About the Electronics Division

The Electronics Division, one of the 16 divisions in HKIE, is responsible for the organization of various learned society activities related to the electronics engineering in order to promote the advancement and exchange of information and ideas among members and other societies. These include open forums, technical visits, seminars, workshops, exhibitions and symposia. It also assists the Institution in the publication of related technical papers and journals; commenting on draft policy papers under consultation and relating to the electronics engineering issued by statutory bodies; advising on related subjects which are of public interest; and promoting the public standing and image of electronics engineers.

Electronics Engineering has been ever shaping the world. Semiconductors and RF, computer and communications, internet and mobile phone are changing our work and walk of life. While we are proud of being an engineer to invent, to innovate or to create new devices, new products or new systems, we should continue to contribute to the engineering community, the society and the country proactively and collaboratively, and we should continue to

serve, to cultivate, to share and to make comrade.

In these years, we have witnessed the growth of our country and the increasing level of collaboration between Hong Kong and China. Looking forward, the economic bond between Hong Kong and China would be increasingly interrelated and interdependent. Riding on the trend, we would organise more activities with Mainland elements to provide platforms and opportunities for members to develop networks and gain benefits. A few visits to factories in South China and a divisional visit to China are planned for Session 2008/2009.I am proud of our Committee members who are not only professionals, but also dedicated to the community. Besides, we have good professional culture established by the past Chairmen. We would continue to organise seminars, workshops, technical visits, conferences and symposium etc and to collaborate with other Divisions, Young Members Committee and Associate Members Committee to foster stronger links and networks, and appeal to wider base of engineers. I would encourage every one of you to introduce and invite your colleagues and/or working partners to participate in our events. More communication among engineers, more benefit we would gain and hence more members would join us. Furthermore, we would work with universities, R&D institutes, other sister institutions, associations, the HK Science and Technology Park and the Cyber Port etc, to recruit a wider spectrum of engineers to join the Institution and to participate in divisional activities.

In the year of 2007/2008, we have set our plan to organize up-to-date seminars, workshops, conferences, company visits etc and to collaborate with other Divisions, YMC, AMC to foster stronger links and network, and appeal to wider base of engineers. We also encourage every one of us to introduce and invite our colleagues, working partners participating in our events. Further, we would work with academic Institutes, our sister Institutions, Associations, Industries, Government organizations etc, to reach out a wide spectrum of engineers joining HKIE and the

Divisional activities. As at the end of my Chairmanship 2007/2008, I am pleased to report that ridding on the team effort of the Committee and the culture of the Electronics Division, we have achieved our targets. Please refer to the activities list enclosed. Particularly, we received very good responses for our activities such as Technical visit to Hong Kong Olympic Equestrian Centre, Technical Visit to Factory and Traffic Centre in Guangzhou, Win-win negotiation, Utra-wide band and Digital Living, LED technical seminar, Technical Visit to ASM and seminar on 中醫養生保健 etc. I treasured the experience working with committee members which is not only professional execution but also enjoyable.

In these years, we all witness the growth of our Country and the increasing level of collaboration between Hong Kong and the Mainland China. The economic bond between Hong Kong and the Mainland China is not only give and take but also inter-collaboration to create huge amount of opportunities for Engineers to develop in the China economy. We are planning for a trip to SiChuan, China in 6 – 10 June 2008. I would encourage our members to join and look for opportunities.

The Division has been providing a good platform for engineers to participate, develop and cultivate our engineering profession, technologies and industries. I am proud of our committee team members who are not only professionals, but also dedicated to engineering community. They make the Division lively and create a lot of values to our members. It is also the good culture established and passed down from our past chairmen.

Looking forward, we continue to serve our members and the industry with valued added activities, emphasize on green environment, foster closer link with our Sister Divisions and Associations and promoting collaboration between China and Hong Kong. I hope, you would continue to support our events and offer your comments and feedback anytime.

Past Chairman Message: Ir Prof. Oliver TsuiSAMPLE

Engineering is again a prospero us sector in the Hong Kong economy. This is driven by the revitalized property market locally and the continuing strong economic growth in all developed countries on a wider scale. The near-term future is quite rosy as well, as the Government has pledged to speed up investment in infrastructure and the second phase of the Hong Kong Science Park is going to be completed this year.

I use the word “consolidation” to capture the main theme of my term of office as the chairman of the Electronics Division. This is indeed what we have done for the last seven or eight months, namely, to maintain the effort of raising the profile of our profession and the cohesion among members. I am happy to report that the Division’s Annual Dinner continues to be well supported by the local electronic industry and we are going to re-activate the annual China Visit in the past. One of the keynote events is the Analog Mixed Signal Conference organized with the Chinese University of Hong Kong and the Chinese American Semiconductor Professional Association. The two-day event brought together engineers from the local IC industry and representatives from prominent international semiconductor companies. Through the formation of a dedicated sub-committee to overlook all division activities, we were able to offer activities of varying interests from technical to personal development. To expand the scope of the activities, we worked closely with other divisions like Information, Electrical, Biomedical, Associate Members and Young Members. This is why we could offer personal development seminars like “Mediations for Engineers”, “工程師如何面向都市流行病” and “中醫養生之道 - 貴在有道” which were found to be very popular among members.

We are eager to see more interaction among members. With the help of the Local Interest Group which was newly formed this year, a “高爾夫球+燒烤同樂日” event was organized for members working in the vicinity At the time of writing this report, we have activities already scheduled into the summer. All these are only possible with the diligence and enthusiasm of the committee members involved. The success of the Division belongs to them. As the Chairman, I like to thank them once again.

Ir Dr. Wilton Fok Wai Tung

Dr. Fok is the Senior Teaching Consultant in the Department of Electrical and Electronic Engineering of the University of Hong Kong. He teaches and researches in the areas of RFID, mobile telecom applications and financial engineering. Before joining HKU, Dr. Fok had been working in the Hongkong Telecom (the former company of PCCW), NDS Asia Pacific Ltd and Roctec

Technology Ltd.

Ir TSUI Ping-fongIr. Tsui joined Motorola in 1979 and was an Engineering and Business Manager when he left Motorola to join VTC in 1990. He is now the Centre Manager of CaST of VTC. He is one of the pioneers in the e-Learning. He holds a Msc of Engineering Management with Distinction of Warwick University. He is the Chartered member of IET, Senior member of IEEE and Fellow of HKIE. He was the Chairman of IT Division of HKIE in 1997/98, Chairman of IEEE CAS/COM 1999/2001. He was elected as one of the 20 Election Committee members of IT Functional Constituency of HKSAR in 1997-1999. He owns papers of Automation VLSI Standard Cell Design,Motorola HDC Gate Array, Tele-learning, e-Learning in knowledge-based society.

Ir Peter YeungIr Peter Yeung currently heads the Integrated Circuits (IC) Development Support Centre of the Hong Kong Science and Technology Parks Corporation (HKSTP). He is also responsible for the business operation of the professional engineering and lab services in the HKSTP with objectives to strengthen the technology clusters of Hong Kong industries, and to create a conducive environment for foreign technology

companies to base in Hong Kong. Peter holds a Bachelor degree in Electrical and Electronics Engineering from the Oregon State University and a Master degree in Business Administration from York University of Toronto.

Mr. Daniel ChanDaniel Chan was graduated in Hong Kong Polytechnic in 1980 and holds a Master’s degree in electronic engineering from the University of Hong Kong. He became a Chartered Engineer in 1988 and served as office bearer/committee member of the professional engineering societies of HKIE and IEE during the 1991-2000 period. Then he actively participated local and overseas electronic industry association activities including the setting up of several local associations and drafting the international IPC-9151 standard. Before

joining the Hong Kong Productivity Council (HKPC) for which he served 26 years, he worked in National Semiconductors and a home automation product manufacturer. As a Senior Consultant in HKPC, he led a team of consultants to provide technology service to the electronics industry. He left HKPC to start his own business to capitalise his technical expertise and relationship with local and overseas partners.

Ir Wilson CHOU Yuk-wahIr Chou received the Bachelor and Master degrees from the Hong Kong Polytechnic University. He is currently the Telecommunication Manager of the Equestrian Events (HK) of the Games of the XXIX Olympian Company Ltd, and also the Electronics Engineer in the Electrical and Mechanical Services Department of the HKSAR. He has over 13 years of solid engineering experience, and focus on the design, implementation, installation, and commissioning of various IT and Telecommunication systems. He is the Honorary Secretary (2003-2007) and Committee member of the Electronics Division of the HKIE, and Committee member of the IET- Informatics and Control Technologies Section. He is a Chartered Engineer of the Engineering Council, Corporate Member of the HKIE and IET.

Ir CHEUNG, David

Mr. David Cheung received his Bachelor of Electronics Engineering and Master of Electronics Engineering from McMaster University in 1974 and 1976. He further received his Master of Electrical Engineering from University of Hong Kong in 1985 and MBA degree from University of East Asia in 1988. He had been working for

Canadian Marconi Company on Airborn Doppler Navigation System and had been working for Ampex Ferrotec Limited on Computer and Memory Storage System. He joined National Semiconductor in 1982 and was heading a Product/R&D center for 15 years, projects developed included ATM, FDDI, Ethernet, IsoEthernet , Fax Machine, DECT Phone, Video Surveillance System, MiniDisc, Multibus 32K CPU and Peripherals interface cards, etc. He established his own company Advanced Radio Technologies HK Limited in 1996 for developing pager products. He joined Wongs Technology Limited in 1998 as Sr. VP working on Broadband and Internet devices. He joined Chung Nam Electronics Co. Ltd as CTO in 2000, products developed including the fixed and handheld RFID UHF readers, Bluetooth products and 802.11x Wireless LAN products including Wi-Fi Digital Media Adaptor and Internet Radio.

Ir TSE Lok HimMr. TSE Lok-him received his BEng(Hon) degree and MEng degree in electronics in 2000, and his MSc degree in electronics and information in 2001 from The Hong Kong Polytechnic University. From 2000 to 2002, he joined the Electrical & Mechanical Services Department (EMSD), the Government of the Hong Kong Special Administrative Region as an Electronics Engineering Graduate to undertake a Scheme ‘A’ professional engineering training. Afterwards, he was promoted to

the rank of Assistant Electronics Engineer and was deployed to the Health Sector Division of EMSD. Subsequently, he obtained corporate membership of HKIE in 2005 and was promoted to Electronics Engineer. Currently, he is mainly responsible for providing electronics and biomedical engineering services to hospitals. He is a committee member of the electronics division and training review sub-committee (Group III) of The Hong Kong Institution of Engineers.

Ir Dr Roger SO Tsz-ngaiIr Dr Roger So has extensive experience in the railway industry. He is currently the Systems Integration Manager in Capital Project Division, Kowloon-Canton Railway Corporation, responsible for the interface management and integration of multi-disciplined railway extension projects. He has successfully integrated and commissioned the multi-billion dollars Tsim Sha Tsui Extension, the Ma On Shan Rail and the Lok Ma Chau Spur Line. He has long service history with the HKIE since 1993 in various capacities including IT Division Committee member(1993– 99), Electronics Division Honorary Secretary(2000-03), member of the PR committee (2003–04) and HKIE representative(alternative) to the Technical Standards Advisory Committee, OFTA (2006–now). He has recommended via the Electronics Division’s submission to the OGCIO Digital Strategy 21 Consultation Paper to enhance public accessibility of Internet through Wi-Fi network, which has been adopted in the Financial Secretary’s 2007 Budget Plan.

Mr David Yam Chi-yeungMr. David YAM Chi-yeung received his BEng(Hon) degree and MEng degree in electronic and information engineering in 2003 from the Hong Kong Polytechnic University. From 2003 to 2004, he joined Vtech Telecommunications Limited as Electronics Engineer II for product development and project management of DECT digital cordless phone. In 2004, he joined the Electrical & Mechanical Services Department (EMSD), the Government of the Hong Kong Special Administrative Region as an Electronics Engineering Graduate to undertake a Scheme ‘A’ professional engineering training. Afterwards, he was promoted to the rank of Assistant Electronics Engineer and was deployed to the Health Sector Division of EMSD. Currently, he is mainly responsible for providing electronics and biomedical engineering services to public hospitals. He is an observer of the electronics division and has obtained the YMC’s Outstanding Helpers Awards from Young Member Committee of The Hong Kong Institution of Engineers (2005/2006 session).

Mr Patrick DONG Shi Ki

Mr. DONG Shi-ki received his BEng(Hon) degree in Electronics Engineering in 2004, and MSc Degree in Integrated Circuit Design Engineer (ICDE) in 2006 from the Hong Kong University of Science and Technology. In 2006, he joined Chip and System Technology Centre (CaST), PEAK, VTC group, as an Assistant IC Design Engineer. He was involved in the development of Capacitance Sensor ICs. Currently, he is mainly responsible in designing and testing of the LCD driver ICs. Mr. Dong joined the

HKIE in 2007 as a graduated member under “Scheme A” training. He is an active member in the HKIE and has coordinated several activities in Electronics and YMC Division (Visiting Group). He was also the publishing manager in the “Annual Dinner 2008” of the HKIE Electronics Division.

Ir Francis LEUNG Hung-chiIr Leung graduated from HK Technical College in Higher Diploma in Electronic Engineering, and obtained MSc in Electronic Control Engineering in UK in 1973. He joined Bailey Meters & Controls as System Design Engineer for thermal power stations, and worked in HK CLP for 18 years as Head of Tsing-Yi and Castle Peak B power station Control & Instrumentation Department. He worked for Kvaerner Chemetics in Canada since 1993 as Senior Engineer in designing control systems for chemical plants. Upon return to HK in 2000, he had done various consultancy works for infrastructure monitoring and control systems for transportation, rails, tunnels, industrial process plants and building E&M services. Ir Leung is active in voluntary professional services, and was HKIE-CAI Chairman (1992/93), and committee members from 1989-1993, 2002- 2005. He was IEE (now IET) ICT-Computing and Control committee member (2003-2006) and founding director of Electrical and Electronic Alumni Association of the PolyU.

Miss KWAN Shui Ling

Ms Kwan is the Senior Business Development Manager of Asia Pacific of Globe7 HK Limited Ms Kwan holds varied roles in business strategies formulation, sets up new operation branches, manages company's key business partner relationships and projects in Asia Pacific Region includes China, Hong Kong, India, Taiwan and Japan. The projects under her lead includes WOOP, a white label VOIP solution designed for SINA.com; Longhaier.com, a Chinese SNS portal partnered with Tencent; Axillchina, an online

advertising platform developed in India with integration of Alibaba payment gateway; Globe7 softphone, developed in India and marketed in China and Taiwan with Baidu, ChinaTimes and Allyes. The total project value amounted to 40Million HKD. Before serving Globe7, Ms Kwan also served DHL and New World Mobility. Ms Kwan gained several awards and scholarships, which included the Outstanding Dissertation Award during her studies in Tsinghua University; the Best XML Web Services Peer-to-Peer Application Award in Microsoft Developer XML Web Service Award Contest and the Silver Award from Ericsson, Smartone Smart-apps-to-go contest. Ms Kwan holds an MSc degree with distinction in Engineering Enterprise Management from The Hong Kong University of Science and Technology and a BEng(Hons) degree in Software Engineering from The University of Hong Kong.

Mr Johnny POON Chung Yin

Mr. POON Chung-yin received his BEng(Hon) degree in information engineering in 2003 from the University of Hong Kong. From 2003 to 2005, he joined the Electrical & Mechanical Services Department (EMSD), the Government of the Hong Kong Special Administrative Region as an Electronics Engineering Graduate to undertake a Scheme ‘A’ professional engineering training. Afterwards, he was promoted to Assistant Electronics Engineer and was deployed to the Health Sector

Division of EMSD, where he provided medical procurement and project management services to various hospitals in Hong Kong. Currently, he joined the Hong Kong Sanatorium & Hospital as an Assistant Engineer in Biomedical Engineering Department. He is mainly responsible for providing in-house electronics and biomedical engineering services.

Ir Raymond POON Kwok Ying

Mr. POON Kwok-ying, Raymond received his BEng(Hon) degree in Electrical and Electronics Engineering in 1992 and MSc degree in Environmental Management in 2005 from The University of Hong Kong. In 1992, he has joined the Electrical & Mechanical Services Department (EMSD) of the Government of the HKSAR as an Electronics Engineering Graduate. He was promoted to Assistant

Electronics Engineer in 1994 and deployed to the Health Sector Division to practice in Electronics and Biomedical Engineering works. He obtained corporate membership of HKIE in Electronics Discipline in 1997 and was promoted to Electronics Engineer. He subsequently obtained an additional Biomedical discipline of HKIE in 2006. Currently, he is mainly responsible for providing electronics and

biomedical engineering services to hospitals and healthcare institutions in the HKSAR. In 2005, he received the award of Young Engineer of the Year from HKIE and he is now serving HKIE as the Honorary Secretary of the Biomedical Discipline Advisory Panel and Committee Member of the Biomedical Division.

Chapter 2: Activities in 2008-2009

Technical Seminar on Hong Kong Digital Television Technical Challenges and Opportunities

On 7 November 2008, the HKIE Electronics Division organized a seminar titled “Hong Kong Digital Television Technical Challenges and Opportunities”. The seminar was presented by Mr. Bruce Kruger, the Controller Electronics Division of TVB, and there were over 80 audience joined the seminar. Mr. Kruger introduced objective and development of the digital terrestrial television broadcasting (DTTV) in Hong Kong and reviewed the progress of technical implementation in 2008. The roadmap for the coverage expansion before the analogue switch off in 2012 was also addressed.

In the development of DTTV, the upgrade of the master control and baseband infrastructure are the primary challenges. New broadcasting equipment, simulcast, and embedded audio processors are required for the master control. As the standard for the existing analog signals and DTTV signal are very different, the baseband infrastructures are required to covert both sound and image among the two systems in read-time. The trail tests of DTMB were performed in late 2006 to characterize the Multi-Frequency Network (MFN) and Single Frequency Network (SFN) configuration as well as the performance of DTMB reception. The next challenge for DTTV development is to attain a wide and stable coverage in the territory. In Hong Kong, the DTTV signal transmission is distorted by many factors such as location, tidal effects and co-channel interferences…etc. Computer simulations were used to simulate these effects and solve the problems. Environmental impact assessments are also required for all newly installed hill-top broadcasting stations. Some new features and interactive enhancement is going to be introduced in the near future. In short, the development of DTTV involved many different skills and knowledge contributed by many different engineering disciplines.

The seminar was informative with a lot of interesting photos of the broadcasting terminals and equipments. It was our honor to have Mr. Kruger to share the topic with our members. We gained a lot from the seminar.

Delegation Visit to DongguanOn December 5-6, 2008, the Electronics Division organized a two-day delegation visit to Dungguan. The Dongguan University of Technology, the Dongguan Sung Shan Lake Science Park and IC packaging centre of the Solomon Systech were visited on the first day. The strengths and competitive advantages of the Sung Shan Lake Science Park and the electronics industry in Dongguan were studied. The delegation also arranged a meeting with the Digital Industry Association of Dongguang China and the Dongguang Science and Technology Association on the second day. The current problems and difficulties of the electronics industries in Hong Kong and Dongguan under the financial tsunami were also discussed.

The Electronics Industry under the Financial Tsunami

Meeting with Dr. Samson Tam After the visit and various meetings with the electronics industry, the Electronics Division collected views from the industry and made suggestions to the government for taking appropriate actions to act against the financial tsunami. On December 23, 2008, a team of Electronics Division Committee met with Hon Ir Dr. Samson Tam in his new legislative councilor’s office in Central. The importance of the development of science and technology to the Hong Kong economy was confirmed. Some possible supports such as R&D tax incentives, expansion of the Science and Technology Park, educational and development seed fund and the development of Hong Kong Shenzhen Innovation and Technology Circle were discussed. A letter which summarized all the views and suggestion was formally passed to Dr. Tam. The Committee is very glad that Dr. Tam is very supportive to the industry and will reflect the views and suggestions to the Government.

Electronics Industry in 30 years

From Transistor to IC, VLSI and FPGA

Technology advances are driven by motivations and are usually gradual. Electronics as a technology is no different. The Electronics industry started in the 50’s after the invention of the transistor. The transistor was in fact preceded by the vacuum tube found in radios and early computers at the time. Devices based on vacuum tubes were bulky, unreliable and high power. The early computers with only modest computing power were required to be housed in a sizeable room. A replacement was urgently needed and the effort resulted in a solid-state version, the transistor. This made the radios more compact and affordable, and opened the way for the introduction of television sets. However, it was still a long way off from the computers we know today. The search was still on.

In the early 60’s, the idea of putting many transistors and other components on a single semiconductor substrate, the planar process, was postulated and led to the birth of integrated circuits. The potential of this technology was recognized early on and was essentially captured in the now famous Moore’s Law which predicted the doubling of components in an IC after each generation of fabrication technology. Probably the first device to rip profit from this advancement was the calculators made use of those early microprocessors, an IC themselves. Electronics soon found its way to increasing number of applications from watches, radars to satellites as the level of integration in ICs moved from SSI, MSI, LSI and VLSI. However, the design of ICs and their fabrication were not just costly but required specialized skills and facilities. The early solution was the use of standard components available only from a handful of semiconductor vendors, so that many users were in fact sharing the cost. Indeed, the first IBM PC which marked the beginning of the personal computer industry was entirely constructed based on standard off-the-shelf ICs.

The use of only standard ICs obviously constrained innovation, product differentiation and performance. Ways must be found to allow more applications to fully exploit the IC technology. The answer arrived around 1980 with the Uncommitted Logic Array from Ferranti and heralded the first Application Specific Integrated Circuit, ASIC. ASIC is a mean to realize circuits onto silicon with less demand on expertise, faster turnaround time and above all lower cost. An exemplary example was given by Sun Microsystems who made the first SPARC out of several ASICs. The result was better performance, smaller size and a dramatic reduction in price over older generation of Sun Workstations. The ultimate ASIC is probably the Field Programmable Gate Array, FPGA, which was introduced in the late 80’s. With today’s FPGA, an off-the-shelf part containing literally billions of transistors, one can almost instantly create a complex electronic system which is as powerful as a PC one will use to create the design itself. We cannot see where this technology will go but forward with Moore’s Law remaining “true” for many years to come. If one is asked to identify what single motive behind this great advancement, the answer may be “PROFIT”.

According to statistics gathered by HKTDC, Hong Kong's electronics industry is the largest merchandise export earner, which accounted for 50% of Hong Kong's total

exports in 2007. Hong Kong was the world's second largest exporter of calculators, radios, telephone sets, sound recording apparatus, computer parts/accessories and video recording/reproducing apparatus (including DVD/VCD recorders/players) in value terms in 2005. Along with the popularity of information technology, IT and multi-media products continue to be the star performers in the market. Wireless application like wireless LAN or WiFi has become a popular choice for wireless access to the Internet. As for consumer electronics, digital products like digital camcorders, digital cameras, DVD players/recorders and digital TV apparatus are in demand.

These electronics products use a lot of IC components and it makes the Integrated Circuit the heart of electronics. While the IC design industry is a capital-intensive industry, to lower this barrier and enable the electronics manufacturers to enter the high value-added market with access to the critical components, an infrastructure supporting the development of the IC design industry was raised by local industry. The IC Design/Development Support Centre (the Centre) located in Hong Kong Science Park just served these purposes.

Funded by HKSAR Government’s Innovation and Technology Fund (ITF), the Centre was set up by Hong Kong Science and Technology Parks Corporation in 2003. It offers one-stop services from design start to production release to IC design companies. The fully equipped time-shared laboratories enable technology companies to speed up their time-to-market without heavy capital investment. A team of engineers with a combined 500 plus years of semiconductor industry experience is available to provide technology support and engineering services to end users.

Engineering services offered by the Centre include electronics design automation tools sub-licensing, IP trial, use and design services, multi-project safer shuttle services, IC test engineering and development, pilot run and pre-production, engineering solution for IC devices, reliability and life test application, environment application tests, product analysis and design enhancement, and failure analysis services.
