1) Whoarewe?
TheYoungArchitectsWorldFederation(FMJA)isaFrenchassociationfoundedin
1996.It
contributes
to
implementing
actions
in
favour
of
young
architects.
It
provides
aplatform
to
coordinate,promote,stimulateandstrengthenactionsinitiatedbyitsmembersorbythebodies
accreditedtotheAssociation,inparticular,toorganizeinternationalforumsforyoungarchitects.
TheInternationalcouncilofFrenchArchitectes(CIAF)istheofficialrepresentative
ofFrancewithininternationalarchitecturalassociations,inparticulartheInternationalUnionof
Architects(UIA).Itactivelyparticipatesintheworkofinternationalworkgroupsand,onthestrength
ofitsexperienceandnetworks,regularlyorganizesworkshopsforyoungarchitectsandarchitecture
students.Accordingly,itisquitenaturalthatthesetwoassociationscollaboratetoorganizeeventsandactions
forarchitecturestudentsandyoungarchitects.

WhatisaForum?TheForumsarestudyanddialogueopportunitiesforyoungprofessionals;architects,townplanners
andlandscapearchitectswhodevelopproposalstogether.
Theyenablearchitectsfromdifferenthorizonsandculturestomeet,tocomparetheirworkmethods
andto
bring
anew
and
original
approach
to
areal
issue
identified
by
apublic
sector
client
from
a
municipality,city,agglomeration,groupofadjoiningmunicipalitiesorfromaregion.
Thenumberofattendeesvariesaccordingtothescaleoftheproject.Participantsareorganizedin
teamsof5architectsofwhichatleast1architectisnativetothecountrywheretheForumisheld.
TheworkinglanguagesareFrenchandEnglish.
TheForumsareorganizedinthesummermonthsduring2weeks.
TheForumsareorganizedbytheFMJAandCIAFinpartnershipwiththeprofessionalorganizationsof
thehostcountry.Aclosecollaborationwiththeclientbeforetheeventdefinesathemepertinentto
theForumandidentifiesallthenecessaryskillsforitssuccess.
Onthestrengthofitsnetworks,theFMJAandCIAFteams,allocatedtoorganizetheForum,can
engagetheexpertiseofspeakersandarchitectstoanimatetheForum.
A2dayconferenceprecedestheForum.Itassemblesattendees,localrepresentativesand
internationalspecialistschosenfortheirexpertise.Thiseventisopentothepublicandlocal
inhabitantsareurgedtoparticipate.

Attheconclusionoftheconference,eacharchitectreceivesadatapackthatincludesallthereports
andanalysesthatwereindispensabletotreattheissue.

WhocanparticipateinaForum?Architects,townplannersandlandscapearchitectslessthanfortyyearsoldfrommembercountries
oftheInternationalUnionofArchitects,whichrepresents124countries,areentitledtoparticipatein
theForumsthatarealsoopentofinalyeararchitecturestudents.
Subsequenttoacalltotheprofessionalorganizationsandschoolsofarchitectureofthe124member
countries,theselectionofdelegatesismade.Itisbaseduponthecandidatescurriculumandhis/her
experienceinregardtotheForumtheme.Theselectionisalsocarriedouttoensure,withinthe
teams,abroadrepresentationofculturestoguaranteetherichnessandoriginalityofproposals.

WhoanimatestheForums?TheFMJAhasatitsdispositionaninternationalnetworkofpracticingarchitectsandteachersto
animatetheForums.Thenumberofspeakersdependsonthenumberofdelegates;thereisatleast1
leaderperteam,eachteamconsistsof5architects.
DependingonthespecificissueoftheForum,theFMJAalsoengageinternationalandnational
expertstointerveneduringtheForum.
Allthesecontributionsarevoluntaryandbearwitnesstotheirpersonalcommitment.
Moreover,
the
CIAF
and
FMJA
dispose
of
their
own
logistic
team
experienced
in
the
organization
of
Forums.
5) Thelastevent:FontRomeuForum,2031July2009
TheForumclientwastheCityofFontRomeuthataskedtheCIAFtoorganizeaForumand
ArchitectureWeekinFontRomeu.TheForumthemewas"MountainEcoStation"and,inparticular,
thedevelopment
of
areturn
track
to
the
city
centre
from
high
altitude
ski
runs.

JeanLouisDemelin,MayorofFontRomeuaddressingthedelegatesattheconclusionoftheForum:
"IthankyouforyourtremendousimplicationinthiscrucialstudyforthefutureofFontRomeu.
Difficulttogiveapreferencetooneofthesedifferentprojects.Allhadgoodreasontowinthevote.
Allcontainedbrilliantideaswhichweshallstudyduringthedevelopmentoftheproject".
QuestionedlateraboutthesubsequentoutcomeoftheForum,MrJeanLouisDemelinstated:"The
CityCouncilwidelyconsultedthelocalpopulationbyexhibitingalltheprojectsduring6months,in
ordertoconsultnotonlyresidentsbutalsosummerandwinterseasontourists.Thispermanent
exhibitionenabledpeopletounderstandthephilosophyoftheprojectandespeciallyenabledlocal
representativestosupportthisprojectwiththeadministrationthathadpreviouslyopposedtosucha

project.Itshouldberecalledthattheprojectislocatedwithinaclassifiedsiteandthesolutions
proposedbytheForum,inparticular,convincedtheMinistryofEnvironmentthatgaveitsapprovalin
principle.Themunicipalityisatthedevelopmentstageofapreciseplanofthereturntrack,withall
theconsequencesoftheurbanizationthatwillencroachupontheclassifiedsite.Theideasofthe
Forumhelpedtoproposealternativesolutions;thecreationofaretentionbasinnotonlyfortourism
(artificialsnow)butalsoforagriculturalpurposes.Themunicipality,thatdrewideasfromallthe
Forumproposals,decidedtodevelopastationwithoutcars.ItcreatedaSustainableDevelopment
Department(withjobcreation).Theorganizationoftravelwithoutcars(horsedrawncarriages,
sledges,etc.)isoneofthemajorpreoccupationsofthisDepartment.Stillwithsustainable
developmentinmind,themunicipalitycreatedapublicdomainlanduseandlocaladvertising
regulations.Itworksontheinclusionofthereturntrackprojectwithinthesustainabledevelopment
planofthelocaltownplanningplanandthecreationofanecodistrictscheme.The1970sobjective
tomakeskierscomeintothetowncentrehasfinallyenteredtheconstructionphase.Itgoeswithout
sayingthatitwillbecarriedoutstagebystagegiventhelackofexperienceofthemunicipalityonthe
subject.Themunicipalityhastotakeintoaccounttherequirementsandaspirationsof"newtourists"
whoask
for
areturn
to
nature,
to
the
values
of
the
land
in
summer
and
to
the
mountain
in
winter,
to
ski.
InconclusiontheYoungArchitectsForumwasanextraordinarymeanstoputontrackourEcoStation
Project,inphasewiththeregionalparkcharterwhichstressesthevaluesofsustainabledevelopment
withinourterritory".
