Prefacio

La publicación Ingreso y Producto 2009 presenta los estimados del ingreso neto y del producto bruto correspondientes al año fi scal 2009, así como una serie histórica a partir del año fi scal 2000. Además, se incluyen las cinco (5) cuentas sociales de Puerto Rico para el mismo periodo. En ambas secciones, los datos del año fi scal 2009 son preliminares.

Anteriormente, la publicación utilizó las industrias basadas en lo que se conoce como la Clasifi cación Industrial Estándar (SIC). Esta fue desarrollada para catalogar los establecimientos o las empresas por su actividad principal, lo cual ayudó a la recolección y la tabulación de los datos. Con el tiempo, el SIC fue menos relevante a los cambios y desarrollo dentro de las nuevas industrias.

A raíz de la creación del Tratado de Libre Comercio (TLC) entre las naciones de Canadá, México y Estados Unidos se acordó estandarizar el ordenamiento de las industrias basadas en el nuevo esquema conocido como el Sistema de Clasifi cación Industrial Norte Americana (SCIAN). Este es un sistema que ubica la unidad económica o establecimiento en las distintas industrias tomando en cuenta los procesos de producción similares.

El SCIAN va más a tono con los cambios que han estado ocurriendo en las economías modernas y les permite comparar el crecimiento de las industrias, la productividad, el costo de labor por unidad y el empleo de las naciones utilizando los mismos parámetros, a su vez facilitando el análisis de las economías. Este fue diseñado para propósitos estadísticos y puede ser usado para propósitos administrativos, de impuestos y requerimientos entre las agencias de gobierno.

A continuación presentamos una tabla explicativa de industrias clasifi cadas por SIC y su equivalente de industrias en SCIAN.

Por su parte, algunos de los cambios más signifi cativos por sector industrial al adoptar la nueva clasifi cación de SCIAN fueron los siguientes:

� Sector de servicios más detallado. � Se crea un nuevo sector formado por servicios de alojamiento y los

restaurantes. � Sector de fi nanzas se sub-divide en dos sectores: Finanzas seguros Bienes raíces y arrendamiento � Sector de transportación se divide en los sectores de utilidades e

informática.

Preface

The issue Income and Product 2009 presents net income and gross product estimates pertaining to the fi scal year 2009, as well as historical series beginning with fi scal year 2000. It also includes Puerto Rico’s fi ve (5) economic accounts for the same period. In both sections, the data for fi scal year 2009 is preliminary.

Previously, this publication classifi ed industries based on what is known as the Standard Industrial Classifi cation (SIC). SIC was developed to organize establishments or companies for their main business, which helped the collection and tabulation of data. Eventually, the SIC was less relevant to changes and developing industries.

Following the creation of the Free Trade Agreement (NAFTA) among the nations of Canada, Mexico, and the United States, classifi cation of industries was standardized based on a new scheme known as the North American Industry Classifi cation System (NAICS). NAICS places the economic unit or establishment in the various industries, taking into account similar production processes.

Changes in modern economies are best refl ected using NAICS. It allows the comparison between industries, productivity, labor costs and employment per unit, using the same parameters, and facilitating further analysis. NAICS was designed for statistical purposes however, may be used for administrative purposes, taxes and government agencies.

Next, we present a table explaining industries classifi ed by SIC and NAICS counterpart.

Meanwhile, some of the most signifi cant changes by NAICS were:

� Further detailed service sector.� A new sector was created combining accommodation services with

restaurants.� Finance Sector is sub-divided in two sectors: Finance and Insurance Real State and Leasing� Transportation sector split into utilities and information sectors.

N O T A

El sistema de cuentas sociales de Puerto Rico se compone de cinco (5) cuentas, las cuales emulan un sistema de contabilidad en el que se registran entradas de débitos y créditos. Estas cuentas son: Ingreso neto y producto bruto, Ingresos y gastos de las personas, Ingresos y gastos de los gobiernos centrales y municipales, Transacciones con el exterior y Ahorro e inversión bruta. Esta última es de naturaleza residual, con la que se logra el balance del sistema.

Las entradas que se registran en las cinco (5) cuentas tienen su origen en las partidas que componen los estudios macroeconómicos de ingreso neto, producto bruto, ingreso personal y balanza de pagos. En estos estudios se agrupan las transacciones por concepto de actividades productivas de los cuatro (4) sectores económicos principales: empresas, personas, gobierno y resto del mundo. Los estimados de estas transacciones se hacen siguiendo conceptos adoptados por el Departamento de Comercio de los Estados Unidos y las Naciones Unidas.

N O T E

Puerto Rico’s Economic Accounts system is composed of fi ve (5) accounts that emulate an accounting system in which all debit and credit entries are registered. These accounts are: Net income and gross product, Personal income and outlay, Central and municipal government receipts and expenditures, Foreign transactions, and the Saving and investment account. The latter is a residual account that balances the system.

The entries registered in the fi ve (5) accounts originate in the macroeconomic studies of net income, gross product, personal income, and balance of payments. In these studies all economic transactions that take place in the business, household, government, and foreign sectors are accounted. The estimates of these transactions follow the conceptual framework adopted by the United States Department of Commerce and the United Nations.
