ConurbationIn the south of Greater Paris, Grigny was afarming village until the 1960s when theconstruction of a number of housing schemesradically modified both its urban and socialstructure. Grigny is no longer a village but atown; industrial valley, planted hillside, andresettled urbanised plateau, it is today crossed bythe A6 motorway and the RN7 trunk road, andits territory is fractured. The town needs to berestructured in order better to link the differentdistricts, compose a town centre on a communalscale, and enhance its environmental assets.

SiteThe site corresponds to the southern sector of LaGrande Borne social housing estate (3 700dwellings), a development designed by EmileAillaud at the end of the 1960s. Today, cut offand underprivileged, the neighbourhood is theobject of an overall urban regeneration project.The site is made up of low-rise, curved blocks offlats, laid out around public amenities andpedestrian spaces. Linked to the rest of the estateto the north by a large green space, to the southit is edged by a major through road, and to theeast by a motorway.

ProgrammeThe urban grid must berestructured; and the exterioropen spaces, on a morecontextual scale, must beregenerated. Provision must alsobe made for neighbourhoodsocial and cultural facilities. Someexisting housing is to beconverted to other uses,businesses or services, andexisting housing is to benefitfrom a diversification in dwellingtypology.

Issuesfunctional : Urban considerations must be aimed at opening up the site by means of a newgrid, and by programming new functions that will open up the neighbourhood to the dynamicsinitiated by development of the surroundings area. Parking must also be reorganised, the statusof exterior spaces be clarified, all of this with the perspective of a partial privatisation of theopen spaces.

social : Proposals must encourage social mix by creating a diversity of homes, in order to enablethe resident population to upgrade, as well as to attract new inhabitants.

It is also important to improve the security and privacy of the block's ground-floor dwellings.

perceptual : The housing estate is symbolic of modern urban and architectural heritage,whose potential is to be enhanced (scale of buildings, large landscaped public spaces, circulationthat is fluid and safe for pedestrians). Proposals must be set in the perspective of an approachthat secures environmental quality and sustainable development.
