GOAL: Provide the Joint Force with the capabilities needed to perform across
the range of military operations and challenges.
Supported by:
– Integrated, collaborative review process.
– Leveraged expertise of all government agencies.
– Joint Operating Concepts.
JCIDS along with the Defense Acquisition System and the Planning, Programming, Budgeting and Execution processes form the principal DOD decision support
processes for developing capabilities required by the military forces to support the national military strategy and the defense strategy

The Knowledge Management Decision Support (KMDS) tool is used

into the acquisition management system at any point consistent with phase-specific
entrance criteria and statutory requirements.”

The final version of CJCSI 3170.01 published effective 1 March 2009
New Joint Potential Designator (JPD) for JCB Interest
– This JPD will capture those ACAT II and below programs that have significant impact on the Joint force
– Will allow approval/validation of requirements at the Joint Capabilities Board level (3-star), rather than having to go all the way to the JROC
The Joint Capabilities Document (JCD) was eliminated
– JCD was formerly one of the possible outputs of a CBA
– CBAs now produce one or more ICDs or DCRs
IT IS CRITICAL you participate in the CBA, along with user counterparts, so the
resultant ICDs accurately reflect the gaps/shortfalls
The ICD does not identify the solution; it merely explains the gap or shortfall, provides a
notional concept of operations for the new/improved capability, and recommends a
materiel and/or nonmateriel way ahead

Summary
JCIDS is a principal piece of the DoD decision support processes
The procedures established in the JCIDS support the CJCS and the JROC in advising the
SecDef in identifying, assessing and validating joint military needs
Validated and approved JCIDS documents provide the warfighter’s advice and assessment to
the Department on future needs
