ang mga layunin ng ATR na pagtibayin ang ugnayan ng mga sundalo sa publiko; ipabatid angimahe ng Philippine Army na nagpapakita ng karangalan, katapatan, at katungkulan; atmaging isang propesyonal na Army na suportado ng tao, ang JUANARMY ay nagsisilbinginstrumento sa paglimbag ng mga istorya, imahe, at komentaryong naglalarawan ng isangnagbabagong Philippine Army. Ngunit hindi lamang ninanais ng lathalaing ito ang ipalaganapang ATR. EDITOR’S NOTE

Sa nakalipas na isang siglo at dalawampu’t tatlong taon ang Hukbong Katihan ng Pilipinas ay patuloy na kaagapay ng lipunang Pilipino sa pag-unlad. Sa panibagong isyu ng JUAN ARMY nakapaloobang kwento ng bawat sundalong Pilipino na magiting ng nag-aalay ng kanilang oras, lakas, at buhaypara sa bansang sinilangan.

Ininlalahad ng mga akda ang nakalipas na isang siglo at ang walang patid na kontribusyon ng sundalong Pilipino biglang kasanga ng sambayanan. Sa akda mula sa ating mga Laang Kawal, naipapakita ang dedikasyon hindi lamang ng mga sundalo kung hindi pati na rin ng ating mga LaangKawal o Reserve Officer na boluntaryo at taos-pusong tumutulong sa panahon ng pangangailan at sakuna. Patuloy din na isinusulong ang laban para sa matatag at payapang pamumuhay ng mgamamamayan sa pamamagitan ng pagsugpo sa terrorismo at insurgency gamit ang Executive Order 70 o “Whole-of-Nation Approach” bilang inklusibong sagot sa nasabing suliraning panlipunan. Bilangpatunay, ang mga artikulo mula sa 9th Infantry Division ay naglalahad ng mga kwento ng tagumpaylaban sa insurgency pati na din ang pakikipagtulungan sa local na komunidad at sa mga katutubo upangmapaigting ang seguridad at antas ng pamumuhay sa kanilang lugar.

Ang Hukbong Katihan ay patuloy na sinusuong ang mga hamon na dala ng patuloy na paglipasng panahon. Bilang halimbawa, inilahad ni Lt. Col. Richard T Servito Herrera ang patuloy na paglipad ng Army Aviation Regiment patungo sa kanilang layon bilang suportang panghimpapawid ng HukbongKatihan. Tulad nito, patuloy na sinusulong ang pagbabago at paglakas ng ating kakayahang pandigma. Hinahayag din sa isyung ito ang patuloy na pagsulong at pag-unlad ng Hukbong Katihan ng Pilipinas sa kakayahang pandigma upang patuloy na protektahan ang panloob at panlabas na interes ng atingbansa.

Upang maipakita ang dedikasyon ng bawat isa sa tunay at mabisang pagbabago na layon ng Army Transformation Roadmap o ATR, tinatampok ng 6th Infantry Division ang AGP Coaching Programna sinusulong ang pagtulong sa ibang pangkat na makasabay sa daan ng pagbabago. Bilang isangpapausbong na pangkat, ang 55th Engineer Brigade ay sinasalamin ang patuloy na tiwala at dedikasyonng bawat pangkat sa ATR. Higit pa dito, ang huling artikulo sa unang isyu ng taong 2020 ay sumisimbolosa pagsasabuhay ng bawat indibidwal na sundalo sa daan tungo sa tunay na pagbabago.

Bilang mahalagang parte ng ksaysayan, kasalukuyan, at kinabukasan ng Hukbong Katihang ng Pilipinas, ang labing-walong taon na paglalakbay sa pagbabago na ating tinutungo sa ATR ay patuloy nagumagabay sa bawat opisina, dibisyon, brigade, batallion, at sa bawat isang sundalo na patuloy nasumusuong bilang lakas at tatag ng masang Pilipino.

Sino ang hindi mag-aakala na sakabila ngpagsusumbat at pangungutya ng panigmakabila, ang HukbongKatihan ng Pilipinas

ay 123 taon ng naninilbihan bilang kaagapay nglipunang Pilipino sa mga pagbabagong nagdala sabansa sa tugatog ng tagumpay. Isang tagumpay nainaasam-asam ng kahit na sinong bansa sa Asya.

Sa gitna ng mga kainitang labanan sapagitan ng mga Kastilang mananakop at mgarebolusyonaryong Pilipino, and Hukbong Katihanng Pilipinas ay nabuo sa ilalim ng pamunuan ngrebolusyonaryong pamahalaan ni Heneral EmilioAguinaldo sa bisa ng Kumbensyong Tejeros, kungsaan si Heneral Artemio Ricarte ay itinalaga bilangkauna-unahang rebolusyonaryong heneral sa atingPhilippine Revolutionary Army. Itinatag sapanahong hinog sa insureksyon na sumampal sa mgapagbabagong panlipunan, ang Hukbong Katihan aywalang humpay na nakipagsabayang kumilos parasa pagbabagong pangkalahatan. Samantalang maymga elementong kumakagat sa darak ng kahirapanna pilit na lumalamon sa kawawang isipan ni JuanDela Cruz, ang kasundalahan ay patuloy naman sapagsisid sa mga barangay naumano’y milya-milyaang layo sa kaganapang pangkaunlaran upangiparating ang pag-asa ng pagbabago.

Ang mga peligrong dulot ng mga pangyayaringglobal at nasyonal ng dekada ’60 at ’70 ay nagdalang dagok sa integridad ng Pilipinas, gayunpamanhindi natinag ang ating Hukbong Katihan naisakatuparan ang sinumpaang tungkulin.

Sa gitna ng pagtaas ng isyung “insurgency”, angating Hukbong Kasundaluhan ay masigasig napinunan ang problemang pangkaunlaran opangkabuhayan, datapwat may peligro sa kanilangbuhay. Ang mga malalayong barangay na dati- ratiay kabundok ang layo sa sentro ng kaunlaran aynailapit sa mga pagbabagong pangkabuhayan.Kaalinsabay sa mga pagbabagong pangkabuhayanay di naglaot nagpamulat sa kamalayan ng atingmga kababayan hinggil sa katraydurang matagal ngpinalulunok sakanila ng mga sinasabing kasapi ngmga samahang seperatista at mga makakaliwa. Angpagbabagong pangkabuhayan ay resulta ng

konstruksyon ng mga lansangang tuloy-tuloyan(highway) na nag-ugnay sa mga komunidad sa gilidpatungo sa sentro, o ang tinatawag naperkspektibong “centre-periphery”.

Ang buhay ni Juan Dela Cruz ay nakatali sa lupa,subalit ang kahalagahan ng mga produktong ito aymawawalang silbi kung ang mga ito ay hindimaiiaabot sa iba’t- ibang merkado na magdadalang pagbabagong pangkabuhayan at pangkalusugansa ating hapagkainan. Ang ating Hukbong Katihan,lalo’t higit sa ating mga Engineer Brigade ang siyangprimaryang awtor ng mga kalyeng tinatawag natingtuloy-tuloyang o “Farm-to-Market”.

Mula ng mabuo ang Republika ng Pilipinas, nagingpalaisipan sa ating mga pinuno ang pagpaparatingng pagbabago sa mga lugar na hiniwalay dulot ngkonpigurasyong heograpiya. Kung masusing pag-iisipan tila malabo ang mga pagbabagongpangkaunlaran sa ilang pook at komunidad, kungkaya’t kasabayan ang paglaki ng suliranin saedukasyon, kalusugan, pati karapatang pangtao.Masusudlok sana sa hirap ang mga komunidad naito, subalit walang imposible para sa mga malikhaingsundalong Pilipino. Tunay ngang kailangan ng isanginhinyerong sundalo upang mapag-isa ang bansang

napaghihiwalay ng mga kabundukan at karagatan.

Walang hamon na inuurungan ang atingkasundaluhan, maging ang hamon ay gawa ngkapwa o dulot ng kapahamakang pangkalikasan. Sabawat sakuna hindi pahuhuli ang Hukbong Katihan.

Minsan sa ating kasaysayan nakitaang kakayahanng kasundaluhan sa kapasidad na “HumanAssistance and Disaster Response” (HADR).Datapwat natabunan ng tradisyunal nakapasidad sapakikipaglabanan, lingid sa kaalaman ng nakakaramina ang ating Hukbo ay palaging makikita sa “frontline” ng sakuna.

Ang Pilipinas ay nakahilera sa tinatawag na “PacificRing of Fire” kung saan palaging may pagbabantang pagputok ng bulkan, lindol at kung ano pa manguring heolohikal na kaganapan. Ang pagsabog ngBulkang Mayon, Bulkang Pinatubo at ng BulkangTaal, habang ang mga kalaban sa bundok aynanguna sa paglisan patungo sa lugar na hindimatatamaan ng kapahamakan, ay siya namingbubulusok ang kakayahan ng ating mga sundalonginhinyero upang linisin ang mga daan at kalsadapara sa mas mabilisang pakikipag-ugnayan namaghahatid ng tulong sa ating

mga kababayan. Tunay na hindi matatawaranang kabayanihan ng ating mga kasundaluhan,lalo ang mga brigading inhinyero, na laginghanda sa paghahatid ng kaginhawaan sa mganasalanta ng delubyo, lindol man o bagyo.

Ang pagmamahal sa bayan ay napatunayan sapamamagitan ng pag-abot edukasyon sa mgapaslit sa siyudad man o sa mga barrio. Angpapel ng guro ay isang angking kagalingan ngating mga naka-uniporme. Sa pagkat minsansila din ay naging bata na naghangad ngmagandang edukasyon na magsisilbingugnayan para sa kaunlaran, ang pagkakaroonng mga Brigada Eskwela at Youth LeadershipProgram (YLS) ay mga tunguhin na hindilaman nakatuon para sagutin ang mgasularanin ng bansa sa edukasyon o pagbabasa dami ng mga mangmang, kundi daan paramaisamulat ang katotohanang malingpropagasyon ng maling impormasyon ng mgakaaway na bansa.

Ang patuloy na pagbabago sa imahen ngHukbong Katihan ay walang katapusan. Mulasa pagtatag nito noong 1897 hanggang sakasalukuyan, patuloy sa pagsasaliksik ng mgaistratehiya upang matanggal ang bungi opuwang sa pagitan ng lipunang sibilyan atkasundaluhan. Sa pagbuo ng ArmyTransformation Roadmap (ATR) ang bungiay nabawasan kundi man tuluyang nabuwago nawala. Ang relasyon sa sibilyan ay masnapag-igting dahil sa pagbubuo ng Multi-Sector Advisory Board (MSAB), kung saanang maling pagtingin sa Hukbong Katihan angsiyang pangunahing obhektibo na naismakamit.

Sa pagtakbo ng kasaysayan ng HukbongKatihan ng Pilipinas na ngayon ay nasa 123taon na, ang Hukbong Sandatahan aylubhang marami pang mga istratehiya atplanong nakalatag upang mapaliwanaganang katotohanan sa maling impormasyon naipinapakalat ng mga kalabang terorista, angmga tunay na mangmang sa LipunangPilipino.

Ang 123 taon ng Hukbong Katihan ay hindipa nangangalahati sa kaniyang hangaringpagbabagong kaunlaran namagdadala sabansang Pilipinas sa hilera ng global nakomunidad. Ang pagkilos at pagtugon ngating Hukbo ay hindi titigil hangga’t may mgasibilyan humihiling ng ating maliit natulong.

Matapos ang pagsabog, ang Philippine Institute ofVolcanology and Seismology o PHIVOLCS aynagdeklarang ng Alert Level 4 na nangangahulugangang posibilidad ng mas malakas na pagsabog aymataas.

Sa pagsabog, nalagay sa kapahamakan ang buhay ngmga taong nakatira sa paligid ng bulkan pati na rinang kanilang mga kabuhayan at alagang hayop. Ilansa kanila ang naiwan sa kanilang mga tirahan dahilwalang masakyan patungo sa mga evacuationcenter.

Ang mga Laang Kawal o Reserve Officers, miyembrong 1303rd Community Defense Center sa NationalCapital Region - Regional Community DefenseGroup o NCR-RCDG, ay dali-daling nagtipon atinihanda ang mga pagkain at gamit pang gamotpara sa mga biktima, noong gabi ng Enero 12.

Ayon sa panayam kay Army Lt. Col. Francisco Ramos,sila ay bumyahe madaling araw kinabukasan atnagtungo sa Miranda Village in Talisay, Batangas.

“Patuloy pa ring isinasagawa ang operasyon atmarami pang reservists ang papunta sa lugar. Silaiyong mga boluntaryong nagpalista upang mai-deploy dito sa Calabarzon para may karelyebo angnaunang grupo,” dagdag pa ni Ramos.

Lagpas 3,000 na mga pamilya ang nailikas mula sadanger zone papunta sa kaniya-kaniyang evacuationcamps na ginawa ng lokal na pamahalaan. Sila ay

napamahagian ng pangunahing pangangailangankatulad ng face masks, gamot, relief goods, kasamana rin ang iba pang mga panganailangan.

“Ito ang magandang bagay sa pagkakaroon ng laang kawal, dahil sila ay natuto ng HumanitarianAssistance and Disaster Response (HADR),handa silang sumaklolo sa kapwa sa panahon ngkalamidad. Natutulungan nila ang mga awtoridadna mas mapadali pa ang gawaing sibil,” dagdag pani Ramos.

Ang mga Laang Kawal ng Hukbong Pamhimpapawidat Pangdagat ay kabilang din sa mga naglaan ngpanahon para sa rescue operations sa Rehiyon 4-A.Gayundin ang mga Laang Kawal na nakatira sakaratig-bayan.

Katulad na lamang ni Sgt. Carlito Baurile, 52 taong-gulang na laang kawal mula sa Alfonso, Cavite. Siyaat ang kanyang pinamumunuang pangkat ng mgasecurity personnel sa kanilang munisipalidad aynagbigay ng ayuda para sa mga nangangailangan.

“Napakalaking bagay para sa amin angmakapagbigay ng tulong sa mga nangangailangannating kababayan. Ito ay panahon upangmaibahagi namin ang aming serbisyo sa mga taobilang parte ng isang maayos na komunidad,” ayonkay Baurile.

Dagdag pa ni Baurile na pangarap niya magingsundalo ngunit hindi siya pinayagan ng kanyangasawa kaya’t aktibo sya bilang isang Laang Kawalupang patuloy pa rin na makatulong sa kapwa. Siyarin ay nagtuturo ng Reserve Officer Training Corps oROTC sa ilang mga unibersidad ng Cavite.

Masbate -9th Infantry Division

Second Infantry Battalion, 9th Infantry Division,Philippine Army facilitated the surrenderof 306 CNT personalities in Masbate in the

2nd Semester of 2019. It has been noted that 2IB isdetermined in conducting intensified counter-insurgency operations in the Islands of MasbateProvince to end local communist armed conflict inits area of responsibility. Its efforts on focusedmilitary operations entice the rebels to return tothe folds of the law.

For the past decades, Masbate Province had beena haven for the Communist Terrorist Group (CTG)under Provincial Committee 4 (KP4) of the BicolRegional Party Committee (BRPC) due to potentialsource of funds through extortion. This factorresulted in extensive numbers of CNT members andsupporters that impose threat and disorder to theconstituents of the province. With that, CNTactivities became a hindrance to peace, progress,and development.

Upon the arrival of 2IB in the Province of Masbate inNovember 2016, various CTG members have beenneutralized and a large number of CNT membersand supporters left their armed struggle. Notably,

a total of 306 CNT personalities composed of NPAregular members, Militiang Bayan (MB), Sangay ngPartido sa Localidad (SPL) and supporters from thedifferent areas of the Province surrendered anddecided to live in the right path and returned tothe mainstream of the society. The surrender of306 CNT personalities was a result of series of Civil-Military Operation (CMO) activities such as socialawareness symposiums, peace rallies, campustours, inter-agency coordination/meetings, E-CLIPmeetings, and radio programs. Said achievementswere the product of concerted efforts orchestratedby 2IB and other government units such as96MICO, 93CMO Company, Masbate PPO, PCG-Masbate, Provincial Government of Masbate,LGUs/LGAs and other stakeholders. Those activitiesattracted most of the CNT personalities and gainedtheir trust and confidence that the government issincere in its programs to end the local communistarmed conflict.

Moreover, the Provincial Government of Masbate,its Municipalities and other NGAs fully supportedthe efforts of 2IB in attaining peace for progressand development. Through mutually coordinatedactivities in line with Executive Order 70,

“Institutionalizing the Whole-of-Nation approach inAttaining Inclusive and Sustainable Peace”, thebattalion is on the right track towards the attainmentof its objective in winning the peace for the peopleof Masbate. These continuous efforts and adoptionof the populace provide a clear benchmark to theultimate goal of the people to live in a harmonious,secured and developed environment.

Adopting IP Centric Approach

in Achieving Peace and Development-9th Infantry Division

t has been more than a year since the Fight ‘EmTroopers transferred from the foot of Mt. Mayon

Cotabato is truly worth it, the Fight ‘Em Troopershave already made good stories to tell. Indeed,keeping up with the different challenges in thesouthern frontier is a worthwhile experience forevery member of the 901st Infantry Brigade.

Among these challenges that the former Bicol-based soldiers confront are the issues related to theindigenous people (IP) or commonly tagged by theleft as “lumad”. Maybe our hearts bleed every timewe hear or read about another sad story involvingthe IP. The IP stories that we often heard seems tobe one of the never-ending travail and exploitationof this marginalized sector.

Knowing the IP and their Vulnerabilities

The IP’s plight suggests that we must be with themto make them resilient and overcome the strugglesand challenges that they are facing.

Indigenous People are culturally distinct. The landon which they live in and the natural resources onwhich they depend on are inextricably linked withtheir identity, culture livelihood as well as theirphysical and spiritual well-being. Indeed, they seekfor historical continuity and cultural affinityendemic to their ancestral domain.

Realities on the ground manifest that the most vulnerable sector being targeted by the Communist

Terrorist Group (CTG) for intimidation, exploitation,and recruitment is the IP sector. It has beenestimated that seventy percent (70%) of themembership of the CTG is IP and statistics revealedthat three out of four dead NPA were IP.

Moreover, the CTGs are monitored whileIdeological, Political and Organizing (IPO) works areconducted in the IP communities to gain theirsupport in establishing bases for their strategicinterests. However, most often than not, the CTGsforcibly and illegally use the IP’s ancestral domainsas their guerilla bases without due regard to theFree, Prior and Informed Consent (FPIC) of the IPs.This situation was further aggravated by the lack ofbasic needs since basic services seldom reach theseareas. In effect, the IP leaders and their tribes wereeasily lured and controlled by the CTGs, makingtheir way of life supplanted with the communistideology.

Facing the Challenges

Knowing these challenges, the Fight ‘Em Brigadefocused on the IP areas through its IP-centricactivities. The initiative intends to cope and beresponsive in addressing the issues of IPexploitation. Seemingly, the glaring concern of the IP deals with the claims on their ancestral domainor “yutang kabilin”- the same issue being exploited by the CTG to gain their sympathy and win their side. The overlapping tenurial claims indeed became the

instrument of the propaganda to widen the gap between the settlers and IP, and to create animosity

towards the government.

Facing these challenges, the Fight ‘EmBrigade was able to conceptualize theIP Consultative Dialogue with thetribal leaders within their respectiveancestral domain. A total of sevengatherings in various CADT areas wereconducted within this year and thesewere coupled by other activitiesthrough the help of public and privatepartners to deliver the basic services tothe communities.

In the conduct of these dialogues, this unit involvedthe different agencies to address the primary issuebeing confronted. The National Commission onIndigenous People (NCIP), Department ofAgriculture (DA), Department of Environment andNatural Resources (DENR), Department of AgrarianReform (DAR) and the different Local GovernmentUnits of Cotabato joined forces and initiated thecollaborative actions to take the first step inresolving the IP concerns. The dialogues paved anavenue for the different agencies to explain thecircumstances behind and the procedures to bemade as per guidelines within metes and boundsof the law. Among the highlights of these activitiesare discussions on the Indigenous Peoples RightsAct or commonly known as IPRA Law to enrich theIP with a better and deeper understanding of how itaddresses their concern.

More than these, the Fight ‘Em Brigade also tookthe opportunity to educate them with the rightinformation and expose the CTG’s strategy ininfiltrating their peaceful communities. Specifically,we made them realize and “break their silence” onthe atrocities and abuses of the CTG.

Ways ahead

Truly, the journey with the IP is still a long way togo, and for sure there will still be a mountain ofchallenges to be conquered. But more than this,the Fight ‘Em Brigade will be always anchored onits mandate of serving the people and securing theland. Moreover, we will continue to sustain ourdrive and enthusiasm to find effective solutionsthat will help the indigenous people in achievingtheir aspirations.

As we always say, the Fight ‘Em Troopers willalways be with the IP in their quest for peace andprosperity.

THE TRANSFORMATION JOURNEY OF THE

he Philippine Army is on its journey totransformation. In less than a decade, it is expectedTto become a world-class Army that is a source of

national pride. While the different service branches ofthe Army had already embarked on their respectivemodernization projects to upgrade their capabilitiesthere are still some left behind. One of them is the ArmyAviation Service, whose aviation troopers continue tostruggle on a day to day basis tokeep the Philippine Armyflying, a serious business in the world of militaryaviation.

The aviation troopers of the Army Aviation Service alsohas its share of ups and downs and struggled so hard toprovide the needed aviation support for their comradesmaneuvering on the ground without sacrificing safety.The aviation troopers are not airmen, they are soldiersof the Philippine Army who are donning flight suits orflight coveralls. Their basic training was warfighting butthey are also trained technical people who possessspecial skills to fly and maintain the aircraft organic tothe Army and ensure that the Army airspace on theirsector is safe and controlled expeditiously and orderly.

Flying and maintaining aircraft older than the Armyaviators and aircraft mechanics is not an easy task. Safetyis a big factor to keep those flying machines on full missioncapable or airworthy status. That is why the adage atthe AABn “Mission First. Safety Always” reverberates onevery Army aviator, aircrew and ground supportpersonnel. Our aviation troopers are professionals andhighly dedicated and will do their best to keep their oldmachines flying in order to accomplish every givenmission. However, the current fleet of Army aircraft isaging and these old machines have also their limits andare in need of upgrade or replacement.

Senior military leaders have already recognized that the Army Aviation Service has been neglected for a long time. Still, it’s not yet too late, for they had clearly understood that the courage and skills of our aviation troopers should also be matched with newer and

technologically advanced aircraft and support systems to keep the us at par with other modern armies in the world.

To have a better appreciation of the Army AviationService, one should understand how it started andstruggled for the past century to gain not recognition,but appreciation for its significant role in providingaviation support needed by Army maneuver units inaccomplishing its given mission.

Colonial EraDuring the early 1890s, aviation was introduced in thePhilippine Islands by the Europeans when the firstballoon flight was witnessed by the Filipinos in PacoPark, Manila. When the Katipunan Army was organized in1892, it utilized balloons and cohetes (skyrockets) duringtheir clandestine meetings. The balloons were alsoincluded as part of their tactics to signal the start of theirarmed revolution in 1896 against Spanish colonialism atthe time when the domain of warfare was being foughtonly on land and sea. During the war for independence,the Katipunan Army had already an appreciation of thethird dimension of warfare --- the air.

During the American occupation, the Americansintroduced the first powered flight when the Skylark andRed Devil biplanes flew for the first time in the PhilippineIslands in 1911 during the Manila Carnival Exhibitionat Luneta. In 1917, an aviation section was organized by the Philippine National Guard but only existed for only ayear. In 1920, the Philippine Air Service was created but was disbanded after a year. Allits aircraft, equipment and hangars were turned over to

the United States Air Service.

In 1935, the Philippine Constabulary Air Corps (PCAC)was organized with the primary function to lend aerialreconnaissance support to the peace and order missionof the Constabulary. Its secondary functions which maybe performed after prior approval of the AmericanGovernor-General of the Philippine Islands ranged fromthe control of the swarming locusts and other pestsinfestations to assisting customs and immigrationauthorities in their functions.

In 1936, the PCAC ceased to exist when it became thenucleus of the Philippine Army Air Corps (PAAC). The PAACwas created with the mission to defend the Philippineskies and to perform aerial reconnaissance and liaison.The defense plan of the Philippine Commonwealthgovernment was to organize a fleet of 150 fighter andbomber aircraft for the PAAC which will serve as thecountry’s first line of defense. Its aviators were trainedto become fighter and bomber pilots and proved theirworth in the air battles they fought in the early days ofthe Second World War in the Pacific in 1941. Despite theair superiority of Japanese warplanes, the Filipino Armyaviators gallantly fought despite the obsolete aircraftthey were flying. With no more planes to fly, the PAACtroops displayed uncommon valor in ground warfare notonly in combat but also in intelligence and guerilla

operations.

Army Air Force (PAAF) in 1945. The PAAF acquiredtransport and liaison aircraft but they have no qualifiedpilots since its veteran aviators were sent to theContinental United States to undergo refresher training.It was forced to train some Army officers and enlistedmen left in the country to become aviators. Theconcentration of its flight operations were confined onlyto transport and liaison missions until it became thenucleus of the Philippine Air Force (PAF) in 1947, a timewhen the Philippines regained its independence as asovereign nation-state.

Missing Aviation ComponentFor the next 30 years, there was no air arm for thePhilippine Army (PA) to provide aviation support for itsground troops. The mission and function of ArmyAviation were virtually being performed by other tacticalunits of the PAF. Senior Army commanders (division andbrigade) had a hard time requesting the needed aviationsupport for its ground troops who were confrontingcommunist insurgents and secessionist forces becausethey do not have direct control over the employment ofAir Force or Navy aircraft.

During the early 1970s, selected Army officers weresent to undergo flight training at the PAF Flying School inBatangas. In 1978, the Army Aviation Battalion wascreated to provide tactical airlift of combat troops,supplies and equipment of the divisions/brigades duringthe conduct of the operation. Its activation was asignificant component of the PA Revitalization Plan.

While waiting for the acquisition of their aircraft,selected officers underwent flight training on light planesand helicopters while enlisted personnel was sent fortechnical training in aircraft maintenance and air trafficcontrol. Six months after its activation, it was absorbedby the Army Special Warfare Brigade which already hadthe Home Defense Forces Group (Airborne), 1st ScoutRanger Group, and the Special Operations Group asorganic units. Five years later, it was deactivated and thehelicopters intended for the fledgling aviation unit werebrought to the PAF.

Rebirth of Army AviationIn 1986, the Aeroscout Company was organized toextend by aerial means the reconnaissance and securitycapabilities of ground units and to provide tactical airmovement of personnel, supplies, and equipment in thecombat areas. It was placed as an organic unit of theLight Armor Brigade (LABde). Due to the lack of aircraftto perform its missions, only reconnaissance flights werebeing performed by the unit in support of the anti-dissidence campaign. A few years later, the PA and theArmed Forces of the Philippines (AFP) officiallyrecognized the Army Aviation Service as one of theSecondary Armed Forces Occupational Specialty for Armyofficers and enlisted personnel. The AFP Regulations onawards and decoration were also amended authorizingthe Commanding General, PA to award the DistinguishedAviation Cross and the Silver Wing Medal.

In 1997, a decision was made to reactivate the ArmyAviation Battalion (AABn) to provide aviation supportand to perform aerial reconnaissance and securityoperations for the PA. Based on its TOE, it is a helicopterheavy unit but its inventory at that time has to make useof their existing fixed-wing aircraft to perform limitedreconnaissance flights until such time the rotary-wingaircraft intended for its use will be procured under theAFP Modernization Program. Seven months of being a

PA Major Unit, it was absorbed by LABde. Its unit sealwas also officially recognized by the National HistoricalInstitute and approved by the Office of the President ofthe Philippines. In 2006, its mission was changed to"conduct aviation operations for the Philippine Army” tomake it more relevant and responsive to the needs of thePA based on its doctrinal foundation.

In 2011, the Army created a study group to develop itstable of organization (TOE) and force structure. Afterseveral months of review and workshops, the studygroup was able to craft the Interim PA TOE for 2012 to2014 as well as the PA Medium Term Force Structure for2015 to 2018. It was approved by the CGPA andsubsequently endorsed to the AFP and the Departmentof National Defense (DND) for approval. One of thesalient features of the PA Medium Term Force Structureis that the AABn will be upgraded to become the Army’saviation regiment.

Based on the PA Medium-term Capability DevelopmentPlan 2015 to 2018, the capability of the Army AviationService will be gradually developed to meet theoperational requirements of the future Army combinedarms operations and to contribute its aviation unitsneeded in joint operations. The development of theArmy Aviation Service covered the areas of doctrine,organization, training, materiel, leadership, personneland facilities. Aside from the AFP Territorial Defense andArmy Operations doctrines, the PA Operating Conceptand the Landpower Maneuver Concept has finallyrecognized the role of the Army’s organic aviationcomponent as an integral part of the combined armsforce.

In 2017, the AABn made its presence felt again in theconduct of joint air operations when its aero team tookpart to deliver from various parts of Mindanao the airmunitions needed by the PAF’s attack aircraft for theirclose air support operations. The timely delivery of theair munitions in various staging areas contributed to theliberation of Marawi City from the terror attacks ofarmed local terrorist groups and foreign terrorists.

2018 became a significant year for the AABn as it finallypushed for its long-delayed capability development.Aside from the promulgated Army Aviation and ArmyAviation Rules of the Air doctrines, a new set of aviationmanuals were also developed. The force structure ofthe aviation regiment was finally approved by the Army.Its flight operations increased to support therequirements for aerial reconnaissance and maritime airpatrols. Additional student aviators who graduated fromtheir initial pilot training, as well as a new batch ofaviators, were trained again to fly helicopters. Officersand enlisted personnel were sent to various aviation-related training both local and foreign to enhance theiraviation skills and this includes bilateral training with theallied armies.The gains on the conferral of the Initiated (in 2016) andCompliant (in 2017) status in the Army GovernancePathway (AGP) of the Army Transformation Roadmap(ATR) was aggressively sustained when the capabilitydevelopment of the AABn were reviewed and alignedwith the strategic objectives and intent of the NationalSecurity Policy, the National Security Strategy, theNational Defense Policy, the Defense Planning Guidance,the National Military Strategy, the AFP Letter ofInstruction “Pagbabago Juliet”, the PA Medium-termCapability Development Plan, and the PA Future ForceStructure. With the Army Vision for 2022 as its beacon,the AABn fixed and improved the support process, coreapproaches, strategic focus and impact of its StrategyMap. The AABn worked hard to complete all the

requirements so that it will be raised to the Proficientstatus before the end of 2018. However, its applicationfor the conferral on the next stage was held when theHPA letter directive on AGP Implementation Continuityand Sustainment was published.

While preparing the new requirements for its applicationto the Proficient status, the AABn crafted and submittedthe Army Aviation Operational Concept and the ArmyAviation Capability Development Plan to higherheadquarters. Additional ground mobility vehicles wereacquired, construction of aviation facilities was includedin the Convergence Project between the DND and theDepartment of Public Works and Highways as well asrequested higher headquarters for the needed funds forthe crafting of the Army Aviation Facility MasterDevelopment Plan.

In 2019, the Army Aviation Service Insignia and the ArmyAviation Badges were officially recognized by the NationalHistorical Commission of the Philippines and approved bythe Office of the President of the Philippines. And finally,the AABn became the first battalion of the MechanizedInfantry Division to reach the Proficient status in the AGPof the ATR.

A World-Class Army Aviation ForceFresh from being Proficient in the AGP, the Army activatedthe Aviation (BAGWIS) Regiment effective 5 July 2019during a simple but historic activation ceremony held onits home base at Fort Magsaysay Army Aerodrome inNueva Ecija on 3 October 2019, with CGPA as thepresiding general officer. With its designation again asPAMU, its mission will be to provide aviation support inthe accomplishment of the Philippine Army mission. Itwas also organized to be a helicopter heavy unit thatwill perform armed reconnaissance, air assault and airmedical evacuation with fleets of fixed-wing aircraft forspecial aviation mission.

Looking back on its humble but colorful martial history,from utilizing balloons and skyrockets up to its desire andstruggle to acquire new and technologically advancedaircraft at par with modern armies in the world, theAviation (BAGWIS) Regiment is now “taking off” to reachits desired “altitude” of providing the needed aviationcapability for the Army’s combined arms force and theAFP’s joint force. Aside from warfighting, its aviationforces will also contribute significantly to supportnational development.

With its unique capabilities, the Army Aviation Service isnow ready to exploit the vertical dimension of the Army’sbattlefield by operating on its designated battlespace(air) and extend the reach of its area of operations (landand sea) beyond the horizon. This is the transformationjourney of the Army Aviation Service, with a clear visionof providing the world-class Philippine Army with aworld-class aviation force by 2028 to serve the peopleand to secure not only the land but the air and sea aswell.

MULTI-LAUNCH ROCKET SYSTEM AND

LAND-BASED MISSILESYSTEM:UPGRADING THE ARMYARTILLERY

he Army Artillery Regiment (AAR) known also asthe “King of Battle” has newly activated units toTadd in its current force. On 03 October 2019, the

Land-Based Missile System (LBMS) Battery and MultipleLaunch Rocket System (MLRS) Battery were activatedand among the first in the history of the Philippine Army.The activation of these units are meant to strengthenthe Army’s defense capability against current and futurethreats and will play a vital role in the fight againstterrorism and insurgency.

Along with its activation, the Philippine Army has acquiredseveral numbers of LBMS and MLRS to compliment thecapabilities of these units. The LBMS, which is anessential component of the Artillery Force, has the LongRange Precision Fire Support (LRPFS) capability. It willprovide the regiment of its desired land-based capabilityfor timely and precise fires for land and off-shore attacks.The LBMS operational capability is envisioned to strikemoving or stationary land and off-shore targets. Loiteringmissiles can also be launched in LBMS platforms sincethese missiles have the ability to surveil the target andprovide real-time visual before it attacks. With its abilityto recognize targets, the missile is capable of abortingits mission thereby lessening the incident of fratricide.This capability could have been a game-changer in therecent urban operations since its flight path can becontrolled up to a near-vertical approach allowing themissile to execute precision strikes better than the FA-50s and AW109s aircraft. Missiles are aircraft surrogatesthat will lessen the Army’s dependence on the weather-dependent close-air-support (CAS) and will give the Armya 24/7 all-weather responsive firepower at its dispense.

Also, an addition is the MLRS which is also an essentialcomponent of the Artillery Force and means of areadenial capability of the Philippine Army. The said MLRS isthe K136 Kooryong Multiple Launch Rocket System that

was developed and deployed in the 1980s. A total of 150of these multiple launch rocket systems were built andare currently in service with the South Korean Army.

In concept, it is similar to American MLRS and otherNATO standard rocket systems. The MLRS operationalcapability envisions to strike moving or stationary landand off-shore targets. The MLRS is a mobile missilesystem with a launcher/platform that can accommodateNATO and American 130mm rockets with ranges that goup to 40kms. It also has the ability to address area firesand can be a game-changer in the recent urbanoperations since it will render mass fires with timely andgreater destructive effects. Rockets will reinforce othermeans of direct and indirect fire support systems such asclose-air-support (CAS) and naval gun fires and also willgive the Army a 24/7 all-weather responsive firepowerat its dispense.

The Department of National Defense facilitated andapproved the Transfer of Agreement in August 2018between DND and MOD-ROK. Korea will donate 130mmMRLS and Ammo Carrier Trucks together with numbersof rocket rounds. As part of the agreement, training willbe provided which includes operation and maintenance.

The defense planning 2018 -2023 and 2019 -2024 haveidentified its core security concern. The challenges toterritorial integrity, maritime security, and internalsecurity are consistent in the list and marked as veryurgent. On external defense, the AFP is tasked to organize,maintain, and sustain forces that address the territorialdefense. On internal security, the AFP is tasked to dictateand dominate the battlefield making in inhospitable tothreat groups.

A missile capability is a political statement that will increase national autonomy, it is a significant upgrade

in the Army’s warfighting value in future conflicts. Theacquisition of such capability will allow the Army to carryout deep strike interdiction missions which constitute astrategic deterrent capability for territorial defense, thusachieving a decisive effect early in a possible or on-goingconflict.

To end, both the LBMS and MLRS will bring significant andimmediate tangible results in territorial defense beingan integral component of an effective and integratedlayered defense system. The surface to surface missileand rocket capability is vital in defending the countryfrom external and internal threats. On external defense,both systems provide long-range precision fires for areadenial. On internal security, the range, precision, andrapidity of LBMS and MLRS will lessen the army’sdependence on close air support and naval gunfire thatare both weather-dependent, thus providing our troopsimmediate fire support and maximum firepower.

Normally, coaching means an informal relationshipbetween two people wherein one, having theexpertise and experience, supports the

other who is in the process of learning. It is a form ofdevelopment in which the former supports the latter toattain a particular goal. Coaching may come in a form ofgiving advices, sharing tips, and providing training asdeemed necessary.

The “AGP Coaching Program” is one of the outreachactivities being conducted by the 6th Governance andStrategy Management Office (6GSMO) to ensurepreparedness of all subordinate units in their respectiveAGP validation so as to keep everybody abreast with thedesired pacing of the Philippine Army.

Way back in 2014, the Philippine Army conceptualizedthe Army Governance Pathway (AGP) to bring aboutbreakthrough results in good governance by installingvarious systems in the organization. This frameworkconsists of four (4) stages which are the following:Initiation, Compliance, Proficiency, Institutionalization.Each stage contributes to the continuing initiative informalizing governance reforms in the organization. Inresponse, the 6th Infantry “Kampilan” Division embarkedon a journey for genuine transformation by adoptingthis governance framework as a tool for its envisioned transformation way back in 2014. On 25 May 2018, 6ID was conferred with the Institutionalized Status with Gold Trailblazer Award for manifesting successful strategy execution, establishing systems for strategy management, and attaining breakthrough results. Now on its bid for the recertification of Institutionalized Status, 6ID doubled its effort in assisting its subordinateunits on their respective bids for the next higher stages in the AGP.

In addition to the Army Transformation Roadmap (ATR)cascading activities being conducted, the 6GSMO underthe stewardship of COL GALILEO R GOYENA MNSA (CAV)PA implemented the “AGP Coaching Program” followingthe 6-Steps AGP Validation Procedure as follows: Pre-Document Validation, Document Validation, Pre-OnsiteAudit, Onsite Audit, Pre-Revalida, and Revalida.

The concept of the program is to conduct mock audits on the 3-Steps of

the AGP Validation among its subordinate units followedby coaching sessions on the defects noted in theirdocumentary requirements as well as their Revalidapresentation. A Mock Audit Team which comprisesmainly of 6GSMO personnel visits the subordinate unitsin the field to inspect their respective AGP validationdocumentary requirements, conduct ATR interviews,and coaching sessions.

Units vying for the next level in their AGP Status arerequired to initially pass the mock audits before theycan be favorably endorsed by the Commander to HPA forthe conduct of the AGP Validation. Units who failed topass the mock audit were required to correct the defectsnoted per element as stated in their respective auditfindings. On the course, the Mock Audit Team will bethere to assist the concerned unit through consultationsand coaching sessions which are conducted either at the6GSMO or at their respective headquarters whichever isconvenient to them.

On top of these activities, the “Coaching Program” alsoincludes special cascading activities which are deemednecessary to capacitate the target audience on the ATRand AGP as determined by 6GSMO.

The 6ID AGP Coaching Program-6th Infantry Division

Significant also to the “Coaching Program” of 6GSMO isthe conduct of ATR Action Officer (ATRAO) CapacityBuilding on 26-27 November 2019 at the KampilanClubhouse, Camp Siongco, Awang, Datu Odin Sinsuat,Maguindanao that was attended by the Brigade/BattalionExecutive Officers of organic/OPCON units of 6ID and theDeputies of H6ID Staffs. ATRAOs are the focal persons inthe implementation of their respective transformationroadmap to their Unit/Office. One of the highlights ofthe two-day capacity building is the Governance-Sharingof the three (3) units that conquered the AGP ProficientValidation wherein they imparted their challenges metwhile integrating the systems and processes of the ATRand gains brought about by such initiatives.

During the closing ceremony, Commander 6ID, MGENDIOSDADO C CARREON AFP served as the KeynoteSpeaker. “ATR is nothing new. We are already doing itever since, but what makes it different is we are nowwriting it to monitor and evaluate our progress. We havebeen implementing different management tools, butATR now is making sense. Although ATR is not perfect asa whole, but ATR is our way to get into our vision ofbecoming a world-class Army that is a source of nationalpride”, he said.

Since its implementation in October 2019, AGP Status of6ID subordinate units significantly increased from93.75% to 100% for Compliance Stage, while 25% to56.25% for Proficiency Stage, only within the period of4th Quarter 2019. This concept exhibited remarkableresults as projected by the 6GSMO Team in view of theupcoming bid for the recertification of the 6ID’sInstitutionalized Status.

The “AGP Coaching Program” being implemented by the6GSMO has unlocked the maximum potential of the 6IDsubordinate units in strategy management and inattaining breakthrough results. With this concept, 6ID isgeared towards conquering its goal of getting all itssubordinate units to the Institutionalization Stage by2022 as envisioned by the Philippine Army.

Ang 55th Engineer Brigade ay muling inorganisa

upang maging katuwang sa rehabilitasyon ng

Marawi City. Marahil isa ito sa mga nagsisisimulang

yunit ng Philippine Army kaya hindi maikakaila na

kumakaharap parin ito sa iba’t ibang pagsubok,

ngunit hindi ito hadlang sa minimithi ng ating

organisasyon upang maging World Class Army sa

taong 2028. Ang office of the Brigade Governance

and Strategy Management ng 55th Engineer Brigade

ay patuloy na nagsasagawa ng mga aktibidad upang

matugunan ang pangangailangan ng yunit tulad ng

ATR Cascading, Brigade and Battalion Scorecard

Cascading, Development Review and Workshop.

Ang mga programang ito ay nakahanay sa misyon

ng Hukbong Katihan ng Pilipinas.

Binubuo ang Army Governance Pathway sa apat na

antas, mula sa Initiated Status, Compliant Status,

Proficient Status hanggang sa Institutionalize Status.

Sinusukat nito ang lebel ng pagganap ng yunit sa

kanyang misyon sa ating organisasyon.

Sa kasalukuyan ang 55EBde ay naroon pa lamang

sa antas ng Initiated Status na nasa ilalim parin ng

pagsusuri ng AGSMO, PA. Sa antas na ito ng yunit,

bumuo ito ng Multi-Sector Advisory Board (MSAB)

upang mapagpatibay pa ang pakikipag-ugnayan

nito sa iba’t ibang sektor ng gobyerno.

Ang 55EBde ay nagsimula ng makipag-ugnayan sa

Technical Education and Skills Development

Authority (TESDA) at iba pang ahensya ng Gobyerno

na makakatulong sa pagpapalaki at pangangalaga sa

kasanayan na kailangan ng ating mga kasundaluhan

sa pagbibigay serbisyo sa ating bayan lalong lalo na

sa Marawi City.

lahat ng ito ay malalagpasan lamang gamit ang

mga baon-baong talento at kakayahan ng bawat

isang bumubuo ng 55th Engineer Brigade. Ang mga

ito ang magiging instrumento upang mapanatili

ang pagpapasasakop at pagsunod ng unit sa mga

alituntunin ng Army Transformation Roadmap.

Sisikapin ng 55EBde na makamit ang lahat ng mga

kinakailangan upang maitaas nito ang antas ng yunit

sa pagiging Compliant Status. Naniniwala ang TEAM

55Ebde na ang mga ito ay maisasakatuparan

lamang sa pamamagitan ng pagkakaisa at

pagtutulungan sa pagkamit ng tagumpay ng yunit.

Ang mgakaganapang ito ay mga hamon sa hukbong katihankung paano palalakasin ang pwersang sandatahan oInfantry upang mapaghandaan pa ang mga susunodpang banta sa ating bayan.

Noong 2010, ay nagkaroon ng panimulang pagbabagosa pagkonsepto ng pagpaplano sa mga programangipatutupad ng Hukbong Katihan sa papagitan ngARMY TRANSFORMATION ROADMAP.

Ang Army Transformation Roadmap (ATR) ay itinuladsa Performance Governance System (PGS), ito ay anglokal na pagkopya ng Pilipinas sa Balance Scorecardna unang ginamit sa Harvard Business School ni DrNorton at Dr. Kaplan. Sa puntong ito ay layunin ngHukbong Katihan na maisaayos ang mahinangsistema tungo sa istratehikong sistema, mula sa

maling pagkilala ng publiko sa mga sundalo bunga ngmga nakaraang karahasang kinasangkutan sanakaraang panahon tungo sa isang propesyunal atetikal na sundalo at maging sa pagpapalawig ng mgakakayanang pangkagamitan ay pinauuunlad din.

Ang Kataastasang Himpilan ng Hukbong Katihan aysinisigurado na may iisang layunin ang lahat ngPangunahing Yunit maging ang mga sangay nito. Sapamamagitan ng pag- gamit ng Performace Scorecardat Strategy Map ay malinaw na uugnay ang mgaplataporma at programa ayon sa mandato nangnakatataas.

Bagama’t ang mga bagay na ito ay sinimulan na noong2010 naging palabulaan sa mga sundalo na nakatalagasa laylayang yunit kung ano ang magandang epektong ATR sa pangkalahatan. Lingid sa kaalaman ngnakararami ang programang ito ay napatunayan nasimula noong 2014 kung saan ay nakamit natin angpinaka mataas na antas sa Performance GovernanceSystem ang Institutionalized Status na ginawaran ngGold Trailblazer Award, sumunod naman ay noong2015 kung saan ay nasungkit ang Island of GoodGovernance ng Institute of Solidarity in Asia. Ang mgaparangal na ito ay isang panimula ng katuparan sapangkalahatang lunggati o mithiin ng HukbongKatihan ng Pilipinas na maging isang “HukbongSandatan na Ipinagmamalaki sa PandaigdigangLarangan” kung saan ay taglay ng bawat isa angkarangalan, tungkulin at pagkamakabayan.
