Advantages of Lithuania as Learning Country

• Highest penetration of fiber broadband in Europe

– Replaced Sweden in 1st place in 2010 – 60% of population is Internet user

• Ubiquity of mobile phones – With SIM cards more than 100% of population

• Fastest growing organic agriculture (10x since 2005) • Deep pre-historical and historical awareness

– Gimbutas’ « Old Europe » – Genetic continuity since neolithic times – First university in Eastern Europe (1579) – First written European constitution (1791)

Proposed Objectives of Lithuania as

Learning Country • By 2020 all Lithuanians of less than 40 years old

are fluently bilingual, and preferably trilingual.

• All Lithuanians of less than 60 years old are Internet proficient (not just « users »)

• Generalize fun learning in Yin way

• Promote inter-generational contacts

• Prepare adults for healthy aging

• Have foreigners visit Lithuania to learn something

Proposal #1: Exchange of Practical Competences

• Lithuanian businesses and NGOs among themselves want to exchange knowledge and competences – E.g. sales people from an IT firm can do an internship in a logistics

business to broaden their skills.

• Solution: a simple time credit system where the business that accepts an intern obtains credits for the hours that are spent there. – « Ideal behavior » is to go many times through zero balance. – Businesses with a lot of « ideal behavior » get priority to send their

own staff as interns in other businesses of their choice. – Can be started as a pilot by simple agreement among businesses. – Start-up manual and open source software available now.

• Question: what is the most desirable reward that businesses can obtain in being generous by accepting interns?

Proposal #3a: A National Learning Foundation

• Manages the National Learning Currency DORA – Should be as much as possible a Yin-type

system (bottom up) • Makes available to all, information age learning

tools • Organizes trips abroad for learning foreign

languages, and exchange programs between foreign and Lithuanian youth – Requires minimum DORA contributions for

participation, and supplies costs in national money or other resources

How to earn Doras? Ex: Intergenerational Learning

• DORA is electronic, mobile phone payment system

– Software available in open source

• Teenagers train adults in Internet proficiency

– Both teenagers and adults earn DORA

• Creation of an online National Wisdom Archive

– Children interview those over 80 with the question: « What have you learned in your life that is useful to the 21st century? »

– Both children and elderly receive DORA, elderly can donate DORA to someone, or a cause of their choice

– Multimedia interviews get extra DORA

– Competition for 10 « best entries » get more extra DORA, etc.

Proposal #2b: National Learning Foundation as a « Dream Contractor »

• Remember the « little gardens » of the Torekes project?

• National Learning Foundation makes contracts with end users to realize their dream in exchange of DORAs

– Question: what is YOUR dream?

• Lithuania invests towards 6th Kondratieff wave

– The best way to shorten pain from the on-going „Big Recession“

• Without burdening the government finances!

– Complementary currencies make a lot more happen with same national currency budget

– Because they connect unused resources with unmet needs
