    SUMMARY

    KELTON offer a wide range of general and specialised Fiscal Metering Training packages.

    KELTON involvement with metering systems from initial design through to commissioningmeans that we are fully conversant with the equipment and ideally suited to satisfy client train-ing requirements.

    Every effort is made at the proposal stage to ensure that the course design satisfies our clientsexact requirements. Both theoretical and practical training objectives are defined and agreed aspart of this design.

    Our skilled presenters are metering consultants or engineers in their own right. Therefore eachpresenter can answer and discuss any delegates questions from a knowledgeable and practicalpoint of view.

    KELTON training packages offer an immediate opportunity for the delegates to put theory intopractice, by practical hands on sessions. Thus the theoretical learning is re-enforced by prac-tice during the course.

    Each delegate is presented with a copy of a comprehensive training manual or system handbookwhich KELTON prepare to cover the course in considerable detail. The handbook is a valuableattribute to KELTON training, which can be used as a reference manual long after the course hasbeen presented. This is why we say that KELTON training just keeps on working.

    GENERAL

    Keltons Fiscal Metering Training Service aims toprovide training packages which, once delivered,keep on working.

    It is remarkable how frequently training coursescover the appropriate material but fail to backthis up by providing adequate notes. On allKELTON training courses each delegate is

    presented with KITS.net which they can use asa reference interactive CD long after attendingthe course.

    Very often there is a considerable time lapsebetween training and putting theory into practice.Whenever possible, all KELTON trainingpackages include a practical element on theequipment or system being covered. This al-lows delegates to immediately gain hands-onexperience of the system, thus re-enforcingthe learning experience.

    In this way KELTON recognise the significantinvestment which a client makes when placinga training order, by providing a value formoney service which has long lasting effects.

    COURSE DESIGN

    Great care is taken over the design of eachMetering Course to ensure the package exactlymeets our client requirements.

    The initial step is to establish and agree a setof theoretical and practical training objectives.From this a training package can be devisedwhich achieves these objectives.

    Usually the client will be asked to provide thenecessary technical material required to producethe system handbook. However, KELTON arecontinually increasing their knowledge andlibrary material on the more common meteringequipment and systems, so vendor data mayalready be available.

    Having presented the course, KELTON will callfor feedback from each delegate. The commentsprovided will be used as a basis for improvement

    and further development of our training packages.

    COURSE VENUES

    KELTON are able to present any of their courses at the clients premises or within our own officein the centre of Aberdeen; where a fully equipped training room can house up to 20 delegatesper course.

    Alternatively, where no suitable facilities exist at either location, KELTON would hold a trainingcourse in a local hotel or conference facility.

    COURSE PRESENTERS

    For all KELTON Fiscal Metering Courses, the presenters are drawn from within our existing Staff.Thus, the course presenters will be measurement consultants or engineers who are well versedand knowledgeable in all measurement matters.

    The real benefit in this approach is their ability to thoroughly cover the course material whilstimparting their knowledge and practical experience. This is particularly useful when questionsare raised which can usually be answered immediately.

    PRICING POLICY

    For single client courses, KELTON pricing policy is based on a fee per course rather than on the

    usual a fee per delegate basis.

    Whilst this pricing policy may initially appear slightly more expensive, the presentation cost elementis considerably cheaper and so the cost of the overall training package will remain competitive.The real benefits for the client are:-

    1. Costs per course are fixed and the client enjoys the flexibility of varying the number ofdelegates per course.

    2. Repeat courses at reasonable intervals can be run for only the cost of consumablesand presenters time costed on a per delegate basis.

    As KELTON prepare more and more specific and general metering courses, the data base ofprepared training material is increasing. Thus the cost of course preparation is reducing andthis is a saving which is passed on to the client, thus making Keltons training packages evenmore competitive.

    Keltons pricing policy on general training applications where delegates will be from morethan one client, is by necessity on a fee per delegate basis. However, the pricing for thesecourses will be held competitive when compared to similar one day seminar style coursesand evening presentations.

    INDUSTRY AND EDUCATION LIAISON

    It is part of Keltons general philosophy to contribute to the development of measurementtechnology wherever we can.

    KELTON are therefore already involved in industry consortium projects. KELTON also engagein joint projects with local educational establishments and training facilities.

    SCOPE OF SERVICE

    GENERAL

    KELTON offer a Fiscal Metering Training Service which meets the needs of the industry as awhole and individual client requirements in particular.

    Specific training requirements are satisfied by Keltons application specific or general trainingpackages. These courses are designed and delivered to suit the specific needs of the productionoperator, production engineer, maintenance technician and metering specialist, for both oiland/or gas metering systems.

    The industries special training requirement and those of the individual are satisfied by any one ofKeltons range of training courses.

    APPLICATION SPECIFIC METERING COURSES

    KELTON have experience of designing and delivering several metering courses. Each packagehas been very well received by the delegates and client training management alike.

    Once the training objectives are established and agreed with the client, the course material isprepared to cover the scope of the metering system. This naturally includes all relevant informationfrom metering and auxiliary equipment vendors or systems house. KELTON also believe that anunderstanding of the commercial, legal, fiscal and engineering requirements for the system are

    essential in raising the delegates awareness of why certain operations are performed and howthe system functions.

    As well as the theoretical aspects of the course, KELTON include opportunities for practicalexercises on items of equipment borrowed from the system (whenever practical) or sparequipment supplied by the client. Thus delegates have an opportunity to practice what hasalready been learned, through immediate hands on experience of the system.

    Each of Keltons application specific metering courses is a comprehensive package designed toinstil interest, confidence and knowledge in each participant. The beneficial effects on theparticipants attitude to the metering system are usually obvious.

    SCOPE OF SERVICE

    GENERAL METERING COURSES

    The scope of Keltons general metering courses is similar to that for the application specificcourses described above. However the general course material presented concentrates on thecommon principles and practises of flow metering, rather than details for any specific system orequipment type.

    The general courses are more suitable for those not directly involved in the day to day operationof any metering system, but who have an information requirement. For example, ProductionManagers, Asset Managers and Operations Engineers who have no previous knowledge or expe-

    rience of metering would benefit from attendance on a general course.

    SPECIALISED TRAINING COURSES

    Short duration half day, full day or evening seminar style training courses can be provided byKELTON. The topic may be any of those usually covered by the application specific or generalcourses described above, but in greater depth.

    Where the client training requirement or specialist knowledge requires, the course may be pre-sented jointly between KELTON and the appropriate specialist vendor.

    SYSTEM HANDBOOK

    GENERAL

    KELTON recognise the importance of providing comprehensive notes and reference materials aspart of each training package. KELTON therefore provide an interactive CD for each delegateattending our training courses.

    SCOPE

    The greater part of the course preparation effort is in designing and writing the content. Thecontent of the CD covers the course material in greater depth than the course as presented.The intention is to provide a useful reference to which the delegate can refer, and keepon referring, long after attending the course.

    Our experience suggests that this is the most valuable aspect of the standard of training providedby KELTON.

    STYLE AND FORMAT

    The CD is written in an easy style, with occasional light touches and the layout is easy on the eye. Allillustrations are clear and concise making the CD a very readable reference.

    The CD sections are arranged in a logical manner which leads-in to the technical detail on the

    metering system. A comprehensive glossary of terms is included to overcome the limited meas-urement jargon used in the handbook.

    ADDITIONAL COPIES

    Because the system handbook is so comprehensive, they may often be used as a reference manualfor engineers and metering specialists, even though they may not have attended the trainingcourse.

    To satisfy this requirement; additional copies of the manual are available.

    QUALITY CONTROL

    KELTON operate a Quality Management System which conforms to ISO 9001:2000Specification for Design, Manufacture and Installation.

    Keltons overall policy on training is one of continual improvement. Each delegate is asked tocomplete a training course assessment form, on completion of the course. These completedcourse assessment forms become quality records in accordance withthe procedure.

    The comments gleaned from the delegates in this way are used as feedback to the coursepresenter. The presenter may therefore bring about improvements in course design, system

    handbook, presenters style, administrative arrangements or course venue from this feedback.
