VII SESSION
BULLETIN
Friday, the 4th

(Brief record of the proceedings of the meeting of the Haryana Vidhan
Sabha held on Friday, the 4th November, 2016 from 10.00 A.M. to
6.04 P.M.)
I. OBITUARY REFERENCES
The Chief Minister made references to the deaths of the late:-
1. Shri Dharamvir Yadav, former Minister of Haryana
2. Freedom Fighters of Haryana.
3. Martyrs of Haryana
4. Terrorist Attack in Jammu & Kashmir
5. Others.
and spoke for 5 minutes.
Shri Abhay Singh Chautala, Leader of the Opposition, Spoke for 4
minutes. He made a suggestion and agreed to that, the name of Shri Tayab
Hussain, Brother-in-law of Shri Naseem Ahmed, M.L.A., was also added in
the above-said list.
Smt. Kiran Choudhry, Leader of the Congress Legislature Party,
spoke for 4 minutes. She also demanded that the name of a Ex- Serviceman,
who committed suicide on 1st November, 2016 at Jantar Mantar, New Delhi,
may also be added in the list of martyrs in the obituary references. But the
Leader of the House did not agree with the demand raised by her as he had
committed suicide and it would set a wrong precedent to include the name in
the martyrs list. After heard the views from the both sides, the Speaker
ordered not to include the name of the said Ex-Serviceman in the list of
martyrs.
The Speaker also associated himself with the sentiments expressed in
the House and spoke for a while.
It was decided to send messages of condolence to the bereaved
families.
The House stood in silence for two minutes as a mark of respect to the
memory of the deceased.

II. WELCOME TO THE MEMBER OF PARLIAMENT AND
FORMER MEMBERS OF THE HARYANA VIDHAN SABHA
The Parliamentary Affairs Minister, on behalf of the House,
welcomed Shri Dushyant Chautala, Member of Parliament and Shri Durga
Dutt Attri & Dr. Sita Ram, former Members of Haryana Vidhan Sabha, who
were sitting in the V.I.Ps. Gallery to witness the proceedings of the House.
III. ANNOUNCEMENTS

PANEL OF CHAIRPERSONS
Under Rule 13(1) of the Rules of Procedure and Conduct of Business
in the Haryana Legislative Assembly, the Speaker nominated the following
members to serve on the Panel of Chairpersons :-

2. Smt. Santosh Chauhan Sarwan, M.L.A.
3. Shri Anand Singh Dangi, M.L.A.

The Secretary informed the House that the following Bills which were
passed by the Haryana Legislative Assembly during its Sessions held in
March, 2016 and August, 2016 and have since been assented to by the

IV. FIRST REPORT OF THE BUSINESS ADVISORY
COMMITTEE
The Speaker presented the First Report of the Business Advisory
Committee as under:-
“The Committee met at 9.00 A.M. on Friday, the 4th November, 2016
in the Chamber of the Hon’ble Speaker.
The Committee recommends that unless the Speaker otherwise
directs, the Assembly whilst in Session, shall meet on Friday, the
4th November, 2016 at 10.00 A.M. and adjourn after conclusion of Business
entered in the List of Business for the day without question being put.
The Committee, after some discussion, further recommends that the
Business on the 4th November, 2016 be transacted by the Sabha as follows:-
Friday, the 4th November, 2016 1. Obituary References.
(10.00 A.M.) 2. Presentation and adoption of First
Report of the Business Advisory
Committee.
3. Motion under Rule–15 regarding
Non-stop sitting.
4. Motion under Rule-16 regarding
adjournment of the Sabha sine-die.
5. Motion Under Rule-84
6. Any other Business.”
The Parliamentary Affairs Minister moved –
That this House agrees with the recommendations contained in
the First Report of the Business Advisory Committee.
The motion was put and carried.

V. MOTION UNDER RULE 15
The Parliamentary Affairs Minister moved-
That the proceedings on the items of Business fixed for today
be exempted at this day’s sitting from the provisions of the Rule
‘Sittings of the Assembly’, indefinitely.
The motion was put and carried.
VI. MOTION UNDER RULE 16
The Parliamentary Affairs Minister moved-
That the Assembly at its rising this day shall stand adjourned
sine die.
The motion was put and carried.
VII. NOTICE OF ADJOURNMENT MOTION
On being enquired by Shri Abhay Singh Chautala and Shri Naseem
Ahmad, M.L.As., the Speaker informed the house that their party’s members

disallowed due to various reasons but they insisted the Speaker to take up
Adjournment Motion given of by their party’s members first and rest of
Business be taken up after it because the matter of S.Y.L. Canal is a very
important for Haryana State. They demanded discussion on it. The Speaker
asked them that as per decision of the meeting of the Business Advisory
Committee, the discussion will be taken Under Rule 84 only today in which
the Members can also spoke on these issues also. The Speaker further asked
the Parliamentary Affairs Minister to move a Motion Under Rule 84.
VIII. WELCOME TO THE FORMER MINISTER OF HARYANA
AND THE SPEAKER OF THE PUNJAB VIDHAN SABHA AND
THE CHAIRMAN OF THE PUNJAB SUBORDINATE
SERVICES SELECTION BOARD
During the notice of Adjournment Motion:-
(i) The Parliamentary Affairs Minister, on behalf of the House,
welcomed Shri Ran Singh Maan, former Minister of Haryana,

who was sitting in the V.I.Ps. Gallery to witness the
proceedings of the House.
(ii) The Parliamentary Affairs Minister, on behalf of the House,
welcomed Shri Charanjeet Singh Atwal, Speaker, Punjab
Vidhan Sabha and Sardar Santa Singh, Chairman, Punjab
Subordinate Services Selection Board, who were sitting in the
V.I.Ps. Gallery to witness the proceedings of the House.
IX. RAISING THE MATTER OF STATEMENT GIVEN BY THE
CHIEF MINISTER, PUNJAB OVER THE S.Y.L.CANAL ISSUE
During the notice of Adjournment Motion, Shri Abhay Singh
Chautala, Leader of the Opposition raised the matter of statement given by
Shri Prakash Singh Badal, Chief Minister, Punjab over the S.Y.L. Canal
issue. He further stated that in his statement, Shri Prakash Singh Badal said
that Haryana would not get a drop of water for the S.Y.L. canal and no
matter what the Supreme Court decision would be in this regard.
Shri Bhupinder Singh Hooda, a Member of the Indian National Congress
Party also supported the views expressed by the Leader of the Opposition.
Shri Abhay Singh Chautala also demanded that this House should pass a
condemnation resolution against Shri Prakash Singh Badal, Chief Minister,
Punjab.
The Chief Minister clarified position in this regard and said that his
government already condemned the statement given by the Chief Minister,
Punjab.
X. NAMING THE MEMBERS OF THE INDIAN NATIONAL LOK
DAL/ADJOURNMENT OF THE SITTING.
Shri Abhay Singh Chautala and his party Members continued insisted
to bring a condemnation resolution against Shri Prakash Singh Badal, Chief
Minister, Punjab. The Speaker requested the Members of the Indian National
Lok Dal to resume their seats but they continued speaking without the
permission of the Chair even they came into the well of the House and
raising the slogans. The Members of the Treasury Benches strongly objected
it. There were heated exchanges between the Health Minister and the
Members of the Indian National Lok Dal. In spite of having been asked by
the Speaker time and again to take their seats but they did not do so.

Thereafter, the Speaker named S/Shri Abhay Singh Chautala, Anoop
Dhanak, Balwan Singh Daulatpuria, Kehar Singh, Naseem Ahmad, Om
Parkash Barwa, Parminder Singh Dhull, Pirthi Singh, Rajdeep Singh
Phogat, Ram Chand Kamboj, Ranbir Gangwa, Ravinder Baliala and Ved
Narang and asked them to withdraw themselves from the House. On them
not doing so, the Sergeant-at-Arms was directed to execute the orders.
On finding uproar in the House, the Speaker adjourned the sitting of
the House at 11.22 A.M. for 15 minutes.
The House then adjourned at 11.22 A.M and re-assembled at
11.37 A.M.
When the House re-assembled, the Deputy Speaker was on the Chair
and again adjourned the sitting of the House at 11.37 A.M. for 15 minutes.
The House then adjourned at 11.37 A.M and re-assembled at
11.52 A.M.
XI. RESCINDING THE DECISION OF NAMING OF THE
MEMBERS OF THE INDIAN NATIONAL LOK DAL.
When the House re-assembled, the Speaker rescinded his earlier
decision of naming of the Members of the Indian National Lok Dal and
allowed them to participate in the proceedings of the House.
XII. RAISING THE MATTER REGARDING FACILITES TAKEN
BY SOME MEMBERS OF THE INDIAN NATIONAL LOK
DAL FROM THE PUNJAB GOVERNMENT
Shri Jai Parkash, an independent Member raised the matters regarding
facilities taken by some Members of the Indian National Lok Dal from the
Punjab Government and demanded to pass a Condemnation Resolution
against them also.
XIII. DELETING THE OBJECTIONABLE WORDS FROM THE
PROCEEDINGS OF THE HOUSE
The Speaker ordered that the objectionable words made by Shri
Abhay Singh Chautala, Leader of the Opposition and the Health Minister
Shri Anil Vij be deleted from the proceedings of the House.

XIV. CONDEMNATION RESOLUTION AGAINST THE CHIEF
MINISTER, PUNJAB.
On a request made by Shri Abhay Singh Chautala, Leader of the
Opposition and supported by Shri Bhupinder Singh Hooda, a Member from
the Indian National Congress Party and agreed by the House, the
Parliamentary Affairs Minister, with the permission of the Speaker, moved-

The motion was moved and carried unanimously.
XV. WELCOME TO THE FORMER MEMBERS OF THE
HARYANA VIDHAN SABHA
The Parliamentary Affairs Minister, on behalf of the House,
welcomed Shri Subhash Katyal & Shri Daryao Singh Rajora, former
Members of Haryana Vidhan Sabha, who were sitting in the V.I.Ps. Gallery
to witness the proceedings of the House.
XVI. MOTION UNDER RULE 84
The Speaker informed the House that today’s Special Session is
convened on the occasion of the Golden Jubilee of Haryana Vidhan Sabha. It
is a different Session from other normal Sessions of Haryana Vidhan Sabha
and as per the decision of the Business Advisory Committee, no Questions
Hour, Calling Attention Motion, Adjournment Motion and raising various
matters etc. will be taken up today. He further informed the House that he
had received a motion Under Rule 84 of the Rules of Procedure and conduct
of Business in the Haryana Legislative Assembly on which the House will
take the discussion. He asked the Parliamentary Affairs Minister to move a
motion Under Rule 84.
At 12.01 P.M., The Parliamentary Affairs Minister moved –

Smt. Kiran Choudhry, Leader of the Congress Legislature Party,
spoke for 24 minutes.
Shri Abhay Singh Chautala, Leader of the Indian National Lok Dal,
spoke for 45 minutes.
XVII. ADJOURNMENT OF SITTING
The Speaker announced that the House is adjourned for 45 minutes
for Lunch Break.
The House then adjourned at 1.35 P.M and re-assembled at
2.20 P.M.
XVIII. RESUMPTION OF DISCUSSION ON MOTION UNDER
RULE 84
When the House re-assembled, the discussion on motion under Rule
84 was resumed.
Shri Randhir Singh Kaprivas, Shri Subhash Barala and Shri Gian
Chand Gupta, Members from the Treasury Benches, spoke for 10, 19 and 11
minutes respectively.
Shri Parminder Singh Dhull and Shri Naseem Ahmed, Members from
the Indian National Lok Dal, spoke for 10 and 15 minutes respectively.
Shri Bhupinder Singh Hooda and Dr. Raghuvir Singh Kadian,
Members from the Indian National Congress Party, spoke for 23 and 10
minutes respectively.
Shri Tek Chand Sharma, a Member from Bahujan Samaj Party, spoke
for 8 minutes.
Shri Jai Parkash, an independent Member, spoke for 10 minutes.
The Health Minister, The Finance Minister, The Agriculture Minister
and the Minister of State for Social Justice and Empowerment, spoke for 19,
14, 16 and 21 minutes respectively.
The Chief Minister, by way of reply, spoke for 31 minutes.
XIX.WALK OUT
All the Members of the Indian National Congress Party, present in the
House staged a walk out as a protest against not given time to speak to their
some Party’s Members.

XX. THANKS BY THE SPEAKER.
Before the House was to adjourn sine die, the Speaker thanked the
Members of the House for their cooperation extended to them for the smooth
conducting of the proceedings of this House. He also thanked the Press
Representatives, Government Officers and the Officers/officials of Haryana
Vidhan Sabha Secretariat for their cooperation extended to them during the
present Session.
The Deputy Speaker occupied the Chair at 12.52 P.M. to 1.35 P.M.
The House then adjourned sine die.
