Abstract:The actual status of metrology infrastructure of B&H on the state level and possibilities for improvement in future was discussed in this paper. The Institute of Metrology of Bosnia and Herzegovina (IMBiH) is a Government authority on the state level performing the functions of conformity assessment. Institute also has a role in harmonization of B&H legislation with the EC Directives. Since 2009. IMBiH has been full member of the European Association of National Metrology Institutes (EURAMET). Basic adopted laws in force on metrology in B&H are Law of metrology as well as Law on Measurement Units. The metrology system in B&H is highly decentralized, with a lack of correspondence between different levels of authorities. Accredited laboratories and other laboratories occupied with length measurement make their own traceability chain using laboratories in region and without inclusion of IMBiH. Laboratory for length in IMBiH is responsible for the realization and maintenance of the National Standard for Length and transferring unit of the length to lower rank standards and calibration of measuring

instruments. Unit of length, in the Laboratory for length is realized through Iodine stabilized He-Ne laser of wavelength 633 nm. The laser is realized according to the definition of meter, i.e. according to the requirements of the International Recommendation for Practical Realization of the meter (CIMP 1997/2001 ‘Mise en pratique’). This laser can be used for calibration of other lasers with wavelength of 633 nm including laser interferometers for length measurements.

Abstract:This research implements the Finite Element Analysis of the contact between the flexible part and the CMM touch-probe in order to support the Cyber-Physical Manufacturing Metrology Model and its metrology integration into coordinate measuring machine (CMM) inspection of flexible parts. Although optical metrology offers a solution for flexible part measurements, because there is no contact between the measurand and the probing system, not all geometrical features are accessible by the optical CMM probe. Therefore, it is important to quantify and to validate the deformation introduced by the contact measuring process. The Cyber-Physical Systems connect the virtual and physical worlds in a way that intelligent objects communicate and interact with each other. This research will connect the physical measurement system consisting of CMM and flexible plastic part with their digital representation, where contact is simulated by means of Finite Element Method. which maintenance costs are reduced to minimum during their life-time. Nowadays, usage of flow-meter based on the Coriolis force on measuring places is increasing. An everyday flow measurement is known problem of calculation between mass and volumetric flow and it is stressed in fiscal measurement especially in the oil industry. To get accurate mass units from volumetric, beside volumetric meter, it is necessary to include additional measurement apparatus for measurement of temperature, pressure, density and other variables. All mentioned parameters in continual flow process makes calculation harder and in many cases makes uncertainty higher. In this paper, important parameters for proper design and selection of a certain flow meterswill be presented. Also, basics of measurement uncertainty will be presented under conditions of relatively low measurement passes as well as basic information about appearing of Coriolis force and Coriolis mass flow meter. ISSN 0184-9069, pp 145-149. Abstract: In the process of Bosnia and Herzegovina (B&H) integration into European Union, EU demands homogeneous, transparent and credible technical environment, in order to be built on technical competency of all component of European House of Quality (EQH). Overall, there has been limited progress on free movement of goods in the areas of standardization, accreditation and metrology and on consumer protection- Legal alignment and related capacity building remain a priority, as is coordination between the relevant institutions and repealing conflicting legislation. Major steps still need to be taken to achieve a fully functioning single economic area.

Naučno-stručni skup sa međunarodnim učešćem ”QUALITY 2017”, ISSN 1512-9268, pp. 555-562, Neum, B&H, 17. – 203. maj 2017. Abstract: U radu su prikazani rezultati primjene OEE koncepta u fabrici s velikoserijskom proizvodnjom metalnih dijelova. Sistemskim praćenjem zastoja detektovani su slučajni i tokom rada teško primjetni faktori koji utiču na smanjenje raspoloživosti, efikasnosti i kvaliteta, čime mogu da ugroze kvalitet i proizvodnost fabrike. Detaljnom analizom zastoja, u prvom periodu eksperimenta, uvidjelo se da se pored mašina koje postoje u pogonu, može identificirati još jedna tzv. „skrivena“ mašina.

Sprovedenim korektivnim mjerama su dijelom aktivirani kapaciteti „skrivene“ mašine, što je u drugom periodu praćenja eksperimenta rezultiralo povećanjem raspoloživosti, efikasnosti i kvalteta, a u konačnici i povećanjem vrijednosti indeksa OEE. Softić,: Contribution to the development of quality control based on monitoring of index of overall equipment efficiency, 20th International Research/Expert Conference ”Trends in the Development of Machinery and Associated Technology” TMT 2016, Mediterranean Sea Cruising, 24th September - 1st October, 2016. Abstract: In this paper the results of research of OEE (Overall Equipment Efficiency) concept and its application in organizations with high volume production are presented. Since the quality and productivity of the plant affects a lot of random and inconspicuous factors, the goal of this study is to show impact of those factors to the availability, efficiency and quality of the plant. It is possible to reveal another „hidden machine” among the others by downtime monitoring, analysis, and taking of corrective actions. A case study analysis of the production has been done by applying the tools and methods of quality management. Results of the analysis showed that the improvement is achieved in terms of reducing waste and increasing productivity in the manufacturing process for the two analyzed periods. Softić, H.Bašić,: Some aspects of the proficiency testing for dimensional laboratories using the gauge blocks, World Association for Innovative Technologies, IN-TECH Coference, IN-TECH 2016, Prague, 06. - 08.09.2016, ISSN 1849-0662, pp 181-185. Abstract: In this paper inter-comparison of set gauge blocks (class K) in four dimensional laboratories and their measurement results will be demonstrated. The reported results are analyzed by simple statistical means and investigated statistical distribution of the results. The uncertainties quoted by participants are different from one participant to another, so it wasn’t suitable to use simple arithmetic mean as an estimator of the true mean. Instead, it was used weighted mean, and that approach requires that the participants have made correct estimates of their uncertainty of measurements. Proficiency testing (PT) is an indispensible tool for developing and maintaining of infrastructure of modern society built of competent measurements, standards and

accreditation. The primary aim of proficiency testing is to provide a quality assurance tool for individual laboratories to enable them to compare their performance with similar laboratories, to take any remedial action, and to facilitate improvement. It is analyzed situation in these laboratories in field of length unit using calibration process of gauge blocks on mechanical comparator. For inter-comparison the set of class K gauge blocks is used thru four dimensional laboratories. The reported measurement results are analyzed by simple statistical means and investigated statistical distribution of the results. It was clear that the uncertainties quoted by participants are different from one participant to another, so it wasn’t suitable to use simple arithmetic mean as an estimator of the true mean. Instead, it was used weighted mean, and that approach requires that the participants have made correct estimates of their uncertainty of measurements. Results of statistical analysis vary in different ways, pointing to the fact that with caution it must be chosen way of processing results of proficiency testing. For this detailed approach to the processing of data of proficiency testing should be a great experience in such schemes.

Abstract: Proficiency testing is (PT) is determination of the determination of calibration or testing performance of a laboratory by means of interlaboratory comparison. Participation in proficiency testing schemes provides laboratories with an objective means of assessing and demonstrating the reliability of the data they are producing. In this paper intercomparison of set gauge blocks (class K) thru four dimensional laboratories and their results will be demonstrated. The technical protocol was issued to all participants prior to comparison. The reported measurement results are analyzed by simple statistical means and investigated statistical distribution of the results. It was clear that the uncertainties quoted by participants are different from one participant to another, so it wasn’t suitable to use simple arithmetic mean as an estimator of the true mean. Instead, it was used weighted mean, and that approach requires that the participants have made correct estimates of their uncertainty of measurements. Abstract: Requirements of end-users that are becoming more and more demanding as well as continual development of science, engineering and technology resulted in usage of reliable, durable instruments and devices which maintenance costs are reduced to minimum during their life-time and usage. Characteristics of the mentioned instruments can be the same for all kinds of industry; however such requirements are especially expressed in the metrology industry and accordingly researched, because the metrology industry represents sublimation of many different scientific branches, knowledge, physical law and engineering. In the metrology industry that deals with measurement of fluid flow, especially on main lines that are situated in difficult access areas mainly, such sites with accompanying instruments require minimum maintenance more and more often, of course, with follow-up results of measurements from a distance. Such instruments must be reliable, durable and easy to maintain and eventual replacement. Nowadays, usage of flow-meter based on the Coriolis force on measuring places is increasing. In this paper, important parameters for proper design and selection of a certain flow meters will be presented. Among other things, basics of measurement uncertainty will be presented under conditions of relatively low measurement passes as well as basic information about appearing of Coriolis force and Coriolis mass flow meter. Abstract: Interlaboratory comparative tests and intercomparation of laboratory results show an upward trend at the global level, both by the participating laboratories so by the conformity assessment bodies. The most appropriate method for monitoring the quality of the measurement results of laboratories is to include them in proficiency testing programs. A good knowledge of the technical field of work that encompasses schemes tests as well as any additional information that enable efficient implementation scheme is necessary for setting the criteria for a proficiency testing scheme. This additional information is mostly determined by first conduct interlaboratory comparison that includes all aspects necessary for the operation of proficiency testing schemes and from results and experiences it is possible to set the correct criteria.

Abstract: The international standard ISO/IEC 17020 contains the requirements for work of various inspection bodies which aim to raise the level of their activities, as well as the confidence level of clients in performing inspection activities. Furthermore, the standard is aligned with other standards of series standards ISO/IEC 17000 and contains certain parts of guideline IAF/ILAC A4 as well as the mandatory parts of ISO/PAS documents. The standard is used as the reference document during an assessment process of inspection bodies by accreditation bodies. Based on the assessment, inspection bodies prove the fulfillment of the standard requirements, respectively their competencies for performing inspection activities and gain market confidence. The paper describes all necessary steps which should be taken into account by an inspection body so that it can fulfill general and technical requirements of the standard and demonstrate the necessary competencies for performing inspection activities. Especially, the paper will pay attention to impartiality, independence and competence of personnel, traceability

3.12. Pedagoško iskustvo i rezultati

Almira Softić zaposlena je na Mašinskom fakultetu u Sarajevu dvadeset tri godine. U zvanju asistenta i višeg asistenta (od 1996 do 2014) je izvodila vježbe na predmetima „Matematika III“, „Proizvodna mjerna tehnika“ „Osnovi mjerenja i obrade podataka“ I “Upravljanje kvalitetom” . Vježbe iz predmeta „Osnovi mjerenja I obrade podataka “, “Proizvodna mjerna tehnika” i “Upravljanje kvalitetom” je izvodila i u zvanju docenta do 2019 godine. U zvanju docenta, od 2014 do danas, izvodi predavanja i vježbe iz predmeta: “Proizvodna mjerna tehnika” I “Upravljanje kvalitetom” I “Metrologija I Kvalitet”. U zvanju asistenta, od 1997 do 2005, u zvanju višeg asistenta, od 2005 do 2014, i u zvanju docenta od 2014 do danas, je održala više hiljada sati nastave. Zadnjih godina član je Komisije za upis studenata na Mašinski fakultet u Sarajevu. Ocijenjena od strane studenata (evaluacija nastavnika koju sprovodi Mašinski fakultet Sarajevo) na svim anketama, za sve predmete, sa prosječnom ocjenom oko 9.

3.14. Rukovođenje laboratorijom za Proizvodnu mjernu tehniku

U periodu od 2005.god do 2019. Rukovodi Laboratorijom za proizvodnu mjernu tehniku

Mašinskog fakulteta u Sarajevu. Zadaci koje obavlja su saradnja sa vanjskim klijentima,

pružanje usluga kalibracije, opravke, edukacije i treninga iz oblasti metrologije, mjerenja i

upravljanja kvalitetom. Radi velikog opsega usluga koje je laboratorija pružala iz oblasti

kalibracije, umjeravanja, reparacije i održavanja mjernih sredstava, instrumenata i mjernih

mašina ostvarena je saradnja sa velikim brojem bosanskohercegovačkih firmi. Realizacija

poslova sa koji su se odvijali u Laboratoriji nalaze se u arhivi Računovodstva Mašinskog

fakulteta u Sarajevu.
