Müktesabatın üstlenilmesi ve idari yapının uyumlaştırılması, Polonya ve Macaristana yönelik başlatıldı fakat daha sonra orta ve doğu Avrupaya genişletildi.

MEDA(1996-2001) Mediterranean Economic Development Area

Akdeniz ülkelerine yönelik işbirliği programı. AB-Türkiye mali isbirligi süreci, 2002 yılına kadar, önce MEDA Programı, daha sonra Gümrük Birligi kapsamında, ekonomik ve sosyal gelismeye yönelik mali yardımlarla desteklenmistir.

ISPA (2001-2006)Instrument for Structural Policies forPre-Accession

Doğu Avrupa'daki Aday ülkelerin, Topluluğun özellikle taşımacılık ve çevre alanlarındaki altyapı standartlarına uyumunu sağlamayı amaçlamıştır.

SAPARD (2001-2006)Special Accession Programme for Agriculture and Rural Development

AB üyeliğine aday 10 merkezi ve doğu avrupa ülkesi için geliştirilmiştir.. Diğer fonlardan farklı olarak SAPAD'la birlikte aday ülkeler fonların kullanımında sorumluluk paylaşımı sayesinde yapısal fonların kullanımına hazırlık süreci de yaşamışlardır.

Türkiye Mali Yardımı (2001-2007)Instrument for Turkey

Helsinki zirvesinin ardından daha stratejik bir bakış açısını da içeren bir yaklaşımla Türkiye için geliştirilen bir programdır.

CARDS Community Assistance for Reconstruction,Development and Stabilisation

Batı Balkan Ülkeleri finansal olarak desteklenmiş ve kurumsal kapasitelerinin artırılması amaçlanmıştır.

II- Amaç ?

Article 1Beneficiaries and overall objectiveThe Community shall assist the countries listed in Annexes I and II in their progressive alignment with the standards and policies of the European Union, including where appropriate the acquis communautaire, with a view to membership.

IPA MONITORING COMMITTEEEC + NIPAC + NAO + SCO + OS

(Article 14 of 1085/2006 Council Regulation )

Co-chaired by EC + NIPAC •Shall satisfy itself as to the overall effectiveness, quality and coherence of the implementation of all programmes and operations towards meeting the objectives set out in the financing agreements as well as in the multi-annual indicative planning documents.

•Shall base itself on the elements given by the sectoral monitoring Committees

Meetings : minimum once a year + intermediate meetings on a thematic basis and/or as

established in the monitoring committee mandate / internal rules of procedures

Adopts its internal rules of procedure in compliance with a monitoring committee mandate established

by the EC

•Make proposals to the Commission, the NIPAC and the NAO for any actions to ensure the coherence and co-ordination between the programmes and operations implemented under the different components, as well as for any cross-component corrective measures needed to ensure the achievement of the global objectives of the assistance provided, and to enhance its overall efficiency.

•May make proposals to relevant sectoral monitoring committee(s) for decisions on any corrective measures to ensure the achievements of programme objectives and enhance the efficiency of assistance provided under the programmes or IPA component(s) concerned.

•Shall report to the IPA Monitoring Committee

•Shall satisfy itself as to the effectiveness and quality of the implementation of the programmes and operations concerned, in accordance with the specific provisions laid down for each component;

•May make proposals to the EC and the NIPAC,with a copy to the NAO, for decisions on any corrective measures to ensure the achievements of programme objectives and enhance the efficiency of the assistance provided;

•Shall provide the IPA monitoring committee with information in accordance with the IPA IR.

TITLE I GENERAL PROVISIONS

Article 5: Information on proposed indicative financial allocations2. This multi-annual indicative financial framework shall present the

Commission's intentions for the allocation of funds, broken down by component, country and multi-country action.

Article 6: Planning of assistanceAssistance under this Regulation shall be provided on the basis of multi-

annual indicative planning documents established by country in close consultation with the national authorities, so as to support national strategies and ensure the engagement and involvement of the country concerned.

TITLE II RULES CONCERNING SPECIFIC COMPONENTSArticle 10 Regional Development Component 1. The Regional Development Component shall support countries listed in

Annex I in policy development as well as preparation for the implementation and management of the Community's cohesion policy, in particular in their preparation for the European Regional Development Fund and the Cohesion Fund.

2. It may in particular contribute towards the financing ofthe type of actions provided for under Regulation (EC)No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund (1) and Council Regulation (EC) No 1084/2006 of 11 July 2006 establishing a Cohesion Fund (2).





TITLE III MANAGEMENT AND IMPLEMENTATION

Article 13 Management of assistance, reportingActions under this Regulation shall be managed, monitored, evaluated and

reported on in accordance with Regulation (EC, Euratom) No 1605/2002. Community financing can take in particular the form of financing agreements between the Commission and the beneficiary country, procurement contracts

or grant agreements with national or international public sector bodies or natural or legal persons responsible for carrying out the action, or employment contracts.

Article 17: Implementation of assistance1. The Commission and the beneficiary countries shall conclude framework

agreements on the implementation of the assistance..Article 21 Suspension of assistance1. Respect for the principles of democracy, the rule of law and for human

rights and minority rights and fundamental freedoms is an essential element for the application of this Regulation and the granting of assistance under it.
