    Treim Godinjakom Ministarstvo vanjskih poslova i europskih integra-cija Republike Hrvatske ponovno otvara vrata domaoj i stranoj javnosti, dajui pregled vanjskopolitikih aktivnosti u 2007. godini. I ovoga puta nastojalo se zabiljeiti sva vana zbivanja na podruju vanjske politike i ujediniti ih na jednome mjestu, kao to je to praksa i u drugim razvijenim demokratskim zemljama.

    Tu je 2007. godinu Hrvatska poela obiljeavanjem petnaeste obljetnice meunarodnoga priznanja. Prisjetimo li se poetaka i okolnosti u kojima se Hrvatska kao samostalna drava ukljuila u meunarodna zbivanja, vidjet emo da je u veoma kratkom razdoblju, povijesno gledano, posti-gnut izniman vanjskopolitiki uspjeh. Samo petnaest godina dijeli nas od podizanja hrvatske zastave pred zgradom UN-a u New Yorku do dananje-ga iznimno cijenjenog poloaja Hrvatske, ne samo u okviru UN-a, ve i u suvremenim meunarodnim odnosima u cijelosti.

    I 2007. potvrdila je da ti odnosi svake godine postaju sve sloeniji, a djelo-vanje u njima sve zahtjevnije. Tome posebno pridonosi globalizacija koja svijet dijeli na drave koje idu dalje i na one koje, naalost, gube korak s ubrzanim napretkom i razvitkom. U dananje vrijeme brzih promjena i prilagoavanja zaostatci se teko nadoknauju, a izgubljeno vrijeme po-staje uteg za budunost. Svjesna svega toga Hrvatska nije gubila vrijeme ni tijekom protekle godine.

    Proces pristupanja Republike Hrvatske Europskoj uniji nastavljen je. Pregovori su otvoreni u novih jedanaest poglavlja, ime se broj ukupno otvorenih poglavlja poveao na esnaest, ukljuujui i dva privremeno zatvorena poglavlja. Osim toga, intenzivirano je ispunjavanje obveza iz Sporazuma o stabilizaciji i pridruivanju i Nacionalnoga programa za pridruivanje Europskoj uniji. Sve to uvelo je Hrvatsku u kljunu fazu pregovarakoga procesa, naznaivi postupno njegov zavretak i krajnji cilj lanstvo Hrvatske u jednoj od najvanijih svjetskih zajednica.

    Tijekom godine zavren je esti ciklus Akcijskoga plana za lanstvo u NA-TO-u, ime je Hrvatska ula u posljednju fazu pridruivanja Sjevernoatlant-skom savezu. Zajednike demokratske vrijednosti, kolektivni sustav obrane i najvei svjetski gospodarski potencijal samo su neka od obiljeja toga save-za drava kojem e se i Hrvatska uskoro pridruiti kao punopravna lanica.

    Osim uspjeha u daljnjem pribliavanju euroatlantskim integracijama, Hrvatska je u protekloj godini uvrstila nedvojbeni status lidera na prostoru jugoistone Europe. Veoma uspjenim predsjedanjem Procesom suradnje u jugoistonoj Europi Hrvatska je pridonijela uspostavi novoga mehanizma suradnje u regiji. Na elo novoosnovanog Vijea za regionalnu suradnju izabran je hrvatski diplomat, to takoer potvruje kvalitetu i konstruktivan pristup hrvatske vanjske politike, u prvom redu prema svojim susjedima, ali i svim ostalim zemljama regije.

    With this third consecutive Yearbook, the Ministry of Foreign Aff airs and European Integration of the Republic of Croatia once more opens its doors to the public, at home and abroad, by providing an overview of our foreign policy activities in 2007. Once again, we have tried our best to document all the major events in the fi eld of foreign policy and to unite them all in one publication, a practice also common in other developed democracies.

    This was the year in which Croatia celebrated the fi fteenth anniversary of its recognition by the international community. If we remember the beginnings and the circumstances in which Croatia joined the international stage as an independent country, we will see how in a very short period of time, historically speaking, exceptional successes in foreign policy have been achieved. It has only been fi fteen years since the Croatian fl ag was fi rst raised on its mast in front of the UN building in New York, while today Croatia is held in high esteem, not only in the UN, but in contemporary international relations in general.

    The year 2007 again showed that these relations become more complex with each year, and that work in this fi eld is ever more demanding. Globalisation in particular contributes to this, dividing the world into countries which are moving forward, and those which, unfortunately, cannot keep up with the fast pace of progress and development. In todays world we must be ready for rapid change and adjustment, and if we lose step it is diffi cult to catch up, while time wasted becomes a burden in the future. Fully aware of this, once again in 2007, Croatia didnt miss a step.

    The process of accession of the Republic of Croatia to the European Union has continued. Negotiations have been opened in 11 new chapters, bringing the total number of chapters opened to 16, including two which have also been provision-ally closed. Moreover, fulfi lment of the requirements arising from the Stabilisation and Association Agreement and the National Programme for Accession to the Eu-ropean Union has gained momentum. All of this has brought Croatia to a key stage in the negotiations process, gradually moving toward completion and its fi nal goal: Croatias membership in one of the most important global communities.

    During the year, the sixth cycle of the NATO Membership Action Plan was com-pleted, bringing Croatia to the last stage of joining the North Atlantic Alliance. Shared democratic values, a collective defence system and the biggest economic potential in the world are only a few of the features of this alliance of nations that Croatia will soon join as a full member.

    In addition to the success in continuing rapprochement to Euro-Atlantic integration, last year Croatia strengthened its indisputable status of a leader in South Eastern Europe. Croatias exceptionally successful Chairmanship-in-Offi ce of the South East European Co-operation Process contributed to the creation of a new mechanism of co-operation in the region. A Croatian diplomat has been appointed Secretary General of the newly founded Regional Co-oper-ation Council, a further testament to the quality and constructive approach of Croatian foreign policy, primarily in relation to its neighbours, but also towards all other countries in the region.

    During 2007, Croatia organised several important international conferences on regional, security and energy issues, thus continuing its active engagement in

    aktivan angaman u pronalaenju rjeenja aktualnih svjetskih problema. U tim je prigodama ugostila mnoge svjetske uglednike, meu ostalima, predsjedateljicu Europskoga vijea njemaku saveznu kancelarku Ange-lu Merkel, predsjednika Europske komisije Josa Manuela Barrosa, pred-sjednika Europskoga parlamenta Hans-Gerta Ptteringa, glavnoga tajnika NATO-a Jaapa de Hoopa Scheff era, predsjedatelja OESS-a, panjolskoga ministra vanjskih poslova Miguela Angela Moratinosa, glavnoga tajnika Vijea Europe Terryja Davisa, predsjednika Ruske Federacije Vladimira Putina, kao i mnogobrojne druge predsjednike drava i vlada te ministre.

    Angamanom svojih vojnika, policijskih djelatnika i diplomata u 16 mirovnih misija diljem svijeta Hrvatska je i tijekom 2007. nastavila prido-nositi postizanju svjetskoga mira i odravanju sigurnosti. Osim toga, kao potpisnica i aktivna sudionica vie mehanizama kooperativne sigurnosti Hrvatska daje obol i svojoj sigurnoj budunosti.

    Onima koji manje poznaju suvremene meunarodne odnose ukljuenost u tako irok spektar vanjskopolitikih aktivnosti moe se initi suvinom za zemlju veliine Hrvatske. No da bi se mogao pratiti ubrzani napredak u globaliziranom svijetu, drava mora biti dio toga svijeta, mora biti aktivno ukljuena u promiljanje i procese njegova napretka ili jednostavno ree-no mora biti globalni igra. Moemo slobodno rei da Hrvatska to ve jest. Potvrda za to stigla je u listopadu prole godine na zasjedanju Ope skuptine UN-a kada je izabrana za nestalnu lanicu Vijea sigurnosti za razdoblje 2008. 2009. U okviru mandata u Vijeu sigurnosti povjereno nam je predsjedanje i supredsjedanje nekima od najvanijih odbora, to omoguuje intenziviranje suradnje s mnogim dravama, ukljuujui i gospodarsku suradnju koju emo svakako nastojati ojaati.

    Bez obzira na sve navedene uspjehe, vremena za slavlje nema. Pred nama je dovretak posla kojim emo defi nitivno i trajno osigurati napredak Hr-vatske i njezinih graana. Godina 2007. bila je, bez daljnjega, uspjena vanj-skopolitika godina. Meutim, godine koje slijede, pritom posebno 2008. kao kljuna za hrvatske euroatlantske ambicije, moraju biti jo uspjenije. Da bismo to postigli, moramo nastaviti provoditi zacrtanu vanjsku politi-ku i slijediti postavljene prioritete. A oni ostaju jasni nastavak inten-ziviranja aktivnosti prema lanstvu u Europskoj uniji i NATO-u, aktivni angaman u okviru UN-a, nastavak suradnje sa susjednim zemljama i zemljama regije, zadravajui steeni liderski status, te jaanje gospodar-skoga poloaja Hrvatske na regionalnim, europskim i svjetskim tritima.

    Godinu 2007. moemo smatrati godinom u kojoj je Hrvatska svojim sveukupnim napretkom te proaktivnim i odgovornim vanjskopolitikim djelovanjem u potpunosti afi rmirala i uvrstila svoj status u regiji. Pred nama su godine europske, transatlantske i svjetske afi rmacije Hrvatske o kojima e, uvjeren sam, svjedoiti i sljedei godinjaci.

On these occasions, Croatia played host to a number of international dignitaries, among others President of the European Council, Federal Chancellor Angela Merkel; President of the European Commission Jos Manuel Barroso; President of the European Parliament Hans-Gert Pttering; NATOs Secretary General Jaap de Hoop Scheff er; the OSCE Chairman-in-Offi ce, Spanish Foreign Minister Miguel Angel Moratinos; Secretary General of the Council of Eu-rope Terry Davis, President of the Russian Federation Vladimir Putin, and a number of other heads of state and government, as well as ministers.

    With the engagement of its soldiers, police offi cers and diplomats in 16 peace missions in 2007 Croatia continued to make a contribution to maintaining peace and security in the world. Furthermore, as a signatory to and active participant in several mechanisms of co-operation in secu-rity, Croatia is also investing in the safety of its own future.

    To those less acquainted with contemporary international relations, involvement in such a wide range of foreign policy activities may seem excessive for a country of Croatias size. However, in order to keep up with the rapid pace of progress in a globalised world, every country must take part, must be actively engaged in decision-making in the process of world development, or, to put it simply, must be a global player. We can safely say that Croatia is indeed a global player. Evidence of this arrived in October of last year, at the session of the UN General Assembly when Croatia was elected a non-permanent member of the Security Council for the period 2008 to 2009. Within the Security Council mandate, we have been entrusted with the chairmanship or co-chairmanship of some of the most important committees, enabling us to establish close co-operation with a great many countries, including economic co-operation, something we most certainly intend to strengthen.

    Regardless of all these successes, this is not a time to rest on our laurels. The completion of a task which will decidedly and permanently bring progress for Croatia and its citizens is still ahead of us. The year 2007 was, without any doubt, a successful year in foreign policy. However, the years ahead, 2008 in particular being crucial for Croatias Euro-Atlantic ambitions, have to be even more successful. To achieve this goal, we have to continue to implement the foreign policy we have mapped out and pursue the priorities we have determined. These priorities are clear: further intensifi cation of activities that lead to membership in the European Union and NATO, active engagement within the UN, and continued co-operation with neighbouring countries and other countries in the region while maintaining our leader status. In addition, we must strengthen Croatias economic position on regional, European and global markets.

    We can consider the year 2007 to be the year in which Croatia fully affi rmed and consolidated its status in the region due to its overall progress and its proactive and responsible foreign policy. Ahead of us are the years in which Croatia will affi rm itself in the European, transatlantic and global arenas, the evidence of which, I am sure, will be in the Yearbooks to come.

    U 2007. godini ostvaren je daljnji napredak u pregovorima o pristupanju Republike Hrvatske Europskoj uniji. Na kraju godine sva pregovaraka poglavlja bila su u nekoj od aktivnih faza pregovora. Usporedni rad na svim poglavljima u razliitim fazama pregovora otvaranje i zatvaranje poglavlja, ispunjavanje zaprimljenih mjerila, usklaivanje zakonodav-stva i jaanje administrativne sposobnosti te provoenje svih ostalih reformi u cilju ispunjavanja kriterija za lanstvo u EU-u pokazao je svu sloenost i sveobuhvatnost hrvatskoga pregovarakog procesa. Sadr-ajna, metodoloka i postupovna specifi nost ovoga kruga proirenja bit e ujedno model za sve druge drave koje e pregovore poeti nakon Hrvatske i Turske.

    Posljednja faza postupka analitikog pregleda usklaenosti zakono-davstva (screeninga) slubeno je dovrena upuivanjem u Vijee zadnjih dvaju izvjea o analitikom pregledu za poglavlja 31. Vanjska, sigur-nosna i obrambena politika i 23. Pravosue i temeljna prava. Time su sva poglavlja pravne steevine obuhvaena nekom od sadrajnih faza pregovora, a poglavlja 25. Znanost i istraivanje i 26. Obrazovanje i kultura privremeno su zatvorena. U 2007. godini otvoreni su pregovori u jedanaest poglavlja, ime se broj ukupno otvorenih poglavlja poveao na esnaest. Republika Hrvatska dostavila je svoja pregovaraka stajalita u ukupno 19 poglavlja, od toga ih je jedanaest bilo upueno tijekom 2007. godine. Sva tijela uspostavljena za voenje pregovora nastavila su s redovitim aktivnostima. Pregovaraka skupina odravala je redovite kolegije, Koordinacija Vlade Republike Hrvatske za pregovore redovito je zasjedala, a pregovaraka stajalita Republike Hrvatske prihvaana su nakon konzultacija s Nacionalnim odborom Hrvatskoga sabora.

    Veliku vanost za tijek pregovora i u 2007. godini imalo je koordinirano praenje i ispunjavanje obveza iz dvaju segmenata koji su komplemen-tarni i usko vezani uz pristupne pregovore. To su provedba Sporazuma o stabilizaciji i pridruivanju i Nacionalnog programa za pridruivanje Europskoj uniji. Obveze s kojima se Hrvatska susree u procesu pristu-pnih pregovora neraskidivo su vezane uz one ve preuzete Sporazumom o stabilizaciji i pridruivanju, kao i uz one utvrene godinjim planovima usklaivanja hrvatskoga zakonodavstva s pravnom steevinom.

    Glavni pregovara i lanovi pregovarake strukture nastavili su promicati i razvijati bilateralnu suradnju s dravama lanicama i kandidatkinjama

    Sixteen chapters opened

    The year 2007 was marked by further progress regarding negotiations on the accession of the Republic of Croatia to the European Union. By the end of the year all negotiating chapters were in one of the active stages of negotiations. Parallel activity in all chapters in the diff erent stages of negotiation opening and closing chapters, meeting the benchmarks set, aligning legislation and strengthening administrative capacities, as well as implementing all other reforms with the aim of fulfi lling the cri-teria for EU membership indicates the complexity and comprehensive-ness of the Croatian negotiations process. The specifi cs of the content, methodology and procedures in this round of enlargement will serve as a model for all other countries which begin accession negotiations after Croatia and Turkey.

    The last stage in the screening process has offi cially ended with the submission of two screening reports to the Council, regarding Chapter 31 Foreign, Security and Defence Policy and Chapter 23 - Judiciary and Fundamental Rights. With this, all chapters of the acquis com-munautaire have been covered by one of the content-related stages of negotiations, while Chapter 25 - Science and Research and Chapter 26 - Education and Culture have been provisionally closed. In the course of 2007, negotiations were initiated in eleven chapters, thus increasing the number of open chapters to sixteen. The Republic of Croatia has delivered its negotiating positions in a total of 19 chapters, of which eleven were delivered during 2007. All bodies created for the purposes of negotiations continued their regular activities. The Negotiating Team held regular meetings, the Coordinating Committee for the Accession of the Government of the Republic of Croatia held regular sessions, and negotiating positions of the Republic of Croatia were adopted following consultations with the National Committee of the Croatian Parliament.

    The co-ordinated monitoring and fulfi lment of obligations in two complementary segments closely linked to accession negotiations also had a great impact on the course of negotiations in 2007. These are the implementation of the Stabilisation and Association Agreement and the National Programme for Accession to the European Union. The obligations that Croatia undertakes in the process of accession negotia-tions are inextricably linked with those already assumed under the Stabilisation and Association Agreement, as well as those determined by annual plans for the alignment of Croatian legislation with the acquis communautaire.

    za lanstvo u Europskoj uniji. Odrani su mnogobrojni razgovori i konzultacije o iskustvima lanica tijekom njihovih pregovora, o njihovim stavovima o budunosti procesa proirenja te o specifi -nim pitanjima vezanim uz pojedina poglavlja pregovora. Takva se suradnja pokazala posebno vanom u svjetlu injenice da nakon posljednjega vala proirenja pristup pregovorima i metodologija prema kojoj se odvijaju doivljavaju bitne promjene. Zbog toga se napredak u pristupnom procesu teko moe mjeriti samo brojem otvorenih i zatvorenih poglavlja ili ispunjenih mjerila. U tom kon-tekstu sva su dosadanja postignua vaan ulog u daljnju dinamiku pregovora.

    Republika Hrvatska u 2007. godini uspjeno je ispunjavala sve obveze koje su uvjet za lanstvo u Europskoj uniji. Ispunjavanje tih obveza i provedba sveobuhvatnih drutvenih reformi i dalje se sma-traju vanim instrumentom koji e u konanici sluiti kao potvrda nae vjerodostojnosti i pripremljenosti za lanstvo, posebice tije-kom ratifi kacije Ugovora o pristupanju. Potvrda dobroga smjera u provedbi reformi sadrana je i u Izvjeu o napretku za 2007. godinu koji je u studenome objavila Europska komisija. Njime je potvreno da je Hrvatska nastavila poboljavati svoje sposobnosti preuzima-nja obveza iz lanstva u Europskoj uniji, da ima djelotvorno trino gospodarstvo te da ispunjava politike kriterije. Izvjee, dakle, biljei vei ili manji napredak u najveem broju podruja, ukljuujui i ona najtea.

    Povezivanje pristupnih pregovora i provedbe Sporazuma o stabilizaciji i pridruivanju

    Istodobno s voenjem pristupnih pregovora Republika Hrvat-ska nastavila je ispunjavati obveze iz Sporazuma o stabilizaciji i pridruivanju. Puna provedba navedenoga Sporazuma dobila je i dodatnu vanost upravo otvaranjem pristupnih pregovora s obzirom na to da se mjerila za otvaranje odnosno zatvaranje poglavlja pregovora nerijetko odnose na obveze iz Sporazuma o stabilizaciji i pridruivanju. Stoga je nuno stalno povezivanje procesa pristupnih pregovora s procesom provedbe Sporazuma o stabilizaciji i pridruivanju, kao i prioriteta iz Pristupnoga partner-stva, dokumenta koji je prihvatilo Europsko vijee u vezi s naim pristupnim procesom.

    States and candidate countries for membership in the European Union. A great many meetings and consultations have been held on the experiences of Member States during their negotiations proc-esses, their positions regarding the future of the enlargement process and specifi c issues relating to certain negotiating chapters. This kind of co-operation has shown to be especially important in the light of the fact that after the last round of enlargement, the approach to negotiations and their procedural methodology have undergone signifi cant changes. This is why progress in the accession process can not be measured solely by the number of opened and closed chapters or benchmarks completed. In this context, all the achievements so far represent a signifi cant investment into a continued dynamic pace of negotiations.

    In the course of 2007 the Republic of Croatia successfully fulfi lled all obligations which are preconditions for membership in the European Union. The fulfi lment of these obligations and the implementation of comprehensive social reforms shall be further considered signifi cant instruments which will ultimately serve as evidence of our credibility and readiness for membership, particularly during ratifi cation of the Treaty of Accession. Confi rmation that the implemented reforms are going in the right direction is also contained in the Progress Report for 2007, published in November 2007 by the European Commission. This further confi rms that Croatias ability to assume obligations arising from membership in the European Union is progressing well, that the country has a functioning market economy and fulfi ls politi-cal criteria. The report therefore indicates moderate or signifi cant progress in most areas, including the most complex ones.

    Linking accession negotiations with the implementation of the Stabilisation and Association Agreement

    In parallel with conducting accession negotiations, the Republic of Croatia has continued to fulfi l its obligations deriving from the Stabilisation and Association Agreement. The full implementation of this Agreement became all the more important since opening acces-sion negotiations, as benchmarks for opening or closing chapters are frequently linked to obligations arising from the Stabilisation and As-sociation Agreement. This is why it is necessary to continuously link the accession negotiations process with the process of implementing the Stabilisation and Association Agreement, as well as integrating priorities from the Accession Partnership, a document adopted by the European Council relating to our accession process.

    Na sastanku Vijea za stabilizaciju i pridruivanje, zajednikoga hrvatsko-europskoga tijela za provedbu Sporazuma o stabilizaciji i pridruivanju, odranom u oujku 2007. godine, razmijenjena su stajalita o posti-gnuima Hrvatske u pogledu priprema za pristupanje Europskoj uniji te prioriteta koji proizlaze iz provedbe Sporazuma, Pristupnoga partnerstva i Izvjea o napretku za 2006. godinu. Vijee je potvrdilo da Hrvatska nastavlja ispunjavati kopenhagenske politike kriterije. Takoer je ukazalo na potrebu ulaganja daljnjih napora u provoenje reformi u podruju pravosua, javne uprave te u borbi protiv korupcije. Naglaena je nunost brega zakonodavnog usklaivanja i jaanja administrativne sposobnosti, ali je openito ocijenjeno da je uinjen napredak u svim podrujima.

    Peti Nacionalni program Republike Hrvatske za pristupanje Europskoj uni-ji (NPPEU 2007.) prihvaen je 18. sijenja. U njemu su detaljno odreene sve obveze tijela dravne uprave i drugih institucija, ukljuenih u proces priprema za pristupanje Europskoj uniji. Struktura Nacionalnoga pro-grama prati kriterije za lanstvo u Uniji: ispunjavanje politikih kriterija, gospodarska prilagodba te sposobnost preuzimanja obveza iz lanstva u Europskoj uniji. Uz plan usklaivanja zakonodavstva za tekuu godinu, Nacionalnim je programom predvien i niz drugih mjera cilj kojih je osi-guravanje uinkovite provedbe preuzetih obveza i postizanje spremnosti za lanstvo. Rije je, primjerice, o mjerama jaanja administrativnih kapaciteta, kao i o pripremi niza stratekih dokumenata razvoja pojedinih sektora poljoprivrede, sustava javnih nabava, trinoga natjecanja i drugih.

    U svibnju je provedena revizija Nacionalnoga programa. Njome su preci-znije defi nirane sve do tada preuzete obveze. Revidirano je predlaganje novih zakonodavnih i provedbenih mjera, bre i potpunije ugraivanje normativnoga sadraja podzakonskih akata u zakonske prijedloge te spajanje normativnih sadraja vie zakonskih akata u jedan, povlaenje zakonodavnih i provedbenih mjera, kao i promjena dinamike njihova prihvaanja. U konanici je revizijom NPPEU-a 2007. dolo do poveanja ukupnoga broja zakona planiranih za harmonizaciju u 2007. godini na visokih 71, ali i do poveanja broja podzakonskih akata i drugih provedbe-nih mjera.

    At the March 2007 meeting of the Stabilisation and Association Council, a joint Croatian-European body for implementing the Stabilisation and Association Agreement, positions were exchanged regarding Croatias achievements with regard to accession to the European Union, as well as priorities deriving from the implementation of the Agreement, the Accession Partnership and the Progress Report for 2006. The Council confi rmed that Croatia is continuing to fulfi l the Copenhagen political cri-teria. It also indicated the need for further eff orts in conducting reforms in the fi elds of justice and public administration, as well as in the fi ght against corruption. The necessity of speedier alignment of legislation and strengthening of administrative capacity was highlighted, but the general assessment was that progress has been made in all areas.

    The fi fth consecutive National Programme for the Integration of the Republic of Croatia into the European Union (NPIEU 2007) was adopted on 18 January. It determines in detail the obligations of all state adminis-tration bodies and other institutions involved in the process of preparing for accession to the European Union. The structure of the National Pro-gramme follows the criteria for membership in the Union: the fulfi lment of political criteria, economic adjustment and the capability to assume obligations pertaining to membership in the European Union. In addition to the plan for alignment of legislation for the current year, the National Programme stipulates a whole range of other measures, the purpose of which is to ensure an effi cient implementation of the obligations assumed and to attain readiness for membership. This, for instance, in-volves measures for strengthening administrative capacities as well as for the preparation of a range of strategic documents for the development of certain sectors agriculture, the public procurement system, market competitiveness and others.

    A revision of the National Programme was conducted in May. It defi ned in more detail all obligations assumed thus far. The procedure of proposing new legislative and implementation measures, faster and more compre-hensive inclusion of standard contents from subordinate legislation into proposals for acts, the merging of standard contents of several legal acts into one, and the withdrawal of legislative and implementation measures as well as a change in the pace of their adoption have all been revised. The revision of the NPIEU in 2007 resulted in the increase of the number of acts scheduled for alignment in 2007 to a total of 71, as well as in an increase in the amount of subordinate legislation and other implementation measures.

    uniji. Ministarstvo je i u 2007. nastavilo provoditi i dodatno razraivati programe strunog usavravanja dravnih slubenika iz podruja eu-ropskih integracija. Rije je o vie od 220 razliitih obrazovnih projekata kojima je obuhvaeno vie od 4500 sudionika iz tijela dravne uprave, regionalne i lokalne uprave i samouprave, nevladinih organizacija, obrt-nikih i gospodarskih komora, novinara, studenata, nastavnika, uenika i drugih. Meu obrazovnim aktivnostima valja posebno istaknuti ciklus seminara Abeceda EU, ijih je osam modula posebno osmiljeno i pri-lagoeno potrebama za pripremu hrvatske dravne uprave na poslove vezane uz Europsku uniju.

    U okviru Vladina programa za stipendiranje na poslijediplomskim europskim studijima u inozemstvu, u akademskoj 2007./2008. godini dodijeljene su 24 stipendije, ime je ukupan broj Vladinih stipendista preao 200. Samo u 2007. godini kroz taj je program u obrazovanje kadrova uloeno je vie od 3,500.000,00 kuna. Mnogobrojni obrazovni programi, njih vie od 50 u 2007. godini, realizi-rani su zahvaljujui bilateralnoj pomoi europskih drava Belgije, Fran-cuske, Irske, Luksemburga, Nizozemske, Njemake, Norveke, Poljske i Velike Britanije, te suradnji s Vijeem Europe, OECD-om, Meunarod-nom organizacijom frankofonije te stranim institutima i zakladama.U cilju prenoenja iskustava dobre prakse u procesu pripreme dravne uprave za europske poslove, posebice u dravama jugoistone Europe, Ministarstvo je sudjelovalo na mnogim meunarodnim konferencijama, seminarima i okruglim stolovima. U suradnji sa Zakladom Konrada Adenauera organiziralo je petu meunarodnu konferenciju Uimo o EU-a via razina obrazovanja za europske integracije, koja je okupila vie od 60 sudionika iz 20 drava i institucija.

    Mjeseno gotovo 15.000 poziva Halo EU

    Uz ve postojee aktivnosti u provedbi Komunikacijske strategije za in-formiranje hrvatske javnosti o Europskoj uniji i pripremama za lanstvo, u 2007. pokrenuti su i novi projekti. Dostupnost informacija o Europskoj uniji i procesu pristupanja osjetno je poveana uvoenjem besplat-nog info-telefona Halo EU (0800 622 622) koji je sveano pokrenuo predsjednik Vlade Ivo Sanader na Dan Europe, 9. svibnja. O uincima toga projekta govori i broj primljenih poziva: mjeseni prosjek poziva je 14.842, od ega se 5258 odnosi na presluavanje poruka, a 9584 poziva bilo je upueno operaterima.

In 2007, the Ministry continued with the implementation and further develop-ment of the professional training programmes for state offi cials in the fi eld of European integration. These consist of more than 220 diff erent educational projects encompassing more than 4,500 participants from the state administration bodies, regional and local government and self-government, non-governmental organisations, chambers of trade and crafts, chambers of commerce, journalists, students, teachers, pupils and others. Of these educational activities, the cycle of seminars entitled The ABC of the EU merits a special mention, the eight modules of which have been specifi cally set up for and adapted to the requirements for preparing the Croatian state administration for tasks related to the European Union.

    Within the scope of the Government programme for scholarships in gradu-ate European studies abroad, in the academic year 2007/2008 were ranted 24 scholarships, bringing the total number of scholarships received to 200. Through this programme alone, more than 3,500,000.00 HRK were invested in 2007 in the education of personnel.Numerous educational programmes, more than 50 in 2007, took place thanks to bilateral assistance from several European countries: Belgium, France, Germany, Ireland, Luxembourg, the Netherlands, Norway, Poland and the United Kingdom; and through co-operation with the Council of Europe, the OECD, the International Organisation of the Francophonie as well as with foreign institutes and foundations.With the aim of transferring experience of good practice in the process of preparing the state administration for European aff airs, particularly in the countries of South East Europe, the Ministry participated in a number of international conferences, seminars and round tables. In partnership with the Konrad Adenauer Foundation, the fi fth consecutive international conference Learning Europe Advanced Training in EU Matters was or-ganised, with more than 60 participants from 20 countries and institutions.

    Almost 15,000 calls a month to Hello, EU

    In addition to the existing activities in the implementation of the Com-munication Strategy for informing the Croatian public about the European Union and preparation for membership, new projects were initiated in 2007. The availability of information regarding the European Union and the accession process has increased signifi cantly with the introduction of the toll-free info phone line Hello, EU (0800 622 622), offi cially inaugurated by Prime Minister Ivo Sanader on Europe Day, 9 May. The number of calls received points to the eff ectiveness of this project: the average number of calls per month was 14,842, of which 5,258 calls were connected to the pre-recorded information system and 9,584 were put through to operators.

    Pojaana je i suradnja s nacionalnim i lokalnim medijima u predstavljanju tema iz podruja europskih integracija te hrvatskoga puta u Europsku uniju. Podaci o gledanosti Euromagazina i Abecede EU, posebno na-mijenjene mladima, bili su temelj za nastavak suradnje s HTV-om, a pro-irena je i suradnja s petnaestak lokalnih radijskih postaja. Nastavljena je i suradnja s Hrvatskim katolikim radijem, kao i dugogodinja suradnja s dnevnikom Novi list u objavljivanju mjesenoga podlistka Europa.

    U cilju odravanja i poticanja javne rasprave o razliitim aspektima integracijskoga procesa te pribliavanja tih tema lokalnim sredinama, u 2007. u devet je gradova diljem Hrvatske organizirano devet susreta Nacionalnoga foruma o pristupanju Europskoj uniji. Meu njima valja istaknuti onaj s temom Reforma pravosua i borba protiv korupcije na kojem se raspravljalo o antikorupcijskom programu Vlade, pitanjima smanjenja broja nerijeenih sudskih predmeta, digitalizaciji zemljinih knjiga, racionalizaciji mree sudova i jaanju profesionalizacije u sudstvu. Ostale teme susreta Nacionalnoga foruma bile su Istine i zablude o EU, Briga za otpad i razvoj gospodarstva, to donosi liberalizacija energetskog trita?, Pomorska politika u svjetlu pristupanja Europ-skoj uniji, Cjeloivotno obrazovanje poljoprivrednih proizvoaa, Reforma strukovnog obrazovanja, Prilagodba malog i srednjeg podu-zetnitva u procesu pristupanja Europskoj uniji i Interesno udruivanje poljoprivrednih proizvoaa kao temelj razvoja poljoprivredne proizvod-nje u Republici Hrvatskoj.

    U okviru tradicionalne manifestacije Europski tjedan, kojim se obiljeava 9. svibnja Dan Europe, Ministarstvo je organiziralo ili sudjelovalo u nizu dogaanja kojima se iroj javnosti i pojedinim ciljnim skupinama priblia-va Europska unija. Sredinja proslava Europskog tjedna odrana je na Cvjetnom trgu u Zagrebu, a na sveanosti je bio i predsjednik Republike Hr-vatske Stjepan Mesi. U suradnji s Delegacijom Europske komisije i drugim partnerima prvi je put organiziran EU Bus, posebno opremljen autobus koji je obiao devet hrvatskih gradova (Zagreb, Sisak, Osijek, Vukovar, Slavonski Brod, Split, Zadar, Rijeka, Pula). U Europskom tjednu zavrila su i natjecanja za uenike [email protected] i EUQUIZ. U 2007. godini objavljena je serija od 35 letaka posveenih pregovorima o pristupanju Hrvatske EU-u, etiri broja asopisa Euroforum, drugo izdanje publikacije namijenjene poljoprivrednicima Kako u EU? 85 pitanja i odgovora za hrvatske poljoprivrednike o Europskoj uniji, englesko izdanje publikacije Hrvatska na putu u EU, hrvatsko i englesko izdanje Nacional-noga programa Republike Hrvatske za pristupanje Europskoj uniji 2007. godina te novo, dopunjeno izdanje Sporazuma o stabilizaciji i pridruivanju.     Co-operation with the national and local media has intensifi ed as well in regard to presenting topics related to European integration and Croatias road to European Union membership. High viewing fi gures for Euromaga-zin and EU Alphabet, programmes designed particularly for the younger generation, were the basis for the decision to continue co-operation with Croatian Radio Television, while co-operation also expanded to include some fi fteen local radio stations. Co-operation with Croatian Catholic Radio is also continued, as well as the traditional co-operation with the daily paper Novi list through their monthly section Europe.

    With the aim of stimulating and maintaining public debate regarding various aspects of the integration process and introducing these topics to local com-munities, nine meetings of the National EU Accession Forum were organised in nine cities throughout Croatia. Of these, the meeting entitled Judicial Reform and the Suppression of Corruption should be highlighted, since the topics discussed included the Governments anti-corruption programme, reducing the number of pending court cases, the digitalisation of the land registries, rationalising the courts network and increasing levels of professionalism in the judicial system. Other topics of the National Forum meetings were Truths and Misconceptions about the EU, Waste Management and Economic Develop-ment, Benefi ts of the Liberalisation of the Energy Market, Maritime Policies in the Light of Accession to the European Union, Lifelong Learning for Farmers and Rural Population, Reform of Professional Education, Adapting Small and Medium-sized Businesses in the Process of Accession to the European Union and Farmers Interest Groups as the Basis for Developing Agriculture in the Republic of Croatia.

    As a part of the traditional event Europe Week, celebrating 9 May Europe Day, the Ministry organised or participated in a series of events which presented the European Union to the broader public and to certain target groups. The central celebration of Europe Week was held at Preradovi Square in Zagreb, and was attended by the President of the Republic of Croatia, Stjepan Mesi. In co-operation with the Delegation of the European Commission and other partners, the EU Bus was organised for the fi rst time, a specially equipped bus which travelled to nine Croatian cities (Zagreb, Sisak, Osijek, Vukovar, Slavonski Brod, Split, Zadar, Rijeka and Pula). During Europe Week the competitions for students [email protected] and EUQUIZ took place. In 2007, a series of 35 leafl ets was published about negotiations on the acces-sion of Croatia to the EU, as were four issues of Euroforum magazine, the second edition of the publication for farmers How to Join the EU, 85 Ques-tions and Answers for Croatian Farmers about the European Union, an English edition of the publication Croatia on the Road to the European Union, the Croatian and English edition of the National Programme of the Republic of Croatia for Accession to the European Union 2007, and the new, updated edi-tion of the Stabilisation and Association Agreement.

    ralo 25 projekata informiranja i obrazovanja graana o Europskoj uniji i integracijskom procesu te sudjelovalo u projektima udruga kao to su seminari i predavanja. Za razliite ciljne skupine dravnu upravu, lokalnu upravu i samoupravu, kole, fakultete, nevladine udruge, interesna udruenja i druge Ministarstvo je tijekom godine organiziralo vie od 100 seminara, radionica, predavanja, konferencija, tribina, okruglih stolova i rasprava o razliitim temama vezanim uz proces europskih integracija. Posebno valja naglasiti da je pod pokroviteljstvom Vlade Republike Hrvatske, Europske komisije i hrvatskoga ogranka Svjetske konferencije religija za mir Ministarstvo organiziralo meunarodnu konferenciju Uloga Hrvatske u ujedinjenoj Europi.

    Uz potporu Ministarstva kulture, a u suradnji s Hrvatskim dizajnerskim drutvom, Mini-starstvo je u okviru projekta Europa 2020 europskoj javnosti predstavilo radove europ-skih grafi kih dizajnera s temom budunosti Europe. Rije je o deset izlobi postavljenih u Ateni, Beu, Beogradu, Berlinu, Bruxellesu, Lisabonu, Tirani i Varavi te u Opatiji i Splitu.

    Hrvatski budui slubeni jezik Europske unije

    Pristupanjem Hrvatske Europskoj uniji hrvatski e postati jedan od slubenih jezika Unije. Pripreme za to ve su poele i provode se u Ministarstvu, odnosno u njegovoj Samostalnoj slubi za prevoenje iz podruja europskih integracija koja obavlja poslove prevoenja i koordinacije prevoenja, redakture i lekture pri izradi hrvatske inaice pravnih propisa Europske unije.

    Pregovori, kao veoma dinamian proces, zahtijevaju brzo i kvalitetno prevedene propise i strateke dokumente radi dokazivanja usklaenosti hrvatskoga pravnog sustava s eu-ropskim te prikazivanja poduzetih i ostvarenih mjera. U procesu koordinacije prevoenja suraivalo se s vie od dvjesto vanjskih suradnika prevoditelja, lektora, jezinih, pravnih i strunih redaktora. Broj stranica Slubenoga lista koje treba prevesti i na njima provesti sve ili neke od redaktura iznosi gotovo 110.000. Preostalo je prevesti jo samo 20-ak posto pravne steevine s hrvatske prioritetne liste. Samo je u 2007. godini prevedeno i redigirano vie od 55.000 stranica. Istodobno je za potrebe pregovarakog procesa na engleski jezik prevedeno oko 10.000 stranica hrvatskih zakonskih i podzakonskih akata, pregovarakih stajalita, mjerila, akcijskih planova, strategija i drugoga.

    Usporedno se radilo i na osiguranju infrastrukture za prevoditelje. Uz do sada izraene prirunike Prirunik za prevoenje pravnih akata Europske unije i Prirunik za prevo-enje pravnih propisa Republike Hrvatske na engleski jezik pripremljeno je i nekoliko glosara u tiskanom i elektronikom obliku. Vea pozornost posveena je terminolokom usklaivanju, posebice nazivima pravnih akata, unosu termina u odgovarajuu bazu koja se nalazi na internetskoj stranici Ministarstva (http://www.mvpei.hr/euroterm) i u cijelosti je kompatibilna s terminolokom bazom Europske unije (IATE). Radne verzije prijevoda hrvatskih pravnih propisa na engleski jezik takoer se mogu nai na internetskoj stranici Ministarstva na adresi http://www.mvpei.hr/zakoni .

    Within the framework of co-operation with non-governmental organisations, the Ministry fi nanced 25 projects providing information and education for citizens about the European Union and the integration process, and participated in NGO projects through seminars and lectures. During the year the Ministry organised more than 100 seminars, workshops, lectures, conferences, gatherings, round tables and debates regarding a number of topics about European integration for diff erent target groups the state administration, local government and self-government, schools, universities, non-governmental organisations, interest associations and others. It should also be noted that with the sponsorship of the Government of the Republic of Croatia, the European Commission and the Croatian sec-tion of the World Conference of Religions for Peace, the Ministry organised the interna-tional conference Croatias Role in a Unifi ed Europe.

    With support from the Ministry of Culture and in co-operation with the Croatian Designers Associa-tion, the Ministry presented the work of European graphic designers to the European public with the project Europe 2020 on the topic of the future of Europe. This comprised of ten exhibitions: in Athens, Vienna, Belgrade, Berlin, Brussels, Lisbon, Tirana and Warsaw, as well as in Opatija and Split.

    Croatian a future offi cial language of the European Union

    With the accession of Croatia to the European Union, Croatian will become one of the offi cial languages of the Union. Preparations have begun in this respect and are ongoing within the Ministry, or more precisely its Independent Translation Service in the Field of European Integration, in charge of translation work and the coordination of translation, editing and proof-reading in the process of creating the Croatian version of the body of legislation of the European Union.

    The negotiations, being an exceptionally dynamic process, require fast and high quality trans-lations of regulations and strategic documents, with the aim of verifying that the Croatian le-gal system has been aligned with that of the European Union, and of presenting the measures undertaken and achieved. More than 200 freelancers were hired in the process of coordinating translations translators, proof-readers, linguistic, legal and other specialist editors. The number of pages of the Offi cial Journal that need to be translated, and then partly or entirely edited, is close to 110,000. Only about 20 percent of the acquis communautaire remains to be translated from the Croatian priority list. In 2007 alone over 55,000 pages were translated and edited. Simultaneously, about 10,000 pages of Croatian acts and subordinate legislation, negotiating positions, benchmarks, action plans, strategies and other documents necessary for the negotiating process were translated into English.

    At the same time, adequate infrastructure for translators was provided. Alongside the existing manuals The Manual for Translating Legal Acts of the European Union and The Manual for Translating Legal Regulations of the Republic of Croatia into English several glossaries were prepared, both as hard copies and in digital format. Increased attention was paid to terminological consistency, particularly in relation to the titles of legal acts as well as to the entry of the terms into the appropriate database located on the Ministrys web page (http://www.mvpei.hr/euroterm), which is entirely compatible with the terminology data-base of the European Union (IATE). Working versions of English translations of Croatian legal regulations may also be found on the Ministrys website at http://www.mvpei.hr/zakoni .

    Kljuno ispunjavanje politikih kriterija

    Jedno od kljunih pitanja u pretpristupnom procesu i nezaobilazan uvjet za pristupanje u lanstvo Europske unije jest pravodobno i uinkovito ispunjavanje takozvanih politikih kriterija. Napredak koji je u tom podruju Hrvatska ostvarila prepoznat je i u Izvjeu o napretku to ga je Europska komisija objavila u studenome. Pozitivno je naglaeno smanjenje broja nerijeenih sluajeva na hrvatskim sudovima, uspje-ne antikorupcijske akcije i intenzivan rad na stambenom zbrinjavanju povratnika. Podruja u kojima se od Hrvatske oekuje dodatni napor najveim se dijelom poklapaju s mjerilima koje je Europska komisija po-stavila u poglavlju o pravosuu i temeljnim pravima. Rije je, dakako, o reformi pravosudnoga sustava, jaanju borbe protiv korupcije, posebno na viim razinama, uinkovitijoj primjeni Ustavnoga zakona o pravima nacionalnih manjina te o dovretku procesa povratka izbjeglica i njihova stambenog zbrinjavanja i povrata imovine. Vidljiviji napredak oekuje se i u segmentu dravne uprave. Ipak, u 2007. donesen je odreen broj zakona i podzakonskih akata koji e pridonijeti depolitizaciji i profesiona-lizaciji slube. U Izvjeu je takoer izneseno oekivanje da e se nastaviti puna suradnja s Meunarodnim kaznenim sudom za bivu Jugoslaviju i osigurati svi zakonski i drugi preduvjeti za provoenje korektnih, tran-sparentnih i na nacionalnoj osnovi nediskriminirajuih suenja za ratne zloine pred domaim sudovima.

    U provedbi spomenutih reformskih procesa Hrvatska je stekla dragocje-no iskustvo koje je spremna podijeliti i s drugima, posebno s dravama ukljuenim u Proces stabilizacije i pridruivanja, iju europsku perspekti-vu dosljedno podupire.

    522 pridruivanja stajalitima Europske unije

    Sukladno zakljucima Europskoga vijea iz Soluna (Thessaloniki agenda) iz 2003. godine, zemlje Procesa stabilizacije i pridruivanja pozivaju se na pridruivanje izjavama, zajednikim stajalitima i drugim odluka-ma Europske unije u okviru zajednike vanjske i sigurnosne politike. U skladu s time, vanjska politika Republike Hrvatske slijedi stajalita Vijea ministara EU-a te se pridruuje njihovim stajalitima na osnovi poziva Glavnoga tajnitva Vijea EU-a. Pridruivanje se od veljae 2007. odvija putem internoga elektronikog sustava EU-a pod nazivom Associated Countries Network (ACN) unutar kojega su raunalne jedinice u Misiji Republike Hrvatske pri EZ-u u Bruxellesu te u zgradi Ministarstva u Zagrebu povezane s Glavnim tajnitvom Vijea Europske unije. Na taj je nain u 2007. ostvareno ukupno 522 pridruivanja i to: u Bruxellesu 71, u UN-u u New Yorku 182, u UN-u u enevi 57, u UN-u u Beu 62 te pri OESS-u 136.

    Key issue fulfi lment of political criteria

    One of the key issues in the pre-accession period and a mandatory condition for accession to membership of the European Union is the timely and effi cient fulfi l-ment of the so-called political criteria. Progress Croatia has made in this area was also recognised in the Progress Report the European Commission published in November. The reduction in the number of pending court cases in Croatian courts, successful anti-corruption actions and intensifi ed activities in providing housing for returnees were highlighted as especially positive. The areas where more eff ort is expected from Croatia for the most part correspond to bench-marks the European Commission has set in the chapter relating to the judiciary and fundamental rights. These encompass judicial system reform, intensifying the fi ght against corruption, particularly on higher levels, a more effi cient imple-mentation of the Constitutional act on the rights of national minorities and the completion of the process for the return of refugees, as well as the restitution of their property and resolution of their housing needs. More visible progress is also expected in the segment of the state administration. A number of acts and items of subordinate legislation were, however, adopted in 2007 which will contribute to the depoliticisation and higher professionalism of the service. The Report further states the expectation of continued full co-operation with the In-ternational Criminal Tribunal for the Former Yugoslavia, as well as the fulfi lment of all legal and other preconditions for conducting war crimes trials that are fair, transparent and do not discriminate on a national basis in Croatian courts.

    Croatia has gained valuable experience in the implementation of the indi-cated reforms which it is ready to share with others, particularly the countries involved in the Stabilisation and Association Process, as a part of the coun-trys consistent support for their European potential.

    522 positions aligned with the European Union

    In accordance with the conclusions of the European Council from the Thes-saloniki Agenda of 2003, the countries in the Stabilisation and Association Process are invited to align their positions with the statements, joint positions and other decisions of the European Union within the framework of common foreign and security policy. Accordingly, the foreign policy of the Republic of Croatia is aligned with the positions of the EU Council of Ministers, associa-tion taking place based on the invitation of the General Secretariat of the Council of Ministers. Since February 2007, association has been conducted through an internal electronic system of the EU named the Associated Countries Network (ACN), with computer units in the Mission of the Republic of Croatia to the European Union and in the Ministry building in Zagreb linked to the General Secretariat of the European Union Council. This is how 522 as-sociations were completed in 2007, of which 71 were in Brussels, 182 at the UN in New York, 57 in Geneva, 62 at the UN in Vienna and 136 within the OSCE.

    U srpnju se Hrvatska prvi put ukljuila u neku civilnu misiju Europske unije. Bila je to EUPOL-ova misija u Afganistanu u kojoj sudjeluju i dva hrvatska policijska djelatnika. Sudjelovanje u pripremnoj fazi uspostav-ljanja vojne misije Europske unije u adu tijekom 2007. omoguilo je mjerodavnim slubama u Hrvatskoj da se poblie upoznaju s mehaniz-mima strukturiranja vojnih misija Europske unije. Hrvatska je naknadno potvrdila svoje sudjelovanje i u toj misiji. Hrvatska je takoer sudjelovala u pripremnim aktivnostima za uspostavljanje terenske misije Europske unije na Kosovu (EULEX).

    Pojaane su i aktivnosti vezane uz bolje informiranje i osposobljavanje hrvatskih diplomata i drugih dravnih slubenika za podruje europske sigurnosne i obrambene politike (European Security and Defence Policy, ESOP). U suradnji s Ministarstvom obrane Velike Britanije za predstavni-ke Ministarstva obrane, Oruanih snaga i Ministarstva vanjskih poslova i europskih integracija odrana su predavanja o ESOP-u. Zavren je prvi ciklus ESOP-ove obuke za predstavnike zemalja Procesa stabilizacije i pri-druivanja, koji je poeo u studenome 2006. godine. To je bio i trenutak za redefi niranje strukture toga tipa obuke u drugom ciklusu koji se odvija tijekom 2007. i 2008. godine. Predstavnik Hrvatske sudjelovao je na: estoj geografskoj konferenciji EUMS, odranoj u svibnju u Bruxellesu, a tijekom godine se nastavilo i s upuivanjem predstavnika na ESOP-ove orijentacijske teajeve na Europskome koledu za sigurnost i obranu. U studenome su hrvatski predstavnici prvi put sudjelovali na ESOP-ovu seminaru za glasnogovornike i djelatnike odjela za odnose s javnou (ESDP PPI Course). U studenome je potpisan provedbeni dio Ugovora o sigurnosnim postup-cima za razmjenu tajnih podataka takozvani Sigurnosni aranmani. Njihovo potpisivanje bilo je omogueno izmjenama u hrvatskome zako-nodavstvu u podruju zatite podataka, prihvaenim u srpnju.

    Snana potpora Europskoga parlamenta

    Europski parlament nastavio je pruati potporu Hrvatskoj na njezinu putu prema punopravnom lanstvu u EU-u. To je najbolje dolo do izraaja prilikom susreta na visokoj razini. U veljai je Hrvatsku posjetio izvjestitelj za Republiku Hrvatsku u Europskome parlamentu Hannes Swoboda. U oujku se predsjednik Vlade Ivo Sanader u Bruxellesu sastao s predsjednikom Europskoga parlamenta Hans-Gertom Ptteringom, predsjednikom Odbora za vanjske poslove Jacekom Saryusz-Wolskim te predsjednicima politikih skupina (socijalista Martinom Schulzom, liberala Grahamom Watsonom i zelenih Danielom Cohn-Benditom). U travnju je Hrvatsku posjetio Miguel Angel Martnez Martnez, potpred-sjednik, a u svibnju i rujnu Hans-Gert Pttering, predsjednik Europskoga

    In July, Croatia joined a civilian mission of the European Union for the fi rst time. It was the EUPOL mission in Afghanistan, in which two Croatian police offi cers took part. Participation in the preparatory stage of organis-ing a military mission of the European Union in Chad in the course of 2007 enabled the competent authorities in Croatia to gain a better insight into the mechanisms of structuring European Union military missions. Croatia confi rmed, at a later date, its participation in this mission as well. Croatia has moreover been active in preparatory activities for creating a European Union fi eld mission in Kosovo (EULEX).

    Activities have also intensifi ed in relation to providing better informa-tion and training to Croatian diplomats and other civil servants in the area of European Security and Defence Policy (ESOP). Lectures regarding ESOP have been held in co-operation with the Ministry of Defence of the United Kingdom for representatives of the Croatian Ministry of Defence, Armed Forces and Ministry of Foreign Aff airs and European Integration. The fi rst cycle of ESOP training for representatives from countries in the Stabilisation and Association Process, initiated in November of 2006, has been completed. This provided the opportunity to redefi ne the structure of this type of training for the second cycle, taking place during 2007 and 2008. Croatias representative participated in the 6th EUMS Geographic Conference held in Brussels in May, while other Croatian representatives attended the ESOP orientation courses at the European Security and Defence College. In November, Croatian representatives for the fi rst time participated at the ESOP seminar for spokespersons and public relations personnel (ESDP PPI Course). The implementation section of the Treaty on Safety Procedures for Confi -dential Data Exchange, the so-called Security Arrangements, was signed in November. The signing of this document was made possible by amendments of Croatian legislation with regard to data protection, adopted in July.

    Strong support of the European Parliament

    The European Parliament has continued to provide strong support to Croatia on its way to full membership in the EU. This was particularly evident during high level visits. Hannes Swoboda, Rapporteur for the Re-public of Croatia in the European Parliament visited Croatia in February. In March the Croatian Prime Minister, Ivo Sanader, met the President of the European Parliament, Hans-Gert Pttering; Chairman of the Foreign Aff airs Committee Jacek Saryusz-Wolski, and presidents of political groups (Socialists: Martin Schulz, Liberals: Graham Watson, and the Green Party: Daniel Cohn-Bendit).     parlamenta. U rujnu je Hrvatsku posjetilo izaslanstvo Pododbora za ljudska prava Europskoga parlamenta.

    U 2007. godini odrana su dva sastanka Zajednikoga parlamentarnog odbora (u oujku u Zagrebu i u listopadu u Bruxellesu). To zajedniko tijelo ine zastupnici Hrvatskoga sabora i Europskoga parlamenta. Na sastancima je pozdravljena dinamika pristupnih pregovora, a Hrvatska je ohrabrena da na vrijeme ispuni zadane kriterije za zakljuenje pregovora kako bi Europski parlament do lipnja 2009. mogao dati pristanak na hrvatsko lanstvo u Europskoj uniji.

    Europski parlament 25. travnja prihvatio je Izvjee o napretku Hrvatske u 2006. godini, izvjestitelja za Hrvatsku u Odboru za vanjske poslove Ha-nnesa Swobode. To je prvi put da se u slubenome dokumentu jedne eu-ropske institucije 2009. spominje kao godina kada bi Europski parlament mogao dati suglasnost za primitak Hrvatske u Europsku uniju. Davanje suglasnosti za primitak nove lanice u Europsku uniju jedan je od glavnih prerogativa Europskoga parlamenta. Iako odluku o pristupanju nove lanice donosi Europsko vijee, to je mogue tek nakon prethodne sugla-snosti Europskoga parlamenta. Stoga taj dokument predstavlja snano ohrabrenje Hrvatskoj za ubrzanje pregovarakoga procesa.

    Sve vei interes upanija i civilnog drutva za Europsku uniju

    Drugi sastanak Radne skupine za Republiku Hrvatsku pri Odboru regija odran je u lipnju u Bolu na Brau. Na njemu su predstavnici hrvatskih lokalnih i regionalnih vlasti razgovarali s lanovima Odbora regija o mo-gunostima koritenja pomoi iz europskih fondova. Pri tome je posebno naglaena uloga koju bi u tom procesu trebala imati lokalna i regionalna samouprava. U oujku je u Bruxellesu odran prvi sastanak Odbora za praenje civilnog drutva (EU-Croatia Follow-up Committee for Civil Society). Na sastanku su potvreni lanovi Odbora i promatrai, a prihvaen je i program rada za razdoblje od 2007. do 2009. godine. Dogovoreno je da e aktualno stanje pregovora biti stalna toka dnevnoga reda Odbora u buduem radu, a naglasak e se stavljati na poglavlja posebno vana za predstavnike socijalnih partnera i civilnog drutva. Na drugom sastanku Odbora koji je odran u Splitu u listopadu donesena je odluka o promjeni naziva tijela u EU-RH Zajedniki savjetodavni odbor, to odgovara stvarnoj funkciji Odbora i statusu Hrvatske kao drave kandidatkinje. Takoer, predstavljeno je izvjee Europskoga gospodarskog i socijalnog odbora (EGSO) pod nazivom Republike Hrvatska na putu pristupanja u kojem je dana jasna podrka ulasku Hrvatske u Europsku uniju u 2009. godini. Dolaskom u Hrvatsku, prigodom ovoga sastanka, predsjednik

    Subcommittee on Human Rights of the European Parliament paid a visit to Croatia in September.

    Two meetings of the Joint Parliamentary Committee were held in 2007 (in Zagreb in March and in Brussels in October). This joint authority consists of members of the Croatian Parliament and the European Parliament. The pace of accession negotiations was commended at the meetings, where Croatia was furthermore encouraged to fulfi l the required criteria for the conclusion of negotiations, so that the European Parliament may issue its consent for Croatian membership in the European Union by June 2009.

    On 25 April, the European Parliament adopted the Croatia 2006 Progress Report, prepared by the Rapporteur for Croatia in the Foreign Aff airs Committee, Hannes Swoboda. This was the fi rst time that an offi cial document of a European institution indicated 2009 as the year when the European Parliament could issue its consent for the accession of Croatia to the European Union. Granting consent for the accession of a new member to the European Union is one of the main prerogatives of the Euro-pean Parliament. Although the decision on the accession of a new member is reached by the European Council, it is only possible following the consent of the European Parliament. That is why the document in question represents a strong incentive for Croatia to intensify the negotiations process.

    Growing interest of counties and civil society in the European Union

    The second meeting of the Working Group for the Republic of Croatia within the Committee of the Regions was held in June in Bol on the island of Bra. At the meeting, representatives of Croatian local and regional authorities discussed opportunities for obtaining aid from European funds with the members of the Committee of the Regions. Particular emphasis was laid on the role that local and regional self-governments should play in this process. The fi rst meeting of the EU-Croatia Civil Society Follow-up Committee was held in Brussels in March. The names of the Committee members and observ-ers were confi rmed at the meeting, and the working programme for the period from 2007 to 2009 was adopted. It was agreed that the current state of negotiations would be a permanent item on the Committee agenda in its future work, while emphasis should be placed on chapters of particular im-portance for representatives of social partners and civil society. At the second Committee meeting held in Split in October, a decision was reached to re-name the authority to the EU-Croatia Joint Consultative Committee, which better suits the actual function of the Committee and the status of Croatia as a candidate country. A report of the European Economic and Social Commit-tee (EESC) was presented, entitled The Republic of Croatia on its Road to Accession, which expressed clear support for the accession of Croatia to the European Union in 2009.     EGSO-a Dimitris Dimitriadis pokazao je da je podrka koju njegov Odbor daje Hrvatskoj neupitna.

    Ministarstvo vanjskih poslova i europskih integracija potie institucio-nalnu suradnju raznih segmenata hrvatskoga drutva s odgovarajuim tijelima Europske unije. Time se na najbolji nain promie ukljuivanje irokoga kruga graana u eurointegracijske procese i bolje poznavanje aktivnosti koje se poduzimaju u okviru pristupanja Hrvatske Europskoj uniji, kao i informiranje o tome kako Europska unija u biti funkcionira.

    Priprema hrvatskih strunjaka za rad u specijaliziranim agencijama

    Agencije su decentralizirana tijela Europske unije, osnovana u cilju provedbe specifi nih tehnikih, znanstvenih ili upravnih zadataka iz djelokruga Europske unije. Priprema drava kandidatkinja za ukljuiva-nje njihovih strunjaka u rad agencija posebno se fi nancira iz sredstava pretpristupne pomoi. Sudjelovanje Hrvatske u tim agencijama poelo je jo 2005. godine u okviru programa PHARE.

    Tijekom 2007. organiziran je niz radionica, seminara i konferencija za pripremu hrvatskih i turskih strunjaka za ukljuivanje u rad odreenih agencija. Te su se pripreme tijekom cijele godine obavljale u suradnji sa sljedeim agencijama: Europskim centrom za razvoj strukovnog obrazo-vanja (CEDEFOP), Uredom Zajednice za odravanje raznolikosti biljnih vrsta (CPVO), Europskom agencijom za sigurnost i zdravlje na radu (EU-OSHA), Europskom agencijom za lijekove (EMEA), Europskom agenci-jom za sigurnost hrane (EFSA), Europskom zakladom za poboljavanje ivotnih i radnih uvjeta (EUROFOUND), Europskom agencijom za po-morsku sigurnost (EMSA), Europskim centrom za nadzor nad drogama i borbu protiv ovisnosti o drogama (EMCDDA) te Europskim centrom za praenje rasizma i ksenofobije (EUMC). U okviru regionalnoga programa CARDS 2005 predviene su odgovarajue pripreme za budue ukljui-vanje strunjaka iz Hrvatske u jo dvije agencije: Europsku agenciju za okoli (EEA) i Europsku agenciju za sigurnost zranog prometa (EASA). No, odvijanje tih priprema bit e zavreno tek 2008. godine.

    Nastavljena je suradnja Ministarstva unutarnjih poslova i Europskoga policijskog ureda (EUROPOL) koja se zasniva na Sporazumu o operativ-noj i stratekoj suradnji. Obavljene su pripreme za upuivanje policijskog asnika za vezu u EUROPOL-ov ured u Haagu. U studenome je u Bruxe-llesu potpisan Sporazum o suradnji Hrvatske i EUROJUST-a na podruju pravosua. Sklapanje toga sporazuma unaprijedit e postojeu suradnju u podruju pravosua i unutarnjih poslova s dravama lanicama Europ-ske unije i drugim dravama koje su zakljuile sline sporazume s EURO-

    The Ministry of Foreign Aff airs and European Integration fosters institu-tional co-operation between various segments of Croatian society and the appropriate bodies within the European Union. This is the best way of promoting the inclusion of the broader public into Euro-Atlantic processes and providing more information about the activities undertaken within the framework of Croatias accession to the European Union, as well as information about the functioning of the European Union.

    Preparing Croatian experts for work in specialised agencies

    Agencies are decentralised bodies of the European Union, founded with the aim of implementing specifi c technical, scientifi c or administrative tasks within the competence of the European Union. The preparation of candidate countries for the involvement of their professionals in the work of agencies is funded specifi cally from pre-accession assistance funds. Croatias participation in these agencies began in 2005 within the framework of the PHARE programme.

    During 2007 a number of workshops, seminars and conferences were organised to prepare Croatian and Turkish professionals for work in specifi c agencies. The preparations took place throughout the year in co-operation with the following agencies: the European Centre for the Development of Vocational Training (CEDEFOP), the Community Plant Variety Offi ce (CPVO), the European Agency for Safety and Health at Work (EU-OSHA), the European Medicines Agency (EMEA), the European Food Safety Authority (EFSA), the European Foundation for the Improvement of Living and Working Conditions (EUROFOUND), the European Maritime Safety Agency (EMSA), the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and the European Monitoring Centre on Racism and Xenophobia (EUMC). Within the regional CARDS 2005 programme, ad-equate preparations have been planned for the future inclusion of experts from Croatia in two other agencies: the European Environment Agency (EEA) and the European Aviation Safety Agency (EASA). However, these preparations will only be completed during 2008.

    Co-operation between the Ministry of the Interior and the European Police Offi ce (EUROPOL) continued, based on the Agreement on Operational and Strategic Co-operation. Preparations for appointing a police liaison offi cer to the EUROPOL offi ce in The Hague have been completed. The Judicial Co-operation Agreement between Croatia and EUROJUST was signed in Brus-sels in November. The signing of this Agreement will improve the existing co-operation in the fi eld of justice and internal aff airs with the European Union Member States and with other countries which have concluded

    Konkretna fi nancijska pomo Europske unije

    Od oujka su se u Hrvatskoj provodili programi pomoi Europske unije za ije su jednogodinje provoenje ugovoreni sljedei iznosi (u milijunima eura i postotku od ukupno dodijeljenih sredstava):

    CARDS 2003: 287,68 ili 97,7%, CARDS 2004: 44,06 ili 94,6%, Phare 2005: 63,98 ili 87,5%, Phare 2006: pokrenuti pregovori.

    U programu ISPA provodi se ukupno 6 projekata, a ugovoreno je ukupno 120.311,66 eura. U okviru programa SAPARD provedena su dva natjeaja, odobreno je 29 projekata, a ugovoreni iznos potpore iz tih sredstava iznosi 8,899 milijuna eura.

    Donesen je pravni okvir za koritenje programa IPA (Instrument pretpristupne pomoi), pripremljeni su potrebni strateki dokumenti, a intenzivno se priprema akreditacija institucija koje e upravljati pojedi-nim komponentama toga programa. Prijenos ovlasti za upravljanje pro-gramom IPA na hrvatska dravna tijela oekuje se u 2008. godini. U prvoj komponenti programa IPA uspjeno je zavreno programiranje za 2007. godinu (odobreno je 49,61 milijuna eura), a poelo je programiranje za proraunsku 2008. godinu. Republika Hrvatska u suradnji s Europskom unijom izradila je deset operativnih programa koji predstavljaju pro-gramsku podlogu za II., III. i IV. komponentu programa IPA, kao i IPARD plan za poljoprivredu i ruralni razvitak za njegovu V. komponentu.

    Vlada Republike Hrvatske u veljai je donijela zakljuak prema kojem e se Hrvatska ukljuiti u rad 23 programa Zajednice koji su otvoreni zemljama kandidatkinjama. U 2007. godini pokrenuti su postupci za pri-stupanje u 15 programa. Dodatno su otvorena jo tri programa u kojima e Hrvatska sudjelovati u svojstvu tree zemlje. Tijekom 2007. godine potpisano je osam sporazuma o razumijevanju, a etiri su potvrena u Hrvatskome saboru.

    Financial assistance of the European Union

    European Union assistance programmes have been implemented in Croatia since March, with the following amounts contracted for implementation over a one year period (in million euro and as percentages of the total allocated amounts):

    Within the ISPA programme 6 projects are being implemented, with a total contracted amount of 120,311.66 euro. Within the SAPARD programme two tenders were held and 29 projects approved, while the total contracted level of assistance from this programme amounts to 8,899 million euro.

    The legal framework for using the IPA (Instrument for Pre-Accession As-sistance) programme has been adopted, the necessary strategic documents have been prepared and intensive preparations for the accreditation of institutions to manage programme components are underway. The trans-fer of authority for managing the IPA programme to Croatian state bodies is expected in the course of 2008. Programming for the year 2007 has been successfully completed within the IPA fi rst component (49.61 million euro were approved), while programming for the fi scal year 2008 has been initi-ated. In co-operation with the European Union, the Republic of Croatia has created ten operational programmes representing the programme base for components II, III and IV of the IPA programme, as well as the IPARD plan for agriculture and rural development for its component V.

    The Government of the Republic of Croatia in February adopted a conclu-sion by which Croatia will engage in the work of 23 Community pro-grammes open to candidate countries. In 2007, steps to join 15 programmes were initiated. Another three programmes were opened in which Croatia will participate as a third country. Eight memoranda of understanding were signed during 2007, and four were ratifi ed by the Croatian Parliament.

    Intenzivna komunikacija sa svim lanicama Europske unije

    Najintenzivnije bilateralne odnose Hrvatska je imala s europskim dra-vama iz svojega neposrednoga ili ireg susjedstva. No, otkako je krenuo proces hrvatskoga pribliavanja Europskoj uniji, tako su se razgranali i produbili odnosi i sa svim zemljama lanicama. Rije je o loginom slijedu pribliavanja odnosno usklaivanja Hrvatske s europskim okruenjem i sve intenzivnijim pripremama za punopravno lanstvo u Europskoj uniji. Hrvatsko-austrijski odnosi odvijaju se u izrazito pozitivnom politikom ozraju. Austrija je i tijekom 2007. godine nastavila s bezrezervnom potporom Republici Hrvatskoj u ostvarivanju punopravnog lanstva u Europskoj uniji. Intenzivni su i mnogobrojni susreti visokih politikih dunosnika dviju drava, a raznolika je i intenzivna resorna suradnja na podruju gospodarstva, kulture, prosvjete, znanosti, unutarnjih poslova i pravosua. O visokoj razini gospodarske suradnje govori i injenica da je, prema ulaganjima u Hrvatsku, Austrija na prvome mjestu. U suradnji s Austrijskom gospodarskom komorom, u Beu je u svibnju odran Hrvatski gospodarski dan, a krajem godine i esta sjednica Meudrav-ne komisije za turizam. Osim sredinjih dravnih institucija, sve se vie povezuju regionalna i lokalna tijela, a posebno je evidentna intenzivna suradnja Savezne pokrajine tajerske s hrvatskim upanijama. Tijekom 2007. visokim hrvatskim odlijem odlikovani su Waltraud Klasnic, biva zemaljska poglavarica Savezne pokrajine tajerske, i Georg Doppelhofer, prvi predsjednik Hrvatsko-austrijske trgovinske komore i bivi generalni direktor Raiff eisen Landesbank Steiermark.

    Nakon radnoga posjeta ministra vanjskih poslova Kraljevine Belgije Karela De Guchta Hrvatskoj poetkom godine, u preostalom dijelu godine teite bilateralnih odnosa uglavnom se prebacilo na suradnju s belgijskim regijama Flandrijom, Valonijom i Bruxelles-Capitaleom. Za-vrena je procedura za stupanje na snagu Sporazuma o suradnji izmeu Vlade Republike Hrvatske i Vlade Regije Flandrije. Takoer su pokrenuti pregovori o sklapanju slinog sporazuma s Valonijom.

    Hrvatsko pribliavanje Europskoj uniji pozitivno je utjecalo na odnose s Ciprom, ija je potpora hrvatskomu punopravnom lanstvu neupitna. Potvreno je to tijekom slubenoga posjeta ciparskoga ministra vanjskih poslova Yiorgosa Lillikasa Zagrebu.

    U 2007. godini ostvarena je dobra suradnja s ekom Republikom.     Intensifi ed communication with all members of the European Union

    Croatia has always had the most intense bilateral relations with the European countries which are its immediate or close neighbours. However, since the process of rapprochement to the European Union began, relations with all Member States have developed and grown stronger. This is a logical course of Croatian alignment with the European standards and ever more intensive preparations for full membership in the European Union. Croatian-Austrian relations have been developing in a particularly positive political atmosphere. During 2007 Austria continued to provide wholehearted support for the Republic of Croatia in the process of obtaining full member-ship in the European Union. There were numerous and fruitful high level meetings, while intense co-operation between departments in charge of the economy, culture, education, internal aff airs and justice continued. The fact that Austria is the biggest investor in Croatia is yet another evidence of the high level of economic co-operation. The Croatian Business Day, co-organized with the Austrian Chamber of Commerce, was held in Vienna in May, while the sixth session of the Intergovernmental Committee for Tourism took place late in the year. In addition to central state institutions, regional and local authorities established increasing numbers of contacts, while the high level of co-operation between the federal region of Styria and Croatian counties was particularly evident. During 2007, Waltraud Klasnic, the former governor of the federal province of Styria, and Georg Doppelhofer, fi rst president of the Croatian-Austrian Chamber of Trade and former general manager of Raiff eisen Landesbank Steiermark were decorated with distinguished Croatian awards.

    After a working visit by Karel De Gucht, Foreign Minister of the Kingdom of Bel-gium to Croatia early in the year, the focus of bilateral relations during the remain-ing part of the year primarily shifted to co-operation with the Belgian regions of Flanders, Wallonia and Bruxelles-Capitale. The procedure necessary for the entry into force of the Co-operation Agreement between the Government of the Repub-lic of Croatia and the Government of Flanders has been completed. Negotiations have been initiated for the conclusion of a similar agreement with Wallonia.

    Croatian rapprochement to the European Union has had a positive impact on relations with Cyprus, whose support for Croatias full membership is un-doubtful. This was confi rmed during the offi cial visit of Yiorgos Lillikas, Cypriot Prime Minister to Zagreb.

    A good level of co-operation was attained with the Czech Republic during 2007. Within the framework of bilateral meetings, the offi cial visit of Minister of Foreign Aff airs Karel Schwarzenberg to Zagreb was the most signifi cant, during which a special emphasis was laid on negotiations regarding accession to the European Union.     jest u vrijeme u kojem Hrvatska eli zavriti pregovore. Lani je ostvarena i zapaena parlamentarna suradnja (posjet lanova Odbora za vanjsku politiku i Odbora za poljoprivredu ekoga parlamenta hrvatskim kolegama te lanova Odbora za europske integracije Hrvatskoga sabora ekim kolegama).

    Predsjednik Vlade Republike Hrvatske Ivo Sanader u rujnu je slubeno posjetio Dansku, ime su dodatno potvreni dobri bilateralni odnosi. Hrvatska ima i veoma dobre odnose s Finskom, koje je unaprijedila nabavom novoga oklopnog borbenog vozila fi nske tvrtke Patria. Nastav-ljena je i dobra parlamentarna suradnja, o emu svjedoi slubeni posjet predsjednika fi nskoga parlamenta Paave Lipponena Hrvatskoj.

    Estonija, Latvija i Litva snano podravaju Hrvatsku na putu u NATO i EU, to je svakako pozitivno utjecalo na razvoj i produbljivanje cjelo-kupne suradnje s tim dravama. Osim bilateralnih susreta na najvioj razini prolu je godinu obiljeila intenzivna suradnja na podruju obrane i sigurnosti te rast gospodarske razmjene. Pozitivan trend uoen je i na podruju turizma te brodogradnje. Rijeko brodogradilite 3. maj gradi za Latvian Shipping Company deset tankera, ukupno vrijednih 350 milijuna USD.
