Agency Profile• Bureau of Social Services was created in 2011• A non-project implementing agency but have

responsibilities with all agencies of government to:

• monitor and supervise all policies, programmes and projects (three Ps) of the administration

• research/Analyse/Monitor (RAM) all acts of omission and commission of government

• assess and evaluate the performance of State Commissioners and Heads of MDAs in their implementation of the Action Plan of Government, and any other State policy directive

Problem Statement

• The State of Osun inability in making informed decisions on projects, programs, and policies; poor budget performance and wastage of more than 45% of the state annual budget results as attendant challenges of the state.

Research Objectives• to critically discuss Big Data and Analytics concepts and

practices

• to identify and evaluate specific instances where Big Data and Analytics has been influential

• to examine and assess ethical issues associated with the use of Big Data

Summary of Findings• Agencies responsible for providing Information

Technology support to other agencies of government are aware of the concept of Big Data application, and required software for Big Data

• The study shows that agencies responsible for providing Information Technology support have no business case for Big Data Initiatives.

Summary of Findings Cont.• The study revealed that operational risk is the most

threatening risk in the use of Big Data in the state.

• It was found from the study that monitoring and Evaluation system in the state is not achieving the desired results.

Summary of Findings• The study established that resources and expertise for Big

Data application is scarce and challenging for State ministries to find.

• As described by the Cube framework used in this work, the process and policy components of the Big Data implementation in the state is not doing well if there is any at all.

Contribution to Knowledge• Big Data and Analytics is new. Research on its application

in different fields is not exhaustive yet, especially its application in government and public sectors of developing countries and Africa in particular.

• This work intends to contribute to application of Big Data

and Real Time Analytics in Monitoring and Evaluation leading to effective Budgeting in State of Osun

• Using Cube and Diamond Triangle Models

Conclusion• Based on the researcher’s analysis of the research

questions using the already proven frameworks implementing

• this work would provide the required answers to the challenges faced by State of Osun as regards making informed decision on implementation of projects, programs and policies.
