El 23 de diciembre, 2006,Luis Bonilla, productor delprograma radial Así CantaPuerto Rico, celebró rodeado delos que con él llevan laresponsabilidad de deleitarnoscada domingo con música jíbarapuertorriqueña, el 9no.aniversario de su programaradial. Así Canta Puerto Rico setransmite los domingos de 7 a 9de la mañana por WCCM-1490.

Bonilla nació el día 19 dejunio de 1928 en el pueblo deAibonito, Puerto Rico. A la edad de un año, suspadres, Doña Vicenta González y Ramón Bonillamudaron a la familia al pueblo de Caguas, dondeDon Luis creció. Desde temprana edad, Bonillamostró interés por la música y a los 12 años ya asistíaa una estación de radio conocida como “La Güira”,cuando esta mencionaba un programa “BuscandoEstrellas”.

Rítmico Cagüeño, donde hacía la segunda voz, ypronto ya Don Luis hacía alarde de su talento en lasParrandas de diferentes pueblos, tales como Gurabo,Yabucoa, Humacao, Aguas Buenas, San Lorenzo,etc. A la temprana edad de 24 años, Bonilla contrajonupcias con doña Francisca Rodríguez y tuvierontres hijas. Bonilla llegó a la Ciudad de New York consu familia, donde se desempeñó en distintasactividades y no fue hasta el año 1979 que llegó a laCiudad de Lawrence, donde abrió una dulcería en lacalle Park.

Don Luis tiene una personalidad alegre, gustade hablar y compartir con las personas y siempre hasido amante de la música puertorriqueña, por lo queno nos sorprende que, por estos últimos nueve años,haya convertido con el amor y el carisma que locaracteriza, el programa radial así Canta Puerto Ricocomo su compromiso primordial con la comunidad.

Parte de la información para preparar esteartículo fue obtenida del libro impreso por elMovimiento Puertorriqueño, en ocasión de suséptima ceremonia de conmemoración deldescubrimiento de Puerto Rico, celebrada en el SalónComunitario Clemente Abascal, el domingo,noviembre 19, 2006.

Con una deliciosa comida y este gigantesco pastel, losasistentes a la fiesta celebraron en grande el novenoaniversario de Así Canta Puerto Rico.

Reunidos en la Federación Hispana de Deportes,situada en el 505 de la Calle Broadway, componentesdel equipo de Así Canta Puerto Rico: Cristóbal Ramos, “El Polifacético”; Luis Bonilla, “El Muñequito de Oro”;María Ortiz y Erris Marrero.

Mirando al año que termina no podemos decir con todafranqueza que fue un buen año. Ciertamente que mientrasque algunas de las metas de la Ciudad de Lawrence fueronlogradas, otras dejaron a los residentes haciendo frente aun pesaroso 2007.

Los problemas que encaramos en el 2007 no sonsolamente tarifas de agua más altas ya que alguien tieneque pagar por la nueva planta de agua, sino tambiénimpuestos más altos porque la administración decidió (y elconcilio aprobó) balancear el presupuesto aumentando latasa en lugar de hacer reducciones.

Mirando hacia este año de elecciones, no tenemos unabola de cristal que nos indique quienes serán los líderesque nos puedan llevar por buen camino otra vez.

Entre los logros podemos mencionar el estadio VeteransMemorial, las renovaciones del Ayuntamiento y la plantade tratamiento de agua que está por abrir, todos hechoscon nuestro plan de mejoras de infraestructura.

Por otro lado, han extendido la fecha para completarla nueva escuela secundaria en medio de controversia yescándalo.

Looking back at the year that just ended, we can nothonestly say that it was a very good year. Certainly, whilesome of the goals for the City of Lawrence wereaccomplished, some others had left the citizenry facing agrim 2007.

The problems we will be facing in 2007 are not onlyhigher water rates because someone has to pay for thenew water plant, but higher taxes since the administrationdecided (and the city council approved) to balance thebudget not by constriction but by increasing the tax rates.

Looking down the road at an election year, we don’thave the crystal ball to point to who will be the leaderswho can put us back on track.

Among the accomplished goals, we must point out theVeterans Memorial Stadium, the renovation of the City Halland the Water Treatment Plant about to be opened, alldone with our own Capital Improvement Plan.

On the other hand, the completion of the new HighSchool has been extended amidst controversy and scandal.

After thirty years with The HaverhillGazette, Tom Vartabedian is retiring, andcame to WCCM-1490, to announce throughthe legendary Bruce Arnold’s show aboutthe breakfast being organized in his honorto raise money for The Gazette’s Santa Fund.In April, 1997, Vartabedian wrote a nicearticle about Rumbo in the Merrimack ValleyNews, putting us in the Merrimack Valleybusiness map. He was the Editor of theValley News for 3 years, until BernieAnderson, its publisher could notcontinued with it.

The Merrimack Valley News, asVartabedian explained, came out of theHaverhill Chamber of Commerce and it wasdesigned to cover 5 other chambers and theirbusinesses across the valley. “When Istarted at The Merrimack Valle News, it had4 pages; by the time I left, we were up to 30pages,” said Vartabedian proudly.

Tom Vartabedian has been a writer andphotographer for The Haverhill Gazette forthirty years. He is very active in theArmenian community and has been also acorrespondent for The Armenian Weekly forforty years, where he writes a column, PoorTom’s Almanac.

Hispanic parents, Lowell HighSchool staff, current and past studentsand friends attended a meeting at theLowell High School cafeteria onMonday, December 18, 2006.Headmaster William Samaras welcomedeveryone and took the opportunity todiscuss his ideas and goals for theschool. Among the things he would likeis for more parents to visit the schooland to see more parents at the variousmeetings that are held during the year.

He would like to welcomecommunity organizations into theschool so that parents can utilize themfor the many resources they may needwith their every day lives. This wouldalso help parents become acquaintedwith the high school. Mr. Samaraswants families to feel welcomed at theschool. Recognizing that many parentsare busy with jobs and other issues, heasked the group for their opinions andideas on how to be able to accomplishthis goal.

Mrs. Maria Vejar, Housemaster CHouse, Mr. Jim DeProfio, Director of theFreshman Academy, Mr. CharlesCaragianes, Dr. Maura Ammendolia,Housemaster B House and Dr. RaquelBowman were also present at themeeting to welcome, meet everyone andanswer questions. Mr. DeProfioexplained how freshmen students aredivided into eight groups called“clusters”. The students are followedclosely and given help transitioninginto high school with seminars on howto study and be organized.

Mr. DeProfio wants students to getinvolved in high school life and to learnto love their school. He believes thiscan happen when students get involvedin sports, clubs, and other schoolactivities because they get a sense ofbelonging and ownership. Mr. DeProfioexplained that there are studiesindicating that students who participatein school activities usually have bettergrades.

Padres hispanos, personal de la EscuelaSuperior de Lowell, estudiantes y miembrosde la comunidad asistieron a una reuniónen la cafetería de la Escuela Superior deLowell el lunes, 18 de diciembre del 2006.

El director, Sr. William Samaras dio labienvenida a todos y tomó la oportunidadpara hablar de sus ideas y metas para laescuela. Entre algunas de sus metas está elver más padres visitar la escuela y tambiénverlos en las reuniones que se llevan a cabodurante el año.

Desea invitar a las organizaciones dela comunidad a establecerse en la escuelapara que los padres puedan utilizar losmuchos recursos que estas ofrecen. Estoen cambio también ayudaría a los padres afamiliarizarse con la escuela. El Sr. Samarasdesea que las familias se sientanbienvenidas en la escuela. Reconociendoque muchas familias hoy en día estánocupadas trabajando y con otros asuntosimportantes, le pidió al grupo su opinión y

exhortó a que den sus ideas de cómo sepuede lograr esta meta.

La Sra. Maria Vejar, Directora Casa C,Sr. Jim DeProfio, Director de la Academia deNoveno Grado, Sr. Charles Caragianes, laDra. Maura Ammendolia, Directora Casa B,y la Dra. Raquel Bowman tambiénestuvieron presentes en la reunión parasaludar, compartir con todos y contestarpreguntas. El Sr. DeProfio explicó cómo losestudiantes de noveno grado son divididosen ocho grupos llamados “clusters”. Losestudiantes son seguidos de cerca y recibenayuda en la transición a la escuela superiorcon servicios y seminarios de cómo estudiary mantenerse organizados.

El Sr. DeProfio desea que los

estudiantes se envuelvan en la vida escolary que aprendan a querer su escuela. El dijoal grupo que esto se puede lograr cuandolos estudiantes se envuelven en deportes,clubes y otras actividades escolares, puesadquieren un sentido de pertenecer y deser dueños. El Sr. DeProfio explicó que hayestudios los cuales indican que losestudiantes que participan en actividadesescolares usualmente obtienen mejoresgrados.

Estimado doctor Pano

Pano M. Yeracaris MD, MPH es vicepresidente y director médico de Network Health.

Estimado Dr. Pano: Tengo tiempo con una enfermedad cardiaca y ahora me da miedo que mis hijos la padezcan cuando sean grandes. ¿Qué puedo hacer ahora para que no la tengan cuando sean grandes?

¡Es fabuloso que piense con anticipación en sus hijos! Muchas investigaciones han demostrado que cuando tienes un familiar con una enfermedad cardiaca aumente el riesgo de padecerla, hay varias cosas que puede hacer para reducirlo. Primero, y lo más importante, enseñe a sus hijos a comer sanamente. Cuanto antes sea posible, enséñeles constantemente cómo llevar una vida de actividad física. Desde luego que esto significa que usted también se mantenga activa para que sea un buen modelo. Si usted y su familia no tienen actividad física ahora, pueden empezar hoy mismo juntos. Cuanto más sedentario sea su estilo de vida (es decir, pasar mucho tiempo sentados, por ejemplo para ver televisión, practicar muchas horas de juegos electrónicos y pasar mucho tiempo en la computadora), mayor es la probabilidad de que usted y su familia tengan problemas de salud.

De igual modo, apoye a sus hijos para que no fumen. Fumar aumenta la posibilidad de padecer diversas enfermedades que ponen en peligro la vida, además de que incrementa el riesgo de sufrir una enfermedad coronaria, sobre todo cuando un familiar ya la padece. Así que no deje fumar a sus hijos ¡a como dé lugar! Y, cuando lleguen a la edad adulta, deben revisarse periódicamente la presión arterial y las concentraciones de colesterol para no aumentar el riesgo de una enfermedad cardiaca. No se deben ignorar los antecedentes de padecimientos cardiacos en la familia, aunque tampoco significa que los vayan a tener. La buena noticia es que con sólo tomar pequeños pasos para llevar una vida más sana, ayudará a su propia enfermedad cardiaca y a que sus hijos no la padezcan.

Estimado Dr. Pano: Sé que fumar es muy malo para la salud, pero no soy un fumador cotidiano, sólo en ocasiones sociales y fines de semana. No me hace daño, ¿o sí?

Me equivocaría si le dijera que fumar socialmente no le hace daño. Desde luego que sí le afecta. Daña al corazón y los pulmones y puede causar asma o embolias a mujeres que toman anticonceptivos comunes. Ser fumador pasivo también aumenta el riesgo de una enfermedad relacionada con el tabaco.

Muchas veces, un fumador casual con el tiempo se convierte en uno regular, ya que es usual que adquiera la adicción. Le recomiendo mucho que haga el esfuerzo de dejar de fumar ya. He visto casos de que apenas unos cuantos cigarros a la semana aumentan los síntomas alérgicos y problemas de resfriados frecuentes. Preguntarse si sólo cinco cigarros a la semana es tan malo es como querer saber si es malo para usted manejar una hora a 60 millas por hora sin cinturón de seguridad. Los dos plantean un riesgo que no hay que correr, ¿entonces por qué hacerlo?

Estimado Dr. Pano: Hace poco le diagnosticaron a mi hermana diabetes tipo II y me preocupa mucho. ¿Podrá llevar una vida normal?

La diabetes es una enfermedad grave, pero eso no significa que los diabéticos no puedan llevar una vida normal y saludable. Simplemente deben tener ciertas precauciones porque corren el riesgo de sufrir varios problemas de salud. La diabetes tipo II se debe a una insuficiencia de producción de insulina, que puede ocasionar complicaciones de salud graves si no se tratan adecuadamente.

El proveedor de atención médica debe verla periódicamente. Podrá orientarla respecto a los medicamentos, dieta y ejercicios adecuados para que se mantenga sana y sean menores las probabilidades de complicaciones relacionadas con la diabetes. Yo también sugeriría que participe en un grupo de ayuda de personas con diabetes, que le brindarán recursos y apoyo. Si su hermana realiza algunos cambios en su dieta y estilo de vida, no hay motivo para que no lleve una vida sana, feliz y larga.

El Presidente del ayuntamiento, PatrickBlanchette está muy enojado por variosproblemas en la ciudad pero quizás él debeestar aún más enojado que lo que él apareceestar. Sí, él finalmente se va a salir con lasuya: el director de presupuesto y finanzasJohn Griffin han renunciado efectivo el 5 deenero pero no sin controversia.

Recientemente supimos que el Sr.Griffin amenazó con demandar a la ciudadpor la manera que el concilio ha estadorepresentando públicamente el desempeñode su trabajo, así arruinando su reputaciónprofesional, de modo que el Alcalde MichaelJ. Sullivan, con la ayuda de Abogado de laCiudad James Bowers redactaronsecretamente un acuerdo de separación el9 de noviembre, que le da $60,000 y seguromédico por los próximos nueve meses.Todavía hay la duda de si el alcalde tieneautoridad para hacer este trato y disponerde $60,000 sin consultar con los miembrosdel concilio por adelantado.

Casi un mes pasó antes que elpresidente del concilio se enterara que taltrato había sido hecho implicando alAbogado Bowers cuando él solicitó unacopia del acuerdo del Abogado de la CiudadCharles Boddy. El 18 de diciembre, el

Boddy pasa a explicar cómo él fue mástarde en el día contactado por “el abogadodel Director Griffin quien expresó estarpreocupado por la manera en que esteasunto estaba siendo manejado”. Al darsecuenta que Boddy no tenía conocimientodel trato, él le ofreció una copia firmada quefue mandada luego al presidente delconcilio. De hecho, Bowers mintió a su jefeporque su firma aparece en el documento yel mismo fue redactado sin el conocimientode Boddy.

Las destrezas, los movimientos certerosy el auto-control unidos con la disciplinaestuvieron de manifiesto el pasado sábadodurante la prueba presentada por tresestudiantes de la escuela de karate “SalasShotokan Tradicional Karate Do” quieneshoy gracias a lo aprendido han alcanzadoun nuevo escaño dentro de esta disciplinadeportiva.

Los tres jóvenes que en la actualidadtienen un nuevo grado son: FernandoNúñez, Franchely Acosta y GiuseppiPaulino.

El examen se realizó en el gimnasio dellocal del Salvation Army, espacio dondefunciona la academia.

Jóvenes alcanzan un nuevo grado en Karate

Los jóvenes, alumnos de dicha escuelade karate que dirige Daniel Salas, mostraronlas habilidades y los conocimientosadquiridos en las técnicas de katas o peleasimaginarias, kobudos, que son movimientosdonde se utilizan palos y kumite, combatede puntos.

Tanto Núñez como Acosta fueronelevados al grado de cinta negra (primerDan) mientras que Paulino al de cinta morada,mejor conocida como Kyu.

Los jueces que calificaron a los jóvenesfueron Rogelio Fernández, de la Escuela deShotokan Karate Do de la ciudad de Lynn,Nelson Silvestre, Director Técnico de laSecretaria de Estado de Deportes yEducación Física de la RepúblicaDominicana, extensión de Nueva Inglaterray Roberto Recínos.

El karate es un arte marcial, conocidocomo método de combate, el cual empleauna variedad de técnicas, que incluyenpuñetazos, patadas, maderas, ataques,derribos, unidos a llaves articuladas y roturade huesos.

Existen diversos grados de enseñanzaformalmente reconocidos en karate,representados por el color del cinturón detela que rodea al gi (especie de blazer quees parte del uniforme de los karatecas); loscolores usuales en orden ascendente son:blanco, verde, morado, marrón y negro.

Las calificaciones para los cinturonesdifieren de escuela a escuela, dependiendodel estilo y el nivel que se enseñe. Elcinturón negro o dan es el máximo nivel enkarate y está calificado en grados de pericia,siendo el décimo el dan de mayor nivel. Másque un método de combate el karate hacehincapié en la autodisciplina, la actitudpositiva y los propósitos de elevada moral.La práctica de esta disciplina está divididaen tres aspectos: Kihon (básicas), Kata(formas), y Kumite (pleito).

La palabra karate es una combinaciónde dos términos japoneses: “KARA”, quesignifica vacía y “TE”, que significa mano.

Es decir que la traducción literal de la palabrakarate significa: mano vacía, mientras queel Shotokan se identifica por sus técnicasalineadas, puñetazos directos, bloqueos ypatadas desde posturas bajas.

Esta disciplina hace énfasis en lapostura correcta, unida a una alineacióncorrecta. Los que practican esta disciplinaconsideran que nada es más importante queuna técnica de fortaleza básica.

Muchos expertos en belleza consideranque el cabello es el marco de la cara y que elmismo representa un elemento importantepara realzar las características definidas delrostro.

Sin embargo, también puede llegar a serla mejor forma de ayudar a quienpenosamente no puede mostrarlo, ya seaporque lo haya perdido a consecuencia deuna enfermedad o porque su cuerocabelludo sufrió una quemadura que le dejóhuellas irreparables.

Estas fueron algunas de las razones porlas cuales recientemente la BibliotecaPública de Lawrence sirvió de escenario paraapoyar un programa que utiliza el cabellode otras personas para diseñar pelucas queson usadas por aquellos que han perdido elcabello por una u otra causa, la mayoría deellas porque sufren los estragos del cáncer.

El evento denominado “Give the Gift ofBeauty” fue patrocinado por la entidadLocks of Love y se llevó a cabo en el áreadel Lobby de la biblioteca y contó con lapresencia de la estilista Lissandra Espinaldel salón de belleza Paul Mitchell, ubicadoen Stadium Plaza de la Ruta 114.

Alrededor de 25 personas donaron entotal cerca de 200 pulgadas de cabello. Cada

Esta entidad proporciona prótesis decabello a niños menores de 18 años de edadque no cuentan con recursos económicospara adquirirlas.

Entre las enfermedades que afectan elcuero cabelludo y que provoca la caída delcabello está la alopecia areata que provocaque los folículos del cuero cabelludo secaigan.

Se estima que alrededor de 2,200 niñosson diagnosticados con tumores en elcerebro anualmente, quienes luego de sersometidos a radiaciones pierden el cabello.Por otro lado se indica que más de 1.5

millones de personas sufren algún tipo dequemadura seria cada año.

Cada donante tenía 10 pulgadas de largoo más luego de que su pelo fuese recogidoen forma de cola de caballo, antes de serdonado.

Niños, mujeres y hombres acudieron alllamado sin importar su condición racial, nique su pelo fuese sometido anteriormente aun cambio de color, a un permanente, perodebía no estar decolorado o químicamentedañado.

Entre las personas que donaron sucabello se destacan Rebecca Domin, quetrabaja en el área de Young Adult/Referencede la biblioteca, quien además organizó laactividad y Deborah Soule quien trabaja enReference Desk.

What is a credit score? Which isbetter when you want to establishcredit: getting a cell phone or a creditcard? When should you pay yourbills? These were among some of thequestions asked by students ofDiploma Plus and the Lawrence AdultLearning Center GED programmingwhen visited by Janice Tatarka,Director of the Office of ConsumerAffairs and Business Regulation.

When approached by DiplomaPlus Program Facilitator, AndreaO’Brien, to provide a speaker whocould warn her students about therisks of running-up unexpected cellphone bills and other credit damaginghabits, Chris Shannon, of theMerrimack Valley WorkforceInvestment Board was able to arrangethis visit, which took place onThursday, December 14, 2006.

Ms. Tatarka presented basicinformation about credit to about 60students and young adults at theLawrence Adult Learning Center.She then opened up a discussion andended by engaging the audience in agroup activity. Among her mainpoints:

• Credit is not a right; it is a privilege.• Review your credit report once a

year.• And her favorite: Even if you are

only paying the minimum balance,pay your bills on time.

These tips, she said, would helpput these students on the right trackto establishing good credit andproviding better lives for themselvesin the future.

Ustedrecomendó que “debe ser referido a la Juntade Massachusetts que Supervisa a losAbogados (Board of Bar Overseers) yrecomendaré que el contrato del AbogadoJames Bowers (el cual está bajo lajurisdicción del concilio) no sea renovado”.No, sea firme y dígalo claramente que ustedempujará para que él sea despedido de sutrabajo inmediatamente y le sea prohibido

ejercer abogacía.El problema es que si usted actúa con

tanta entereza de carácter en este caso, laspersonas esperarían que usted seaigualmente de firme con DPW y elDepartamento de Agua en el caso de losprecios excesivos de $493,000 noautorizados en la instalación de fibrasópticas.

¿Cuán difícil es pedir a los oficiales dela compañía que recuerden quéconversaciones ellos sostuvieron y conquiénes que pueda haber sido interpretadocomo una aprobación verbal? Si la compañíaquiere recibir su pago, estoy segura queellos pueden proporcionar los nombres,conversaciones, quizá hasta mensajeselectrónicos que revelen que alguienaprobó que el trabajo se hiciera. EnMéxico, la noche del 5 de enero, los niñoscolocan sus zapatos cerca del árbol deNavidad o del Nacimiento para que losReyes Magos o los Tres Reyes les dejensus tan esperados regalos.

El 6 de enero, las familias se reúnen paracelebrar la llegada de los Tres Reyes, elbanquete de la Epifanía, y comparten laRosca de Reyes tradicional acompañado deuna taza de chocolate caliente hecho encasa. Una figurita de plástico o de galleta secoloca dentro de la Rosca de Reyes. Segúnla tradición, a la persona que le toque lafigurita en su rebanada será el afortunadoen ofrecer el último evento de la temporadanavideña: el banquete de la Candelaria, el 2de febrero. En esta reunión familiar, la comidaincluye tamales con atole o chocolatecaliente.

Se anunció hoy un programa nacionalpara mejorar la calidad de la atención médicabrindada a los pacientes con un dominiodel inglés limitado (limited Englishproficiency, LEP), con 10 hospitales en todoel país. Éstos son seleccionados paraparticipar en una colaboración de aprendizajede alto nivel cuyo objetivo es ayudar a loshospitales a desarrollar programas deservicios de idiomas probados que brindencomunicaciones más efectivas y oportunasa estos pacientes.

Fundado por la Fundación RobertWood Johnson y administrado por TheGeorge Washington University’s School ofPublic Health and Health Services (Facultadde Salud Pública y Servicios para la Saludde George Washington University),Speaking Together: National LanguageServices Network (Hablando juntos: Red deservicios nacionales de idioma) es la másreciente adición a la cartera de programasde la Fundación para mejorar la calidad dela atención médica en los Estados Unidos,a la vez que se eliminan disparidades racialesy étnicas.

“La calidad de la comunicación entreun paciente y su médico determina en granmedida si el paciente recibe o no la atenciónóptima”, dijo Pamela Dickson, M.B.A., vicedirectora del Health Care Group (Grupo deAtención Médica) de la Fundación RobertWood Johnson. “Cuando existen barrerasidiomáticas, la calidad de la atención sufrey las posibilidades de un error médico sonmás altas. Esto puede ocasionardisparidades tanto en el nivel de la atencióncomo en la calidad de la misma para lospacientes que no hablan inglés. Alidentificar estrategias específicas queproducen los programas de servicios deidiomas más efectivos en los hospitales delos Estados Unidos, podemos ayudar amejorar la calidad y reducir la disparidadpara millones de personas”.

La investigación indica que cuando unpaciente tiene dificultades para comunicarsecon su proveedor de atención médica esmucho menos probable que entienda suafección, que comunique de formaadecuada sus síntomas y que adhiera a lasrecomendaciones del tratamiento. Si biense requiere que todos los hospitales de todoel país brinden servicios de idiomas apacientes con dominio limitado del inglés,no existen lineamientos federales acerca delas formas más efectivas de comunicarse con

esos pacientes.“Las diferencias idiomáticas

representan una de las barreras más obviasa la provisión de asistencia médica decalidad”, dijo Marsha Regenstein, PhD,MCP, profesora adjunta del departamentode Política de Salud de George WashingtonUniversity y directora de la Oficina Nacionaldel programa Speaking Together . “Condemasiada frecuencia, los miembros defamilias bilingües o miembros del personaldel hospital que no tienen capacitaciónalguna en la interpretación de la terminologíamédica sirven como intermediarios entre unpaciente y su médico y otro miembro delpersonal del hospital, porque no haydisponible un profesional de servicios deidioma. De la misma forma que un pacienteespera una atención proveniente de unprofesional de la atención médica capacitadoy calificado, un paciente con dominiolimitado del inglés debería esperar losservicios oportunos de un intérpretecapacitado especialmente en lainterpretación de información médica y dela salud. A través de este programa,identificaremos las formas más efectivas yeficientes de hacer que eso suceda”.

Los 10 hospitales seleccionados deentre 70 candidatos a participar en elprograma Speaking Together representandiversas comunidades con una variedad depoblaciones con pacientes LEP. Cada unorecibirá un subsidio de hasta $60,000, asícomo asistencia técnica y capacitaciónutilizando medidas de mejora de la calidaddesarrolladas por el Departamento dePolítica de Salud de George WashingtonUniversity.

El proceso de colaboración de 16 mesesexaminará cómo estos hospitales secomunican con los pacientes que no hablaninglés, y se centrará en cómo el personaldel hospital puede estructurar y manejarmejor los programas de servicios de idiomascon el fin de que las comunicaciones conpacientes LEP sean efectivas, eficientes yoportunas. Los hospitales participarán através de una estructura de ‘red deaprendizaje’ para probar nuevas ideas,cuantificar los resultados y compartir las

lecciones aprendidas. A través del trabajoen equipos interdisciplinarios, los hospitalesparticipantes tendrán la oportunidad deaprender qué está funcionando en otrosprogramas de servicios de idiomas ybeneficiarse del conocimiento del grupopara encarar los desafíos de los serviciosde idiomas de sus propias instituciones.

Las prácticas óptimas probadas secompartirán con los profesionales de lasalud de todo el país, lo cual le dará a loshospitales con pacientes de diversidadlingüística ejemplos concretos y probadosde programas de servicios de idiomasefectivos y de intervenciones que puedenadoptar.

emergency medical care to the position.Wade received his Bachelor of Arts in

Biology from Merrimack College and hismedical degree in biology from theUniversity of Massachusetts MedicalSchool in Worcester.

He has worked in emergency servicesat a number of area health facilitiesincluding North Shore Medical Center/Salem Hospital, Atlanticare MedicalCenter, North Shore Trauma Center, Lynn,MA, and the former Hale Hospital inHaverhill.

“Dr. Wade is well experienced inemergency medical care, having workedas an emergency room physician for morethan 20 years,” said Paul Bevilacqua,retired vice president and dean ofacademic affairs at NECC. “In addition hehas teaching experience in a basic EMTProgram and holds an associate facultyappointment at the University ofMassachusetts Medical School. Almost a month went by before thecouncil president heard of such a deal beingmade involving Attorney Bowers when herequested a copy of the agreement fromCity Attorney Charles Boddy. On December18, Attorney Boddy sent a memo toBlanchette explaining the sequence ofevents involving his office. He wrote: “Imade inquiry to both the Mayor’s Officeand to Attorney Bowers and was informedthat no copy of the agreement existed, andno agreement had been signed. I receivedyour telephone message and your emailtoday, both expressing discontent that youwere forced to wait so long for a copy of theagreement. Upon receipt of your telephonecall, I contacted James Bowers. He reiteratedthat he did not have a copy of theagreement.”

Boddy goes on to explain how he waslater in the day contacted by “DirectorGriffin’s Attorney who expressed concernover way this matter is being handled.”Upon learning that Boddy had noknowledge of the deal, he volunteered a

signed copy which was later sent to thecouncil president. In effect, Bowers lied tohis boss because his signature was affixedto the document and it was drafted withoutBoddy’s knowledge.

Needless to say that did not sit rightwith Mr. Blanchette and he fired a verystrong memo to the council and the cityattorney that same day. He quotes fromtwo messages dated December 4 andDecember 11 requesting information aboutthis separation agreement and MayorSullivan simply responded each time that“Nothing has been executed or signed todate as far as the contract. Ideas are beingshared but nothing is set in stone.” In eachemail message, the mayor denied havingsigned a separation agreement onNovember 9th, 2006, along with JamesBowers, Myles Burke, John Griffin andanother witness whose name is illegible.

Blanchette wrote, “This is a shamefulsituation and one that I can’t comprehend.I will forever be disturbed and deeply hurtover this unethical action by the Mayor ofthis city.”

Mr. Blanchette, perhaps this is an

indication that this is the way business isdone in the city and you should not justbe “disturbed and deeply hurt” but takeyour job seriously and call for action. Theresidents of Lawrence are confident thatthis will blow over like everything elseand be swept under the rug. Yourecommended that it should “be referredto the Massachusetts Board of BarOverseers and I will further recommendthat Attorney James Bowers’ contract(which falls under the purview of the CityCouncil) not be renewed.” No, be firmand say it clearly that you will push forhim to be fired from his job immediatelyand disbarred from his legal profession.

The problem is that if you act thatstrongly in this case, people would expectyou to be equally firm with DPW and theWater Department in the case of theunauthorized fiber optic installationovercharges of $493,000.

How difficult is it to ask companyofficials to remember what conversationsthey had and with whom that may havebeen construed as verbal OKs. If thecompany wants to get paid, I’m sure theycan come up with names, conversations,perhaps even email messages that willreveal that someone approved the workto be done. The city has hired privateinvestigators for less important issuesthan this one.

This is another situation that willblow over, things will calm down, theywill manage to get enough votes in thecouncil to pass the payment through andthe voters will forget come November. Weare used to it and they are counting on it!

Yaliza Fana majors in Marketing atGreater Lawrence Tech, and works in thestudent office as a participant in the school’sCooperative Education Program. She hasenjoyed all aspects of the Marketingcurriculum over the years, includingcomputer skills and working in the schoolstore, but interacting with people has beenher favorite aspect. She is an active schoolcitizen who serves as vice president ofStudent Council, student representative tothe District School Committee, a member ofthe State Advisory Board for StudentCouncil, and a member and competitor inDECA.

Following graduation from GLTS, Yalizaplans to attend college and major in socialwork. University of MassachusettsAmherst and St. John’s College in New Yorkare on the top of her list. Both StudentCouncil Advisor Jenna Simard andCommunity Relations/Grants ManagerBarbara Parente nominated Yaliza as Studentof the Month. They cited her willingness tohelp and professionalism in the office andcalled her a model school citizen.

Brenda Guzman specializes in Buildingand Property Management and says thatthe opportunity to paint attracted her to thatfield when she was exploring careers as aninth grade student. Painting is still herpreferred activity in the career area, andEnglish is her favorite academic subject.

Mayor James J. Fiorentini todayannounced that the State has givenapproval to the City’s downtown smartgrowth rezoning proposal. This approvalputs the City in line for a $600,000 bonusfrom the State and an additional $3,000bonus for every unit. To receive the money,the City Council must give final approval tothe rezoning.

The smart growth zoning package iscalled a Chapter 40R Rezoning. It allows forthe reuse of upper floors of the old factorybuildings which are located within ¼ of amile near a transit station. The rezoning ispart of the state’s policy of encouragingtransit oriented development to encouragepeople to live in old factory buildings neartrain station.

Transit oriented development andreusing factory buildings have been keygoals of the Fiorentini administration.Mayor Fiorentini has made smart growthrezoning a key part of his EconomicRedevelopment Plans.

Mayor Fiorentini, noting that the citywas one of the first cities in the state toadopt the chapter 40R smart growthrezoning called this “more great news forHaverhill and a major step forward for oururban renaissance:”

This past week both the CityCouncil (by a vote of 7-2) and the Stateapproved our plans to rezone WingateStreet, lower Washington Street, LockeStreet and Locust Street (areas withabandoned shoe shops) as a “Chapter40R Smart Growth Zoning OverlayDistrict.

We have had a Mayoral task forceworking on this for over a year. Thisrezoning makes us a State wide leader inthe redevelopment of old factorybuildings.

A Chapter 40R zoning overlaydistrict is a zoning district located with¼ mile of a transit station, designed toencourage people to live in old factorybuildings. Housing in these districts isallowed as a matter of right. Retail isrequired on the first floor. There aredetailed architectural and designstandards.

The State pays a bonus if citiesagree to adopt Chapter 40R. Haverhillwill receive an up front cash bonus of$600,000 and an additional $3,000 perunit for every residential unit built.

Northern Essex Community Collegerecently received a generous gift to createan endowed scholarship in the name ofEdward J. Sheehan, a graduate of thecollege who served as the college’ssuperintendent of buildings and groundsfrom 1984 until his death in 2004.

Donating the $104,000 scholarship wasHaverhill native David Witham who is nowliving in Boston. Witham and Sheehan were“best friends”, growing up together duringthe 1940’s and 1950’s on 11th Avenue inHaverhill.

“I wanted to honor Ed’s memory andbecause of his close involvement with thecollege I thought a scholarship would bean appropriate way,” says Witham, ahotelier.

Sheehan graduated from St. James’Elementary School and attended HaverhillHigh School where he played football. Afterthree years in the U.S. Army, he married and,while working full-time, attended NorthernEssex Community College four nights aweek. He graduated from Northern Essex in1969 and transferred to Salem State College,graduating with a business managementdegree in 1974.

Sheehan spent the first 20 years of hiscareer with Massachusetts ElectricCompany and in 1984 he joined the collegeas superintendent of buildings and grounds.He worked up until one month before hisdeath from cancer in 2004.

“Ed was dedicated to our Haverhill

Campus,” says David Hartleb, president ofthe college. “Its incredible natural beautyis a testament to his careful stewardship.”

Exercises in 2005, Sheehan wasposthumously named superintendentemeritus. Emeritus status is an honor thatrecognizes sustained excellence inperformance, character, and meritoriousservice to the college Sheehan’s wife Ronniesays her husband’s love for the college iswhat prompted her to suggest that thescholarship benefit a Northern Essexstudent. “He never missed a day of work.He loved the school and especially the crewwho worked for him.”

The couple’s two children-TedSheehan and Maura J. Conley-alsograduated from Northern Essex andtransferred to UMass Lowell. Both havesuccessful careers, as a CPA andinternational banker respectively.Sheehan’s wife Ronnie also hasconnections to the college, having workedin the reading and writing centers.

The Edward J. Sheehan MemorialScholarship is an endowed scholarship thatwill be presented each year to a student

who is graduating from Northern Essex andtransferring to a four-year institution.Priority will be given to students withfinancial need and good moral character.The first scholarship recipient will beselected this spring. The $4000 scholarshipwill be presented in $2000 increments overtwo years.

According to Jean Poth, the college’svice president of institutional advancement,this will be the largest transfer scholarshipthe college has ever offered. “This is a majordonation and it will make a major differencefor our students who are often making greatsacrifices in pursuit of a college degree.”

At the recent MethuenFestival of Trees, MerrimackValley Federal Credit Uniondonated a decorated tree thatwas later raffled off as part ofthe fund raising activities.

The Festival of Trees isa non-profit institution thatcares for historicalpreservation and restorationin the City of Methuen whichincludes the famous wallsbuilt by the Searles Familyand the Tenney Gatehouse.Over two-hundred trees aredelightfully decorated anddonated for that purpose andthousands of people from allover the Merrimack Valleyattend every year to view oneof the first events of theChristmas season.

Kristen Cole, was the winner of thetree donated by the Merrimack ValleyFederal Credit Union and her aunt tookpictures of her with the tree set up inher home.They love the tree and feel itis just beautiful.“The pictures don’t doit any justice. It is seven-feet tall, it hasjewels, sequences, beads and a berrygarland that seem to have been hand-made,” said Mrs. Cole. “It’s totallyme!”

In my day I’ve beenpleasured by watchingmany great athletes.Local bars and clubs allhave their heroes andpeople who played intheir eras. Manydiscussions (arguments)

people don’t agree with each others choiceand sometimes I’ve seen it get physical. Tothis day the Joe “D” fans and the TedWilliams fans still can stoke up a pretty hotsession. The local sport scene is filled withpeople who can and will tell you don’t knowyour butt from your elbow if you don’t picktheir guy who is maybe a relative, aclassmate or former teammate maybe in a“beer” league. These sessions envelope allsports and even in some cases card players,Forty-Five players and Gin Rummy playerscan get pretty touchy about certain playersespecially when there is a few “bobs”involved.

Lawrence has its share of great playersand when a local priest asked me who wasthe best football player to ever come out ofthe city I quickly answered Bill Quinlan andit set my mind in motion (not such an easything these days.) Dolph Medalinskas cameto mind of the “Flying Liths” backfield.Wobbles Hewitt another old timer I’d onlyheard of. Joe Bosse an All American end atCentral Catholic who got a full boat to NotreDame. Pat Burke played in the Rose Bowlfor Michigan State after graduating fromLHS. The feeling is here that this cannotcause an argument because with all thenames and there are many, big Bill Quinlanhas the pro credentials to garner him thetop spot.

I want also bring to the table a greatathlete from the south side of the city. Henever played high school ball but he surecould’ve. He’s like the athletes you readabout in sports books who everybody says,“This guy would’ve been better than MagicJohnson or Larry Bird if he went to school”and when playing the tournaments (like theRucker Tourney in New York) people comein droves to see these neighborhood stars.

I’ve known my guy for years andalthough only played one game for me he’splayed many against my teams. This athleteplayed baseball at the So. Common and I’vewatched him play against my playgroundteams at the Riley and at an early age hewas showing he was something. With histeammates Dapper Donovan, Sonny Concaand his constant buddy Norman Stone,also known as “Nunna,” they formed anucleus of a fine team. He started playingfast pitch softball and I think he played forevery So. Union St. team as the years wentby. I think he and Dapper were about 16when they started playing with the Julesteam, or maybe it was the Hayes, could’vebeen the Jeffs. He became teammates withFrank Costello, Archie Conroy, Black JackRogers, Georgie Veilliuex and other So.Lawrence greats. Jackie Poremba probablystarted pitching with those teams. I thinkhe once told me that the great softball pitcherDick Krausse in later days played on one ofthose teams back in the day.

If you remember a tall slender playershowing up at a big game with his jerseyslung over his shoulder and a glove that 30

years ago looked like Shoeless Joe Jacksonhad thrown it away because it was too old,and carrying spikes in the other hand whilewearing slippers, then you know who I’mtalking about.

Billy Timmons never told you how goodhe was but he certainly showed you. Overhis softball career he played with manypeople and I’m sure he enjoyed it when BillyJr. played as a teammate on his Herman Hallteam and he was a good player. His wife“Murph” whom he wed at a real young ageattended every game and she was asbeautiful as he was handsome and theycould’ve made a living posing as weddingcake couples. When playing for the Hermansor the Concordia clubs the team had a rule:“If you struck out, you had to buy the beersfor the team.” A few of his teammates saidhe went years without paying through thatrule. One time with his team needing anotherplayer to replace him as he had a leg injuryand with nobody showing up he decided toplay. I was the opposing and much despisedmanager he would be playing against and Iwalked over and told him I wouldn’t havemy guys bunting because of his pain. As Iwas walking away I turned back and said,“unless it’s a close game.” He played onegame for me and it was against Eddie Feignerknown as the King and his court who cameto Lawrence to play an All Star team. I wasthe manager and asked Billy to play and allhe did was to get 3 hits off the greatestpitcher in the world. Feigner told me afterthe game, “that guy is a hitter and I waspouring it on and still couldn’t get him.”

I asked Billy about his hitting Feignerand he replied, “I just waited for my pitch. Itsounded so simple. Billy had the knack ofmaking great plays look simple. One day Inoticed his relic of a glove was not on hishand and when I asked him why he replied,“Someone stole it.” I thought he waskidding until I saw the hurt look on his face.It seemed to me it would be like stealing askunk.

When Bill played with the Hermans orthe Concordia club I wanted him to play forme but he said, “Frank, I like playing withthose guys and I’m staying with them.” Hisgood pal Willie Cartier, Dave Downey, DaveMiller, Irv Wermers (Minsky) and hispitching buddy Ernie Wilson.

My last Timmons story (and there arestill many) concerns a tough guy wannabewho played one year in the league and triedto intimidate people, his name was Rockyto boot (I couldn’t make this up). Rockystarted mouthing off at Billy’s team benchand challenged Bill’s teammates and startedtowards the bench. Now, the Herman teamwas pretty good players and excellentdrinkers but I’m sure fighting was not intheir bag of tricks. The bully gets close tothe bench and Bill stands up and says,“Start right here.” Rocky stops, starts aretreat, and it’s all over. His athletic abilitydidn’t end on the diamond though as hecould throw a football with great accuracyand length and had the local footballlegendary coach drooling with the thought

of him playing quarterback for LawrenceHigh School. Our guy refused Mark Devlin’soffer.

He was a pretty good golfer and couldalso beat you in a game of one-on-onebasketball. He still competes in the BritishClub games with his friends the Fieldings,Archie and Joey Halloran, etc. and is aformidable opponent in each event.His long time pal Dapper Donovan tells methat Timmons played for the US Army teamin baseball while serving (I think it was our

Colonel Paul C. Dulchinos, a cadet mustcomplete eight academic classes in order tograduate from the Army ROTC program.Upon awarding of a bachelor’s or master’sdegree, the cadet will receive a commissionto serve as a second lieutenant on activeduty or in one of the reserve components -U.S. Army Reserve or Army National Guard.

“What this agreement does is, itguarantees and secures UMass Dartmouthstudent body access to the Army ROTCprogram,” Dulchinos said. “With thispartnership, the U.S. Army agrees to apermanent commitment to provide on-sitemilitary science instruction at UMassDartmouth and the university has come backand graciously provided us with thenecessary facilities to properly execute themission.”

The ROTC program has office spaceco-located with the Public Safety Annex inElmwood Hall.

Dulchinos said that the Army ROTCprogram will also assist those UMassDartmouth students already serving in theArmy National Guard and the US ArmyReserves, as they can participate in a specialsimultaneous membership program. Thisprogram allows cadets to continue to servein the reserves in a non-deployable statuswhile they work towards completing theircollege degree and earning their commissionas a second lieutenant in the U.S. Army.Cadets participating in the simultaneous

membership program receive educationalbenefits from both agencies.

Currently, there are 10 active UMassDartmouth cadets in the PC Corps ofCadets. Four are receiving full tuition andfees scholarships and another three areparticipating in the simultaneousmembership program. More scholarshipsare expected to be awarded this year.

In addition to the financial benefits, theprogram allows participants to hone theirleadership and management skills, pursue aprofessional career as a U.S. Army officer,and “serve their nation in a time of need,”Dulchinos said.

Cadet David Wilson signed up forROTC because he has wanted to be amilitary officer for as long as he canremember. “I’ve loved the courses andexperiences so far,” he said. “ROTC allowsme to train in areas that normally a personcouldn’t and learn leadership skills.”

Wilson “absolutely” would recommendthe program to other UMass Dartmouthstudents. “It allows us to explore a possiblefuture in the Army and for those who stayin the program, there are great challengeswith great rewards,” he said.

More than 1,700 officers have beencommissioned through the Army ROTCprogram headquartered at ProvidenceCollege, of which 20 have been graduatesof UMass Dartmouth or one of itspredecessor institutions.
