1. For most products (cereals, meat and dairy) only 10 to 20% of the total production is internationally traded. In other words: the bulk
of production is traded on the domestic market (where the European Union is considered as one unified market and had the
10% of total production sold on global market in 2005). 2. For some products the international market is of vital importance
as well as for some countries, being their main source of obtaining foreign currency.
3. When talking about WTO and liberalisation, these differences between various products have to be taken intoconsideration. 4. Nonetheless, world trade in agricultural commodities

The official UN definition of poverty is when a person has less than $2 to spend per day.
Currently 2.6 billion people, 40% of world population, live below $ 2 a day.
Joseph Stiglitz points out that in Europe the subsidy per cow is on average $ 2.40 a day.
it is better to be a cow in Europe than a poor man in the Third World
In 1947 in Havana, the GATT member states agreed for the first time on a decrease of tariffs against each other:
“recognizing that their relations in the field of trade and economic endeavour should be conducted with a view to:
•raising standards of living,
•ensuring full employment and a large and steadily growing volume of real income and effective demand,
•developing the full use of the resources of the world
•expanding the production and exchange of goods,
•being desirous of contributing to these objectives by entering into reciprocal and mutually advantageous arrangements directed to the substantial reduction of tariffs and other barriers to trade and to the elimination of discriminatory treatment in international commerce”.

A series of trade rounds followed, leading eventually to the Uruguayround that started in 1986 after four years of extensive renegotiations.
By that time gradual progress was made on reducing tariffs, but the process had become slower and more difficult. It was felt that a new attempt was necessary to get liberalisation back on track. At the start of the Uruguay round 123 countries participated.
Despite good intentions and lengthy preparations, negotiations were thrown back and forth between complete failure and potentialsuccess.
It took 8 years before finally a new agreement could be signed at Marrakech.

The WTO’s creation on 1 January 1995 marked a big reform
In the 2004 the states agree on four main points:
· a reduction in agricultural aid that encourages distortions in trade; for example, a substantial reduction in national aids and
grants;
· the suppression of export practices that bring about distortions in trade. The EU's demand for equal treatment for all practices of
this type was satisfied;
· opening up of agriculture markets. This implies a generalreduction in customs duties, with exceptions for farmingproducts considered sensitive for each Member State;
· special, differentiated treatment for developing countries.

WTO negotiations (Doha Development Round)
came to a complete stop in July 2006 with agriculture as one of the major breaking points.
If the Doha round would have been completed, this would have meant a cut back in tariffs for EU agricultural products from on average 23% to 12%, with a drop in higher tariffs for those processed products in the escalation system.

On the current WTO talks the EU is requesting acknowledgement of and support for the multifunctional character of agricultural production in Europe. The objective of the EU is that there will be a balance between trade considerations (market access, export competition and domestic support) and programs belonging to non-trade concerns (ENVIRONMENTAL PROTECTION, FOOD SAFETY, RURAL DEVELOPMENT). In return for this the EU agrees with the drastic decrease of domestic support and export refunds.
Where does this leave our farms???
The goals, as set out in Article 39 of the Treaty, underlying the first CAP, have, in legal terms, remained unchanged until today:
•to increase agricultural productivity by promoting technical progress and by ensuring the rational development of agricultural production and the optimum utilisation of the factors of production, in particular labour;
•to ensure a fair standard of living for the agricultural community by increasing the individual earnings of persons engaged in agriculture;
•to stabilise markets;
•to assure the availability of supplies and to ensure that supplies reach consumers at reasonable prices.

To make these principles operational three mechanisms were put in place:
•apply import tariffs an quotas to specified goods imported into the EU;
•an internal intervention price was set;
•subsidies were used to pay to farmers growing particular products. Subsidies were generally paid on the area of land growing a particular crop, rather than on the total amount of crop produced to assure the availability of supplies and to ensure that supplies reach consumers at reasonable prices.

The reform of 1992 marked a major change and had as its principal elements:
•the cutback of agricultural support prices to render them more competitive in the internal market and on the world market;•compensation for farmers for loss of income;•other measures relating to market mechanisms and the protection of the environment

The most dramatic rupture, at least at first glance, with the old CAP is the introduction (completed in 2007) of:•a single farm payment system for EU farmers (FIRST PILLAR), independent from production (decoupling);•linked to obligatory minimum requirements concerning environmental, food safety, animal and plant health and•animal welfare standards, as well as the requirement to keep all farmland in good agricultural and environmental condition ("compulsory cross-compliance");•strengthening the rural development policy (SECOND PILLAR especially for the 2007-2013 programming period) entailing new measures to help young farmers, to promote the environment, nature and landscape management, food quality and animal welfare and to help farmers to meet EU production standards

Aim was to convince the WTO that a major share of support to agriculture would be moved:
1.from trade distorting classification under WTO-rules (Amber Box)
2.towards minimal or non-trade distorting category (Green Box).
As a consequence the value of subsidies paid to individual European farmers will fall by 25-30% in real terms until 2013.
Until 2013 80 % of the support will still go to the same 20% beneficiaries. They are in general the largest farms, part of which are in the hands of private investors, producing the most protected crops or animal products obtained with standardized, capital intensive techniques, which offer fewer job opportunities. They are generally less compatible with the objectives of environmental protection, less diversified, and less market oriented.

La ‘soizzazione’ dell’agricoltura argentina
I modelli di produzione e consumo si sono caratterizzati negli ultimi decenni per profondi mutamenti, in conseguenza del complesso processo di riorganizzazione che ha riguardato l’intero sistema agroalimentare. I meccanismi di modernizzazione e globalizzazione dei sistemi produttivi e degli scambi commerciali, uniti ai cambiamenti nelle modalità di organizzazione del lavoro e della società, hanno favorito la crescita delle cosiddette “filiere lunghe”. Tali filiere sono infatti in grado di allacciare produzione e consumo e sono governate da strategie commerciali la cui attuazione ha implicato una standardizzazione e una riduzione del legame tra processi produttivi e relativi contesti territoriali.
