Dear Friends,

One of the most important aspects of the French-Israeli cooperation is the exchange between scientists.

Young Israelis have the possibility to go and work one year in a French laboratory via the Chateaubriand program. There is also a program for young French scientists. Indeed, they can come to Israel thanks to the International Volunteers program for a period a one year extendable. The International Volunteers (VI) (previously called “Candidat du Service National”), is a remain of the French National Service. This program is opened to students or recently graduated people between 18 and 28 years old. It is aimed to create or reinforce the scientific links between France and Israel.

Nowadays, there are nine International Volunteers in Israel. Seven of them work in the main universities : Hebrew University of Jerusalem, Bar Ilan, Weizmann Institute , Technion Institute , Hadassah university Hospital.

We wanted to bring you more details about those young people, their mission and their project in Israel. As you will discover in this special issue of Da-guesh, they all share the responsibility of very innovative and creative break-through in science and technology. Amazing!

Daguesh : What is your opinion about the scientific level in Israel?

“It is an excellent level. At the beginning, the different behavior and mentality might be dis-turbing and I think this is most difficult to adapt to. For example, interrupting a speaker during a conference isn’t, like in France, a sign of exasperation but, on the contrary, a way to try and begin a scientific discussion.”

What is the French International Volunteers Program? This program is intended to support the stay of a young French scientist in an Israeli laboratory, working on a research pro-ject. Grants supplied are co-financed by the French Embassy and the Israeli laboratory (around 1500 euros per month). For whom? For young researchers holding a degree in Engineering or an academic Master’s degree ; who are between 18 and 27 years old and registered on C.I.V.I. (www.civiweb.com). How to apply? The French scientist sends a proposal (resume, covering letter, reference and description of the project) directly to the Atta-ché for Science & Technology of the French Embassy in Israel: Mr Philippe Carlevan ([email protected]). The senior Israeli researcher completes the application form (http://fitscience.wordpress.com/?attachment_id=91) and re-turns it to the Scientific Office. Candidates can apply the whole year; among the proposals, a selection based on criteria of excellence is made by the Office of the Attaché for Science & Technology of the French Embassy. Thomas works on statistical signal processing for signals related to underlying point processes. This topic interests both statistical and signal processing researchers. Telecom-munications and spectrometry in nuclear physics are direct applications of this subject. His project is to find new esti-mation procedures for such applications by using statistical estimation methods and quantifying the improvements. Such development would have applications in many field related to signal processing : neurosciences, electrocardi-ography signals, etc.

Daguesh : Did you get professional contacts from this experi-ence, which would be helpful for your future career?

“Yes, I wish to continue the project I am work-ing on with a laboratory in Europe or in the States but still with a close relation with my ac-tual laboratory in Israel.”

Arnaud’s subject is about treatment of occlusive arterial diseases. His project consists in sampling a vein from a pa-tient from which they extract cells. Those cells are geneti-cally modified in order to express a growth factor of arterial genesis. The arterial genesis process generates arteries able to compensate arterial occlusion like a natural bypass. So the modified cells are injected to the patient blood where they will produce the growth factor of the arterial genesis. This is an important subject as disease linked to arterial occlusion are a major cause of death in developed countries.

Daguesh : How did you get in contact with your laboratory?

“My host laboratory has been recommended by my previous director’s laboratory (Prof. Heard, Pasteur Institute) et he directly intro-duced me to Prof. Judith Melki, head of the Human Genetics Department.”

Lower Motor Neuron Diseases are characterized by the de-generation or the abnormal development of motor neurons of the spinal cord. Some disease loci have been identified but the genetic bases of the recessive autosomal forms are poorly understood. Ruben’s project is to study the genetic basis in the fetal, juvenile and adult forms. After selection of consanguineous or multiplex families, they will screen the genome in order to identify the gene. The identification of disease causing genes would allow improving the diagnostic test. It should also allow a better understanding of the genetic basis of the development or the maintenance of motor neurons.

Maxime Gouet and Prof. Brian Berkowitz

Chemicals interactions inside the phreatic ground water are not well known. Because of the natural porous medium, the movements are very heterogeneous leading to unusual mi-cro-environment systems. Maxime works on the development of a method to quantify the transports and the interactions inside those phreatic ground water. The method is based on theoretical, experi-mental and computational model building. A better understanding will allow many applications in the environmental field.

Daguesh : what did you get on a personal note?

“I have discovered a different society with a multiethnic culture. On the geopolitics matter, I got a better view of the local and international issues depending of the Israeli Arab conflict. On the environmental matter, I’ve seen the mistakes and consequences on the natural bal-ance of the urban management which has com-pletely transformed the landscape of the coun-try in less than 50 years. On a social point of view, I have been in contact with students from all around the world, I got a new vision of the French society.”

Daguesh : Did you get professional contacts from this experi-ence which would be helpful for your future career?

“My work is a part of a European project (6th Framework Program). I am collaborating with 7 universities and industries (Germany, France, Denmark, and Sweden). I have met and worked with international partners of high scientific levels. All those contacts will be helpful for my future career.”

Isabelle works on photonic crystals especially on microcavi-ties. Those nanostructures would be used to elaborate single photon emitters and detectors. They are expected to be key features in optical communications and on-chip information. Isabelle focuses on the optical studies of the crystals: waves propagation and cavity transmission. Her project has two aspects: - the study of the waveguides and cavities’ properties at a (in order to improve their design) - the study of cavities interaction with a quantum dot emit-ting at 1000nm in order to reach the goals of unique photon detection and transmission.

Arrival : February 2008 Host : Bar Ilan University Viral Dynamics Modeling Laboratory Supervisor : Prof. Avidan Neumann Status : Post-doc Subject : Model building of the viral dynamics in virus such as HIV HCV

Hepatitis C virus is a major public health problem, affecting an estimated 250 million people worldwide. The monitoring of the plasmatic viral load, which is a good reflect of the quantity of virus in the body, is the main tool for measuring disease progression. Jeremie works on the mathematic mod-eling of the viral load dynamics, in particular after initiation of therapy. Building a relevant model of the viral dynamic has two goals: - to make possible to accurately and rapidly predict the treatment outcome. - to better understand the underlying biological dynamics for guiding phamaceutical researches. Together with Prof. Neumann, Jeremie works more specifi-cally on the modeling of viral dynamics under new direct anti-virals treatment and the development of resistances that emerge in bad-responder patients

Daguesh : How are your relations with the Scientific Office of the French Embassy?

“They are excellent relations. It is nice to see a team always ready to help us solve the daily problems of an expatriate!”

Florent’s project consists first in synthesizing organic monolayer on Silicon wafers. He then characterizes these structures by varioustechniques to check their quality and analyze their physical and chemical properties. Finally, after a metal deposition, he studies the electrical properties of the silicon / monolayer / metal junction. The goal is to under-stand how the different monolayers affect the properties of these junctions. The potential technological applications are chemical or biological sensors, molecular electronics and solar cells.

Daguesh : What is your opinion about the scientific level in Israel?

“The scientific level is excellent. Many profes-sors have an international reputation and they get great financial support in order to do state-of-the-art research.”

Camille works at the Cultural Cooperation Department since July 2006. With a specialization in biotechnology, her professional experiences led her to scientific communica-tion. Camille’s main task in the scientific office is the magazine Daguesh : she is the chief redactor of the maga-zine. She works on the conception of each issue, writes arti-cles, make up the design and deals with the subcontractors. Together with Sarah, she also writes the electronic bulletin (technology watch for the Technology Information & Diffu-sion Agency). Finally, she takes part in setting up scientific events such as the conference cycle “Le Saviez-Vous?” with Claude Cohen-Tannoudji, Albert Fert, Arnold Mun-nich, etc.

Camille BEX

Since November 2006, Sarah is deputy of the scientific At-taché at the French Embassy. Working within the scientific office, she tries and improves scientific exchanges between France and Israel. With a master in innovating technology, Sarah deals with: - the administrative management and the relations with the 7 International Volunteers in Israeli scientific laboratories - the electronic bulletin (technology watch for the Technol-ogy Information & Diffusion Agency) - scientific events for all public : conferences “Le Saviez-Vous?”, scientific film festival, etc. - launching call for applications, contributing to scientific symposia, meeting responsible for research centers, univer-sities, and important industrial groups - management for the department website

“Being a part of a diplomatic mission helps us getting professional contacts and seeing fabu-lous events. During my mission here, I have been able to meet the most talented scientists including Nobel Price holders”
