Irina Elena MEREOIU REZUMAT Zonele portuare reprezintã un imens potenþial de dezvoltare pentru oraº, dar, de multe ori, pânã la intervenþie, aceste zone sunt destructurate. Folosirea Expoziþiilor Mondiale pe post de catalizator pentru atracþia urbanã din zonã poate fi parte a unei strategii urbane pe termen lung. Chiar dacã pavilioanele propuse cu ocazia expoziþiilor mondiale dinamizeazã pe termen scurt aceste zone, puþine dintre ele rãmân, în urma evenimentelor, în picioare. Refolosirea sau refuncþionalizarea lor este dificilã, iar abandonarea lor poate sã creeze un nou pol de degradare a întregii zone. Astfel, din nou, apare problema integrãrii în oraº. Rãspunsurile la posibila întrebare din titlu, exemple despre cum au fost soluþionate aceste probleme în câteva dintre fostele Expoziþii Mondiale ºi gradul lor de reuºitã vor fi analizate din punct de vedere al integrãrii funcþionale ºi al influenþelor la nivelul întregului oraº. O altã componentã a studiului se va concentra pe obiectele arhitecturale în sine ºi pe plus valoarea adusã de ele la nivel urban. As part of long-term urban strategies concerning these areas, the use of World Exhibitions as a catalyst forthe development of urban attractiveness may be considered. Their re-use or reconversion often proves to be a difficult task while their abandonment can create new causesfor the degradation process ofthe entire area. Therefore the issue ofintegrating these areas into the city remains standing. Possible answers tothe questionin thetitle, examples of howthe above mentioned problems were solved in a number of former World Exhibitions and their degree of success will be analyzed in terms of functional integration and influences at the scale of the entire city throughout this paper. Another component of the study will focus on pavilions as architectural objects and on the added value they bring at urban level.     În ultimele decenii regenerarea zonelor portuare adevenit un subiect de actualitate pentru arhitecþi,urbaniºti ºi autoritãþi. Aceste zone prezintã un imenspotenþial de dezvoltare pentru oraºul cãruia îi aparþinînsã, în multe cazuri, ele sunt încã destructurate,abandonate sau având funcþiuni care nu mai suntnecesare oraºului modern. În cãutare de soluþii,autoritãþile folosesc uneori posibilitatea organizãriide evenimente internaþionale pe post de catalizatorpentru dezvoltarea ulterioarã a acestor zone gri, însperanþa cã efectele vor fi benefice ºi de duratã.Transformarea unei manifestãri punctuale într-ostrategie urbanã pe termen lung, care sã fie beneficãîntregului oraº, se dovedeºte însã, de multe ori,dificilã ºi cu implicaþii nebãnuite. În cele ce urmeazãvom semnala ºi aprofunda aspectele problematice aleacestui gen de iniþiativã.

    Profundele schimbãri politice, economice ºitehnologice petrecute în a doua jumãtate a secoluluiXX ºi-au pus amprenta asupra activitãþilor portuare ºi,în consecinþã, asupra teritoriilor ocupate de acestea.Noile necesitãþi de spaþiu ºi performanþã apãrute auadus cu sine o alterare a întregii scãri a porturilor.Cum de multe ori oraºele nu au putut oferi spaþiilenecesare noilor extinderi, structurile portuare au fosttranslatate în afara acestora, cãtre teritorii încãneocupate din zonele periferice. În urma lor au rãmaszonele urbane cenuºii, destructurate, care au devenitmai apoi subiectul diverselor încercãri de repopulareºi reintegrare în oraº.

    Pentru oraºul post-industrial aflat în crizã deidentitate aceste spaþii au cãpãtat potenþialul uneirenaºteri; vorbind despre ele, arhitectul RemKoolhaas le-a denumit chiar „marele potenþialmetropolitan al Europei” (Koolhaas, 2005:172)

    In the recent decades, regenerating portuary areasbecame a preferred subject among architects,planners and authorities. These areas have a hugegrowth potential for the city to which they belongbut, in many cases, they are still destructured,abandoned or having functions that are no longernecessary in a modern city. In search for solutions,authorities sometimes use the possibility of organisinginternational events as a catalyst for furtherdevelopment of these grey areas in hopes that theeffects will be beneficial and lasting. However,turning a temporary event into a long-term urbanstrategy beneficial to the whole town often turns outto be difficult and with unexpected implications. Inthis paper we will mention and discuss the mainconcerns related to this kind of initiative.

    The profound political, economic and technologicalchanges of the second half of the twentieth centuryhave made their mark on portuary activities and,consequently, on the territories these occupied. Theemerging needs for space and performance haveresulted in an alteration of the whole scale of ports.Since, often, cities weren’t able to provide the spacesrequired for new extensions, the portuary structureshave been moved outside the city, to peripheral areasstill unoccupied. There were left behind gray, urbanareas which became afterwards subject of variousattempts of reintegration into the city.

    For the post-industrial city facing an identity crisis,these spaces have become a potential renaissanceforce; talking about them, Rem Koolhaas has evencalled them 2the great potential of MetropolitanEurope” (Koolhaas, 2005:172)

  • În timp ce dimensiunea socialã ºi psihologicã a acestorspaþii face încã subiectul dezbaterilor, autoritãþilecompetente se aflã în cãutarea unei soluþii concretepentru oprirea procesului de declin ºi transformareaunor asemenea zone în unele profitabile pentru oraºsub toate aspectele.

    Proiectele de regenerare ale unor astfel de zone suntprocese complexe, cu implicaþii la scãri diferite(localã/regionalã/globalã) ºi care reflectã atâtstrategia de planificare urbanã, cât ºi aspecteleeconomice ºi politice caracteristice oraºului. La nivellocal, proiectele sunt condiþionate de context, decaracteristicile sitului, de problematica integrãriiurbane, climat ºi nu în ultimul rând de autoritãþilelocale implicate ºi de procedurile administrativenecesare. Din punct de vedere regional intervin alþifactori precum dimensiunea zonelor în cauzã ºiconexiunea lor cu restul oraºului, infrastructura,echipamentele, spaþiile publice ajungând inclusiv lachestiuni legate de amploarea/nivelul investiþiei. Înceea ce priveºte scara globalã, asemenea proiectesunt comune multor oraºe-port în lume,desfãºurându-se în acelaºi context economicinternaþional, încercând sã rãspundã la aceleaºiprobleme la nivelul planificãrii urbane ºi avândaceeaºi importanþã majorã în strategia de dezvoltarea oraºului.

    Mega-evenimentele, categorie mai largã în care suntincluse ºi Expoziþiile Mondiale, sunt manifestãritemporare cu duratã fixã, desfãºurate la scarã largã,cu intenþia de a încuraja dezvoltarea economicãlocalã ºi regionalã prin atragerea investiþiilor, turiºtilorºi atenþiei media asupra oraºului gazdã (Hiller,1998:47; Chen, Spaans, 2009:99).

    While the social and psychological dimension of thesespaces is still subject to debate, authorities are lookingfor a concrete solution to stop the decline process andto transform such areas in profitable places for thecity in all respects.

    The regeneration projects developed for such areasare complex processes, with implications at differentscales (local / regional / global) and which reflectboth the urban planning strategy and the city’seconomic and political characteristics. At local scale,projects are subject to context, site characteristics,urban integration issues, not least climate and localauthorities involved. In terms of regional scale thereare other factors involved such as the size of the areasand their connection with the rest of the city,infrastructure, equipments, public spaces and evenfinancial issues such as the amount of investment. Interms of global scale, such projects are common tomany portuary cities in the world, taking place in thesame international economic context, trying toanswer the same questions in terms of urbanplanning and having similar importance in thedevelopment strategy of the cities.

    Mega-events, a broader category that also includesWorld Exhibitions, were defined as temporarymanifestations of a fixed duration, conducted on alarge scale, intended to encourage local and regionaleconomic development by attracting investments,tourists and media attention on the host city (Hiller ,1998:47; Chen, Spaans, 2009:99).

    Organizarea acestui gen de evenimente a început cuprima Expoziþie Mondialã organizatã în 1851 laLondra de cãtre Regina Victoria ºi Prinþul Albert, iartradiþia a continuat de-a lungul anilor (multiplicându-se ºi separându-se tematic), ajungând astãzi laevenimente de amploare mondialã. Istoriaarhitecturii a fost influenþatã masiv de aceste ocaziide etalare ostentativã a forþei ºi a capacitãþii tehnice:Crystal Palace, pavilionul proiectat pentru primaExpoziþie Mondialã de cãtre arhitectul Joseph Paxton,a marcat momentul în care clãdirile au reuºitdematerializarea spre transparenþa totalã.Acum, o asemenea manifestare necesitã investiþii demiliarde de dolari, ani de pregãtiri ale proiectului ºi deexecuþie a lucrãrilor, sute de mii de oameni implicaþiîn organizare, hectare întregi de teren ºi numeroasemodificãri la nivel urbanistic pentru oraºul gazdã. De la un singur pavilion expoziþional s-a ajuns, de-alungul timpului, la construcþia a numeroase structurisecundare, centre de convenþii, de spectacole,pavilioane multifuncþionale ºi numeroase clãdiri cualte funcþiuni. Un „parc expo” s-a transformat într-unoraº în miniaturã care are propriile staþii de metrou,gãri, sisteme de transport public, parcãri etc. Astãzi,expoziþiile Mondiale au devenit un mega-evenimentcare are nevoie de un mega-proiect (Gold, Gold,2008:300).

    În ultimele decenii asemenea evenimente au ajuns sãfie vãzute, în principal, ca oportunitãþi pentrudezvoltare economicã. În consecinþã, urmãrile lorsunt, de regulã, analizate pe o perioadã relativ scurtãde timp, începând cu momentul desfãºurãriievenimentului ºi terminând cu o cuantificare arezultatelor obþinute dupã finalizarea acestuia(încasãri, construcþii realizate, lucrãri noi deinfrastructurã etc.). De puþine ori ele fac subiectul

    The organization of this kind of events began in 1851with the first World Exhibition held in London byQueen Victoria and Prince Albert and the traditionhas continued over the years (while exhibitionsmultiplied and separated by theme), resulting todayin major events of world scale. History of architecturewas heavily influenced by these ostentatious displaysof power and technical capability: Crystal Palace, theexhibition pavilion designed for the first World Expoby architect Joseph Paxton, marked the beginning ofthe dematerialization of building envelopes towardsfull transparency.Nowadays, such an event requires billions of dollars ofinvestments, years of project planning and execution,hundreds of thousands of people involved inorganizing, many acres of land and numerous urbanchanges for the host city.Starting with a single pavilion, over time, World Exposbegan requiring the construction of numerous othersecondary buildings such as convention centers orentertainment and multifunctional halls. The Expopark turned into a miniature city with its own subwaystations, railway stations, public transport systems,car parks, etc. Nowadays, World Exhibitions turnedinto a mega-event needing a mega-project (Gold,Gold, 2008:300).In the last decades, such events have come to be seenprimarily as opportunities for economic development.So, their consequences are usually considered over arelatively short period of time and the resultsquantified recently after its completion (economicprofit, completed constructions, new works ofinfrastructure, etc.). It’s not often that they aresubject to a broader and objective study (that is notcontrolled or conducted by the organizers) in whichto also assess other urban issues such as long termurban or social implications. (Hiller, 1998:47)

  • unui studiu mai amplu ºi obiectiv (care sã nu fiecomandat sau condus de autoritãþile organizatoare)în care sã fie evaluate ºi alte aspecte precumimplicaþiile sociale sau urbanistice pe termen lung.(Hiller, 1998:47)Ilustrând cu douã exemple recente de asemeneaexpoziþii aflate oarecum la poli opuºi (Expo 98desfaºuratã în Lisabona- consideratã una dintre celemai modeste manifestãri de acest gen din ultimavreme, ºi Expo 2010 din Shanghai – consideratã ceamai mare din multe puncte de vedere) lucrarea defaþã îºi propune sã analizeze rezultatele raportându-se tocmai la aceste implicaþii sociale ºi de identitateculturalã ºi urbanisticã ca la criteriul principal deevaluare. Din acest punct de vedere, viabilitatea uneiexpoziþii mondiale ca soluþie de regenerare a zonelorportuare eficientã pe termen lung poate fi pusã subsemnul îndoielii. Expo 98 din Lisabona a comemorat 500 de ani de lacãlãtoria lui Vasco da Gama cãtre India, ocolind CapulBunei Speranþe, ºi a avut ca temã „Oceanele,patrimoniu pentru viitor” într-o încercare de a atrageatenþia asupra necesitãþii protejãrii acestor resursenaturale extrem de importante. Situl ales pentru amplasarea expoziþiei este situat înpartea de nord-est a oraºului, pe o fâºie lungã de cincikilometri de-a lungul râului Tejo ºi a fost preferataltor douã locaþii propuse în ciuda prezenþeineplãcute a unei rafinãrii în zonã ºi a depozitelor depetrol. Acestea au fost mutate ºi o parte nouã dinoraº a cãpãtat o legãturã directã cu apa. Mai multdecât o simplã manifestare temporarã, Lisabona aprivit organizarea Expo 98 ca pe o oportunitate /motivaþie de transformare urbanã la scarã mare, iaracest lucru a determinat ºi alegerea sitului în nord-estul oraºului, în încercarea de a contrabalansatendinþa evidentã de creºtere a oraºului cãtre vest.Exceptând zona istoricã centralã, Praça do Comercio,Lisabona este aproape în întregime separatã de apã

    The present paper aims to analyze the results of tworecent examples of such exhibitions that aresomewhat at opposite poles (Expo 98 held in Lisbon,considered one of the most modest events of its kindin recent times and Expo 2010 held in Shanghai -considered to have been the largest in many ways) byreferring specifically to the social implications and tothe influences exerted in cultural and urban identity.From this point of view, the viability of World Exposas an effective long-term regeneration solution ofportuary areas can be called into doubt.

    Expo 98 held in Lisbon commemorated 500 yearssince Vasco da Gama’s voyage to India and wasorganized under the theme “Oceans, Heritage for theFuture” in an attempt to call attention to the need toprotect these extremely important natural resources.

    The site chosen for exhibition was located in thenorth-east part of the city, on a long stretch of fivekilometres along the river Tagus and was chosen overtwo other proposed locations despite the unpleasantpresence of a refinery and some petroleum depositsin the area. These were moved and a new part oftown was thus directly linked to the water. Lisbonconsidered Expo 98 to be more than just a temporarymanifestation and treated it as an excuse for large-scale urban transformations. This was the reason thatdetermined the choice of site in the northeast of thecity, as an attempt to counterbalance the obviousgrowth trend of the city towards west. Except for thehistorical centre, Praça do Comercio,

  • prin intermediul docurilor, a construcþiilor vechiindustriale ºi a liniilor de tren care se desfãºoarãparalel cu linia þãrmului.

    Deoarece strategia principalã a fost ca oraºul sãrãmânã cu clãdiri funcþionale dupã desfãºurareaevenimentului, expoziþia în sine a fost consideratãmai modestã în comparaþie cu cele precedente.Având ca reper experienþa nefastã a oraºului Sevilla(Expo 1992) care a rãmas cu o moºtenireconsiderabilã de pavilioane neutilizate, Expo 98 aorganizat expoziþiile naþionale sub forma de standuriinterioare, adãpostite în douã clãdiri localizate înnordul, respectiv sudul parcului Expo. Singuraexpoziþie organizatã separat a fost cea a þãrii-gazdãpentru care s-a construit un pavilion special, conceputde Alvaro Siza.

    Planul elaborat de arhitectul Manuel Salgado pentruîntreaga zonã expo mai conþinea, pe lângã PavilionulPortugaliei, patru pavilioane tematice care urmau sãfie apoi elemente cheie pentru infrastructura nouluicartier Olivais: un acvariu construit în PavilionulOceanelor, o salã multifuncþionalã în PavilionulUtopia, un muzeu în Pavilionul Viitorului ºi un institutde cercetare ºtiinþificã în Pavilionul Oceanografiei. Înplus, Turnul Vasco da Gama, înalt de 140 de metri ºiinspirat de pânzele caravelelor, a fost construitpentru a fi un reper urban ºi a marca intrarea în zonaExpo dinspre nord, rãmânând mai apoi simbolulacestei manifestãri. Mai mult, pentru a asigura funcþionarea zonei ºi dupãterminarea Expoziþiei Mondiale, o importanþã foartemare a fost datã investiþiilor în infrastructurã: cuaceastã ocazie a fost construit podul Vasco da Gama,cea de-a doua conexiune între cele douã maluri aleLisabonei Metropolitane, a fost realizatã GaraOriente (proiectul arhitectului Santiago Calatrava),

    Lisbon is almost entirely separated from waterthrough the presence of docks and old industrialbuildings on the shore and through the railway linethat runs parallel to the shoreline.The main strategy of the organizers was that the citywould be left with functional buildings after theevent ended and this led to the exhibition beingconsidered more modest in comparison with theprevious ones held. Referencing the unfortunateexperience of Seville (Expo 1992) which was left witha considerable legacy of unused pavilions, Expo 98organized the national exhibitions in the form ofindoor stalls, housed in two buildings located in thenorth, respectively south part of the Expo area. Theonly exhibition that was separately organized was theone of the host country for which they built anindependent pavilion designed by Portuguesearchitect Alvaro Siza.

    The master plan designed by architect ManuelSalgado for the entire Expo area also contained otherfour thematic pavilions that were to become keybuildings for the newly designed Olivais district: anaquarium to be built in the former Ocean Hall, amultifunctional hall in the Utopia Pavilion, a museumin the Future Pavilion and a scientific researchinstitute in the Oceanography Pavilion. In addition,the 140 meters high Vasco da Gama Tower wasinspired by the ships’ sails and was conceived as anurban landmark for the Expo and as a future symbolof this event over time.

    Moreover, to ensure that the area remains functionalafter the World Expo too, great importance wasgiven to investments in infrastructure: on thisoccasion the Vasco da Gama bridge was built (thesecond connection between the two sides ofMetropolitan Lisbon), the Oriente Station, majornational and international transportation hub, was

Planurile au fost fãcute pe termen lung astfel cã,pânã în anul 2020, zona ar trebui sã aibã 25 000 delocuitori, parcuri, birouri, ºcoli, grãdiniþe, o clinicã,restaurante, cafenele ºi o zonã comercialã localizatãcentral. Pentru un oraº ºansa de a deveni de interes mondial,de a primi investiþii, atât în infrastucturã, cât ºi înobiective ce pot ajunge mai apoi cunoscute ca repereurbane, genereazã venituri locale prin turism, cât ºiprin reprezentativitate. Shanghai 2010 este cea mai recentã dintre ExpoziþiileMondiale organizate ºi, probabil, printre cele maispectaculoase din istorie. Desfãºuratã sub sloganul„Better city, better life” („Oraºe mai bune, o viaþã maibunã”), expoziþia a gãzduit cel mai mare numãr deþãri participante de pânã acum (250 de þãri ºiorganizaþii internaþionale), a fost cea mai costisitoareºi cea mai extinsã ca suprafaþã având ºi un numãrrecord de vizitatori : 73 de milioane. Poziþionarea într-o þarã cu o populaþie atât de numeroasã precumChina a ajutat, iar aducerea cu autocarele apopulaþiei muncitoare pentru vizitarea expoziþiei apãrut un fel de sarcinã de partid, amintind dedeplasãrile la TIB din alte vremuri doar cã la o altãscarã. Adresabilitatea a fost clar direcþionatã cãtre marelepublic, iar în China putem vorbi într-adevãr despre unpublic numeros, maximul atins fiind de 1 milion devizitatori pe zi, dar imaginea a contat mai mult decâtpânã acum deoarece trãim într-o epocã în carevizualul dominã alte aspecte constructive. Puþine þãriau apelat la arhitecþi recunoscuþi internaþional, iarcele care au fãcut-o au reuºit sã aibã pavilioane cuanvelopante interesante.

    constructed (project by architect Santiago Calatrava),a new subway line and bus terminal wereinaugurated and new streets were built to connectthe airport with the rest of the city. The plans were made long term so that by 2020, thearea was planned to host 25 000 inhabitants, greenparks, office buildings, schools, kindergartens, a clinic,restaurants, cafes and a centrally located shoppingarea.The chance to become of world interest, to receiveinvestments, both in infrastructure and in buildingsthat can later become urban landmarks, represents amajor chance for a city to generate income boththrough tourism and image development.Shanghai 2010 was the most recent of WorldExhibitions and probably among the most spectacularones in history. Held under the slogan “Better City,Better Life”, the exhibition hosted the largest numberof participating countries so far (250 countries andinternational organizations), was the most expensiveand occupied the largest area, receiving also a recordnumber of visitors: 73 million. The fact that is washeld in a country with a population as large as China’scontributed to its popularity and actions such asbringing buses full of working people to visit theexhibition resembled some kind of political party tasksimilar to the ones held during communism regime inRomania. The exhibition was clearly designed to appeal to thelarge public and in China we can indeed consider alarge public since the maximum reported was of onemillion visitors per day. In order to attain suchpopularity the displayed image was obviously of greatimportance, maybe greater than before architecturefocused on the visual aspects more than on any otherconstructive or conceptual aspect. However fewcountries have turned to internationally recognizedarchitects for projects but those who did were able toshow pavilions with interesting envelopes.

    Venind în continuarea unor proiecte de regenerareimplementate din anii 1990’ în aceastã zonã,expoziþia a extins practic aria denumitã Bund de la1,2 la 5 kilometri lungime. Cu aceastã ocazie, oraºul ainvestit semnificativ în infrastructurã nouã precum unhub internaþional de transport, o nouã garã, reþea demetrou, drumuri etc. apreciindu-se cã toate acesteîmbunãtãþiri au avansat lucrãrile de dezvoltare aoraºului cu 15-20 de ani.

    Se poate spune despre Shanghai Expo cã a fost primamanifestare de acest gen atât de amplã încât sãtrebuiascã sã te plimbi cu vaporul prin ea. Cele patrutrasee diferite de traversare cu vaporul a râului, dar ºiconstruirea unui tunel subteran au fãcut întregulcomplex accesibil. Lisabona de asemenea a speculatatracþia diferitelor moduri de deplasare ºi a creat otelegondolã pentru a face posibilã percepþia aerianãa întregii expoziþii.

    Pavilionul expoziþional este un program dearhitecturã prezent în istoria ultimilor 150 de ani.Temporalitatea acestui program, ºi aici facem referirela durata lui de existenþã fizicã, este limitatã în timpla o perioadã de vizitare dupã care acesta estedemontat.     Shanghai City has provided exhibitors an extensiveterritory, located in the centre of the city and veryeasily accessible. What was to become Expo 2010 wasa mixture of former industrial areas and undevelopedareas spreading on both banks of the Huangpu River,the river that runs through town.The exhibition virtually extended the area called theBund from 1.2 to 5 km long, in an attempt tocontinue the regeneration projects implemented herearound the 1990s’. On this new occasion, the citysignificantly invested in infrastructure such as a newinternational transportation hub, a new railwaystation, the subway network, highways, etc. It isestimated that all these improvements have advancedthe development works in the city with 15-20 years ata time.It is possible to say that Shanghai Expo was the firstevent of its kind to be extended enough so thatpeople had to visit it by boat. The entire complex wasmade accessible through four different water routescrossing the river but also through an undergroundtunnel. On the same note, twelve years ago, Lisbonalso speculated on the attractiveness of differentways of moving around and created a gondola thatmade it possible to have an aerial view of the wholeexhibition. In the history of architecture the exhibition pavilionhas been present for the last 150 years. The durationof his physical existence is limited to a determinedperiod of time after which it is disassembled. Itsimage may be resumed to the memory it createsinside the visitor’s mind since afterwards it will bevirtually impossible to walk through and re-experience the architectural spaces.

    We can thus consider the pavilion the mean ofexpressing space envelopes in the purest way whileresorting to technology almost as to a manifesto.From this perspective, we can consider this

Gãzduirea expoziþieimondiale a creat însã un surplus greu de exploatatpentru un orãºel atât de mic cum este Hanovra.Pavilioanele naþionale au rãmas în picioare într-unclimat german curat, dar pãrãsirea a dus la odegradare care aratã dezolant. Strãlucirea demoment s-a pierdut în timp ºi chiar ºi pavilionulOlandei, care a reprezentat o declaraþie revoluþionarãa MVRDV la vremea respectivã, este acum închispentru ca viaþa posibililor vizitatori sã nu fiepericlitatã. Conservarea in situ a pavilioanelor nu pare o soluþiesustenabilã ºi chiar dacã ele marcheazã o perioadãimportantã în istorie, efemeritatea programului parea câºtiga în faþa unei exploatãri ulterioare.Învãþând din aceastã experienþã la Shanghai varãmâne doar Pavilionul Chinei ºi centrele pentrucongrese construite în imediata vecinãtate. Probabilcã ºi ele vor avea o viaþã limitatã în timp dacã luãm înconsiderare presiunile imobiliare uriaºe existente într-o zonã centralã a unui oraº aflat atât în expansiune,cât ºi în plinã creºtere economicã.

    architectural program as the one where architecturalconcepts and experiments come closest to beingmaterialized and given a function. In this context we can refer to the Hanover Expo 2000event as an example. Even though the initial planningimplied creating an area for exhibitions of variousprofiles to be used almost monthly, the World Expoleft behind an inheritance too difficult to exploit forsuch a small town as Hanover. The national pavilionswere left standing in a clean German environment,but, even so, leaving them without use led todegradation and to a desolating image as a result.The glowing atmosphere gradually faded and eventhe Dutch pavilion, that distinguished itself as arevolutionary statement from MVRDV at the time, isnow closed to visitors for safety reasons.Judging from past experiences, in situ conservation ofthe exhibition pavilions does not seem to be asustainable solution and even if the buildings mark animportant time in architectural history, apparently theephemeral nature of their program cannot beconquered.Learning from this experience, after Shanghai 2010,only a few buildings will remain standing amongwhich the China Pavilion and the congress centersbuilt in its immediate vicinity. It is possible even forthese ones to have a very limited life if we considerthe huge real-estate pressures exerted in the centralarea of a developing city.

    Revenind la problematica portuarã ºi la organizareaunor evenimente grandioase menite sã revitalizezeaceste zone, se pot semnala ºi aspecte mai puþinpozitive.În primul rând, ceea ce se poate reproºa uneiasemenea soluþii este chiar faptul cã, prin ocupareateritoriilor aparþinând portului ºi conversia lor

    funcþionalã1, nu face altceva decât sã îndepãrtezefuncþia portuarã de oraº ºi sã îl priveze pe acesta deuna dintre caracteristicile lui definitorii. Dintr-operspectivã antropologicã, identitatea culturalã aunei comunitãþi este strâns conectatã cu trãsãturilelocului în care comunitatea vieþuieºte, cãci, aºa cumafirmã Augé, „a te naºte înseamnã a te naºte într-unloc” (Augé, 1992/2000:32). De-a lungul timpului, identitatea oraºului s-a modelatîn strânsã legãturã cu portul prin care, iniþial, se aflaîn contact cu lumea, iar aceastã relaþie semnificativãse exprimã inclusiv în personalitatea locuitorilor. Prinurmare, slãbirea legãturilor comunitãþii cu zonaportuarã poate însemna de asemenea o alterare aidentitãþii locale, valoare atât de apreciatã astãzi, încontextul globalizãrii. Paradoxal, marele potenþial alporturilor este speculat prin introducerea unorfuncþiuni total strãine acestora.O precipitare în a transforma toate zonele gãsitelibere astãzi în spaþii pentru loisir sau servicii poateconduce la o monofuncþionalitate care se poatedovedi la fel de problematicã într-un viitor nu foarteîndepãrtat. Existã deja tendinþa formãrii de zoneexclusiv culturale (cultural clusters) asupra cãreiateoreticienii oraºului avertizeazã: auditoriile,muzeele, teatrele, arenele de spectacole tind uneorisã devinã vecini nedoriþi ºi incomozi care se izoleazãde context.

    In the case of portuary areas and their regenerationthrough major events, less positive aspects may besignaled. What can be first criticized is the very fact that byoccupying territories once belonging to the port and

    by radically changing their functionality1, suchinterventions actually put more distance between theport and the city thus depriving him of one of itsdefining characteristics. From an anthropologicalperspective, the cultural identity of a community isclosely connected with the features of the placewhere the community lives, because, as Marc Augésays, “being born means being born in a place”(Augé, 1992/2000: 32).Over time, the identity of the city was modeled inconjunction with the port that originally ensuredcontact with the rest of the world, and this significantrelationship is also expressed in the personality of theinhabitants. Therefore, the weakening of tiesbetween the community and the portuary area canalso mean an alteration of the local identity, one ofthe most cherished values nowadays, in the contextof globalization. Paradoxically, the great potential ofportuary areas is speculated by implementing totallyforeign functions.Haste in transforming all these derelict areas intoleisure or services facilities may lead to a newmonofunctionality that could prove as problematic asthe last one in a not too distant future. There isalready a tendency to form exclusive cultural areas(cultural clusters) on which the experts of the citywarn us: auditoriums, museums, theatres, concerthalls sometimes tend to become undesirable andinconvenient neighbors that isolate themselves fromcontext.

Intervenþiiurbane complexe, precum relocalizarea unor industriisau dezafectarea lor din motive de siguranþã ºiambientale, pot fi accelerate. În aceste condiþii,prioritare devin aspectele tehnice ºi economice, iarrelocalizarea poate fi fãcutã fãrã un studiucorespunzãtor pentru gãsirea unei alternativeadecvate, inclusiv din punct de vedere al planificãrii lanivel regional. Pe lângã costurile ridicate pe care leimplicã o asemenea mãsurã, în aceste condiþii apareriscul ca aceleaºi probleme de ordin funcþional ºiurban sã fie transferate cãtre un teritoriu vecin. Într-un viitor nu foarte îndepãrtat, nevoia de soluþionarea lor va spori costurile, consumând noi resurseeconomice, umane ºi materiale (Ferreira, 1997,cap.3). Istoria acestui gen de intervenþii a înregistrat dejacazuri, precum cel al Lisabonei ºi al Expo 98, în carepregãtirile au însemnat desfiinþarea unei întregi zonede containere a portului, în condiþiile în carecapacitatea acestuia era deja sub necesitãþile detransport ºi depozitare (Ferreira, 1997:219). Mai mult, ceea ce se poate reproºa uneori acestortransformãri masive este faptul cã, deºi planificate,ele ajung sã funcþioneze ca un proiect izolat, dictatde considerente economice, politice ºi de promovarea imaginii oraºului în exterior, dar mai puþin sensibil laaspecte precum coerenþa urbanã. Aceastã manierãde intervenþie produce prin urmare zone noi,reconstruite, estetice, dar care nu se integreazã înþesutul urban existent, ci rãmân rupte de context ºineasimilate oraºului. De fapt, întrebarea cheie care poate fi formulatã încazul unor asemenea intervenþii este dacã ele reuºescsã creeze o zonã nouã, care sã se integreze atât lanivelul oraºului cât ºi în þesutul urban înconjurãtor sau

    Secondly, the need to act under the pressure of thedeadline imposed by the event presents the risk ofmaking hasty strategic decisions with unforeseennegative consequences. Sometimes, complex urbaninterventions, such as relocation of industries or theirdecommissioning for environmental and safetyreasons, can be accelerated. Under these conditions,priority is given to the technical and economic aspectsand relocation can be decided without anappropriate study to find a suitable alternative thatcomplies with the regional planning strategies as well.If we were to consider the high costs involved in sucha measure, under these conditions, there is a risk thatthe same functional and urban problems are actuallytransferred to a neighboring territory. In a not toodistant future, the need to find a solution to thenewly created problem will increase costs andconsume other economic, human and materialresources. (Ferreira, 1997, chapter 3).In the history of such interventions there have alreadybeen cases, such as the Lisbon Expo 98, whenpreparations implied the liquidation of the wholecontainers area of the port, in a moment when itscapacity was already under transport and storageneeds (Ferreira, 1997:219).Moreover, what can be sometimes criticizedregarding these massive transformations is that,although subject to planning, they come to functionas an isolated project, dictated by economic andpolitical considerations but less sensitive to issues suchas urban coherence and integration. Therefore thismanner of intervention may produce new, rebuilt andaesthetic areas but that are not always integratedinto the existing urban fabric. It is difficult to speak ofcontinuous development or of natural, slowtransitions but mostly of sudden and radicalinterventions. In fact, the key question that can be asked for suchinterventions is whether they manage to create a new

Contrar aºteptãrilor, însã, la nivel local, integrarea nua reuºit sã treacã de la stadiul de concept la realitate.Apartenenþa zonelor adiacente unor jurisdicþiidiferite a dus la apariþia unor limite foarte clare ºi lao segregare evidentã a spaþiilor publice care, imediatîn afara ariei de intervenþie se diminueazã casuprafaþã, îºi pierd din importanþã ºi îºi schimbãcaracterul. De asemenea, factori precum existenþa ºimenþinerea liniilor de tramvai suspendate ºi prezenþaunui pod elevat pentru circulaþia auto ºi pietonalã autrasat bariere de nedepãºit la nivelul coerenþeispaþiale. Atenþia sporitã acordatã fluidizãrii circulaþieiauto a avut repercursiuni asupra circulaþiei pietonale.

    area, which integrates both into the city and thesurrounding urban tissue or just a project in isolation?Regarded from this perspective, the projects forworld exhibitions may represent only a partial success.For example, such a regeneration operation can beintegrated into the strategic planning of the city andwell connected with the rest of the territory in termsof infrastructure but, at the same time, it can beseparated from the surrounding urban areas and itslimits can become new barriers between the new andthe old adjacent areas.This is exactly the verdict that architects gave for theExpo 98 area: they concluded that the interventionnot only failed to dilute the existing barriers betweenthe city and the river but it had the opposite effectinstead: it separated the area from the neighboringdistricts and it built a so-called “city within a city”(Mello, 2002:49).The project of the intervention was designed incollaboration with the municipality and it wasdeveloped as for a special territory, by a public-ownedcorporation; the strategy incorporated ideas fromprevious studies made in the region and providedmassive investments in infrastructure and equipmentto ensure the accessibility of the area and itsintegration into the city.Contrary to expectations, however, local integrationhas failed to move from concept to reality. Adjacentareas belonging to different jurisdictions resulted invery strong borders and clear segregation of publicspaces which, immediately outside the interventionarea, diminish in size, lose importance and changetheir nature. Other factors such as the existence andmaintenance of suspended tram lines and thepresence of an elevated bridge for pedestrian and cartraffic drew barriers, insurmountable in terms ofspatial coherence. Close attention given to motortraffic fluidity had repercussions on pedestrian traffic.At local level, accessibility left much to be desired

Cu toate cã acest lucru a însemnat separareapavilioanelor prin strãzi, pieþe ºi parcuri, fãcându-leastfel mai greu accesibile, urmarea pozitivã este cãlucrãrile de construcþie în zonã au putut fi începuteimediat dupã încheierea expoziþiei, exploatândinfrastructura deja disponibilã. Prea recent pentru a putea fi analizat în funcþie derezultate, proiectul promite pentru momentintegrarea urbanã a intervenþiei prin continuareaspaþiilor publice generoase ºi în afara limitelor ei.Cu toate acestea, în cazul acestei expoziþii, analizagradului de integrare a intervenþiei în þesutul urbanexistent este o chestiune mai puþin relevantã, avândîn vedere cã o zonã foarte largã a fost supusã unorproiecte de regenerare în ultimii ani, din dorinþa de acrea noul district financiar internaþional al oraºului.     therefore Expo98 offers the perception of an islandinside the city rather than of an area naturallydeveloped within.Among other things, the Shanghai World Expo 2010distinguished itself through the fact that it was heldin a downtown area of the city (unlike otherexhibitions for which peripheral locations have beenselected) and that its planning began by consideringfirst the after-use. Infrastructure and exhibitionpavilions were subordinated to the interests of thefuture residential neighborhoods which were to taketheir place. Although this meant the separation ofpavilions through streets, squares and parks, makingthem less accessible, the positive result was thatconstruction in the area could be started immediatelyafter the exhibition ended by exploiting the alreadyavailable infrastructure.Too recent to be analyzed in terms of realconsequences, for the time being the projectpromises to further integrate the urban interventionby continuing the generous public spaces outside itslimits.

    However, in the case of this particular exhibition, thesuccess of the integration in the urban tissue is a lessrelevant issue, given the fact that, in recent years, avery large surrounding area was subject toregeneration projects derived from the desire tocreate the new financial district of the city. For thispurpose, the land of the Pudong district (the locationfor the national pavilions at Expo2010) was clearedfor new constructions and the dense, low-heightresidential area behind the port was destroyed.

    In fact, the whole city was designed following a densehousing policy, and the first step was taken byflanking the main street with high residential or officebuildings to make less visible the damage on thetraditional housing occurred in several locations. In

Într-o intervenþie publicã, arhitectul olandezRuurd Gietema, vorbeºte despre o formã nouã deurbanism care creeazã un „ambient fantastic” ºi careare potenþial tocmai în zonele portuare: el se referãla o integrare a construcþiilor vechi, fie ele ºi cu ocalitate scãzutã a locuirii ºi la o suprapunere aþesutului vechi al oraºului cu noile construcþii, la oscarã diferitã, specifice epocii actuale. Aceastãsuprapunere de tipologii ºi funcþiuni, dobânditã întimp ºi fãrã intervenþii agresive cu un amestec declãdiri la scarã mare ºi micã, de uzuri formale ºiinformale, de loft-uri, birouri, cluburi, magazine,teatre, hoteluri, locuinþe sociale ºi apartamente de luxs-a dovedit o alegere inspiratã care, cel puþin pentruclasa de mijloc olandezã, funcþioneazã exemplar(Gietema, 2004:175).Un alt aspect de considerat în discuþia despreimpactul expoziþiilor mondiale este legat demoºtenirea arhitecturalã ºi culturalã lãsatã oraºului. De-a lungul timpului, Expoziþiile Mondiale aureprezentat ºi o mostra de arhitecturã, iar parte dinmoºtenirile lãsate au intrat în istoria arhitecturii ºi audevenit adevãrate simboluri ale oraºului sau þãrii-gazdã. Este cazul Expoziþiei Mondiale de la Londracare a lãsat Crystal Palace, cazul construcþiei The

    the Puxi area, where old buildings have still beenpreserved, a special part of the exhibition, dedicatedto the host city, was organized and the principle ofindustrial heritage was set out at an early stage of theproject. Some buildings were indeed successfullyrestored but others have been harmed because of thetight execution time and the limited funds, and theresult was very questionable in terms of architecturalquality.

    Urban regeneration involves more than theproduction of easily identifiable objects in space andtime. The idea is rather to orient the urban planningand development strategies towards future growth.In a public intervention, Dutch architect RuurdGietema talks about a new form of urbanism thatcreates a “fantastic atmosphere” and that isparticularly suited for port areas: it refers to anintegration and overlapping of old buildings (eventhe poor quality housing) with new constructions ofour time, erected at a different scale. This overlappingof typologies and functions, obtained in time andwithout aggressive interventions leads to a mixture ofdifferent-scale buildings, of formal and informalfunctions, of lofts, office spaces, clubs, shops,theaters, hotels, social housing and luxuryapartments. This proved to be an inspired choice thatworks wonderfully, at least for Dutch middle classpersons. (Gietema, 2004:175).Another aspect to be considered in this analysis aboutthe impact of global exhibitions is related to thearchitectural and cultural heritage left to the hosttown.Over time, World Exhibitions proved to be relevant toarchitectural trends and sometimes their legaciesmade history and have become true symbols of thehost city or country. This is the case of the WorldExhibition in London which left us Crystal Palace, TheRotunda (“the eighth wonder of the world” - the

Reprezentativ pentru noua atitudine anaþiunii, de a câºtiga recunoaºtere internaþionalãdupã dezvoltarea economicã acceleratã din ultimaperioadã, pavilionul se caracterizeazã prinmonumentalitate, iar pentru a nu fi necesar sã secompare cu el, majoritatea celorlalte pavilioane aufost amplasate la o distanþã destul de mare. Forma depagodã redusã la esenþa gestului constructiv pare osintetizare a structurii, iar multiplicarea elementelorasemenea cu un ritm de creºtere poate sã continuefãrã a altera compoziþia. Raportul dintre picioarelestructurale ºi forma susþinutã este suficient de bineproporþionat pentru a sublinia forþa ansamblului. Lanivelul anvelopantei, exprimarea structurii printr-oarhitecturã-simbol care aminteºte de brutalismdominã celelalte caracteristici fizice ºi putem vorbiastfel despre o anvelopantã-structurã.

    main pavilion of the exhibition in Vienna in 1873), theEiffel Tower from the 1889 exhibition held in Paris,the famous pavilion of Mies van der Rohe designedfor the Barcelona exhibition of 1929, or the Atomiumin Brussels, resulting from the 1958 exhibition held inBelgium. This tendency to build on tabula rasa awhole new architecture planned to be representativeand functional at a precisely given time can prove,years later, to have generated an architectural legacyin vogue when built but which quickly becameanachronistic.Out of the pavilions presented in Shanghai in 2010only five were chosen to be preserved and given newfunctions, with the intention of turning them intolandmarks of the newly developed part of the region:the China Pavilion, the Expo Center, the ThemePavilion, the Expo Axis and the “flying disc” (to beturned into a sports arena for 18,000 spectators).Perhaps the new symbol of the area is intended to beprecisely China’s Pavilion, designed by architect HeJingtang. Representative of the nation’s new attitude- the urge to gain international recognition after theaccelerated economic development in recent years,the pavilion aimed at monumentality therefore mostother pavilions were placed at a large enoughdistance from it. The shape of a pagoda reduced atthe essence of the constructive gesture seems torepresent a synthesis of structural principles andmultiplying such elements with a ratio can continuewithout altering the composition. When consideringspace defining surfaces, expressing structure throughrough symbol architecture dominates other naturalfeatures therefore we can consider discussing anenvelope-structure.

    Cu toate acestea, natura expoziþiilor face ca în urmalor sã rãmânã mai degrabã obiecte singulare,proiectate la o altã scarã decât cea a cartierelorînconjurãtoare, iar zonele populate prin alãturarea aastfel de obiecte se dovedesc, uneori, foarte greu deintegrat în circuitul urban existent sau în proiecte noi,sfârºind astfel într-o refuncþionalizare forþatã.

    Exemplele recente nu oferã încã posibilitatea acesteievaluãri, însã, de-a lungul timpului, au fost totuºisemnalate asemenea probleme de utilizare – spreexemplu, pavilioanele rãmase în urma ExpoziþieiMondiale de la New York din 1964 au avut un destinnefericit, neputând cãpãta o funcþiune utilã petermen lung (Hiller, 1998:49).

    Deºi expoziþiile mondiale au fost privite întotdeaunaca locuri propice pentru experimentarea înarhitecturã, pentru libertatea totalã de a încercaforme ºi materiale noi fãrã a trebui ca aceste încercãrisã treacã testul timpului, acestea ar putea fi vãzutetotuºi ºi ca o extravaganþã teribilã, având în vederecã, în cazul Shanghai Expo spre exemplu, dupã nici200 de zile, mai mult de 200 de clãdiri s-au închispentru totdeauna, urmând a fi demolate.

    Desigur cã tuturor acestor neajunsuri li s-ar puteaopune argumente aparent incontestabile, precumprofitabilitatea economicã a unei asemeneamanifestãri, dezvoltarea acceleratã a oraºului princrearea de facilitãþi care pot fi folosite dupãîncheierea evenimentului, creºterea spectaculoasã aturismului în regiune ºi plusul de imagine obþinut lanivel internaþional de cãtre oraºul ºi þara gazdã. Cutoate acestea, la o analizã mai profundã, existãcontraexemple care pun la îndoialã valabilitateaabsolutã a acestor argumente.

    Moreover, the nature of the exhibitions makes it sothat they leave behind rather singular objects,designed at a different scale than the surroundingneighborhoods, and so making it very hard tointegrate them into an existing urban circuit or intonew projects.

    Recent examples cannot yet be assessed in thisrespect but, over time, such usage problems werereported - for example, pavilions left over from WorldExpo 1964 in New York had an unhappy ending, notbeing useful on the long term. (Hiller, 1998:49)

    Although the world exhibitions were always regardedas suitable places for experimentation in architecture,for total freedom to try new materials and formswithout it being necessary that they stand the test oftime, they could still be seen as a terribleextravagance, bearing in mind that, at Shanghai Expofor example, more than 200 buildings were closed forever, to be demolished, after less than 200 days.

    Of course, against all these shortcomings one mightoppose apparently unquestionable arguments, suchas economic profitability of these events, accelerateddevelopment of the city by creating facilities that canbe used after the event, spectacular growth oftourism in the region and a better internationalimage obtained by the host city and country.However, at a deeper analysis, one can findcounterexamples to question the absolute validity ofthese arguments.

  • Pe de o parte, profitabilitatea economicã a fost doaro iluzie de început în cazul oraºelor precum NewOrleans, gazda Expoziþiei Mondiale din 1984, sau allui Expo Vancouver 86 care a fost descris ca un modneinspirat de a aloca resurse unor strategiifalimentare (Hiller,1998: 49; Radzicki et alii.,1988:62).Pe de altã parte, una dintre principalele critici aduseacestor evenimente este cã fie consumã fonduri îndetrimentul altor proiecte, activitãþi ºi investiþii cumult mai necesare, fie cã nu fac altceva decât sãsprijine proiecte care ar fi fost realizate indiferent deeveniment ºi care nu pot fi, deci, socotite beneficiidirecte ale acestuia. În plus, mult lãudata creºtere a turismuluiimpulsionatã pe moment de aceste expoziþii poate fianulatã de o scãdere a numãrului de vizitatoriobiºnuiþi care, de teama aglomeraþiei ºi a neplãcerilorderivate din aceasta, ar putea evita o deplasare peperioada manifestãrii. În ceea ce priveºte expunerea media ºi îmbunãtãþireaimaginii pe plan internaþional de pe urma organizãriiunui asemenea eveniment, acestea sunt greu detranspus în termeni economici ºi existã întotdeaunariscul unei publicitãþi negative greu de controlat. Înplus, dacã þinem cont de faptul cã de regulã o datã ladoi ani se desfãºoarã o asemenea expoziþie (sau altãmanifestare cu caracter asemãnãtor), putemconcluziona cã asemenea efecte de promovare sunttemporare cãci, cât de curând, atenþia media va fiatrasã de o altã locaþie gazdã. Cu toate acestea, considerentul fundamental deevaluare rãmâne, ca pentru orice intervenþie la niveluloraºului, efectul ei asupra utilizatorului. Or, în acestcaz, pãrerile sunt împãrþite.Prin caracteristicile lor, Expoziþiile Mondiale pot ficonsiderate un fel de experiment la scarã mare,pentru societate.     On the one hand, economic profitability was only anillusion for cities such as New Orleans, the host of the1984 World Exhibition, or as Vancouver, Expo 86,which was described as an uninspired means toallocate resources to failing strategies (Hiller, 1998:49; Radzicki et al., 1988:62).On the other hand, one of the main criticisms is thatthese events either consume funds at the expense ofother projects, activities and much neededinvestments, or they merely support projects thatwould have been completed regardless of the eventand therefore cannot be considered one of its directbenefits.In addition, the much praised growth of local tourismdue to the event can be cancelled by a decrease in thenumber of regular visitors, which could avoidtraveling during the event for fear of congestion andinconvenience derived from this.

    Regarding media exposure and an improvedinternational image from the organization of such anevent, they are difficult to transfer in economic termsand there is always a risk of negative publicity difficultto control. In addition, given the fact that usuallyevery two years is such an exhibition is held (or othersimilar manifestations), we conclude that suchpromotion effects are temporary, for the media’sattention will soon be held by another host.

    However, the main assessment criteria remain, as forany intervention in the city, its effects on the user.However, in this case, opinions are divided.

    By their characteristics, World Exhibitions can beconsidered a kind of large-scale experiment forsociety. In 1937, the French magazine “Label”describes this event as “a great representation /sample of its era, with its trends, its fashion, its

    Unul dintre principalele neajunsuri semnalate a fostcauzarea unei noi segregãri sociale la nivelul oraºului,derivatã dintr-o prea mare specializare funcþionalã.Spaþiile ample, dedicate loisir-ului sau serviciilor, suntproiectate pentru a fi economic profitabile ºi, prinurmare, au ca þintã un anumit grup de utilizatori, cuvenituri medii ºi peste medie. De cele mai multe ori,locuitorii vechilor zone portuare destructurateaparþin unei clase socio-economice inferioare, iaracest lucru este ignorat în procesul de proiectare:locuinþele modeste sau de-a dreptul insalubre suntînlocuite cu apartamente de lux sau spaþii de birouri,iar vechea comunitate este forþatã sã se retragã înzone periferice mai accesibile. Se poate afirma, deci,cã accentul pe estetizarea zonelor portuare ºi peatragerea vizitatorilor abate atenþia de la rezolvareaproblemelor de ordin social. Tot ceea ce se reuºeºteeste amânarea soluþionãrii ºi translatarea lor cãtrealte zone ale oraºului. Referindu-se la o situaþie asemãnãtoare, Michael Hallface o descriere elocventã a acestor cazuri deregenerare urbanã prin mega-evenimente: „Pe scurt, regulile jocului au fost trasate în aºa felîncât sã fie excluse multe grupuri din procesul dedezvoltare, în loc sã se asigure locuinþe ºi bunãstarepentru locuitorii originali ai zonei, din clasamuncitoare; oraºul este acum proiectat sã creezeambientul clasei de mijloc care atrage «genul corect»

    Uneori acest gen de transformãri se produc la scarãfoarte mare ºi cauzeazã dislocarea unor comunitãþiîntregi, fãcutã sub presiunea termenelor limitã ºi fãrãsoluþii alternative gândite pe termen lung. Ultima Expoziþie Mondialã din Shanghai s-a dorit unrecord absolut: 55.000 de oameni au fost mutaþi de

    memories of past styles” (Shiling, 2010:6, trad . ns.)2

    One of the main drawbacks reported was causing anew social segregation in the city, derived from agreat functional specialization. Large spacesdedicated to leisure and services are designed to beeconomically profitable and therefore have to targeta specific group of users, those with average andabove average income. Most times, people from theold portuary areas belong to lower socio-economicclasses and this fact is ignored in the design process:poor or downright unsanitary housing are to bereplaced by luxury apartments or office buildings,thus forcing the old community to withdraw in moreaccessible, peripheral areas. Therefore, it may beconcluded that the emphasis on the æsthetisation ofthe portuary areas and attracting visitors distractsone’s attention from solving social problems. It onlymanages to delay their solving and transfer them toother areas of the city.

    Referring to a similar situation, Michael Hall makes aneloquent description of these cases of urbanregeneration through mega-events: ”In short, the rules were drawn so as to exclude manygroups in the development process, instead ofguaranteeing housing and welfare to the originalinhabitants of the area, that belong to the workingclass; the city is now designed to create a middle-classenvironment, to attract the «right kind» of

    people”(Hall, 1998:19, trad.ns.) 3

    Sometimes these kinds of transformations occur andcause large scale displacements of entirecommunities, made under the pressure of deadlinesand without thinking about long-term alternatives.The latest World Exhibition in Shanghai aimed for anabsolute record: 55,000 people were moved from the

Din punctul de vedere al planificãriispaþiale, Expo Shanghai a pierdut din vedere (sau aignorat intenþionat) factorul uman, construind totulla o altã scarã, mult mai mare. Având în vedere cãîntregul parc expo acoperã 528 kilometri pãtraþi,parcurgerea lui reprezintã o provocare fizicã pentruorice vizitator (Qun, 2010:10).Posibilitãþile tehnice practic nelimitate ºi culturaconsumeristã în care trãim îºi spun cuvântul: oraºul adevenit un bun care poate fi promovat ºicomercializat ºi care este uneori gândit sã fie maiatractiv pentru lumea exterioarã decât pentru propriiilocuitori.Rãmâne însã de vãzut care va fi impactul acestuiproiect la nivelul comunitãþii ºi dacã locuitorii îl vorclasifica în viitor ca un succes sau ca o intervenþie maipuþin fericitã.

    În contextul cultural ºi economic actual, þinândseama de costurile considerabile suportate de þara-gazdã pentru organizarea unui asemenea evenimentºi de reþinerea din ce în ce mai mare a participanþilorde a investi timp ºi resurse într-o asemeneamanifestare cu caracter temporar, viabilitateatradiþiei organizãrii Expoziþiilor Mondiale e pusã totmai serios la îndoialã. Poate cã, din punctul de vedereal complexitãþii ºi mãrimii, Shanghai 2010 a fostultima ediþie istoricã a unei serii de expoziþii începutãacum 160 de ani în Londra. În lumina experienþelor din ultimele decenii, o poziþietot mai solidã se contureazã: opinia publicãinternaþionalã a cerut pentru Expoziþia Mondialã din2015 un proiect cu impact minim asupra oraºuluigazdã. Eighteen specialprojects were developed and preparations firststarted in 1984. In terms of spatial planning, ExpoShanghai has lost sight of (or deliberately ignored)the human factor, building everything at a different,much bigger scale. Since the entire expo park covers528 square kilometers, walking it is a physicalchallenge for any visitor (Qun, 2010:10). Unlimitedtechnical possibilities and the consumerist culture welive in have the final say: the city has become aproduct that can be promoted and marketed, whichis sometimes designed to be more attractive to theoutside world than to its own people. It remains to beseen how the project will impact the community andif in the future people will regard it as a success or aless-than-fortunate intervention.In today’s economic and cultural context, given thesignificant costs borne by the host country toorganize such an event and participants’ ever greaterreluctance to invest time and resources in such atemporary exposition, the viability of the tradition toorganize World Exhibitions becomes increasinglyquestionable. Perhaps, in terms of complexity andsize, Shanghai 2010 was the last historical edition of aseries of exhibitions that began 160 years ago inLondon.In the light of the last decades’ experience, a moresolid position emerges: international public opinioncalled for Expo 2015 to be a project with minimalimpact on the host city. In return, architects support

    an “anti-monument”4 architecture, explaining thatthey want to remove the World Exhibitions’ image ofopulence. The rhetoric of progress was replaced withthat of sustainable development. In the currenteconomic situation, experts question the economicefficiency of such projects. Lessons of the past and
