The IAIN General Assembly took place at 1500 on 30 Sep 12 in the Zurich Room of the Concorde El Salam Hotel, Cairo. MINUTES
1. WELCOME. The President welcomed all to Cairo and thanked those present for attending the meeting and the Congress. 2. APOLOGIES. Apologies had been received as indicated above. 3. MINUTES OF THE 13TH GENERAL ASSEMBLY. The minutes had been re-circulated and were accepted unanimously as a true record.

4. PRESIDENT'S REPORT. The President presented his report, circulated as Annex A. He explained that the 'Arab Spring' had affected numbers present in Cairo, but action had been taken to produce what should be a most successful congress. He was happy with the way that Officers' meetings had progressed and with the way finances had been administered over the 3 years; and he was pleased that he had been able to represent IAIN at the US PNT Advisory Board. He considered it an honour to have served as President and thanked the Officers, in particular the Sec-Gen, Treasurer and his predecessor, for their support. 5. SECRETARY-GENERAL'S REPORT. The Sec-Gen talked through his report at Annex B, explaining that he was still attempting to find an ICAO representative, although in the case of IMO a handover had been achieved, with great thanks to Rein van Gooswilligen for his service over many years. The President continued to represent IAIN at the US PNT Advisory Board, albeit in an 'unofficial' capacity; once again, the Sec-Gen is attempting to resolve involvement for the future and is awaiting a response. 6. TREASURER'S REPORT. The Treasurer presented his report, circulated as Annex C, explaining that he was seeking approval of the accounts since the 2009 General Assembly and the budget for the future. After discussion, these were both approved unanimously. Post-meeting note - as a result of transfers made during the General Assembly, an updated Members' Payment 2012 is added as Annex G. 7. MEMBERSHIP. The Treasurer explained that he was in contact with the Institutes that he believed still owed their subscriptions and was content that any shortfalls would be resolved. The Sec-Gen explained that the Australian Institute had not indicated any willingness to remain a full member; he recommended that it be transferred from 'Member' to 'Corresponding Member' with immediate effect. This was agreed unanimously. 8. WEBSITE. The Sec-Gen believed that the site looked attractive and was kept current, thanks to the Netherlands Institute, who arranged hosting, and the Editor, Paul Ridgway. He encouraged members to submit news and events and asked if Member Institutes could display the IAIN logo, with a link, on their own websites. 9. AWARDS. The Sec-Gen reported that the Awards were ready for presentation: John Harrison for Adm Mitropoulos and Necho for Prof Parkinson. He circulated one for inspection. The President added that they would be presented at the opening of the Congress, and each recipient would give a short talk. The Sec-Gen noted that Honorary Membership had already been agreed for Adm Mitropoulos and Capt Smith, but the Officers recommended that Prof Parkinson should receive the honour also. This was agreed unanimously. 10. FORTHCOMING CONGRESSES.
10.1 2015. The Sec-Gen explained that the Czech Institute President, Frankišez Vejražka, was unable to attend due to illness, but he had submitted a short report at Annex D, and a representative of the organising company in Prague would give a full presentation at the Congress closing session.

10.2 2018. Yasou Arai and JIN President, Prof Toshio Iseki, presented the circulated paper at Annex E, stressing that they would like to receive formal approval to go ahead; this would enable them to firm up arrangements. The proposal to stage the 2018 Congress in Japan was accepted unanimously. The Sec-Gen reminded Institutes that now might be a suitable time to consider whether to bid to host the 2021 Congress.
11. ELECTION OF OFFICERS 2012-15. The Sec-Gen had circulated (at Annex F) a table of current Officers and what he considered to be a natural progression for the period 2012-15. But he explained that Frankišez Vejražka had declined the Presidency on the grounds of ill health; Immediate Past-President, Dick Smith, had offered to stand in for another period if doing so would help the situation. Elisabeth Fischer (OVN), who had been deputising for Elisabeth Klaffenböck, had offered to stand as a VP and the USION had agreed that Dr Naser El-Sheimy could represent them as a VP if he himself agreed to do so. The President also put forward Hesham Helal (AIN) as a possible VP, although he accepted that AIN would already be represented by himself as Immediate Past-President. The Officers recommended the following list as Officers for 2012-15; this was agreed unanimously:

*Naser El-Sheimy would consider his workload before committing to the position; Hesham Helal would take up the position if he declined (still awaiting confirmation). Post-meeting note - Naser El-Sheimy has agreed to become a VP. The President repeated his thanks to departing Officers for their efforts on behalf of IAIN over the past 3 years and added his best wishes for the newcomers. The Sec-Gen, on behalf of all IAIN Members, thanked the President for arranging what appeared to be an impressive congress over the coming days, and for his outstanding leadership over the past 3 years. President Report IAIN Congress GA
Cairo, September, 2012 1 - General
On the 13th IAIN congress held in Stockholm, 2009 the under signed was elected president of IAIN for the three years term, 2009 – 2012.
2 - The 14TH Cairo Congress, 2012
Initial preparation of the 2012 Congress Conference was started since the 2006 in Korea congress. The GA in Stockholm has finally agreed that AIN will officially organize Cairo conference. The Organizing Committee and Scientific Committee were formed for this reasons, on line communication has established to follow up the preparation and the progress of the conference. List of the Scientific Committee includes the presidents of IAIN member’s institutes and the IAIN officers.
The Middle East up rise since January 2011 and what is called the “Arab Spring” has severely affected the progress of the congress preparation. Egypt revaluation and the following unrest state did not last long, which gave us some hope that in the course of the next 18 months we will be in a good shape for a really good and big gathering during the conference, mean while, AIN has received unlimited support from the dear IAIN officers and member institutes which resulted in restore the potential energy of AIN staff gains confidence to insert on posting towards a successful conference in Egypt. Continuous demonstration after the revolution, several institutional elections, including presidential election has affected the tourism industry and severely hit the economic sector. The conference was affected in the following area:-
- Low number of the received abstracts - Cancellation of participation registrations due to the ups and downs situation in Egypt
and neighbor countries. - Small numbers of exhibitors have shown interest in the exhibition. - No sponsors have showed some support to the congress. - No possibility for the online fees collection due to banks restriction.
To maintain the momentum of the congress input and participation flow and defuse the above difficulties, the organizing Committee has taken the following actions:
- Reduces the fees for the IAIN officers and gives two officers of each institute reduction of 50% of the full fees.
- Waiving out the registration fees from some of the key visitors and speakers. - Omit some functions in order to reduce the cost of the conference.

3 - IAIN Officers' Meetings
Three meetings were held during this term of presidency 2009 – 2012 affiliated to EUGIN conferences.
• First one was held in 2010 in Braunschweig, Germany. • Second one took place in London in December 2011. • Last one was in held Gdynia in April 2012.
The chairman was able to attend two meetings out of three. International reports from ICG, PNT, IMO and ICAO representatives were received and circulated by the Sec. Gen. in time. The chairman thanks the Secretary General Commodore David Broughton for his smooth friendly communication throughout the last three years.
4 - Budget
Full report from the Treasurer is made available to the members,. Yearly reports were observed by IAIN officers in the last three years in every officers meeting. The annual reports show healthy situation and proper monitory coverage, and minimum possible cost of operation. The chairman thanks the treasurer Captain Rein Gooswilligen for his sincere work.
5 - PNT Membership
In March 2011, the undersigned has received an invitation from NASA to join the PNT Advisory Board for a term of two year and share his expertise along with other individuals in issues related to Positioning Navigation and Timing in USA. The honorable invitation signed by NASA Administrator, addressing me as President of AIN Egypt. The undersigned, with no hesitation has accepted invitation to be member in such honorable Committee. The Sec. Gen. of IAIN was notified in time, and he kindly has circulated the news to the IAIN officers. Later on, the SEC GEN. has informed the PNT coordinator that Dr. Rashad, the current president of IAIN is not the official representative of IAIN in the PNT Advisory Board. However, the undersigned voluntary, submitted regular reports about the PNT meetings to the IAIN officers in order to keep IAIN informed. The reports were accepted by the Sec-Gen, which he kindly circulated them to the members in due time. The title of the undersigned in the PNT Advisory Board is:
“President of the Arab Institute of Navigation, Egypt”.
The title will remain as such until the end of my two years term as member of the Board.

6 - Concluding remarks
I am honored and very much obliged to be Chairman of IAIN in the Last three years 2009-2012. I myself 33 years ago submitted AIN documents to be in Brighton in 1979 we were only six institutes.
I must state that I have received honorable status as IAIN president in all the EUGIN conferences which I have attended. I was placed in VIPs dinner table, addressed as honorable guest in the opening sessions of the conferences and meetings. I acknowledge the honor giving to me EUGIN Presidents and officers and convey to them my best gratitude for their respect. I hereby thank all IAIN officers, in particularly;
-David Broughton for his help and kind thoughtful assistance. -Rein Van Gooswilligen for his continues support to proceed for Cairo congress. -Dick Smith who backs up IAIN officers meetings.

SECRETARY-GENERAL’S REPORT
From an administrative point of view, there are a few concerns: Representation:
ICAO is a continuing saga, with 2 invitations turned down. IAIN has also been dropped from the ICAO list; I have twice queried this, still with no response. IMO has changed hands successfully, with great thanks to Rein van Gooswilligen for his unfailing support up to the last NAV meeting and to Peter Chapman-Andrews for taking up the representation. US PNT is attended by our outgoing President, although this is wearing his Arab ION hat, and we are most grateful for his representing IAIN as well; his tenure on PNT expires this year. I have queried our continued representation with the PNT Administration, who promise a resolution soon.
Officer’s Appointments:
With Frankišez Vejražka declining the Presidency for the 2012-15 period, some last-minute adjustments are required. These will be discussed under Item 9.

Report on state of preparation for 15-‐th IAIN World Congress 2015 in Prague
1. The outline on the 15-‐th IAIN World Congress 2015 in Prague (WNC15) was submitted to the Officers’ Committee meeting in Stockholm on October 26, 2009. Date of WNC15 was fixed on October 20 – 23, 2015.
2. The CzIN reported (Guarant -‐ Mr. Raboch) done works in Braunschweig in October 2010.
3. The Guarant together with the CzIN prepared the invitation leaflet which was disseminated on different navigation conferences in 2011 and 2012 (IGNSS Sydney, ENC London, TransNav Gdynia, ENC Gdansk).
4. Seventeen topics of the Congress have been determined.
5. Date of Call for Abstracts has been fixed on September 1, 2014.
6. The Congress venue, the hotel Clarion, was visited by the Organising Committee on September 12, 2012. Details concerning of Congress rooms, accommodation, parking, meals and presentation technique were negotiated with the hotel.
7. The web was set working (www.iain2015.org).
8. The important deadlines have been stated with respect to the sufficient time for papers preparation and demanding review process. They are published in the First Announcement.
9. The First Announcement will be disseminated on the 14-‐th IAIN World Congress in Cairo and on the International Symposium GPS/GNSS in Xian (China).
10. The process of establishing of the Programme Committee is starting up at present days. It is supposed that it will have approx. 60 members to ensure a smooth review process.
11. Works on electronic registration and abstract/papers submitting were started up.
12. A possibility to equip the papers/congress proceedings with the ISBN/ISSN is negotiated in these days.

The status of preparation for IAIN2018

The Japan Institute of Navigation (JIN) is making preparations to invite the IAIN Congress 2018. As reported by Prof. Arai in the previous Officers’ Meeting, we have already started drawing up a plan with help of the Meet Japan 2012. Fortunately for us, we will be celebrating the 70th anniversary of JIN in the year 2018. Therefore, we are pleased to inform you that the joint symposium is being considered in order to draw the participants from not only Japan but also Asian countries. We would like to hold the IAIN congress at the end of November, due to the regular conference of JIN. However, convenience of the participants from overseas will be given the highest priority in determining the conference venue. The metropolitan area and Kansai area are now under consideration as the possible site. If the JIN is elected the host of IAIN2018 today, we will get in touch with some convention bureaus and decide the conference venue as soon as possible with considering the assistance from the local government. We will be able to submit the detailed information at the Officers’ Meeting in 2013.
