1Back groundAs the swap needs to be Completed till OCTOBER 2014 Due to the delays in PO and other project delays; the requirement of swapping all GYE till OCT 2014 is not possible The idea is to Swap till cluster 21 which covers CENTER and SUR of GYE and leaving the border for NEW YEAR The area chosen to have border needs to be less traffic zone with less mobility The area at the boundary needs some parameter fine-tuning and optimization to sustain NOKIA and HUAWEI boundary till XMAS & NEW YEAR

3GSM network swap is a systematic project, which involves total network structure planning, network transition, cooperation of operators, engineering implementation, quality monitoring and risk management, overall project management, and highly-skilled technicians, so applicability and operability in terms of technology must be emphasized.Safety The swap has no impact on the network.High quality and low cost If the swap quality can be ensured, use the old resources as rational as possible.Smooth transition Reduce the service interrupt time to the minimum and optimize the network after the swap to make sure that the quality of the new network is better than that of the old one.High efficiency Configure the resources rationally and finish the project efficiently.Inheritance To avoid large-scale network adjustment, inherit the configuration data of the old network during swap. Further optimization should be performed after the swap.VIP area guarantee Adjust the VIP areas at the time when the traffic is low. If necessary, increase the number of Huawei BTSs to share the traffic load.

The area around METRO SALADO QUISQUIS PIEDRAHITA suffers from high SDCCH traffic

The Idea during the swap is to use the SAME LAC as in NOKIA with last three digits of the LAC to be RAC in HUAWEI

As we would be having MULTI POINT A interface we can plan to implement same LAC around the area

Conclusion Page 13The Proposed Border between NSN and HUAWEI is the best possible boundary geographically

The proposed Boundary has Less traffic VOICE & DATA Sites at the boundary

For SDCCH Signaling increase due to LAC updates at BOUNDARIES its recommended to use SAME LAC with NEW CELLID for swapped between NSN and HUAWEI

Separate parameter fine tuning will also be done in high handover area which may not follow mapping values during the swap

All the above actions doesnt guarantee that there wont be any KPI degradation ; the degradation of KPIs can be reduced by above actions

This is the most optimum solution with NSN & HUAWEI border in GUAYAQUIL city
