Kleinmond and Hawston beaches, together with Grotto Beach in Hermanus and two local whale-watching boats, Miroshka and Whale Whisperer, were among the 36 beaches, four marinas and three boats that received the internation- ally acclaimed Blue Flags at the national Blue Flag Campaign launch on Thursday in Hermanus. Tourism minister Marthinus van Schalkwyk handed the Blue Flags and certificates to the managers of the beaches and other facilities at an impressive function organised by the Overstrand Municipality at Grotto Beach, the beach with the longest uninterrupted Blue Flag status in the country. About 150 guests, including mayors, councillors and high- ranking government officials, attended the function and were entertained by, among others, a local marimba band and the local Working on Fire team, who put on a drill display and led the singing of the national anthem. Minister Van Schalkwyk revealed that Grotto was his fa- vourite beach in the country, and that he and his family spend most of their summer holidays there. He said that although tourism is the fastest growing sector of the national economy, more should be done to develop the local tourism market. The Blue Flag eco-label, he continued, is given to beaches that meet 32 main criteria, covering four aspects of coastal management – water quality, environmental education, envi- ronmental management, and safety and services. Acting Overstrand mayor, Alderman Pieter Scholtz, said because tourism plays so pivotal a role in the local economy, Blue Flag beaches are very important to the area. Scholts Marthinus van Sckalkwyk (minister of tourism), Roderick Williams, (director of community services in the Overstrand), Coenie Groenewald (Overstrand municipal manager) and Pieter Scholtz (acting mayor of the Overstrand) were among the dignitaries at the Blue Flag event. further said tourism, as one of the world’s largest industries, depends heavily on the natural resource base. “Attractive coastal landscapes, such as sandy beaches, dune areas, estuaries, and coastal lakes are major attractions locally and internationally.” The Overstrand Municipality has been supporting the Blue Flag initiative since its inception in South Africa 11 years ago. The Blue Flag brings a reliable guarantee to tourists and tour operators regarding the environmental quality of beaches and marinas. Furthermore, it has served to encour- age local authorities and other tourism stakeholders to work constantly to enhance the environmental quality of their fa- cilities, and of their destinations as a whole. That is why the Overstrand Municipality, despite budget constraints, is continuing with its Blue Flag programme – and in fact wants to extend it, Scholtz said. However, he add- ed, a municipality’s whole planning process and manage- ment style must change to Blue Flag–thinking once it enrols. Scholtz cited beach water quality as an example, because it is directly dependent on the adequacy of the waste water treatment plants in the area. Waste water treatment facilities must be the right size, and must hve the capacity to effectively purify waste water – especially during the summer season, when use is highest due to an influx of tourists. Furthermore, recycling is required on Blue Flag beaches. It is imperative that the recyclable materials be correctly collected and transported to facilities where they can be recy- cled and reused. Environmental education and information, meanwhile, must become a way of life, he said. Sholtz closed his speech with the following quote: “Our memories of the ocean will linger on, long after our footprints in the sand are gone.”

The South Gauteng HighCourt ruled inAugust that or-phaned children in the custo-dy of family members whohave a “legal obligation” tocare for themmaynotbe eligi-ble for foster care grants.Because they are consid-

ered duty-bound to supportthe child, guardians such assuch as grandparents and sib-lings may be dealt a crushingfinancial blow by the ruling.While the ruling only binds

magistrates courts in Gau-teng, it could be used as a refe-rence by magistrates in theWesternCapewheninterpret-ing the law. Paula Proudlockof the Children’s Institute atUCT says the ruling shouldonly affect the foster parentsof orphans, and that fosterparents of children who havebeen removed from their par-ents due to abuse or neglectwill still be eligible for grants.Shivani Wahab, senior

manager for communicationsand marketing at the SouthAfrican Social SecurityAgen-cy (SASSA) in the WesternCape, says caregivers onlyqualify for foster care grantsif a court order gives the childfoster status. This is grantedwhen the child has been or-phaned or abandoned andhasno obvious means of support.Caregivers can receive a

child support grant or a fostercare grant, but not both.Proudlock says any primarycaregiver can get a child sup-port grant, but foster parentshave to be appointed by thecourt.Wahab says 20 000 foster

care grants and 82 000 childsupport grants have been giv-en out in the province. Proud-lock says, nationally, 350 000orphans live with relativeswho receive a foster caregrant. The majority of theserelatives are grandparents,Proudlock adds.TrixMarais, acting national

executive director of ChildWelfare SouthAfrica, says thematter is under considerationby the national Department ofSocial Development, and de-clined to comment further.Proudlock says, “The likely

effect of the judgment will bethat when grandparents haveto have their foster care or-ders reviewed, they will losetheir foster child grants. Theywill then have to rely on thelower child support grant.“It will also mean that hun-

dreds of thousands of orphansbeing cared for by grandpa-rents and adult siblings willnolongerbeeligible[forfostercare grants].”Wahab says a child support

grant amounts to R280 permonth, while a foster childgrant totals R770.

It’s the season to hide your credit cardsThe end of year beckons, and the usual fran-tic preparations are in full swing.Considering that we are in an economic

downslide, peoplearealreadystaring topur-chase unnecessary items. I receive at leastfive emails adayoffering loansor indicatingwaysinwhichtosolvemybaddebtsituation.Soon we will be faced by glitzy Christmas

decorationsinthestoresandthesmoothope-rationsofadvertisingcompanieseagertogetthe best exposure of their products.The scramble for markets intensifies the

closer we move towards the end of the year.Bargains abound, and sales becomecommonplace.A few companies will be having their end-

of-year parties next month, where a sem-blance of artificial equality will exist, show-ing that workers and bosses can party to-gether – albeit only on that one specific day.It is the season for giving, and gifts are the

norm. Instead of the usual festivities in theoffice or at some fancy restaurant,maybewecould spread the good cheer by donating aportionof themoneytoacharityof the firms’choice? A toned-down version of the officeparty can still ensure that much fun is en-joyed by all.We have an abnormally high unemploy-

ment rate in this country, and the high holi-days will not be celebrated by the poor withthe same gusto as those who are morefortunate.Josephlives inthetownshipinKleinmond

and works only when there is a need for la-bour in an area that does not have a suppor-tive economic infrastructure. In the house-hold there are five adults and three childrenwho rely on Joseph’s irregular income as agardener, painter or labourer.Survival features high onhis list of priori-

will strive todosoas itnormalises their situ-ation. It connects them with a consumer-driven public andmakes them feel that theyare a part of the festivities.Credit cards are not called plastic for no-

thing. They embody the notion of havingmoney that in most cases has not beenearned. I initially froze my credit card, butas it kept staring at me whenever I openedthe freezer, I started using it again.NowIhavehidden it away, and thankfully

have forgotten where I placed it.We should start collecting unused gifts,

clothes or even foodstuffs in preparation for

donating to institutions at the end of theyear. Most religions or faith-based struc-tures emphasise the act of giving, be it to thechurch or to a person. It is a basic under-standing of what constitutes the goodnessthat is inherent in humanity.When one gives freely and uncondition-

ally – be it material possessions, one’s timeor thoughts – feelings of satisfaction willemerge.I would like to acknowledge a member of

article, and where did he come from?He can only be Jens Andreas Grové, who ar-

rived on board the shipAmstelveen that landedin Cape town on 29 April 1719, and who is seento be the forefather or the progenitor of theGrové family inSouthAfrica.HewasofDanishdescent. On his arrival hewas given a positionin the Dutch East Indian Company’s militia.In 1722 he married Anna Nel a young girl

from Franschhoek. Theymarried in what wasknown as the “Kruiskerk” in Cape town. Herfamily was of Huguenot descent. Her fatherwas Etienne Nel, who owned the farm Le Dau-phine, which still exists unto this day.Shortly after arriving, he applied to become

a free burgher, and they then settled down atPaardeberg near Drakenstein near Paarl. In1726 he was appointed as a heemraad, a typeof magistrate, councillor-cum-welfare officerin the broader sense of the word. It was a veryhigh position in those days. As a result of theastuteway inwhich he served the community,he was later granted a grazing plot near Ton-quasdrift on theBergrivier nearRiebeeckKas-teel by Cape governor Jan de la Fontaines. Af-ter serving his community onmany a commit-tee,hediedsome time inJulyorAugustof 1746.

Die volgende stap is om ’n paar kurpersdaar te vestig, wat hopelik ’n geslag eetbarepanvisse sal oplewer, wat saam met die son-krag en eie water sal help om die dreigenderesessie die hoof te bied.

Laughing Waters – then and nowHardly a stone’s throw away from the re-nownedworldwhale capital of Hermanus, onefinds a unique country estate that few Over-berg residents know of.Laughing Waters, the old farm on the BotRiver lagoon, was a landmark and part of thelargerHermanusrivier, which had been a loanfarm (state property rented to farmers) in the18th century.The farm was obviously ideal for a luxurydevelopment – and indeed this is whathappenedwhen a hotel group bought the prop-erty and went on to develop the ArabellaCountry Estate.Driving through the security entrance for aninterviewwiththehotelsalesmanager, I lookedforwardtomyfirstvisit to theArabellaWesternCapeHotel & Spa. I’dmainly heard negative re-marks concerning the style and tariffs.But while the manager took me on a tour ofthe hotel and explained its background, I real-ised that Overbergers should be proud ofArabella.In addition to the hotel and spa, Arabella ishome to a golf course – regarded as one of the10 best in South Africa – and a housing estate.The hotel, which can accommodate a 290guests, competes with the best in the world.On the estate’s far western border lies the

RooisandNature Reserve. To the east, theHer-manus mountain looms over the sea, and inthe west Hangklip forms a beacon on the hori-zon. The northern side is sheltered by theKogelberg. On the eastern side of the hotel,man-made waterfalls plunge into two swim-ming pools. The pool area is called LaughingWaters, a reminder of the old farm.The estate contributes significantly to em-ployment, with golf course maintenance staffnumbersat 70, andover 300 employeesover therest of the estate.It is certainly an asset to the region.

Cycle, run and walk tobenefit educationThe community of Bot River braces itselfto host close to 2 000 athletes on 27 Octoberfor the eighth Bot River van der Stel PassChallenge consisting of cycling to raisefunds to support catering to the needs run-ning and walking.Known for a great vibe – this is a very

popularracewhichispresentedbythecom-munity in aid of funding for promising stu-dents in Botrivier.The race is the hosted by the Bot River

Education Foundation and serves as theirmain fundraising event. From a mere 80athletes 8 years ago, 1 600 entered during2011.This is more than a race. Success has

proved toordinarymembersof the commu-nity what they can achieve through unityand hardwork. Poor people fromBot Riverdug deep into their pockets during the in-fant years of the race.As the race grew, it was more and more

professionally organised. Since 2010 onlineentries were introduced on the BEF web-site, www.bef.org.za. The growth of the

event is manifested in the 2012 race budgetof R114 000 with prize money close to R35000. This is a proven human developmentexercise which has brought passion to thepeople of Bot River.A welcome addition in 2011 was the 6 km

cultural historic race. This is the first such“race” known to take place in South AfricaandiscalledtheBotRiverCulturalHistoric“Race”.With 130 participants in 2011 it sur-passed all expectations. Flying to the Gariep on a four-wheel silver cloudNICK YELL

Nomatter howmany times I get behind thewheel ahead of a cross-country trip, thefeeling of excitement never diminishes.

Especially a journey that encompasses ahealthy proportion of back roads, such as theone that lay ahead of us as we set off from BotRiver towards Herold – our first stop en routeto Oviston on the banks of the Gariep Dam.TheNissanMurano, themetallic silver cloud

inwhichwe’reflying,seemstoenjoythepassagethrough the Tradouw Pass as much as we do.The power and seamless torque of its 3,5 L V6engine with CVT (continuously variable trans-mission) hardly notice the easy gradients.But my limited beefs with this otherwise

comfortableandcapablecross-overvehiclearequitenoticeableon thispass.Thesteering feelssomewhat spongy, there’s a decidedunder-steer, and the body roll of this heavy ve-hicle is quite pronounced.After a journey of around four hours on the

peaceful Route 62, we arrive at our well-appointed cottage atHeroldWines.Wequicklyunpack the Murano’s commodious boot andhead off to explore the farm. This is the firsttimewe’re taking theMurano“off-road”, so it’salsothefirst timeweget totryout its intelligent“all mode 4x4 – i” traction system.All goeswell aswemake ourway to the vine-

yards up a reasonable dirt track. But, whenwe want to go higher up the mountainsideand the road disappears, leaving us with amuddy and uneven jeep track to conquer, wequestion whether the Murano will have theground clearance (185 mm) and traction tomake itup theslope.Yet,withoutevenengag-ing the 4WD lock switch, theMurano experi-ences no difficulty.Wehead out reasonably early the next day,

making forWillowmore on the N9 and an ob-ligatory stop at Sophie’s Choice, one of thebest coffee shops, restaurants and collectableemporiums in the entire Karoo.After filling up theMurano (wewere using

just over 11 L per 100 km) we headed for theunusually-paved link road – the 86 km part-single-trackconcrete stripknownas theR329– to Steytlerville.After Steytlerville, the stretch of dirt road

toJansenville takesusdeeper into theruggedand mind-expanding interior of the GreatKaroo.MypartnerandI stockupondeliciousvenison pies and springbok biltong at theNoorsveld Farm Stall to sustain us on thelong trek over the plains of Camdeboo,stretching from Aberdeen in the west toPearston in the east. About 12 km north ofJansenville we turn right onto the R337 dirtroad to Pearston.Our dilly-dallying at all the points of inter-

est along thewayhasputusbehind schedule,so I press the Murano a bit harder — it’snearly 16:00 and we still have around 330 kmto go, including about 90 km of the Bank-berg’s mountain tracks.Some 15 km out of Pearston the dirt road

turns sharply east and makes its way up asteep and picturesque pass. From previousexperience, I know this ascent can be veryslippery, but even with a little mud about,the Murano has no traction problems.We’re marginally late arriving at the top

of Swaershoek Pass, making us miss the sunsetting over Cradock and the numerousmountainrangesbeyondit.But therearestillbands of pink, purple and cobalt blue thatframe this most exquisite landscape view.It’s darkby the timewereachCradock, and

we’re especially grateful for a KFC we findthat serves delicious cappuccinos, withoutwhich the remaining 180 km to Oviston, via

Hofmeyr and Steynsburg, would have beenvery difficult to face. Not only were we nowpretty weary, travelling at night on Karooroads often leads to collisions with kudu.With only about 20 km to go to Oviston on

the road in from Steynsburg (R390), we hit ahuge andunavoidable pothole. at Rose Cottage in Oviston. Its outside fairylights blink a cheerful welcome. It’s time fora monumental scotch to celebrate our safe ar-rival and to contemplate how best to spend thenext 36 hours in this tiny lakeside village.Built as a town to accommodate the per-

sonnel that constructed the 370 km² GariepDam, and named after the Orange–Fish Rivertunnel that followed,Ovistonishometoasmallpopulation of mainly retired folk who appreci-

ate thepeaceandbeautyof thisuniquewatersidetown. Driving around the village the next daywe catch sight of yachts moored in a bay anddecide to take the Murano down a very rough-looking track to the shoreline. As the Muranoedges its way down in 4WD lock-mode, I gaugethe “road” to be between a two- and three-grade4x4 track.But, even though thevehiclehas limit-ed ground clearance and we’re traversing somesevere ruts, we don’t scrape the undercarriageanywhere.After appreciating the postcard-perfect yachts

bobbing at their mooring buoys, we head backup the challenging track. Again the Muranomakestheshortpassageeasily,andit’sonlywhenwe arrive safely back at the top that I realise Iforgot tore-engage4WDlockandthat theallmode4x4 – i system had coped very well on its own.We’resadto leaveOvistonthenextday; there’s

still so much to see and quietude to absorb. Butthe long ride home on the N1 beckons – at leastwe’ll be making the return journey in the samesilver cloud we arrived in.

Incredible snoek run shows no signs of slowingThe phenomenal snoek run is continuing,and last weekend snoek were caught nearGordon’s Bay just about 500 m from themountainside opposite five houses, whichis also the venue’s name.

Alwyn du Preez, who was crewing on GavinRoux’s boat, AJ, says the snoek were bitingbriskly, but therewere alsomanybronzewhal-ers (bronzies) present, tearing many of thesnoek off the hooks.

Alwyn says he lost a number of snoek to thebronzies, so he let his snoek bait sink a littledeeper togetpast thesharks.He felt agoodbite,and thought hehadhooked one of the bronzies.

Being a powerful man, he did not play thefish or give it any quarter, and quickly hauledit aboard.

Only then did he realise that the fish hethought was a bronzie was in actual fact a mag-nificent dark “boere kabeljou” that tipped thescales at 26,2 kg. He said that by then they had29 snoek and his kob aboard.

He sold the fish to Strand boat angler JohanNiemand for R1 000. Johan told him he was go-ing to make pickled fish with the big kob.

This successful snoek season has been fruit-ful for many professional fishermen.

Oneprofessional skipper tellsme thatheandhiscrewhaveworkedparticularlyhardduringthe run, and sold his boat’s catches, from thestart of the snoek run to last week, for R200 000– and the season is not yet over.

The kob scenario really looks encouraging

for this coming season, and Strandfontein hasalreadyyieldedanumberof largekob.One fishcaught there on Friday weighed a massive20 kg.

Macassar localshavealsoreportedanumberof kob from between 4 and 9 kg caught on Ma-cassar beach. These kob should remain here,and from now on can be targeted all along ourcoast.

One continues to hope that the active trekfishermen do not deplete the entire shoals ofkob, white steenbras, dassie and galjoen.

Some good size galjoen were also caught be-tween Strandfontein and Broken Road duringthe early weekend.

Oneof the regular spinnermen,JohanSteyn,also bagged a 6 kg mussel cracker using prawnbait in the Verleë bank area.

The last legof theWesternProvinceDeepSeaAngling Association’s Inshore West Leaguewas fished last Saturday, with Gordon’s BayBoat Angling Club winning the club title.

The boat Relentless, skippered by DanielHughes, was the top boat, withSeekat, skipper-ed by Gus Rautman of the Cape Boat and Ski-boatClub (CBSBC)coming inas therunner-up.

Gus was also the top angler in the competition,with Patric Christodoulou second and DanielHughes third.

The top angler on the day was Louie Bekker.The best junior angler was Sam Brown, fol-lowed by Jay Smith and Scott Naysmith, all ofCBSBC.

Competitors said sea conditions outsideCape Point were bumpy, and katonkle, snoekand a few yellowtail were caught between Bel-lows Rock and Olifantsbos.

The first leg of the Offshore League will befished on Saturday 20 October.

A Western Province shore angling competi-tion was held on Saturday 29 September. FalseBay is currently leading the competition with1 035,99 points; Tygerberg is second with 641,15points, and Goodwood is in third place with561,14 points. ) The 4BBB medal competition, played onSaturday 13 October, followed a format inwhich the water and the fynbos present quitea problem should your ball land in either ofthe two, as every shot counts.

The secret is to keep on the fairway stay outof any trouble that couldbringabout penalties.The lower the number of strokes, the better.
