MDD/141/19 ROADS / TRANSPORTATION SERVICES REPORT
2019 Road Works Programme Status Report Members noted the update report on the 2019 Road Works Programme circulated with the Agenda as presented by Mr. M Sweeney. Mr M Sweeney also informed Members the programme would be completed by November 2019 as is required and that the Footpath Repair works would be commencing thereafter. Follow up Issues from previous meeting Mr M Sweeney provided an update, which had been previously circulated by e-mail, on the follow up issues from the September meeting and dealt with as follows:-

• Traffic byelaws for Donegal Town. Killymard Community Improvement Scheme Cllr Jordan commended the Killymard Old Church Committee and DCC staff for the work carried out at the weekend to facilitate the commencement of the Community Improvement Scheme. Cllr Conaghan also commended this work and was pleased to see the development commencing in the lands adjacent to the Public Service Centre. Footbridge at Carrick Cllr Kennedy acknowledged the work carried out by the DCC staff last week as result of the flooding caused by Storm Lorenzo. Cllr Kennedy advised the footbridge at Carrick will require reinstating but acknowledged this a privately owned bridge. St Catherine’s Road Cllr Kennedy submitted a request for consideration for the resurfacing of St Catherine’s Road (behind LYIT) and erection of street lighting. Mr M Sweeney advised a meeting will be arranged to discuss same. Castleview, Dunkineely Cllr Kennedy submitted that an area of Castleview Dunkineely estate requires attention and asked the Roads Department to review same. Mr M Sweeney undertook to review same and to revert to Members in due course.

Footpath at the Industrial Road in Killybegs Cllr Kennedy sought an update on the footpath and lighting on the industrial road in Killybegs. Mr M Sweeney advised that the only funding available at the moment for footpaths is for remedial works and not for the development of new footpaths. He further advised as developments progress, this matter can be progressed.
Silver Strand Beach Cllr Kennedy sought an update on the erection of a stone wall at the Silver Strand Beach in Malin Beg. Mr M Sweeney advised a meeting will be arranged to discuss same.
Enhancement Works to Killybegs Bridge
Cllr Kennedy queried if it was possible to investigate if an enhancement project could be considered for the bridge on the approach road to Killybegs. Mr M Sweeney advised a meeting will be arranged to discuss same.
Department of Marine
Cllr Kennedy queried if a response had been received from the Department of Marine. To date, no response has been received and Mr. Sweeney advised Members he would further follow up in relation to same.
Tidy Towns Committees Cllr Sweeny commended the work of all the Tidy Towns Committees and, in particular, congratulated Erne Enterprise on the work carried out in Ballyshannon. Cllr McMahon commended the work of the Bundoran Tidy Towns Committee and thanked the Committee Volunteers and DCC staff for the good work carried out.
Tirconnell Street, Ballyshannon Cllr Sweeny advised a Walk Ability Study will take place in the coming weeks and it is hoped that this study will not put on hold the works already identified for Ballyshannon. Mr M Sweeney advised the footpath repair works will take place following the completion of the restoration improvement works. Mr M Sweeney further advised he will discuss same with the Executive Engineer and endeavour to make the footpaths as wheelchair friendly as possible. Lining in Ballyshannon Cllr Sweeny sought an update on progress regarding lining works at Ballyshannon where areas of lining have become worn. In response to same, Mr. M Sweeney informed Members this would be done when the contractor is in the area. Local Improvement Scheme Allocation Cllr Naughton expressed his disappointment in the Government not releasing funding for the 2019 LIS. Cllr Naughton advised over 400 roads are in need of improvement works and recommended written

contact with the Department. Mr M Sweeney agreed to issue correspondence to the Senior Engineer advising of the importance of liaising with the Department regarding the 2019 LIS allocation. Old Golf Course Road, Donegal Town Cllr Naughton queried if footpath works could be carried out at the Old Golf Course Road in Donegal Town. Mr M Sweeney suggested this project was suitable for a Community Improvement Scheme application as a funding source is required along with additional land. Drumacrin Road, Bundoran Cllr McMahon advised that a few houses were close to being flooded last week and queried, since the by-pass was developed, had this occurred previously. Mr M Sweeney advised that as the recent weather events are of a high intensity, the drainage networks are struggling with the volumes of water. It is extremely important to keep drainage systems free of debris. Junction at Cavangarden, Ballyshannon Cllr McMahon submitted that the junction at Cavangarden in Ballyshannon is dangerous due to the location of the house to the right and the high volumes of traffic pulling out onto the N15. Cllr McMahon further submitted that a school bus picks up / drops off approximately 18 children during the week at this junction. Mr M Sweeney advised the TII are aware of this junction and are currently considering options. In light of the school pickups and drop offs at this location it was agreed contact would be made with Guards to discuss safety concerns. Footpath at East End, Bundoran Cllr McMahon advised that there is a potential trip hazard on the footpath at East End, Bundoran as there are a number of blocks loose. Mr M Sweeney undertook to investigate same. College Street, Ballyshannon Cllr McMahon advised that water is cascading down Erne Street in Ballyshannon onto to the footpath on College Street. Mr M Sweeney undertook to investigate same. Termon River, Pettigo Cllr McMahon advised that in light of the recent storms, there is still a concern of possible flooding from the River Termon in Pettigo. Mr M Sweeney advised that this is an ongoing issue which will require further consideration.

Members noted the Activity Report circulated with the Agenda and presented by Mr. B McLaughlin dealing with the following: 1. Marine Tourism Officer Update 2. Community Tourism Officer Update 3. Project Officer Update
A following comment was made:- Donegal Connect Both Cllr Sweeny and Cllr McMahon commended the Donegal Connect project. The 10 days of events received positive feedback.
MDD/143/19 ENVIRONMENT SERVICES REPORT
Ms S Bogan presented the update reports for the Environment Section, as circulated with the Agenda dealing with the following matters:-
• Waste and Litter Management - Bonfire Night - October is National Reuse Month - €coMerit Award for Donegal Airport - WEEE Collections 2019 – Free Electrical Recycling Days
• Coastal/Water Safety - ‘Clean Coasts’ Big Beach Clean 2019 - 2019 Bathing Season Report
Ms S Bogan provided an update on the follow ups from the previous meeting held in September as follows:-
• An inspection of the hoarding at the entrance to Pettigo from Co Fermanagh has taken place and Environment is liaising with Planning & Housing.
• A structural survey is being carried out on the Ballyshannon Public Toilets.
Asbestos Cllr Kennedy noted the increase in the illegal dumping of asbestos and queried if it was possible to organise a location and date where individuals could leave the asbestos material for collection by a specialist firm. Ms S Bogan advised that as asbestos requires removal by specialist experts it would be highly unlikely a collection day could be organised but would take the comments back to Headquarters for consideration. Illegal Dumping Cllr McMahon advised unauthorised individuals who allegedly have a master key for the clothes banks are removing the contents and replacing it with general household rubbish. It was noted that 11

bags of rubbish were dumped at the Recycling Bin area in Ballyshannon and as the bin lorries had carried out their collections earlier in the week these bags remained in-situ during the Ballyshannon Carnival. Cllr McMahon queried if it was possible to have a Litter Unit made available to carry out general collections throughout the county. Cllr Jordan and Cllr Sweeny concurred with Cllr McMahon and noted that illegal dumping is taking place in other towns and queried the possibility of erecting suitable cameras that capture movement in the entire recycling area. Cllr Sweeny suggested the implementation of a model similar to the reverse recycling model recently commenced in Carrickmacross. Ms S Bogan advised that bottle and clothes banks are regular targets for illegal dumping and work is ongoing to identify locations which capture all footage. A discussion will take place with the colleagues in Roads to ascertain if ad-hoc collections of dumped materials could be facilitated. Ms S Bogan further advised the reverse recycling in Carrickmacross was implemented by a local business namely Supervalu. Cllr McMahon sought an update on the illegal dumping which took place on the beach at Rossnowlagh and Cllr Sweeny queried if a third party obtained receipts in the illegal dumped material can the case go to court. Ms S Bogan advised her colleagues in the enforcement are dealing with same and also advised that if the third party is willing to appear in court then this would be essential in prosecuting a case. Cllr McMahon queried if a WEEE Collection could be organised for Bundoran. Ms S Bogan informed the meeting the WEEE collections for 2019 have been organised but will note Bundoran as a suitable location for 2020.

No queries were raised in respect of the Planning Service. MDD/145/19 DISCUSSION ON THE RENAMING OF THE LIBRARY IN
DONEGAL TOWN “That the new library in Donegal Town be named in honour of the poet, Francis Harvey. The renowned writer who has been called “The Seamus Heaney of Donegal” lived most of his life in Donegal. The cultural offering of the town would be greatly enhanced, and the wider area could benefit by raising the profile of Francis Harvey locally.” Cllr Sweeny requested that the above motion submitted by him be withdrawn and this was agreed.
MDD/146/19 DISCUSSION ON THE FLOODING EVENTS THAT TOOK PLACE ON THE 4TH OCTOBER 2019
On the proposal of Cllr Sweeny, seconded by Cllr Jordan, Cllr Conaghan, Cllr McMahon, Cllr Kennedy and Cllr Naughton the following the “Urgent Business” motion which was submitted in accordance with Standing Order No. 19 was adopted:- “That Donegal County Council, under the Minor Works Programme, conduct remedial works on land to the rear of effected properties at Clareden Drive in light of last Friday’s flooding. This work may be in the form of an open drain and/or an earthen bank along the southern perimeter to direct surface rainwater towards the river and may incorporate the planting of willow trees to help protect homes against further flooding in the short term while the longer term solution is being progressed. Furthermore, that a delegation from Donegal County Council meet with Minister of State for Public Works and Flood Relief, Boxer Moran, to present and urgently discuss the CFRAM report in order to attain a higher priority on the list of the 29 Flood Risk Management Plans. In addition, I propose that the recent incidents of flooding being mapped and recorded are used in order to prioritise drainage works along our roads, rivers and bridges in South and Southwest Donegal”. Each of the members acknowledged the work of the DCC staff, the Fire Service, the Civil Defence and the young people of Donegal Town who came out last Friday morning to help with the clean up after the flooding of a number of homes in Donegal Town. A number of interim solutions were discussed including the erection of hatches at doorways. Cllr Naughton queried if a relocation scheme is in operation similar to the scheme operated in 2015. advised that this scheme was no longer in operation however the Department of Social Protection is offering Urgent Needs Payments and the Housing Section can provide assistance with Emergency Accommodation. The Government has also announced a €200,000 scheme to provide emergency humanitarian assistance for small businesses, sports clubs, community and voluntary organisations unable to secure flood insurance and affected by recent flooding in Donegal as a result of Storm Lorenzo. Mr M Sweeney advised that 37 flooding events took place within the Donegal MD last week and in particular some areas of Donegal Town were affected namely Clareden Drive, New Row, and Brookfield, and agreed with the emergency motion put forward. Both Mr M Sweeney and Mr G Martin, from an MD Donegal perspective, noted the importance of prioritising Donegal Town and Killybegs, that are listed within the CFRAM Report and advised the OPW have confirmed that in the interim they will carry out remedial works. It was noted that during the event last Friday, water had breached the banks of the river at three locations in Drumlonagher. The Roads Department agreed to check these locations, however, noted that major works in excess of €8.5m were required to rectify the problem in Donegal Town. As Minister ‘Boxer’ Moran had given a commitment to visit the area within one month of the flooding, it was agreed to issue an invitation to Minister Moran and organise a workshop meeting in the Public Service Centre. It was also agreed to invite Oireachtas members to this meeting. Cllr Jordan suggested holding discussions with the effected householders prior to the meeting taking place. Mr. M Sweeney undertook to liaise with the Director of Roads / Transportation with a view to arranging a date for the workshop with the Minister.

1. Date for Statutory MD Donegal Budget meeting Members noted the date for the MD Donegal Budget meeting which was agreed at the last MD - 10.00 am on Wednesday the 23rd October 2019.
2. Overview of Budget Processes, including approach to General
Municipal Allocations for 2020 Mr. R Gibson briefed Members in relation to the Budget Processes including the Local Property Tax consultation, CPG meeting, Meetings with Directors and Divisional Managers, MD Budget Workshops, MD Budget meetings etc. He confirmed that the Plenary Council has agreed to increase the Local Property Tax by 15% for 2020. He also confirmed that the Plenary Budget meeting is on the 22nd November 2019 and that the Capital Programme would be presented to Members on the 25th November 2019. He also advised that as in previous years the Schedule of Municipal District Works 2020 would be dealt with in March 2020. He also advised that the final date for the Council to adopt the Budget is the 5th December 2019. He also referred to the sequencing issues with the MD Budget meetings as referred to in previous years submitting that the matter has been raised nationally with a view to having this amended.
3. LPT Allocation for 2020 Mr. R Gibson informed Members that as per Members decision at the September 2019 Plenary Council meeting there will be an increase of 15% in the Local Property Tax for 2020. He advised that this would provide €1.656 additional income from LPT in 2020 and the expected total income from LPT to Donegal will be circa €26.8m, is inclusive of a transfer of €26.29 from the national equalisation fund. He also

briefed Members in relation to possible changes in the LTP in the coming years. A number of comments/queries were dealt with at the workshop in relation to LPT.
4. Commercial Rates Projections 2020 Mr. R Gibson briefed Members in relation to the Rates projections for 2019. He submitted that the income for 2019 is coming in at approx. €34.4m including i.e. from new properties with receipts anticipated at approximately €27.0 (when vacant/write-offs are taken into consideration, with good progress on collections. He also advised there is anticipated buoyancy of €500,000.00 with newly identified properties that are with the Valuation Office for valuation at present. He also advised Members that a 1% increase in commercial rates would generate an additional €240,000.00 approximately. A number of comments / queries in relation to commercial rates were dealt with at the workshop. Mr. R Gibson also briefed Members in relation to a workshop in Lifford at 1.30 pm for Members on Monday the 21st October 2019 with the Valuation Office, who will be undertaking a review of valuations for the whole County. He referred to the important information that will be presented to Members in relation to the re-valuation process and also the opportunity it affords to Members to have clear information to assist them to deal with queries from businesses. He also informed Members that the Valuation Office will commence work on Revaluation 2021 during 2020 and that the re-valuation process would not increase or reduce the overall property valuation for the County.
5. Possible Approaches to Rates Vacancy for 2020 in line with
Section 31(1) of the Local Government Reform Act 2014 Mr. R Gibson briefed Members in relation to possible approaches to rates on vacant properties. He outlined the current process where in practise if vacant/for lease, they are written off at year end. He also referred to the option to make a percentage of rates on vacant building refundable noting that the intention here is to bring vacant buildings into productive use and referred to other local authorities where this has been pursued. He submitted that the collections in these situations have proved very difficult and with the additional workload / resources required to pursue collection, that it is likely to be a net negative in terms of additional monies in the Budget when provisions for bad debts etc. are factored in. A number of comments/queries in relation to this matter were dealt with at the workshop, identifying new properties for rates, valuations, exemptions and where properties while advertised for lease and not indeed available for lease when specific enquiries are made. Members also requested that the Directors of Housing and Planning consider putting something in place to deal with Dereliction in particular in Town Centres as part of the Budget process which Mr. Gibson confirmed he would bring back to the Senior Management Team for consideration.

6. Emerging Issues in preparation of 2020 Revenue Budget
Mr. R Gibson informed Members in relation to the out-turn for 2019, that targets are broadly on course with some progress made in efficiencies such as loan charges and insurance costs and other collections broadly in line with projections. He also referred to the need to reduce the Councils deficit, although this has reduced in recent years, it is still the second highest in the Country. He also referred to the need for the Council to retain the ability to co-fund projects where required and also briefed Members in relation to reserves. He also briefed Members on issues such as the unwinding of the FEMPI legislation, likely serious reduction in NPPR income, Pensions and gratuities, Public Lighting Loan Charges, Urban and Rural Regeneration costs, non discretionary costs, the need to balance a sustainable budget, increasing procurement costs and the limited area for raising income. He further advised Members that a reduction in expenditure would affect service delivery, and referred to the need to re-visit the housing budget for maintenance and capital expenditure due to demand. A number of comments/queries were dealt with in relation to reserves, match-funding, income/expenditure, loan book, NPPR, Brexit etc.
7. Proposed Approach to 3 Year Capital Budget Preparation 2018-
2020 as required by Section 135 of the Local Government Act 2001 (as amended) Mr. R Gibson informed Members that the 3 Year Capital Programme would be brought to the Plenary Council on the 25th November 2019 as in previous years.
8. Discussions on MD priorities on 2020 Revenue Budget
Mr. R Gibson referred to the workshop as being an opportunity to note Members priorities for the MD the following comments were made;- Cllr Jordan requested that consideration be given to providing a ‘reserve fund’ for the MD to enable the District to proceed with flagship projects. He also submitted that the walkway requested for Mountcharles Pier which is on the Wild Atlantic Way should be pursued as per his motion to the MD. Cllr Kennedy submitted that something should be provided for each of the town in the District like Town & Village renewal. She also submitted that in some areas where walkways are, there is a more urgent need for the hedges to be cut to make the walkways accessible. She submitted that a plan of walkways should be developed for the MD e.g. along the old railway line from Killybegs to Donegal Town and thereafter an implementation plan to be these in place over a period. Cllr Kennedy also requested that an Additional €5000.00 per Member be included in the DFI Budget for 2020 with a view to using this additional money to progress projects. Cllr Kennedy

also asked if the process for groups drawing down funding from the Members Development Fund could be simplified. Cllr Naughton submitted that Pettigo and Ballintra Towns need renewal. He also submitted that there is a need for a walkway to be provided from Lough Eske to Donegal Town including the old footbridge that could link in with the Bluestack Way. He also submitted that the old Mill in Donegal Town would make a great tourism attraction if refurbished as a capital project. Cllr McMahon referred to the need for works to be undertaken on the shelters at Rogey Walk, Bundoran which are in a poor state of repair. He also submitted that there are walkways ‘shovel ready’ in Ballyshannon and require funding. Cllr Conaghan referred to the need for utilities to properly re-instate footpaths when carrying out works on same. He also referred to the Members DFI and submitted that consideration should be given to lower the current threshold of €2500.00 so that more groups could benefit from this funding. Mr. R Gibson thanked Members for their submissions and advised he would bring the requests to the meetings with the Directors and Divisional Managers for discussion. He also referred to a number of flagship projects for the District including the RRDF for Killybegs. He further referred to the new section that is being established under the Director of Planning whose remit will be to get projects ‘shovel ready’. He also submitted that the Executive would always work to ensure there is an even divide of projects among the Districts. He also briefed Members on the DFI fund which is intended to be strategic which is different to the Members Development Fund. Members thanked Mr. R Gibson for attending.

“In accordance with the requirements of the Local Government Reform Act 2014 and associated regulations, that this Municipal District adopts a provisional General Municipal Allocation in the amount of €120,000.00 for 2020 at this time”. Mr. R Gibson thanked Members for their adoption of the Draft Budgetary Plan for 2020 for the Municipal of Donegal.
MDD/152/19 Proposal to make Donegal County Council (Sliabh Liag Car
Parks) Bye-Laws in accordance with Section 101 (7) of the Road Traffic Act 1961, as amended.
Mr. Paddy Doherty, Divisional Manager, Community Development & Development Planning Services, presented in detail the draft copy of the Donegal County Council (Sliabh Liag Car Parks) Bye-Laws 2020 as circulated to Members and also referred to the discussions at previous workshops. He informed Members that a resolution of the Municipal District is required to initiate the procedure for making the Bye-Laws. If Members are in agreement to proceed, a notice will be published on 7th November 2019 which will state that the draft Bye-Laws will be available for public inspection for a period of one month and that representations may be made in writing to the Draft Bye-Laws up to the 23rd December 2019. He advised that the Draft Bye-Laws would be made available on the Council’s Website, in the Visitors Centre at Sliabh Liag and also in the Donegal Public Services Centre. He submitted it would then be proposed to place an item on the agenda at the February 2020 meeting of the Municipal District in relation to the Bye-Laws. He recommended to Members that the Municipal District of Donegal initiate the procedure for making a Bye-Law in relation to the Donegal County Council (Sliabh Liag Car Parks) Bye-Laws 2020 in accordance with Section 101(7) of the Road Traffic Act 1961, as amended.
A draft of the above proposed bye-laws having been furnished to and considered by the MD Members on the proposal of Councillor Conaghan seconded by Councillor Sweeny it was RESOLVED to initiate the procedure for making the bye-laws and as the first step in that regard to put the matter out for public consultation for a period of one month by notice in a newspaper circulating in the local area stating where the draft bye-laws can be inspected and inviting submissions on same from members of the public within a period of two weeks from the end of the public inspection date and that such submissions will be considered by the MD Members before making the bye-laws. Mr. P Doherty thanked Members for their adoption of the resolution.

In tandem with the above construction programme, the Council is actively pursuing
the acquisition of lands suitable for housing purposes, in towns and villages where
there is currently not a social housing solution available. In this regard, the Council
has identified suitable lands in Ballyshannon which are currently at contract land
conveyance stage.
2. House Acquisition Programme
Donegal County Council has acquired, or is in the process of acquiring, properties
under the House Acquisition Programme. In the Donegal Municipal District during
2018-2019, 4 properties were purchased under this programme. Additionally there
are 4 property acquisitions currently in progress, with further acquisitions planned.
Improvement works are carried out to previously owned acquired properties to
provide high quality, sustainable homes to individuals and families throughout the
county.

of the Local Government Act 2001.
Re: Disposal of Lands at Séne Lane, Donegal Town, Co. Donegal Town to The
Office of Public Works to facilitate the construction of the extension to the Garda
Station.
Dear Councillor,
Pursuant to statutory requirements, notice is hereby given in accordance with the
above legislation that Donegal County Council proposes to dispose of a plot of land at
Séne Lane, Donegal Town, Co. Donegal to the Office of Public Works, Marino
House, Finisklin Business Park, Sligo, to facilitate the construction of the extension to
the Garda Station in Donegal Town.
On 28th
August 2019 the Office of Public Works (OPW) requested the disposal of an
area, Area B, to facilitate the construction of an extension to the Garda Station in
Donegal Town, Co. Donegal.
Subject to the Council’s approval the following is proposed:
• Dispose of the Council lands, noted as Area B, to the OPW.
• The OPW will in return carry out the following:
o Transfer the OPW’s lands, noted as Area A, to the Council.
o Carry out the works associated with construction a new footpath from
Quay Street along Séne Lane to the existing car park adjacent to the
Credit Union.
The attached map Ref: “Office of Public Works Donegal Garda Station” dated August
2019 details the two areas in question and the proposed works which are to be carried
out by the OPW:
• Area A – 14 square meters – Shaded dark green – Transfer from the OPW to
DCC.
• Area B – 82 square meters – Shaded grey – Transfer from DCC to the OPW.
• Proposed Works – Construct a new footpath from Quay Street to the car park
– see area shaded yellow on the above mentioned map.
Land registration:
• Plot A is not registered but is currently within the boundary wall surrounding
the Garda Station and forms part of the yard outside the Garda Station. This
boundary wall was constructed by Donegal County Council when Séne Lane
was constructed back in the late 1990’s.
• Plot B is not registered but is currently used by Donegal County Council for
public parking and the lands have been maintained by Donegal County
Council since Séne Lane was constructed back in the late 1990’s.
• Subject to the Council agreeing to dispose of these lands the first registration
of these two plots of land will be completed in line with what is agreed.
Also attached are the following maps:
• Land Registry Compliant Map detailing the area of land that is to be
transferred from the OPW to DCC
• Land Registry Compliant Map detailing the area of land that is to be
transferred from DCC to the OPW
The Area Managers in Roads, Housing, and Water Services have no objection to the
proposed transfer of this plot subject to the following conditions:
1. Plots A as detailed in the attached map will be transferred from the OPW to
DCC.
2. The OPW will carry out the works associated with the construction of the
footpath as detailed on the attached map and shaded yellow and these works
are to be completed in parallel with the Garda station extension works.
3. Drop kerbing is to be installed along the proposed footpath at existing rear
entrances to adjacent private properties.
4. The new boundary wall is to be constructed to match existing wall.
5. Site to be transferred from DCC to the OPW in its current condition as
regards boundary wall, drainage etc.
6. No overburden or over building to take place on any buried services located
within the area being transferred.
7. If the diversion of any of the existing over ground or underground services is
required to facilitate future development works within the area being
transferred should be agreed in advance with the relevant service provider.
8. The OPW will be responsible for all legal, administrative costs (including that
of this Council) associated with the registration and transfer of these lands.
Approval is hereby being sought from the Elected Members of Donegal County
Council for the disposal of Area B to the Office of Public works.

DIVE 2019
• Donegal County Council Tourism Unit representatives attended DIVE 2019 in
the NEC Birmingham funded by the EASME funded WAOH! Route (Wildsea
Atlantic Ocean Heritage) project to promote diving in Donegal on the weekend
of 26th and 27th October 2019. Donegal County Council shared a stand with
project partners Visit Cornwall.
• At this trade show the new Blue Box Adventures initiative was launched. Blue
Box Adventures is a “collection of the very best coastal & marine ecotourism
adventures along the WILDSEA Atlantic Ocean Heritage (WAOH!) Route,
delivered by tourism operators who love and respect the ocean” including
operators in County Donegal. The Blue Box Adventures are to be
ve of
curren
t
status
commercialised in 2020 and made available for purchase on www.wildsea.eu
and various outlets across Europe.
• At the DIVE 2019 trade show, we also met Monty Halls, a great ambassador for
Donegal who was there as a keynote speaker on the main stage. Monty loves
Donegal having spent time here producing films in 2018 and he was a keynote
speaker at the Donegal Marine Tourism Conference that year. Monty
showcased the videos at DIVE 2019 and said that he always speaks about
Donegal at every event he attends around the world. Following his
presentations, the Donegal stand at the event was inundated with people
wanting to find out more about County Donegal.
County Donegal profiled in DUIKEN Magazine Editorial
• County Donegal has recently been profiled as a fantastic destination for world
class diving by a very popular Dutch magazine called DUIKEN (which means
Diver in Dutch). This was the result of collaboration between Donegal Tourism
CLG and representatives from the marine tourism sector in Donegal, notably
Declan Burke of DivinDec Scuba Dive School.
• Donegal Tourism CLG met with Editor and Media Advisor from the DUIKEN
magazine, Judith Rietveld during the Boot Düsseldorf maritime trade show that
took place in Germany in January 2020. DUIKEN magazine were extremely
interested in profiling County Donegal in the magazine because the county is
becoming increasingly well known and popular for having a variety of
wonderful diving opportunities, both technical and leisure diving, snorkelling
and shore diving. Donegal is world famous among divers for our shipwrecks
and amazing underwater history and heritage.
• Representatives from DUIKEN worked with dive operators in Donegal, in
particular Declan Burke of DivinDec Scuba Dive School who assisted them with
travel arrangements and diving opportunities. Declan and two of the dive team
from DUIKEN magazine attended the Donegal Marine Tourism Conference,
which took place in the Redcastle Hotel in September 2019. It was during that
week that they toured Donegal taking part in some unforgettable diving,
visited attractions, enjoyed our wonderful food and drink offering and relaxed
in our wonderful accommodation. They had an incredibly positive experience
of the Wild Atlantic Way in Donegal and some unforgettable dives.
Marine Tourism Virtual Reality Project - CAPITEN
• Virtual Reality cardboard goggles have been produced and will be distributed
at promotional events and trade shows such as Milwaukee Irish Fest in 2020.
• A taster of the VR experience at Fanad Head was showcased at the Donegal
Marine Tourism Conference using the cardboard VR Goggles. This was a
sample of the films that are being produced by Emagine.ie
• Production of the VR films showcasing our signature discovery points on the
Wild Atlantic Way and a range of marine activities is ongoing.
• Emagine.ie are working with local stakeholders in each of the three regions to
develop an authentic localised script and local people will provide the
voiceover for the films.
CAPITEN
• A meeting of the CAPITEN project partners took place in Limerick on 12th
and
13th
November.
• At the meeting Donegal County Council presented on a number of topics
including the VR element of the project and also the festivals and events that
have taken place.
• 15 maritime themed festivals and events have successfully been issued with
letters of offer for funding under CAPITEN.
• A website for the CAPITEN project has been launched at www.capiten.eu
• Donegal County Council has completed the Marketing Plan for the festivals and
events element of the project.
• Donegal County Council has produced a suite of tools for partners to use when
dealing with maritime festivals and events in their regions including templates
for ‘calls for funding, post event reports, attendee surveys and reporting to the
EU’.
MalinWaters
• 19 festivals and events in partner regions have been successfully issued with
funding via MalinWaters.
• MalinWaters now has 16,600 likes on Facebook and 1017 followers on Twitter.
57% male and 42% female.
• Top markets on social media - US, Ireland, UK, France and Germany.
• Welcome Anchorages 2020 will again feature all marinas, pontoons and sailing
facilities in Donegal.
WAOH! Route Project
• The final meeting of the WAOH! Route project Steering Committee took place
in Porto on 12th
and 13th
November and was attended by the Project Officer
from the European Commission. The Project Officer was very pleased with the
project outputs and the positive partnership collaboration. The project has
now concluded and the final financial and technical reports will be completed
by the end of December 2019.
• In the framework of the WILDSEA Atlantic Ocean Heritage (WAOH!) Route, the
Project Partners (amongst which Donegal County Council) have produced the
Blue Adventure Box - a "gift box" that will be commercialized in 2019-2020
including some of the best coastal & marine ecotourism activities &
experiences offered along the Route's destinations (Portimao, Sesimbra,
Cascais, Galicia, Cornwall and Donegal in Portugal, Spain, UK and Ireland,
respectively) in Atlantic Europe, and complimentary visits to maritime
museums in each destination. For Donegal this Blue Adventure Box including
diving and other maritime experiences plus promotion of attractions such as
Inishowen Maritime Museum and Fanad Lighthouse. This was launched at the
DIVE 2019 event in Birmingham in October 2019.
• Green Traveller came to Donegal in June 2019 and completed a successful
social media campaign. They did a social media takeover on the Wildsea
Europe networks, wrote blog and news article content and provided video and
film content about maritime experiences in Donegal. This was also shared
across the Go Visit Donegal marketing channels and delivered very positive
reach and engagement with the audience. Several leading UK journalists
started following Wildsea as a result of the trip, e.g. Jane Dunford (Guardian's
travel editor), Sarah Baxter (leading UK freelance travel writer - Wanderlust,
Telegraph, Independent), Paul Bloomfield (Lonely Planet, The Times).
• Advertisements have been placed in Scuba Magazine promoting diving in
Donegal and our presence at DIVE 2019 in the NEC, Birmingham.

• Those listed on the website www.wildsea.eu have reported receiving bookings
for their businesses so it is important to continue to provide training and
support for SME’s and to continue to support the marketing activities to
increase traffic and bookings on the website.
MalinWaters Marketing Activity
• Marketing activity is ongoing to promote www.malinwaters.com across a
variety of marketing channels. Further activities to promote the MalinWaters
brand across a range of marketing platforms including e-mail, display, PPC,
content, SEO and more will be ongoing in quarter 4.
CAPITEN
• Work will continue on the development of new VR footage focused on
maritime experiences.
• A financial and technical report and claim will be completed by the end of
November 2019.
Cruise Tourism
• In 2019 continued promotion of Donegal as a cruise tourism destination will be
ongoing.
• The new cruise tourism brochure and film will be heavily promoted to cruise
operators.
Marine Tourism Newsletter
Further updates will be sent out to over 200 marine tourism contacts via the e-mail
newsletter including details of any funding calls for maritime festivals and events and
any other opportunities that may arise.

Donegal Tourism was invited and represented and had the opportunity to

Day of Unity celebrations.

Donegal Men’s Sheds Showcase 2019

Men’s Sheds groups from all over Donegal gathered in the CPI in Castlefinn on Wednesday 23
October to showcase the wonderful upcycled pieces created by their groups. The showcase was
part of ‘Reuse Month’ which runs for the month of October each year.
Men’s Sheds have been to the fore over the last number of years in reusing materials and
upcycling products and Donegal County Council were delighted to join forces with the Men’s
Sheds again this year to help raise awareness during Reuse Month on how everyone can do a bit
more for the environment by reusing products and materials.
The showcase was a great opportunity for anyone interested in learning more about how you
can reuse products and what we can all do at home, at work and at play to manage our waste
better. Donating, refurbishing and repairing items are all forms of reuse and offer people a
chance to save or make money, get creative, learn a new skill and be environmentally
conscious.
The Men’s Sheds Upcycling challenge was won by Raymond McBride from the Kilmacrennan
Men's Shed Group for the candy cart that he made.
This event was supported by the Irish Men's Shed Association and Barry Sheridan CEO of the
Irish Men's Shed Association was in attendance.
Highland Radio broadcast the "Around the Northwest" Show with John Breslin, live from the
event. The event was also covered by Nuacht and featured that evening and RTE's Eileen
Magnier also carried a piece on the Showcase.

Congratulations to Killybegs Men's Shed on winning the Men's Shed category of the
MyWaste.ie National Upcycling Competition held for Reuse month in October. Members of the
Shed travelled to Dublin on the 22nd November to receive their award.
Before:
The winning entry was a bench seat made from and old pine double bed that was being
thrown out. The bed was cut and modified to make a bench and then upholstered.

School Bikes Africa: - Campaign now closed.
Once again, this campaign shows that the people of Donegal have really embraced the appeal
for unwanted bicycles to be donated to the School Bikes Africa campaign. This is a campaign
organised by Letterkenny Rotary Club in partnership with Donegal County Council, Bryson
Recycling and this year the Donegal Mens' Sheds. Donated bicycles are sent to Loughlan House
in Cavan to be repaired and then shipped to The Gambia for use by Secondary School Students
to travel to school.
Letterkenny University Hospital - Sustainability Day 21st October
The Letterkenny University Hospital organised a sustainability day for staff and members of the
public, there were information stands on energy, recycling, composting & waste prevention,
the Northwest Greenways Project and much more.

"It's Not in Our Nature" Awareness Campaign

Activity
The final part of the 2019 "It's not in our Nature" anti-dumping awareness campaign took place during
the week of the 18th November. This campaign featured radio, newspaper and social media advertising
in particular highlighting the issue with "The Man in The Van" - bogus waste collectors.
Availing of an unlicensed waste service to dispose of waste is a criminal offence. Customers should
request to see service provider documentation to ensure compliance and permit number details should
be visible on all collection vehicles. Members of the public and householders need to be aware that
each individual or business is responsible for their waste. The Connacht Ulster Waste Enforcement
Regional Lead Authority also commissioned a video to raise awareness around the issue of bogus
unauthorised waste collectors.
Under the 2019 Anti- Dumping Initiative the Council has targeted dumping black-spots to remove
illegally dumped material.

to assist in combating in illegal dumping and by supporting a number of men’s shed to facilitate the
upcycling of Bulky Goods.

Impact of burning smoky coal on air quality in Letterkenny highlighted
Project

Activity
Now that we have entered the heating season, Donegal County Council is reminding
householders in the Letterkenny and environs area that there is a ban on the burning of Smoky
Coal.
With real time air quality information at our fingertips on www.donegalcoco.ie the public can
see the impacts that burning smoky coal is having on the air quality in Letterkenny.
The Environmental Protection Agency manages the national ambient air quality monitoring
network and, in association with Donegal County Council, installed and commissioned the air
quality station in Letterkenny in May 2019. This station now provides automated, provisional
results for Particulate matter (PM 10, PM2.5) and Sulphur Dioxide (SO2).
In Donegal, Particulate matter (PM 10, PM2.5) coming from the burning of solid fuel for home
heating is the main cause of poor air quality and it impacts on health through disorders of the
heart and lungs.
Dr Laura Heavey, Specialist Registrar in Public Health Medicine, says, “the smoky coal ban is a
really positive initiative to improve the health of people in Donegal. We know that air pollution
increases symptoms and hospital admissions for those with asthma, COPD and other lung
diseases. It can also trigger heart attacks and strokes, through damage to the blood vessel
walls.
“New reports from the World Health Organisation are now linking long term exposure to air
pollution to other health issues, like dementia, Parkinson’s disease and neuro-developmental
disorders in children. Air pollution has also been linked to poor pregnancy outcomes, such as
low birth weight babies” explains Dr. Heavey.
She adds “Dublin city imposed a smoky coal ban back in 1990. Dr Luke Clancy, a respiratory physician in
Dublin, has calculated that the ban saved 369 lives per year in Dublin, based on rates of heart and lung
disease before and after the ban. If everyone in Letterkenny complies with the ban, we could see a
similar impact here on the health of people in Donegal.”
Graphs taken from the Letterkenny Air Quality station, show a two week period in June and a
two week period in mid-October and it is clear to see that there were no breaches of either
limit during the two weeks in June, (left hand side), while the change to colder autumn
weather around mid October has seen 7 breaches of the PM10 limit and 12 breaches of the
PM2.5 limit over two weekends. These breaches are linked to the burning of fossil fuels
because the influence of traffic is expected to be much reduced at weekends.
Suzanne Bogan, Waste Awareness Officer with Donegal County Council is urging householders
to use longer lasting low smoke fuels over the winter months saying “you can make a
difference over the winter burning season by using longer lasting low smoke fuels, such as low
smoke coal or wood, kindling, fire logs, fire starter logs; or turf or turf products.
“If using low smoke coal make sure that the bags are clearly labelled low smoke coal,
smokeless fuel or approved fuel.” Householders are obliged to comply with the smoky coal ban
when burning fuel and should discuss the many different types of low smoke fuels that are
available with their local coal merchant.
The other key part of this legislation is that coal retailers and coal merchants are not permitted
to market, sell or distribute smoky coal inside the ban area. Donegal County Council will be
working with the Revenue Commissioners, in a multi-agency enforcement initiative, focusing
on the coal retail / merchant sector. This will involve the inspection of delivery lorries and new
legislation has also made provision for fixed penalty notices for breaches of the legislation
within the coal sector ranging from €250 - €1,000.
“It is important to remember that the sole purpose of this law is to deliver cleaner air” says
Suzanne Bogan and “it is only through the continued support of householders, coal retailers
and merchants that improvements in air quality will continue”.

• Final stages of all works are now completed.

• Paul Doherty Architects has been procured to manage the
project on behalf of the Committee.
• Contractors have been procured to complete the works on the
streetscape including painting of a number of derelict
buildings.
• Works are currently being completed.

Current Status:
• A number of meetings have been held with Donegal Chamber
of Commerce to finalise the details of the project including the
options available to deliver the various elements of the project.
• Letter of Offer has been issued out to Group, signed and
returned.
• The group are currently in the process of procuring a
consultant to manage the delivery of the project. Project Targets for the next
Bi-monthly / quarterly reporting period
Consultant currently being procured. All works to be complete by Mar
2020.

Current Status:
• A number of meetings have been held with Killybegs
Tidy Towns Committee to finalise the details of the project including the options available to deliver the
various elements of the project. • A location for the ‘Food Hub’ is currently being secured
which will allow works to commence.
• Letter of Offer has been issued out to Group.
• Advance Payment issued out to the Group.
• Food hub works complete, food markets up and
running.
• Painting enhancement ongoing.
• Works Tendered for proposed new shop fronts.
• Enhancement signage, maps and brochures are

4 Central Planning Unit
(1) Letterkenny
At the workshop on 11th November 2019, Members were briefed in relation to the ongoing complementary workstreams of the Central Planning Unit and the Regeneration and Development Team, specifically in relation to town centre development and derelict sites. Members will note that the proposed project timeline for the Letterkenny Plan aims to have a Draft Plan published in March 2020. In parallel with ongoing land-use mapping and policy development work, Members are advised that Atkins Consulting Engineers are due to be appointed to carry out a review and update of the traffic modelling that was undertaken as part of the Letterkenny Integrated Land Use and Transportation Study (ILUTS) in 2009, with a view to informing an updated Local Transport Plan for Letterkenny. With regard to the assessment of potential flood risk in Letterkenny, RPS Consulting Engineers are continuing to work on a Strategic Flood Risk Assessment (SFRA) for the town and have been requested to provide more information on detailed flood modelling that is likely to be required for certain locations. At the next workshop on 3rd December 2019 (10am, Letterkenny PSC) it is proposed to provide Members with an update on the Economic Development sections of the Letterkenny Plan. In the meantime, work is continuing on the Plan as detailed above and in previous MD update reports.
(2) Buncrana Local Area
With the agreement of the Inishowen MD Members at the July meeting, the Central Planning Unit issued an invitation to

Plan specialist consultants to quote for work on the preparation of a high level report to look at the strategic future direction of Buncrana. Two consultants returned an expression of interest and lodged a quotation with the Central Planning Unit on 14th August 2019. An appointment has been made and the Consultants will commence the project timeline in early January 2020. The Brief shall include one presentation to the Inishowen Members towards the completion of the 10 week process. This report will assist in informing both the Local Area Plan and decisions around the future strategic positioning and direction(s) of Buncrana, in addition to potential future strategic regeneration funding applications.
(3) Bundoran Preliminary work has begun in relation to the targeted intervention measures previously discussed and agreed in principle with Members. Further details will be provided in due course.
(4)Town & Village Renewal Programme (2016) projects
Specialist Conservation Architect, Duncan McLaren of Dedalus Architecture is continuing the work to prepare the Ramelton Action Plan for Renewal and Regeneration including identification of proposals for enhancement of civic and public space. An updated timeline for the Action Plan is being currently prepared for delivery.
5) Town Centre Health Checks for South Donegal Towns
Queens University Belfast and the Heritage Council officially launched a report presenting Collaborative Town Centre Health Checks for Donegal Town, Ballyshannon and Bundoran on Friday 25th October. The report included the findings of detailed research carried out by QUB Post-Graduate students that analysed how town centres can adapt to challenges faced by the decline of traditional ‘Main Streets’, and potential for addressing this in accordance with a National programme and set of guidelines being rolled out by the Heritage Council.
5 Regeneration & Development Fund
(1) Rural Regeneration & Development Fund (RRDF)
The successful Category 1 applications from the 2nd call under the RRDF were nationally announced by Minister Michael Ring, T.D. on Wednesday 6th November. The ‘Killybegs Town Centre Regeneration Project’ and the Burtonport/Aranmore ‘Harbour to Island Regeneration’ project were both successful in the competitive assessment process. The Killybegs project has a project value of €4,842,344 and

was awarded the maximum funding award under the RRDF scheme of €3,631,758. The Burtonport/Aranmore project has a project value of €4,118.932 and was also awarded the maximum funding award under the RRDF scheme of €3,089,199. Nationally, 26 regeneration projects were funded with a total funding award of €62million. The successful regeneration projects submitted by the Council secured in excess of 10% of the national funding award, and significantly exceeded the average award. The total funding approved of €6,720,957 when combined with the match funding contribution will result in a total investment of €8,961,276 in rural regeneration. Preparations have commenced in respect of the delivery and implementation arrangements for these projects and the Council looks forward to engaging with the DRCD in respect of due diligence and contractual arrangements and to the commencement of the projects in 2020. A further update in relation to the delivery programme for these projects and arrangements for engagement with community interests will be provided in due course. A further call for Category 2 applications under the Fund is expected by year end.

Roads and Transportation

The junction in question does need to be upgraded and to do so will require some land acquisition tofacilitate a new junction alignment to improve the horizontal and vertical profile of the junction andapproach roads to same. These works are beyond the scope of routine maintenance works, roadmaintenance or road improvement works so specific funding will be needed to carry out these works.These works would be an ideal project for specific improvement works funding similar to the fundingpreviously sourced for Tyrconnell Street Bridge, Fintra Bridge and the Laghey to Pettigo Road. The RoadsOffice and the MD should keep this project in mind for any Specific Improvement Works funding that maybecome available in the future.

"Can you please give an update on the road design / plans for the N56 Lough Eske junction."

The National Roads Office are progressing this matter and detailed below is a report they providedwhich details the current status of same. Overview of Scheme Development A ‘High Collision Location’(HCL) site was identified by the TII on a section of the N15 in the vicinity of Lough Eske junction. Afeasibility study was undertaken to identify measures to reduce collision occurrences. The solutionidentified recommended a ghost island facility on the N15 to service the Lough Eske junction with closureof the Birchill junction to facilitate change to the road layout. This closure necessitates that Birchill trafficis re-directed to an alternative junction with the N15 at Mullanalamphry with provision of a 2nd ghostisland facility at this junction. Subsequently, public consultations took place which highlighted some keyconcerns. Current Status Following these consultations, options have been further considered for thisHCL site with all options considering some level of ghost island facility on the N15. Rationalisation ofexisting junctions is also considered. This further consideration has been issued to the TII for theirconsideration. Following TII approval of the preferred solution, Donegal County Council will seek toadvance the scheme design and conclude the consultation process.
