weaknesses. All these valuable experiences

were shared in the seminars in early July 2014 held respectively for primary

and secondary teachers.

國際及專業考試International and Professional Examinations

2013/14年度的國際及專業考試應考人數

接近290,000人,較上一年度下跌逾6%。

The overall candidature of international and professional examinations in

2013/14 was close to 290,000, representing a drop of more than 6% on

the previous year.

各類考試中,以音樂╱舞蹈╱藝術考試考生

人數最多,但是整體考生人數自2012/13年

度開始下跌,估計與香港學生人口下降有

關。至於專業╱職業考試、語文水平考試

以及招聘考試的考生人數亦稍微下跌;而

入學╱預科考試則錄得增幅,主要因內地

考生持續增長。

提供更多專業及國際考試

多年來,我們致力為不同本地及海外機構,

就不同年齡組別、界別和行業,提供多元化

的國際及專業考試服務。

為進一步拓展服務,年內我們引入多個國際

及專業考試,服務不同界別及地區的人士。

2014年,我們先後獲香港建築環保評估協

會、英國Edexcel及美國國家建築師註冊委員

會及其他機構委託舉辦相關考試。另外,多

間英國、法國及澳洲院校及學校亦委託考評

局為其舉辦入學試。

此外,我們著力籌辦多項推廣和外展活動。

2014年3月,我們參加在廣州舉行第19屆

中國國際教育巡迴展,推廣文憑試、普通

教育文憑考試、ACT以及SAT考試。

Amongst the various examination categories, the majority of the entries

came from music/dance/art examinations, although the total number of

this examination category has indicated a downward trend since 2012/13,

probably due to the demographic decline of student population in

Hong Kong. A slight decrease was also noted in professional /vocational

examinations, language proficiency examinations and recruitment

examinations. Growth, however, was recorded with the admission/

matriculation examinations owing to the continued support by candidates

from Mainland China.

More Professional and International Examinations

Over the years, we have offered a variety of international and professional

examination services for diverse age groups, sectors and industries,

for both local organisations and overseas bodies.

To further expand our services, we introduced a number of international

and professional examinations spanning across sectors and boundaries

during the year. In 2014, we were appointed by Hong Kong’s BEAM

Society, the UK’s Edexcel, the USA’s National Council of Architectural

Registration Boards and some other organisations to administer relevant

examinations on their behalf. Besides, numerous colleges and schools

from the United Kingdom, France and Australia entrusted the HKEAA to

deliver entrance tests for them.

We also launched intensive promotion and outreach activities. In March

2014, we participated in the 19th China International Education Exhibition

Tour in Guangzhou to promote the HKDSE, GCE, ACT and SAT.

Assessment-related Support Services

We also rendered a wide range of value-added services to support

partnering examination bodies.

We facilitated ABRSM to organise the  Annual Appreciation Lunch for

Practical Examination Studio Owners in January 2014 and the Diploma

Awards Ceremony in March 2014. We also collaborated with one of the

Educational Testing Service’s (ETS) official representatives to organise a

煥然一新的面貌,讓公眾更方便獲取代表

120個 考 評 機 構, 合 共 逾200個 考 試 的

資訊。有關刊物已上載於考評局網站。

workshop for English teachers in April 2014 for promoting TOEFL and

TOEIC. A series of teachers’ workshops were organised in February, March

and June 2014 to introduce the new syllabuses of the Royal Academy of

Dance (RAD). An examination feedback session for RAD teachers was held

in December 2014 to provide examiners’ feedback on the performance of

their students.

Service Quality Enhancement

Starting from 2014, the online registration service of the Authority was

opened to subscription of more commissioning examination bodies.

New examinations adopting the service in 2014 include the Beijing

Central Conservatory of Music Examinations, the Pearson Test of English,

the University of London International Programmes Examination, the

GCE/ IGCSE/GCSE, the International Advanced Level Examination and the

Higher Ability Student Test.

The International and Professional Examinations Handbook 2014 was

issued in a brand new and more attractive format to enhance accessibility

of information on our long list of over 200 examinations administered

on behalf of approximately 120 examining bodies. An e-version of the

Handbook is now available on the HKEAA website.
