Introduction

This assignment is mainly concerned about the role of UK government and Pakistan in taking the

initiative to develop skills and abilities to the people of the country for their better development

and disseminate the importance of HRD. So in the course of completing the assignment, we have

to discuss on famous example of Sheffield Forgemaster who, due to the government initiatives in

the field of study, recover a big slump in 2004. We have to discuss the reason that how Sheffield

Forgemaster recover the market share after 2004, in the first task. Then we have to discuss the

role of different councils and organizations in supporting the initiatives of the Government

practically, like, SSC, LSC, IIP, NVQ, Edexcel, BTEC, British Council etc, and How Sheffield

took benefit out of them to have a turnover of 120 million pounds. After that we have to discuss

the role of Pakistan Government in taking initiatives in learning and development by making

authorities like, NAVTTC, TEVTA, NIP etc to promote the competency movement all over the

country to develop people. Further we have to discuss the NAVTTC different projects and its

partnership with public and private sector of Pakistan and its role in developing the Pakistan. In

the end, we have to give suggestions to Pakistan and UK government in the course learning and

development.

Importance of Skill and DevelopmentSkills development is a much broader concept involving a larger, more diverse provider

community.

A growing number of countries have achieved the goal of universal primary education and others

are moving closer to this goal and building a pipeline of young people who expect to follow

further education and training to improve their Skills and chances for employment. Among

employed persons, demand continues to grow for skills that enable them to keep up with

structural changes in the economy brought about by technological changes and shifting patterns

of consumer demands.

Since Early 1990s, the ‘World Bank’ completed its policy study and provides a positive

assessment for Vocational and Technical Education. Later research proved that the Vocational

qualification under the right conditions can produce positive Rates of Return favorable to those

of general education.

“The evidence shows that technical and vocational education is more effective when

focused on skills closely linked to market demand” (Neuman, 1990).

Researchers (Neuman, 1990) also show that,

‘The payoff in Israel to technical and vocational education is higher where graduates

are placed in jobs”.

Later on, the researches and surveys of big companies that want to spread educations and skills

to improve the economy, have achieved many positive results skill development through

vocational qualifications and show the following results:

“Providing higher level skills can pay benefits where an economy is producing jobs that

demand these skills”. (Maine, 2005)

“Special programs providing skills and other support services have been successful in

improving employment outcomes for needy youths”.

Huge organizations like, World Bank also contributed toward these programs

“Vocational education and training can help broaden the opportunities for young

women”.

Importance of Human Resource Development“Human resource development (HRD) is one of the most important functions of human resource

management. The aim of human resource development in an organization is to maximize the

productivity”.

Human Resource Development is one of the key functions of an organization. It is the

framework for the expansion of human resource talent within the organization. Human capital is

an inventory of human talent, skills and education at the disposal of organizations while human

resource development is usually based on the training and educational programs designed to

ensure the continuous improvement of both the individuals and organizations. HRD is the

systematic process through which employees of any organization learn new and improved skills

and talent that can be beneficial for the organizations.

Human resource development allows the employees to progress in their careers and enables the

organization to achieve its goals efficiently and effectively as well. It treats employees as an

asset to the organizations whose value can be enhanced through the enhancement of knowledge

and talent through education, development. The primary focus of human resource development is

on the growth and employee development.

Keeping the importance of skill development and their providers, in mind, Government of UK

takes so many initiatives to better the economy and to disseminate the education in market from

which people can take benefit and serve the economy.

Initiatives of UK GovernmentThe development of HRD in the UK was one of the best things that UK government did. In late

90s, government had taken so many initiatives to spread education for the skill and development

of the employed and unemployed people. These contemporary initiatives by launching different

courses and programs, helped already employed people in developing their skills and abilities

through training (under these contemporary training initiatives) and manages to provide

educations and required skills to unemployed one’s through training to better the economy.

Since the last few years, UK government paid better attention towards the education for the

public and starts some important program by investing in these agendas, to better the abilities of

the talented people and contributed for career development that had a major effect upon the

provision and understanding of HRD in the UK.

Contribution of UK Government to HRDThe projects started by the government largely support the Human Resource Development in

United Kingdom. Reason behind is that these initiatives was developed to shine the abilities and

skills of people and to develop their careers in education to serve the economy by developing the

organizations in a way, favorable for technological changes and dynamic customer demands in

the market. Actually this is the main purpose of human resource developers to allocate the

resources in a way that help to build up the workforce. Government by understanding the

importance of these initiatives and HRD contribution take the right steps. As these initiatives was

taken to spreading the importance of human resource and ultimately develop workers, therefore

the HRD developers also contribute with government to better provision and launch of these

programs. Therefore, though these plans are led by government of UK, the majority of these

initiatives are based upon a stakeholder view of HRD and the economy.

The UK government wishes to promote skill across all sectors of the workforce, with associated

quality control and promote HRD through:

Creation of National Occupational Standards

Modern Apprenticeship Frameworks

These programs are then managed by different institutions and independent organizations of UK,

for example:

SSC (Sector Skills Council)

LSC (Learning and Skill Council)

IIP (Investor in People)

BTEC (Business and Technology Education Council)

These UK government initiatives also supported by different promoting programs of training

Institution, Educational Bodies, Boards (launch by UK government to handle the agendas). Some

of these are:

NVQs (National Vocational Qualifications)

Edexcel etc

Basically these are the steps by the UK government that contributed in spreading the importance

of HRD and needs of skills in people. From this to so on, there are hundreds of organizations that

take the organization to the top level in industry by educating the workforce through these

programs and take maximum benefits out of these Government Initiatives. These organizations

by introducing the above listed programs played a huge role in developing the peoples in UK to

serve their nation and economy.

Role of Different Councils and Organizations in Promoting the Competency in UK

To take the initiatives up, took by the government, different Councils and Organization like,

SSC, IIP, LSC, and BTEC etc played a huge role. These councils execute the agendas of the UK

government practically and stated the new stories of success in the history. Every organization

plays their own important role towards implementation of these programs by making different

bodies and starting different new programs. The summaries of contribution of these associations

are as follow:

Sector Skill Council (SSC)Sector Skill Councils are UK’s independent organizations and to provide the skills and

development abilities to people is the mission statement of these councils. Sector Skills Councils

(SSCs) are state-sponsored organizations that cover specific economic sectors in the UK. They

have four key goals:

o To develop skills in literate people

o To improve productivity

o To boost the skills in every sector

o To improve learning and development careers of people

SSCs achieve these aims by contributing to the development of “National Occupational

Standards and Apprenticeship frameworks, proposed by UK Government. SSCs are

certified by the Government through the “UK Commission for Employment and Skill”.

Remarkable Contribution

There are 18 Sector Skills Councils and 5 SSC Bodies who work with over 550,000 employers to

define skills needs and skills standards in their industry.

“SSC covered 15% of every sector in 2004 and Now SSC covering about 85 per cent of

the British workforce”.

Learning and Skill Council (LSC)The Learning and Skills Council (LSC) was a non-departmental public body jointly sponsored

by the Department for Business, Innovation and Skills (BIS). LSC also served the sectors of UK

in exceptional way by contributing in the dissemination of government initiatives and plans. On

31st march, LSC modified and replaced with successor Organizations like, “Skills Funding

Agency” and “Young People Learning Agency”. “Skills Funding Agency” delivers £4.1

billion of skills training through contracts with over 1,000 colleges, private training organizations

in UK. Their highly effective supply chain, they contribute well in achieving the ultimate goals

of UK government initiatives. This is also a co-financing body for European Social Fund. The

Skills Funding Agency also hosts the Information Authority, an independent body that acts on

behalf of organizations involved in further education and training in UK.

Business Plan

The Skills Funding Agency’s Business Plan 2013-14 sets out priorities and actions they will

undertake in future is, to deliver the ambitions of Government as set out in New Challenges,

New Chances, the Skills Funding Agency Priorities and Funding Letter and inflexibility and

Responsiveness in Skills.

Investor in People (IIP)Investors in People is the UK's leading people management standard. It specializes in

transforming business performance through people.

Over a third of the UK's workforce uses Investors in People today, and employers do

so because they see a number of real business benefits.

Their vision is to make Investors in People the choice for leaders who want to deliver business

impact and growth. They have eight Investors in People centers across the UK According to

Canfield School of Management, in 2008 there were almost 40,000 organizations currently

working with Investors in People. These organizations employ over 7 million people in the UK.

As it is UK based, so the Standard has been licensed to a number of other countries through

Investors in People International and authorize in over 20 countries worldwide. By attaching

such a population of UK with it, Investor in People plays a big role in educating the peoples and

by developing the learning and skills abilities in them.

National Vocational Qualification (NVQs)There are so many other government initiatives, but the core ones are National Vocational

Qualifications, Investors in People and quality control Higher Education (HE). Each of these

impacts the development of the workforce and the UK conceptualization of HRD.

The Qualifications and Curriculum Authority (QCA) supervise a complete framework of

vocational qualifications covering all professions and industries.

Benefits

NVQ Certificate is not just a training certificate. It is a certificate that certifies your skills.

It is a Nationally Recognized Certificate that confirms that one possesses skills up to the

respective NVQ level in that occupation.

NVQ System is a skill evaluation system & has a high tendency for a foreign

employment.

Since the Skill Standards are prepared with the contribution of professionally competent

personnel in the industry, such skills are consisted with functions to be carried out in the

Industry. Therefore, it is easier to seek jobs for NVQ certificate holders.

If NVQ certificate recipients are keen to gain higher qualifications; the system

encourages upgrading their career development.

These are some of the most important councils and institutions that mainly developing the

competency movement in UK by, serving the peoples with highly professional courses on

different levels depending upon their occupations, train the people with the help of industrial

professionals, assessing the abilities of people and developing the skills relevant to their talent,

highly contributing in the National Occupation Standards and Apprenticeship Programs etc.

Actually these have a big role in the history of education dissemination in UK and economy

growth.

Sheffield Forgemaster InternationalSheffield Forgemaster as they said that, A Global force in Steel Production and engineering”.

Sheffield Forgemaster is the successor to such famous Sheffield names such as Vickers, English

Steel, Firth Brown and British Steel.

The origins of the company go back to the 1750s. However it was Edward Vickers, a traditional

miller owning a water mill on Mill sands, close to the centre of Sheffield, together with other

members of his and the Naylor family who really set the foundations for the business in 1805.

Over the years, Sheffield Forgemaster International has developed Quality Management Systems

and gained official recognition to national and international standards, showing commitment to

providing the best possible product and service to customers and a promise of continual

development and improvement. Sheffield Forgemaster International is now a parent company of

seven subsidiaries including the representative divisions in America and Europe.

SFIL’s Exposure towards Learning and DevelopmentSheffield Forgemaster International Limited (SFIL) came very close to closing in 2004, but now

has a turnover of 120 million pound. This obsession covers a big secret that SFIL used to regain

the losing worth and market share.

“Actually the Exposure of SFIL’s workforce towards learning and Development

through different government initiatives was the main reason of the recovery

that Sheffield done by recovering its market share”.

Out of 800 Sheffield employees, 70 apprentices are currently training for specialist careers to

ensure the long the long term security of the company. Sheffield Forgemaster after heavy loss

and hard period, when it is close to closing, understand the importance of UK’s Government

initiatives for those untrained peoples that are unemployed or working on the lower level of

organizations. Actually those initiatives were to develop professional level skills and training in

peoples. These Government initiatives were handled by famous councils and organizations of

UK and serve their best levels to implement the government policies in training and educating

the people to better the condition of the economy. The overall institutions, organizations and

Impact of these Government Schemes on SFIL and Competency Movement

Sheffield Forgemaster International Limited (SFIL) takes the workforce to these institutions and

exposes them to learning new skills, apprentices, learning and development. SFIL by

understanding the worth of this education had successfully integrated their systems wit these

trainings and education and skills development system, as apprentices are trained in colleges and

workplace as well to achieve a range of qualification under NVQ, BTEC etc by participating in

work based key skills learning program. By exposing the employee workforce towards these

training and institutional programs, Sheffield observed a big gap between its previous and next

performance. There was a big figure explaining the productivity ratio improvement in the

operations of SFIL. Actually these Government initiatives are the main reasons that Sheffield

Forgemaster moved their competencies and recovered from 2004s Slump and became a standard

and one of the most successful companies of the industry as they said that “they are the global

force in steel production and engineering”. This is because of educating the workforce through

these programs.

The main and big impact of these Government schemes is that Sheffield Forgemaster by train its

employees under the professional and world famous institutions, gained its market share again

and by taking full advantage of these programs,

“Sheffield has a turnover in million pounds with educated, skilled, trained and

professional workforce”.

Sheffield itself is now a big example for all industrialists, who treat the employees as ordinary

ones and don’t train them to reduce cost, but they are unaware of the fact that they are going

towards dying side.

Role of Govt. of Pakistan for Training and Development

After the great success of UK’s Government initiatives, these programs then not only limited in

United Kingdom but spread in all over the world with the help of those institutions and bodies

that play a big role in taking the UK’s revolution. These bodies and councils then with

collaboration and authorization started their working in different countries and became the part

of almost every economy and became globalize. When story came’s to Pakistan, government

welcome the opportunity to support its people with these training and development programs and

collaborate with different councils and bodies of UK.

Pakistan Government by inspiring from the UK initiatives took many steps in contributing

towards the training and development of people to enhance the opportunities to be globalized in

the field of study and education as well, and better the economy by creating future opportunities

for their people. By taking this idea of developing the people, Pakistan Government then started

different programs on different levels to train the employed people in the market and

unemployed one’s as well. Government allocated different centers on different regions all over

the country especially in developed cities and recognized them with different UK-based bodies

and councils. In working for these programs, Government not only collaborates with UK bodies

but also launched their own multidivisional institutes and authorities in the country to better

handling of these initiatives.

These are the some main bodies (UK and Non UK-based) that has a great contribution towards

academic and vocational success in Pakistan. These programs and bodies make the economy and

people of Pakistan Capable of learning different skills and abilities to develop their Careers.

These initiatives of Pak Govt. makes people able to handle the technological and global changes

and allow them to be globalize to perform international trade for their country.

TEVTA (Technical Education and Vocational Training Authority)

TEVTA Pakistan was formed with the support of Pakistan Government by stating its mission to

enhance the Global competitiveness in Punjab, through a quality of productive workforce by

developing demand driven, standardized, dynamic and integrated technical education and

vocational training service.

TEVTA is the leading partner in the development of the Punjab workforce with world-class

competence and positive work values. Some of TEVTA’s objectives and goals to achieve are as

follow:

Promote and provide demand driven technical education & vocational training

Upgrade teaching abilities, skills and knowledge of teaching staff.

Upgrade teaching equipment to the required standards.

Enhance the participation of Private Sector in training activities at Management level.

Assess the manpower training needs in the context of domestic and global markets.

Pakistan Govt. role with reference to TEVTATEVTA (Technical Education and Vocational Training Authority) was formed through an

Ordinance (No XXIV of 1999) broadcast by Governor of the Punjab which has now been

replaced by TEVTA ACT (ACT X of 2010) Punjab.

Pakistan Government’s great support with TEVTA makes a comprehensive act or ordinance in

2010 after passing by the Provincial Assembly of Punjab and assented to by the Governor of

Pakistan. This act has different clauses in relation to the following:

Incorporation, The Government may establish an Authority called as The Punjab

Technical Education and Vocational Training Authority. This clause is related to the

incorporation of TEVTA by the Govt.

Composition of the Authority clause related to the hierarchy of TEVTA nominated

by the Government, that consist of Chairperson and fifteen members, appointed by the

Government. Now the Chairperson of TEVTA is Mr. Irfan Ali.

Functions of authority clause, obviously related to the functions of TEVTA that is

to provide, technical education services to the society and in all sectors of economy

including, industry, commerce, livestock, trade etc and other functions.

Chairperson and Chief operating officer, clause includes the statement of the

Govt. that they appoint the Chairperson for five years. Also the appointment of chief

operating officer is part of this clause according to the terms of Govt.

In Meeting clause, Govt. set the criteria that the Authority itself controls the procedure

of meetings and all the responsible persons have to participate in meetings.

Rest of the clauses includes Committees of Authority, Delegation authorities, staff,

funds, budget related clauses, bank accounts, audit annual report related clauses

etc.

The Role of Pakistan Govt. in learning and Development with reference to the TEVTA can be

seen in the ordinance of 2010 which government sets out on political level and support training

and skills development programs for people on higher level.

NIP (National Internship Program)To initiate the NIP is another one of the best step in contributing towards the learning and

development in relation to these programs.

The National Internship Program is designed for the benefit of educated youth of Federal

Regions including different districts, which have completed sixteen years of education and

belong to from recognized universities or degree awarding institutions including external

candidates. The scheme is intended to provide financial relief to fresh graduates and also

to keep them engaged and interested in acquiring additional knowledge and real work life

experiences (Internships), so that facilitating them with employment in the country.

Thousands of youth from recognized universities awarding institutions in Pakistan in a whole

range of academic disciplines. In majority of cases, the gap between education/degree

completion and job placement results in wastage of abilities in graduates. On the other hand,

many public sector organizations also experience constant lack of officers in various

infrastructures. In such circumstances, temporary placement of proper numbers of unemployed

educated youth could be beneficial to the government and unemployed youth as well.

The goal of NIP is to connect the energy and motivation of educated youth as paid interns in the

public sector. This initiative can improve the performance of public sector through internship of

young, educated and motivated youth Provision of financial relief to young degree holders.

This National Internship Program especially contributed towards the Competency movement

in Pakistan.

NAVTTC (National Vocational and Technical Training Commission)

In December 2005, Government of Pakistan established the NAVTTC (National Vocational and

Technical Training Commission) as an apex body.

Under the National Vocational & Technical Training Commission (NAVTTC) Act, 2011 it is

responsible for setting-up of national occupational skills standards, to facilitate, regulate and

provide policy direction for Vocational education and training to meet the increasing demand for

the skilled labor at national and international level.

Being a federal agency for TVET, NAVTTC facilitates, regulates, and provides policy

direction for skill development in Pakistan.

NAVTTAC as the apex body is now developing and standardizing the Vocational education and

Technical Training by taking following initiatives:

Teachers Council

Accreditation and Certification

Develop training courses

Public & Private partnership

TVET surveys

Curriculum Development

Labor Market analysis etc.

Technical Education & Vocational Training (TVET)

The technical & vocational system in Pakistan is administered by the Federal Ministry of

Professional & Technical Training, and four Provincial Labor & Manpower Departments.

According to the Pakistan constitution, the general policy planning and coordination (including

skill standards curricula, accreditations, certifications and national qualifications system) is the

responsibility of the Federal.

Government of Pakistan being aware of socio-economic development established National

Vocational & Technical Training Commission (NAVTTC) as an apex body on TVET which

works under the Ministry of Professional & Technical Education.

TVET in Pakistan is structured on Bi-layer Pattern:

Federal level

Provincial Level

On Federal Level, there is NAVTTC while on Provincial level, there are TEVTAs.

NAVTTC, being a federal agency, facilitates TVET stakeholders by giving policy

direction, coordination and regulation on TVET in Pakistan. Its major functions include

setting up of national skill standards, development of curricula, accreditation of

institutions, surveys, certification of courses, coordination among provinces, and training

of trainers.

TEVTAs, at the provincial levels, are the implementing bodies. Their major function is to

impart training and provide infrastructure and administrative facilities. They have also

been authorized to set their own skill standards, and certify courses at provincial levels.

TVET in working with NAVTTC, contribute largely in lifelong learning and

development of Pakistan by making people trained with professional staff and training

programs. This helps to create development in lifelong career of people and results in following

NAVTTC projects of Training and DevelopmentNational Vocational & Technical Training Commission as an apex body of federal agency of

TVET are working and developing very efficiently. They serve hundreds of peoples by

completing different projects on high level and facilitate different divisions and regions training

and development services. They are working with Private and Public sector and facilitating

TVET with surveys, labor market information, etc also working in their projects of training and

development by launching different governmental level schemes and facilitate the poor and

unskilled labor. Some of their Projects are as follow:

These are the most important projects of NAVTTC that they take over the last few years. In

dealing with ‘Hunarmand Pakistan’ arranged by NAVTTC, has a complete surveys and results

for the progress in their Hunarmand Pakistan’s Program and developing the number of trainees

in every province, every year.

o The second project is ‘Funni Maharat Program’, in which NAVTTC develop different

people in their respective occupations and make them able to work for long life for their

career development.

o In working under Vocational Stream, they have a long list of 92 vocational trades with

variable duration in which team of NAVTTC is continuously working and play their role

to develop the competency movement in Pakistan.

o In working under Technical Stream, they have a list of 20 technical trades with variable

duration in which team of NAVTTC is continuously working and play their role to

develop the competency movement in Pakistan.

o Master Trainers play central role in capacity building of teachers of TVET sector. The

quality of teaching and learning is wholly dependent upon the competency of teachers at

institutional level for which knowledge up-gradation of Master Trainers is prerequisite.

Presently, there are eleven Staff Training Institutes (STIs) which are responsible for

training & development of TVET teachers in the country.

NAVTTC in Public and Private SectorIn facilitating the TVET in their working, NAVTTC, in this way also connect with many Public

and Private sector facilitators through TVET, and work together for every sector by train the

labor in each region and by developing their career opportunities.

In TVET Public Sector, NAVTTC attached with different Institutions, Authorities and

councils, in their respective province. These connected organizations and authorities work and

serve their respective regions with their stated working policies of developing Pakistan. TVET

OfqualOfqual responsibility is to maintain standards and confidence in qualifications. They look after

GCSEs and A levels, BTECs in England, and a wide range of vocational qualifications both in

England and Northern Ireland. They are also responsible to regulate the National Curriculum

Assessments in England.

They are independent of Government ministers and report directly to Parliament in Westminster

and the Northern Ireland Assembly. While they are independent, give advice to Government on

qualifications and assessment based on our research into these areas.

Conclusion

This report was totally different from the previous one’s that we dealt with related to this unit.

This is also very interesting and good for learning assignment. I have learn many things related

to importance of study and skill development in people and the role of the government. In the

course of coping up with tasks of this assignment, first of all, I have explained the importance of

skills development for the job and future opportunity and the importance of Human Resource

development in developing people and workforce of the companies. This thing is just to make

the flow and sequence of the rest tasks. Then I have discussed these initiatives took by the UK

government to spread the awareness of HRD and education of people. Then I explained different

councils, committees that support the government initiative by taking the objectives. Then to

complete the task, I have explained about the slump and reasons of recovery of Sheffield

Forgemaster due to these institutions and government steps. Further, I explained the competency

movement in development of UK. Then I have explained the role of Pakistan government in

taking the step for learning and development of the people by making different authorities in

Pakistan, like, NAVTTC, TEVTA, and NIP etc and also the collaboration with UK-based bodies

to spread the awareness of studies and Skill development through professional market training.

Self Evaluation and CriticismThe main strength of this report is that I have made it in a better flow and perfect sequence by

mentioning some headings to make the base of the entire story. Every related task is incorporated

completely and authentic because most of the data collection is done from the official sites of

different authorities, councils, commissions discussed above. I have made this report

comprehensively and without taking to the point approach, took better approach to take the

concept and the story complete.

Weakness of this report is that the data required for this assignment are wide ranged and

involvement of foreign bodies is more in this assignment. The only source of data availability is

official site so the incorporated info. May match with others report but I have tried to make the

info in my own words. Data research is quite difficult for this report because it is different from

other assignments and to search data is quite difficult so may be I couldn’t add some info I

report.
