Over the past few months, my fellow directors and I have given considerable thought to how Corporate Social Responsibil ity (CSR) complements our business objectives, helps to build the Gammon brand and, perhaps most importantly, how we as a company contribute to the quality of life for you, our colleagues, and the wider community in which we live and work.

I be l i eve that CSR i s e s sent ia l fo r the sustainability of our long-term business and that we need to actively practise behaviour that links our corporate business and financial goals with clear and positive contributions to society. It is clear to me that many of us have the desire to enhance our quality of life in the widest sense and I firmly believe that such aspirations are not incompatible with the financial drivers for our business.

Now is the time to set a framework that gives clarity to our approach, and demonstrate how balancing the four elements of our Sustainability Policy with my vision for Gammon in the coming years will maintain our market leadership position.

This is not an exact science, but I thank you for your contributions to date and look forward to working with you all on our CSR journey.

As I come to the end of my tenure as Editor of The Record – and, indeed, of my career at Gammon – I would l i ke to take this opportunity to thank all of my colleagues for their staunch support over the years.

With a nod to Gammon’s strong commitment to safety, a special Safety Conference was held recently with the theme of “Duty of Care”. The event was attended by sub-contractors, customers and staff, all of whom took advantage of this unique opportunity to share knowledge and experience.

In my final call to action in The Record, I would like to encourage all of you to enter this year’s Innovation Competition. As you know, innovation is a very important part of Gammon’s development and will make a strong contribution to the company's successful future. This Competition is the perfect platform for Gammon staff, as well as our sub-contractors and partners, to demonstrate their exciting new ideas, all of which either save money, improve our working environment or help Gammon to be a more efficient construction company – or all of the above! So, don’t wait ... enter now!

Thank you again for your support; I wish you all every success in the future.

A project completed by Gammon, namely the refurbishment, upgrading and extension of The Landmark in Central District, has won a Merit Award in the Non-Residential category of the Quality Building Award (QBA) 2008.

The QBA is a biennial award founded in 2001 by seven building- and construction-related associations in Hong Kong to recognise and reward project teams that construct quality buildings. The Award encourages a collective commitment by the industry to raise the overall standards of construction in Hong Kong and foster a greater sense of teamwork within the industry.

The Landmark project team, led by Desmond Chan, accepted the QBA Award with thanks, noting that it adds to the recognition that this project has received since its completion and acknowledges the team’s dedication to creating a benchmark for high quality in the heart of Hong Kong.

Gammon’s outstanding makeover of the Mandarin Oriental, Hong Kong has earned the company and the Mandarin Oriental Hotel Group the Grand Prize in the 2008 PIP (Pride in Performance) Awards of the Jardine Matheson Group. The two companies also topped the Customer Focus category in the awards scheme.

The US$150-mi l l ion renovat ion of the Mandar in Oriental, Hong Kong was achieved in just nine months, with Gammon delivering the exacting standards required for the renovation work.

Closing a hotel in the heart of Hong Kong’s Central District was a monumental operation and the nine-month deadline had to be adhered to strictly. From the beginning, the project team was very sensitive to all the issues involved.

PIP awards judges described the project as “built on skill and

on a team’s passion to meet their promise to guests to provide a new hotel to be better than ever”. They added that it was “uniquely planned and executed with sustainable benefits”.

Our Shenzhen office moved recently and more than 100 staff celebrated the official opening.

The Plant and Equipment department has also set up a small team in the Shenzhen back office, further reinforcing Shenzhen’s role as a key contributor to Gammon’s Hong Kong, China and regional business. This role can be attributed in no small part to the energy and enthusiasm of its staff, for which the company is grateful.

The first day of November 2008 was an exhilarating one for Gammon Singapore, with 21 teams of 88 enthusiastic staff participating in three exciting activities – the CGS Green Race and the Jigsaw Puzzle Challenge organised by the National Environmental Agency (NEA), and the OSIM Corporate Triathlon.

Teams participating in the Green Race had to use only public transport or walk to various destinations all over Singapore; 12 Gammon teams of five members each raced against 20 other teams, taking 5th, 6th and 8th places.

On the evening of 1st November, four more Gammon teams took part in the Jigsaw Puzzle Challenge and, in groups of threes, “pooled” their brains to assemble a puzzle in the shortest possible time.

Meanwhile, 15 Gammon staff participated in the OSIM corporate triathlon 2008. Four teams of three took part in the team relay comprising a 200m swim, a 10km bike race and a 2km run, while one strong team made up of Director Jon

New Donation to Help Research捐助科研

Gammon has made a donation of HK$1.65 million to the Hong Kong Polytechnic University to assist with research into virtual simulations that are able to identify safety risks and can be used as an interactive tool to promote safe practices.

The money will also help the PolyU to customise these virtual simulation tools to suit a range of construction needs that will be identified based on the past experiences of Gammon-PolyU collaborations.

In addition, the donation will go towards ensuring that joint efforts from both parties, namely the PolyU research team

and Gammon’s BIM Centre, continue and that, together, they go on to deliver quality innovations that prove vital to the construction industry.

Breathing Easy with Gammon攜手令空氣更清新

Recently, the Hong Kong General Chamber of Commerce and the Hong Kong Business Coalition on the Environment joined forces with a number of mainland China organisations to encourage Hong Kong and Guangdong companies to voluntarily support and implement the Clean Air Charter.

The Charter lists six key areas in which businesses can help to reduce air pollution, including: operating by a recognised world-class standard on emission of air pollutants; using continuous emission monitors at significant sources; publishing information about energy and fuel use, and total emissions of air pollutants annually; adopting energy-efficient measures in their operations; identifying and encouraging business-relevant measures for days when air pollution is high; and sharing air quality expertise with others.

Gammon is the first in the construction industry and the sixth company in Hong Kong to receive a Clean Air Charter Certificate, issued by the organisers of Project CLEAN AIR. In certifying the process, the Project Consultant noted that Gammon had established company policies that emphasised innovative design and construction techniques to prevent pollution or better protect the environment. He added that Gammon had achieved ISO 14001, annually determined environmental objectives and targets, and extensively reviewed operations that generated air emissions and identified energy KPIs.

The o rgan i se r s noted tha t Gammon’s d r i ve and commitment to reducing air emissions and increasing energy effectiveness resulted in high standards of management and practices being integrated into the company’s daily operations.

FOCUS STORY 焦點特寫

Be i n g a g o o d c o r p o r a t e citizen is an essential part of Gammon’s core values, as is

clearly demonstrated in many of the company’s activities year after year.

The world has changed in recent years and, today, companies cannot simply ignore the fact that they have to care about more than just profits if they want to keep their shareholders, customers and employees happy.

Practising good corporate citizen-ship is also a way for a company to give back to a community in which it has had a presence for a very long time. It is also a reminder of the so-cial and environmental obligations that come with the freedom society bestows on companies.

Nowadays, issues such as corpo-rate social responsibility (CSR), caring for the environment, community activism, and health and safety are very much in the spotlight. Not only can society as a whole benefit from companies that take these factors into consideration, but also it helps the companies themselves to win po-tential customers, and to recruit and retain good employees.

“It is very clear to me that our future long-term sustainable success will be in the balancing of numerous

economic, environmental and social issues. We have to monitor and, quite rightly, respond to the issues that affect all of us, both within and outside the business world,” says Gammon’s Chief Executive, Thomas Ho.

Over the past few years , he has noted that these wider social responsibilities are coming onto the agendas not only of the customers with whom Gammon works, but also among many of our employees, who clearly believe that society needs the support and skills of those in the business community. Furthermore, job satisfaction is measured in part by the social impact and contributions people make through their work.

Pioneer in sustainability reportingIn 2003, Gammon published its first sustainability report, Health, Safety and Environmental Report 2002 – Staying Ahead on HSE. Gammon was the first construction company in Hong Kong to take such action and received very good feedback, both externally and internally. The Financial Times, a British newspaper, published a review of the report saying that it was one of the two highest quality publications of its

kind produced in Hong Kong.Since then, Gammon has continued

to lead the way in this area and has published five more sustainability reports. The latest, Dialogue for Growth, was launched earlier this year and has recently been awarded the Commendation for Demonstration of Integrity in Reporting at the ACCA (Association of Chartered Certified Accountants) Hong Kong Awards for Sustainability Reporting 2007.

A sustainability report is normally about adopting business sustainability practices that integrate economic, environmental and social management.

“What impre s se s me about Gammon’s sustainability report is that it added health and safety as a fourth dimension of sustainability. By identifying health and safety in what the company calls a quadruple bottom line approach, it shows that it has gone to a higher strategic level than other companies,” says Gaby Oetterl i , Corporate Social Respons ib i l i t y Manager a t the Business Environment Council (BEC) in Hong Kong.

For several years, Gammon has been driving sustainability issues in the construction industry by taking the issues to a higher strategic level than most other companies. The company regards corporate social responsibility (CSR) as a platform for growth and the long-term success of the company.

“Gammon has also integrated sustainability aspects into its balanced scorecards, which is a very good ap-proach to raise awareness internally among staff,” she adds.

“It is encouraging to see Gam-mon trying to drive sustainability in the whole industry. The company actively tries to engage different stakeholders on these issues by tak-ing on a more sustainable approach,” says Kevin Edmunds, Chief Operating Officer at the BEC.

To show Gammon’s commitment to sustainability, it is promoting an

environmental campaign, with the support of a large banner that says “Building in an environmentally sustainable manner”.

“The banner is being placed on all of the company’s construction sites in Hong Kong, Macau and Sin-gapore. On each site, there is also a benchmark programme about con-cern for the environment,” says Colin Smith, Director of Health, Safety and

Environment (HSE) at Gammon.

Many benefits of CSRCSR is a part of sustainability and its role varies in different areas of the world. In Europe, the CSR focus is very much on corporate sustainability business strategies, while, in Asia, some companies still regard CSR purely as making donations and supporting charities, though this attitude is changing.

“For us, corporate social respon-sibility is the way we manage and sustain our business to produce an overall positive impact on society through economic, environmental and social action,” says Thomas Ho.

“There are many benefits for a company in putting a focus on CSR activities,” says Derek Smyth, Execu-tive Director at Gammon. “These benefits include, for example, re-duced costs through better use of resources, increased customer loyalty, better staff retention and more satis-fied employees. There is plenty to earn if you use less, waste less and emit less.

“You also gain better community relationships, and new like-minded business partners,” he adds.

CSR can be defined as a way of conducting business that creates social, environmental and economic benefits for the communities in which a company operates. However, a company must also profit from its CSR activities, otherwise it could be seen as just a burden.

“Yes, it is true that we are often asked by clients if CSR is merely an additional cost,” says Oetterli. “However, a lot of companies have shown that, by implementing CSR, they can also get good results on the bottom line. There is, for example, huge potential in energy savings. There are many things that you can

do to save money quickly, including by implementing efficient lighting.”

T h o m a s H o s a y s t h a t h e i s convinced that corporate social responsibility can be a platform for growth and Gammon’s long-term success:

“The underlying requirements for CSR are naturally aligned with Gammon’s own brand values and objectives. Integrity remains at the heart of our values. We actively encourage innovat ion and best practice. We are fully committed to environmental protection and a safe workplace. We consider ourselves

an integral part of the communities within which we operate, and our business is all about managing risk and creating opportunities.”

Shirlee Algire has recently joined Gammon as its Sustainability and CSR Manager after having served a non-government organisation in Hong Kong for two years and, before that, spent 10 years working on environmental issues for the US Navy.

She is impressed by what she has seen at Gammon: “It looks to me as if the board and management have been proact ive for a long time, although they may not have

understood or labelled their efforts as sustainability or CSR. Much of what I have seen at Gammon is a result of an earnest commitment to doing the ’right’ thing, whether that be designs that minimise waste, using efficient building methods or engaging with the community around a site.”

She adds that it is natural for a construction company to emphasise health and safety issues. “The safety of our workforce and the public is a key concern, and Gammon shows that it wants to go beyond what is expected from a ’normal’ company. As a re-sponsible, leading business, we also promote and try to drive change to improve the standards and level of per-

formance for the whole industry, to the benefit of the whole of Hong Kong.”

The main thrust is to use the foundation of existing good work to build a stronger and more focused CSR programme that provides the best opportunities to have a positive impact on society.

Support from the GovernmentThe Hong Kong SAR Government is encouraging sustainable construction and building in Hong Kong.

“The Government is committed to working closely with the private sector in pursuit of the common goal of promoting green and sustainable bu i ld ings in Hong Kong ,” the Secretary for Development, Carrie Lam, said recently at a conference in Melbourne, Australia.

She said that, to meet r is ing aspirations for quality living, the Gov-ernment was pursuing a “progressive development” model that aims for sustainable, balanced and diversi-fied development; development that brings overall progress rather than economic development alone; and development that also benefits cul-ture, society and the environment.

“Over the next few years, the Government will press ahead with 10 major infrastructure projects that include a number of rail projects, cross-boundary infrastructure, a cultural district and the construction of new development areas. Al l these aim to enhance Hong Kong’s living environment and to make our development more sustainable.

”These mega-projects will provide us with golden opportunities to further explore and adopt sustainable and environmentally friendly practices, from initial planning to building design and throughout the life cycle of the development,” said Lam.

Gammon is well prepared to take part in that development.

Improving Education in China 促進中國內地的基礎教育

Message from Angel Ho, Assistant Design Engineer from Lambeth

When children on the other side of the mountain walk eight hours to and from school every week, struggling with their studies, maybe we should stop moaning about the 10-minute traffic jam we were stuck in this morning. Striding across muddy ground and hilly slopes, our team experienced what the children of the rural villages in China go through every week, if not every day, to walk to school.

As a working group of four from Sowers Action, we recently visited sponsored schools under construction in Lincang, Yunnan, to inspect their progress and basic structural stability, identify potential problems and make suggestions for improvements. No fancy decorations, but cracked walls and ceilings; no air-conditioning, but plenty of heat through the windows; no updated computers, but half-broken wooden desks that are shared – these were the scenes in their current schools. They need a safer learning environment and I am glad that we are working towards building better schools for them.

The reconstruction of existing schools is sponsored partially by Sowers Action and working groups visit these projects at various stages. Awareness of school safety has been raised considerably following the tragic earthquake in May 2008 and we are learning from the stories behind each demolition of a school, spreading the message for better prevention.

It all started four years ago when I was a voluntary worker for a charity organisation in Hong Kong collecting unwanted goods from our citizens and sending them to the needy in third-world countries. I still recall that, when I processed an old and rusted sewing machine, I was told that, as long as it could sew straight lines, it would serve a family somewhere. Eventually, I joined Sowers Action, where I can gain experience by spreading my knowledge even further and where even our smallest of actions spread our warmth.

Never look down on what we can do to help. Despite the minimal distance you can stretch your arms, this is greatly amplified when that assistance reaches the other side of the globe. Passionate hearts can shed more light through actions than just thoughts. Make yours glow!

FOOTNOTE: Sowers Action is a non-religious, non-political and non-profit-making charity organisation established in Hong Kong in 1992 with a vision to improve education in China.

then divided into two teams, creating two flags and calling themselves the “Gammon Beach Sweepers” and the “Gammon Beach Re-Builders”. The flags were part of a city-wide design competition and will be displayed at the Ocean Conservancy Cleanup Wrap-up event.

The Gammon volunteers col-lected items both dropped onto the sand and washed up from the sea,

including cigarette butts, plastic bags and bottles, and all manner of other rubbish. The day was a huge suc-cess and received positive feedback, including how all the volunteers en-joyed the day, noting that Gammon should organise more of such envi-ronmental events. The participants particularly enjoyed the trivia about the environment that was a part of the bus ride to the beach.

Once again this year, Gam-mon entered the charity rat race held in Central District,

with two teams and other individual members taking part in the relay race, the Big Rat Race and the Iron Rat Race, which meant that they had to run all eight legs of the race.

Fortunately, on the day of the event, the weather was fine; it was not too hot, with some showers before the run, but good weather during the event.

One of the Gammon teams wore a smart orange uniform featuring the Gammon logo, attracting the

attention of the media and many photographers. Another team wore tailor-made yellow uniforms that looked very professional.

Everyone who took part in the event enjoyed the day very much, and we are delighted to announce that, for the third consecutive year, we emerged the winners of the Fat Rat Award, meaning that we raised the most money, a total of almost HK$170,000.

Gammon sent four teams, each comprising four people from its Young Professional Group (YPG), to participate in the Tree Planting Challenge held earlier this year in Tai Lam Country Park and organised by “Friends of the Earth” to spread the message of “Save Trees, Conserve Nature”.

The Challenge was a unique environmental activity combining tree-planting, hiking and endurance, with each team given six hours to plant a certain number of trees and complete a distance of 10km on a designated hiking course.

While the Gammon teams did not win any awards, we wish to thank and congratulate them on their enthusiasm, commitment and a job well done!

Sam received his trophy from the Acting Minister of Manpower during the WSH Awards 2008 Gala Dinner held on 2 October 2008, and noted that, in his 12 years with Gammon, he has been impressed by management’s commitment to and passion for safety in both word and deed.

Gammon’s second award was in the SCAL Innovation Award 2008 category, designed to motivate and inspire contractors to look into ways to improve the safety and health performance in their workplace. Our safety innovation team from the Marina Bay project won a Silver Award in this category with a project titled “Man-Cage with Detachable Roof”.

Gammon r ecen t l y he ld a special safety conference titled “Duty of Care: Yourself

and Your Community”. This event was designed to refocus attention on the importance of safety, which is one of Gammon’s key criteria for sustainable development.

Fou r gue s t speake r s a t t he conference were Mr Tso Sing-hin, Assistant Commissioner (Occupational S a f e t y ) o f t h e H K S A R L a b o u r Department; Mr Russell Black, Project Director of the MTR Corporation Limited; Mr Yue Chi-hang, Director of Architectural Services, HKSAR; and Mr Kevin Poole, General Manager, Projects Department, Hong Kong Airport Authority.

Mr Tso drew our attention to the understanding and implementation of three recent safety guidelines, “Safety of Tower Cranes”, “Site Safety Measures for Working in Hot Weather” and “Safety of Site Vehicles and Mobile Plant”. Mr Tso then l inked this excellent safety information to a positive attitude to learn from experience and strive for continuous improvement.

Mr Black stressed the need to engage with the community at large, given the impact of their works on the general public, and the high standards of safety in all aspects of designing, constructing and operat-ing a railway system. From addressing quality of life aspiration through tree

management to community care in operating a railway “EVERYDAY, FOREVER” our duty of care entailed substantial responsibilities.

Mr Poole highlighted the duty of care needed to satisfy 48 million passengers a year, look after 65,000 airport employees and engage with an air l ine business where safety is of exceptional importance. I f the airline industry can do it, Mr Poole challenged, why cannot the construction industry aspire to such levels of safety and care.

工程項目 PROJECTS

Overcoming Constraints to Create Luxury突破局限建構豪華

In place of the existing Lai Sing Court at 13-15 Tai Hang Road, a HK$600-million residential rede-

velopment is heading skyward in the form of two 44-storey luxury towers set above two storeys of clubhouse, four storeys of podium car parking space and two basement levels. The completion date for this project is September 2009.

“The team faced several challenges in this project, including a congested site area, with storage and access limited due to the sunken site and concurrent activities by the Founda-tion team,” said Franklin Sare, Senior Project Manager. This meant that early planning of site arrangements was required and more attention was paid to safety due to the numerous concur-

rent activities taking place in various work places at different levels.

Meanwhile, constraints included hard rock ground conditions, and the fact that work on the superstructure overlapped with that on the founda-tion in an effort to shorten the overall construction period. What’s more, time was tight since the client had requested that the project be com-pleted by the fourth quarter of 2009 in order for the tenants of the previ-ous building to move back.

“Extensive design coordination was also required, since the Tai Hang project is a luxury residential building that involves a lot of high-end finish-ing and building services elements,” explained Franklin. Special features were introduced in the bathrooms

and kitchens of the flats, and the Gammon team was involved in ex-tensive coordination work to ensure that the designs were practical and implemented as planned.

In aspects of envi ronmenta l friendliness, the project uses a large number of pre-cast elements. In addition, design and construction works follow HKBEAM requirements and construction waste is expected to be minimal. Further, regular en-vironmental monitoring and close coordination with the neighbour par-ties, the True Light School and Lai Tak Estate helped to mitigate the impact caused by the construction activities.

To that end, they initiated the “Pacific Place Mall Contemporisation” project, with which Gammon has been involved since March 2006 as the pre-construction advisor. According to Andrew Fan, Contracts Manager, “The Company’s role is to evaluate the feasibil it ies of design, method of construction and duration, and provide professional advice during the design and pre-construction stages. For major activities with a high visual impact on the mall, we produced a mini programme with mini snapshots in a graphic presentation to demonstrate the visual impact or appearance of the mall.”

This major construction exercise will upgrade the retail environment in the mall, improve the facades along Queensway, outside the atrium hotel and Pacific Place 2 offices, and enhance the overall streetscape and pedestrian access within the development. This work was carried out while maintaining business as usual in the rest of the complex, which means that it has proceeded in phases.

The client was seeking better circulation, more cohesion, a more natural genuine environment, aes-thetic renewal and better services throughout the Pacific Place com-plex, which includes three hotels, two office towers, luxury serviced apart-ments, a cinema complex, over 500 car parking spaces, and a three-level shopping mall with approximately 200 high-end retail outlets.

The first work package, the Cen-tral Escalator Improvement Work,

was completed in May 2008. One of its most challenging aspects was the construction of the new toilets at L1 and L2, and Gammon provided buildability advice on model-making and prototyping, as well as experi-mentation with ideas, materials and manufacturing processes during the design and construction phases.

The second major package was the new L4 restaurant, which was completed in August this year.

The des ign, fabr icat ion and installation of the metal roof was

the major challenge in this project. Lambeth and Construction Services Department were involved in the design of this complicated 200-ton metal roof, which was pre-assembled in the Pristine factory and cut into 49 smaller pieces using a computer numerical control (CNC) machine to enable it to be delivered and assembled on site precisely.

Key challenges for this project:

1. Contract Procurement The scheme had to be carried out in phases to reduce nuisance to the atrium mall, creating numerous packages for subcontracting work throughout all the phases.

2. No Disruption to Operating Environment The construction work could not endanger the public or impair the shopping atmosphere.

3. Restricted Logistics With only one vehicular entrance to the mall complex, priority had to be given to tenants/mall customers over construction vehicles and, given its location, there was stringent control on loading/unloading.

4. Control of Dust, Noise, Odour and Water In addition to meeting EPD requirements, measures had to be taken to avoid disturbing the public and tenants.

5. Restricted Noisy Work Period The Pacific Place Management Office implemented a four-hour noisy work period from 7:00am to 11:00am. In addition, hotel schedules restricted work in their proximity.

Work was divided into different phases: • Central escalator improvement work • New L4 restaurant • Facade work on the atrium hotel, Justice Drive, Pacific Place 1 and

Pacific Place 2 Offices and Queensway • Mall interior improvement work • Avenue of Light • L4 external work and streetscape

site congestion, proximity to office buildings and the busy traffic flow within the Pacific Place complex. In addition, comprehensive planning was required with respect to the location and arrangement of mobile cranes to deliver and install the pre-fabricated metal roof components in stages. There was also a demand for high-quality welding work in order to achieve seamless joints.”

Work on the exte rna l s tone façades of the atrium hotel and on Justice Drive has already commenced, with the most eye-catching feature the so-called “Ribbon Wall”, which, after completion in ear ly 2009, will be more like a sculpture than a normal façade.

The interior work and the L4 ex te rna l improvement work i s targeted to get underway in the third quarter of this year and will be done in phases to mitigate disruption to existing L4 traffic and tenants. The majority of the work on the mall interior is scheduled to be carried out at night to minimize disruption to mall operations.

Redevelopment of Tung Ying Building重建東英大廈

Gammon Construction recently won the superstructure con-tract for the redevelopment

of Tung Ying Building, contributing its expertise in reproducing a modern retail complex in Tsim Sha Tsui.

Valued at HK$1 billion, the contract requires construction of a high-rise shopping mall, amounting to a total gross floor area of 400,000 sq ft.

Located in one of the territory’s prime tourist spots, the project is particularly challenging. Its busy surroundings, and limited working area require critical advance planning and coordination in order to ensure a safe and smooth redevelopment.

Commenting on the award of the contract, Mr Thomas Ho, Chief Executive of Gammon, said:

“We are very pleased to partner with Chinese Estates again in the redevelopment of the Tung Ying Building following the demolition of the existing building. Our ability and reputation for reliability, safety and quality were important factors in securing this contract.”

The redevelopment work, which began in October this year, is sched-uled to be completed in early 2010.
